How about changes the National Council of Examiners for Engineering and Surveying (NCEES) is making to the Fundamentals of Surveying (FS) exam or LSIT exam starting in January 2014? Come to an important update by Patrick Tami, PLS current BPELSG Land Surveyor Member and past NCEEES Vice President. Mr. Tami is a Professional Land Surveyor with more than 30 years of project management and field surveying experience. He is a Vice President at RBF Consulting, where he has been employed for over 16 years, and has been a guest speaker and instructor on land surveying issues at local, state and national events. In 2006 he was appointed by the Governor to the California Board for Professional Engineers, Land Surveyors and Geologists (BPELSG). Mr. Tami was reappointed to this position in 2008 and continues to serve as the Land Surveyor Member of the BPELSG. 4 Congratulations to the recipients of the Chapter Scholarships! The East Bay Chapter s Ken Kulda Memorial Community College Scholarship for $500 went to Eric Selle, who attends Santa Rosa Junior College. One of the East Bay Chapter s Ken Kulda Memorial Scholarship (for $1000, $750 from Chapter, $250 from State), went to Claudia Barrueta, who attends Fresno State. The other East Bay Chapter s Ken Kulda Memorial Scholarship (for $750) went to KC Keller, who attends Fresno State. January 2012 CLSA East Bay Newsletter Page 4

5 HIGHLIGHTS FROM JANUARY 2012 MEETING The current bylaws have been ed to the chapter membership for review. Please read and bring any comments on February 8 th. The Guest Speaker was Marti Ikehara, State Geodetic Advisor with the National Geodetic Survey, an agency within NOAA. She covered the following topics: 1. The new reference frames that NGS adopted in September; 2. The subsequent adjustment of all passive stations and new geoid model in the works; 3. Info about beta versions of some new geodetic tools/programs; 4. Upcoming datasheet format; 5. Mapping tool DS World. Below is a link to NGS presentations. Call to Order at 7 PM New President Frank Borges presented outgoing President John May with a commemorative gift for his service. 2. Introductions 3. 6 Balance as of 12/31/2011: $ Some money lost this year due to a few no shows for meals and paying out of scholarships but generally doing okay. Dave Murtha welcomed any suggestions for dinner meeting venues. State Reps Report The State budget is sound. The CLSA conference agenda is complete. The conference is coming up March in Reno. It was mentioned that Las Vegas and San Diego as conference venues are too expensive. More money is made at the Reno venue. Janine Hampton suggested people take the train to Reno. Chapter Executive Board Report Frank Borges stated there were two main items of importance to the chapter: Chapter Bylaws: The current bylaws will be ed to the chapter for review. The bylaws will then be voted on at the February meeting and then forwarded to the State. Chapter Dues Structure: Sustaining Membership (to be discussed later in meeting under new business.) Committee Report JPPC: No quorum at the meeting on Dec. 5, 2011 so no action was taken. However there was discussion at the JPPC meeting about the membership composition. Jim Stein will have Janine Hampton check with other state PPC s regarding their composition. Also, Gil Hayes will contact the State Board for Professional Engineers and Land Surveyors about revising this committee s current complaint form to reduce duplication of effort when the initial complaint has to be forwarded to the state for action. Gil Hayes will also start checking City of Oakland Building Permit Surveys for possible violation of state law. Next JPPC meeting is Feb. 6, 2012 at Gil Hayes office in Oakland. 5. Old Business Scholarships Steve Martin has provided recommendations for three candidates. He mentioned that part of the review criteria is that the candidates be from the chapter area if possible. 6. New Business Chapter Dues Structure The following was voted in and approved: Sustaining Membership: Now $200 per year which includes ¼ page free advertising in the newsletter for 1 year and up to 6 memberships (employees from the Sustaining member firm). It was noted these memberships would not count for representation which is based on corporate membership. Corporate Membership: Remains the same at $35 per year. All Other Memberships: Reduced to $20 per year Geomatics Conference (end of January) Janine Hampton mentioned East Bay chapter usually donates a case of wine for door prizes. It was voted and approved to provide one case of wine (up to $200) for the Geomatics Conference. Hal Davis will be responsible for getting the wine and delivering to the conference. It was noted that Gwen Gee and Marti Ikehara will be speakers at the conference CLSA East Bay Workshops Janine Hampton said the first workshop will be held in February in Martinez. The second one will be held in Dublin. Janine suggested a nominal fee of $20 be charged to cover the cost of print materials. She said she could provide Pizza. 7 New Newsletter Editor Jan Gill, former newsletter editor, announced our new CLSA EB Chapter 2012 Newsletter Editor who is Greg St. John of EBRPD. Send suggestions for news items to Greg at 7. Announcements Bay Bridge Boat Tour is May 12, 2012 LS Review Course John May stated that classes will begin on Saturday from 9AM-12Noon at the Local 3 Union Hall in Alameda. The various speakers can help you keep abreast of the different areas of knowledge you need to keep competitive, and the meetings are a chance to network and discuss the profession with others. The East Bay Chapter supports surveying scholarships and this year offers an LS review course and mini-professional development. 9 Some of the California Legislation Chaptered in 2011 that Affects the Surveying Profession Chaptered legislation is that which has been approved by the legislative and executive branches, and as such will no longer be referred to by its Senate or Assembly bill number. It means you can find it in your 2012 Land Surveyors Act or Subdivision Map Act. Below are the LS Act Sections that have been changed: 8710 (amended) Adds Geologists to our Board s Title (amended) Adds Geologists to our Board s Administrative powers 8714 (added) Requires the Board to establish relations with their counterparts in other states (repealed) Licensed Land Surveyor; Incidental Civil Engineering Work; Restrictions (repealed) Consistency of Authority to Sign and Seal 8780 (amended) Clarifies that the Board may on its own initiate or upon receipt of a complaint investigate complaints against licensed surveyors or legally authorized civil engineers. It may publicly reprove licensed professionals (amended) Clarifies that the Board may on its own initiate or upon receipt of a complaint investigate complaints against a land surveyor-in training (amended) Update of the fee schedule for applications, exams and renewals. The renewal fee and application fee for a Land surveyor is capped at $400, and LIST application fee is capped at $100, and the fee for the exam is not set but can be no more than the actual cost to administer the exam. Below are the SM Act Sections that have been changed: (amended) any conveyance of land to or from a government agency shall not be considered a division of land (amended) same language change as above, for tentative maps (amended) ups amount subdivider expends to $236,790, (add) extends expiration date of tentative maps that expire before January 1, 2014 by 24 months (amended) fees for construction of bridges and major thoroughfares may be imposed by local ordinance (not italicized, uncertain of changes at this time??) (amended) Orange County Bridge Fees: edited code section this section references (add) Fees for Approval of Final Map or Issuance of Building Permit. This is a lengthy complicated addition and should be read by fully (add) Authorization to Impose Fees Relative to Subdivisions: authorizations granted are additional to all other authority granted by law to local agencies (amended) Release of Security: Adds that the date this section shall be operative is July 1, For 2012, the State Legislative Committee is working towards changes to existing legislation, including the following: Changes to LSA 8741; this would officially change that any Public Lands survey work in California use the new BLM book, including for the LS exam. Changes to LSA 8731 that would require a Registered Engineer to first pass the LSIT before sitting for the LS exam. Add to LSA 8762 the bold language: The location, relocation, establishment, reestablishment or retracement of one or more points or lines not shown on any map. Also, the committee recommends changes to the Board rules to reflect that an LS license expiration date is not required when an LS stamps and signs documents.
