1 MINUTES OF THE KENT COUNTY LEVY COURT REGULAR BUSINESS MEETING KENT COUNTY ADMINISTRATIVE COMPLEX 555 BAY ROAD, DOVER, DE LEVY COURT CHAMBER, ROOM 203 TUESDAY, JANUARY 10, 2017 Call to Order The Regular Business meeting of the Kent County Levy Court was called to order at 7:00p.m. by President Banta. Invocation and Pledge of Allegiance The Invocation was led by Mr. Howell and the Pledge of Allegiance was led by Mr. Angel. 2 /2017 M M Adoption of the Agenda Motion was made by Mr. Angel and seconded Mr. Sweeney and carried by Roll call vote five (5) yeas one (1) absent (Buckson) to adopt the Agenda as presented. Approval of the Regular Meeting Minutes of Tuesday, December 20,2016 Motion was made by Mr. Angel and seconded by Mr. Pepper and carried by Roll call vote six ( 6) yeas to approve the Regular Business Meeting Minutes of Tuesday, December 20,2016. PRESENTATIONS 1. Employee of the Year for 2016 Lorri Tanaka read the following into the record: On this, the 1Oth day of January 2017, the Levy Court ofkent County, State ofdelaware, does hereby recognize Frances S. "Fran" Gunning as the 2016 Kent County Employee ofthe Year. The prestigious award, presented at the annual Employee Holiday Social, recognizes her outstanding dedication, skill, and hard work in the Department of Community Services - Libraries Division on behalf of the citizens of Kent County. Fran Gunning was met down front by the Commissioners and presented the 2016 Employee of the Year Award. 2. Kent County Department of Public Safety Re-Accreditation by International Academies of Emergency Dispatch (IAED) as an Emergency Medical Dispatch Center for Excellence The following was read into the record by Lorri Tanaka: Salt Lake City, Utah- Kent County Department of Public Safety was approved as an Emergency Medical Dispatch Center of Excellence on November 17, 2016 by the Board of Accreditation ofthe Internation Academies of Emergency Dispatch (IAED). Therefore, Kent County DeJ>artment of Public Safety retains the distinguished honor of being the 49 Emergency Medical Accredited Center in the world. The IAED is a non-profit standard-setting organization promoting safe and effective emergency dispatch services world-wide. Comprised of four allied Academies for medical, fire, police, and emergency communication nurse system dispatching, the IAED supports first-reponder related research, unified protocol application, legislation for emergency call center regulation, and strengthening the emergency dispatch community through education, certification, and accreditation. An Accredited Center ofexcellence (ACE) is the highest distinction in emergency communication services.

3 3 01/10/2017 Kent County Department of Public Safety achieved re-accreditation for their continued compliance to the Medical Priority Dispatch System (MPDS) and the associated "20 Points of Excellence." The "20 Points of Excellence" encompass international practice standards of excellence for Emergency Medical Dispatch (EMD). This sustained culture of operational effectiveness addresses system oversight, quality improvement programs, and individual certification of all emergency call-takers. Re-accreditation is a voluntary accomplishment that demonstrates an unprecedented dedication to public safety from not only each individual within the communications center, but also the administration team. In addition to being featured in the next issue of The Journal of Emergency Dispatch, Kent County Department of Public Safety will be recognized on the International Academies of Emergency Dispatch's website. Members of the Kent County Department of Public Safety were met down front by the Commissioners INTRODUCTIONS Mr. Kujala announced three (3) new employees had been hired and would be introduced. 1. PATRICIA A. BROWN started her term as Deputy Clerk ofthe Peace on January 3, She worked for the State of Delaware for 19 years in the Court of Common Pleas. Prior to that, Trish worked for Catalog Resources as a Customer Service Representative. She also proudly served in the U.S. Army having been stationed in Maryland and Germany. Trish resides in Commissioners Howell's and Pepper's districts. 2. RICHARD HAND was hired January 3, 2017 as a Dispatcher I in the Department of Public Safety - Emergency Communications Division. Richard is experienced in safety communications having worked for PrimeCare Medical Transport and providing basic life support to the City of Dover area. Prior to that, he was the owner/operator of a commercial fishing vessel. Richard resides in Commissioners Angel's and Pepper's districts. 3. MIKELL HELMER was hired January 3, 2017 as a Dispatcher I in the Department of Public Safety - Emergency Communications Division. He is extensively trained and certified in EMT basics and firefighter response as a member of several volunteer fire companies. Mikell holds certification from the Department of Defense as a Public Telecommunicator He also proudly serves as a member of the Delaware Air National Guard. Mikell resides in Commissioner Pepper's district.

A motion was made by Mr. Howell to approve the purchase of a 2017 Chevy Cargo Van with Ladder Rack for $26, to Mall Chevrolet, Cherry Hill, NJ using sewer operating revenue from the FY20 17 Sewer Fund Budget; seconded by Mr. Sweeney; carried by Roll Call vote six (6) yeas. Mr. Howell moved to approve the Change Order #9 for the Capacity Expansion & Nutrient Removal Upgrade Project with PC Construction to decrease by $53, for a final contract price of$16,224,717.94; seconded by Mr. Sweeney; carried by Roll Call vote six ( 6) yeas. A motion to award the purchase oftwo (2) Flyght pumps from Xylem Water Solutions USA, Inc. in the amount of $26, using Sewer Fund Operating Revenue as budgeted in the FY20 17 Sewer Fund Budget and and also move to award the purchase ofthree (3) Val-Matic Surgebuster check valves from MLK & Associates not to exceed $9, using Sewer Fund Operating Revenue as budgeted in the FY20 17 Sewer Fund Budget was made by Mr. Howell; seconded by Mr. Sweeney; carried by Roll Call vote of six (6) yeas. A motion to approve the Milford Neck Area Sewer Extension Project Supplemental Funding Bid Award to A-Del Construction in the amount of $1,495, was made by Mr. Howell; seconded by Mr. Sweeney; carried by Roll Call vote six ( 6) yeas.

6 6 01/10/2017 Mr. Sweeney: My vote's yes to move this forward because of the comments Mr. Banta made about the environmental concerns, however, I still want answers to those financial questions.
