1 CALIFORNIA COMMITTEE Full Committee Meeting Minutes Tuesday, December 9, 2014 Double Tree Modesto, CA I. CALL TO ORDER A meeting of the Full Committee was called to order by Chairman SILVEIRA at 2:49 p.m., and the following members were present: Members Tim T. 2 With the appropriate number of members in attendance and the seating of an alternate member, a quorum was established. MOVED BY Pat RICCHUITI, duly seconded by Scott PATTON, and unanimously carried THAT the minutes for July 31, 2014 for Full Committee Meeting be approved. (Motion #1) II. MARKETING SUBCOMMITTEE Each year, the Marketing Subcommittee approves a marketing plan with a contracted agency. Last year, the Committee contracted with Fleishman-Hillard (FH) to implement a marketing program and requested FH to propose a plan for Additionally, the Committee needs to approve travel for staff, and growers to various marketing events, consultant fees for school nutrition projects, funding for photography, and association fees. These items total $38,500 making the total marketing budget $411,500. These items include: 1) Education and Partnership - $38,500 a. Alliance for Food and Farming b. CA Grown c. Partnership d. Travel e. Olive Day TOTAL - $38,500 MOVED BY Rod BURKETT, duly seconded by Dennis BURRESON, and unanimously carried THAT the Committee approve $450,000 the Marketing Budget for the 2015 FY. (Motion #3) MOVED BY Mark HEUER, duly seconded Ed CURIEL, and approved by a 11-1 vote carried THAT the Committee to delegate authority to the $411,500 to the Committee for approval. (Motion #2) MOVED BY Pat RICCHUITI, duly seconded by Doug REIFSTECK, and unanimously carried THAT the Committee delegate authority from the Committee to the Executive irector with oversight by the Chairman for inter-item transfers of the marketing budget. (Motion #4) III. INSPECTION SUBCOMMITTEE Last year, The Committee did not allocate dollars for inspection as electronic reporting and optical sizing projects were carried over from previous years. With the systems in place, the industry is seeing success in both the reporting and optical sizing. Adjustments to the program will be made in order to ensure integrity of the system and to ensure the technology keeps up with software and other items
3 For the 2015 FY, phase two of the two major projects will expand. (Motion #5) oversight by Chairman, for the inter-item transfer fund authority. (Motion #6) MOVED BY Dennis BURRESON, duly seconded by Tim CARTER, and unanimously carried THAT The Inspection Subcommittee will have authority to allocate the $50,000 in contingency accordingly. (Motion #7) IV. EXECUTIVE SUBCOMMITTEE The following is the General Administration Budget for the California Olive Committee. This year, it is anticipated that the Committee will be nearly the same costs compared to last year. Staff has put together a history of previous Executive Committee Budgets ADMIN $393,500 $346,500 $333,800 $333,500 $415,900* $324,923 $359,549 $288,552 $252,171 %Differ 13% 3% 0% 24% 28%* -11% 20% 13% -15% * The original approved Executive Sub-Committee budget for 2011 was $335,900. However, in order to begin electronic reporting, USDA required the Committee to approve $80,000 not used in research for the 2011 FY and reallocate to the Executive Sub-Committee, otherwise the project would have to be placed on hold. The mid-year correction increased the Executive Sub-Committee budget by $80,000 to total $415,

(Motion #9) MOVED BY Janet EDWARDS, duly seconded by Ed CURIEL, and unanimously carried THAT the Committee approve the use of legal counsel should one be needed with approval from the USDA. (Motion #10) V. RESEARCH SUBCOMMITTEE Each year the Research Subcommittee approves various research projects funded by the Committee. The Subcommittee must which proposed projects recommend to the Committee for funding. The staff has put together a history of previous Research Subcommittee Budgets RESEARCH $217,582 $219,678 $333,791 $1,093,009 $300,000 $495,000 %Differ % -1%.34% -70% 364% -39% -1% MOVED BY Scott PATTON, duly seconded by Cody MCCOY, and unanimously carried THAT the Committee approve the following projects for the 2015 FY. (Motion #12) MOVED BY Mark HEUER, duly seconded by Rod BURKETT, and unanimously carried THAT the committee approve the No Costs Extensions for a total of 77,341. (Motion #13) VI.
