1 MINUTES OF THE REGIONAL PLANNING COMMISSION MEETING December 5, 2017 The Stark County Regional Planning Commission met in regular session Tuesday, December 5, 2017, 7:30 p.m., in the Stark County Regional Planning Commission Conference Room. A quorum of the Executive Committee was present. 2 1) PLEDGE OF ALLEGIANCE Bob Fonte, Chairman, opened the meeting with the Pledge of Allegiance. Maureen Austin was introduced as a new appointee representing the City of Canton. 2) MINUTES OF THE NOVEMBER 7, 2017 MEETING Leach moved, McAlister seconded, and the motion carried to approve the minutes of the November 7, 2017 meeting. 3) FINANCIAL REPORT There being no questions or additions, the financial report for November 2017 will be filed for audit. 4) STAFF REPORT GIS Update Sean Phillips, GIS Manager Phillips gave an update on GIS activities at RPC and the County for ESRI s theme for is Applying the Science of Where. ERSI states the following about why the science of where: The science of where is a perfect representation of our past, present and future, because the science of where is quite simply what we do, what you do, what I do, which all works into GIS. That means it s a science of digital transformation, science of exploration and navigation, commerce, ecology, science of insight and innovation. It is also the context layer for all our content and visualization capabilities and it streamlines the spatial analysis of geographic and enterprise data through maps, charts and graphs. GIS over the past couple of years has continued to grow throughout RPC and the County and is continually collaborative. Infrastructure/asset inventory collection continues to be a large part of what the GIS department does at RPC. Earlier this year the waterline collection project was finished for the City of Louisville. The other two projects currently in progress are the Perry and Tuscarawas Townships storm water inventory projects, which will continue into Fonte asked if RPC is under contract to document any future additions beyond the work that they originally were contracted to perform. Phillips stated the political subdivisions that RPC has had contracts with to perform services will send them as-built drawings of any new construction or changes as they happen, and RPC will make those updates. Currently ESRI is the mapping software the County has used for many years, but ESRI is changing the platform to Arc GIS Pro because it offers more powerful tools. Because it looks completely different, ESRI is offering it now as a sidebar before going exclusively with the new software. This software provides 2-D and 3-D mapping along with hundreds of new tools. RPC and the County will be moving towards this platform. Phillips reviewed a list of what Arc GIS Pro offers. He encouraged everyone to go online to check for new applications the County is currently offering. RPC and the Auditor s GIS staff have visited various villages and townships in the County that were interested in moving forward with some different GIS ideas. They introduced the various applications available for use. The Auditor s website now has a new parcel viewer that came out in July of this year. For any village, township or city interested, they will give a demonstration of the applications. Phillips stated that last year the GIS Steering Committee was created with the purpose of growing GIS in Stark County in a uniform manner. He went over some items that this committee has been working on in They first put together a Data Duplication Subcommittee to tackle the problem 2 P a g e - SCRPC December 5, 2017

3 of multiple entities creating similar data. They started with Sanitary Engineers and will then move on to other assets inventories like storm water. In addition to ESRI creating worldwide maps, they are also permitting the county to create local maps that will provide more accurate data. Phillips mentioned that the county officially entered into a two-way data sharing agreement with Waze. This app can be downloaded on the smart phone and gives traffic information which may include construction work or road closures. The County EMA, GIS and Canton City water department collaboratively purchased a new Geo Event Service. Previously updates were made anywhere from 15 minutes to overnight, which isn t very fast if there is an emergency. But the new Geo Event service will push out data instantaneously, which will be important for monitoring extreme weather conditions and disasters such as flooding. 5) SUBDIVISION ACTION Ron Revlock presented the Subcommittee s recommendations on the projects reviewed. RENEWAL OF PRELIMINARY PLAN The Enclave at Wood Moor SE & SW ¼ Section 6, Jackson Township Approval plan. Revlock moved, Rose seconded, and the motion carried to renew the above-noted preliminary VARIANCE REQUEST Thomas & Kathy Krupko Proposed division of property exceeding 6:1 width-to-depth ratio NW ¼ Section 26, Washington Township By: Matthew & Amy Catania Note: violation of Sec (width-to-depth ratio) Ronald Yant Proposed division of property exceeding 4:1 width-to-depth ratio NW ¼ Section 28, Lawrence Township By: James E. Lautzenheiser II Note: violation of Sec (width-to-depth ratio) Denial Approval Revlock moved, Rose seconded, and the motion carried to accept the Subcommittee s recommendations on the above-noted variance requests. 6) AGREEMENTS a. Jackson Township Storm Water Easement Mapping Project McAlister moved, Sanderson seconded, and the motion carried to approve the above-noted agreement with Jackson Township. 7) PURCHASE ORDERS a Purchase Orders Heather Cunningham reviewed the details of the 2018 purchase orders. McAlister moved, Leach seconded, and the motion carried to approve the 2018 purchase orders. 4 P a g e - SCRPC December 5, 2017

Gannett Fleming Consultant Services for HOF Land Use/Transportation Study - $199, Nau stated that at last month s RPC meeting, the Commission approved Gannett Fleming as a consultant for the Land Use/Transportation Study. The grant amount was for $200,000. Leach moved, Marion seconded, and the motion carried to approve the purchase order for $199, for Gannett Fleming consultant services. 8) ADOPT SCRPC 2018 MEETING SCHEDULE Marion moved, Revlock seconded, and the motion carried to adopt the SCRPC 2018 Meeting Schedule as presented. 9) PERSONNEL Nau stated that RPC currently has only one employed Housing Rehab Inspector, Jeff Bartolone. Steve Williams, Housing Rehab Specialist, retired October 31, 2017, with the plan that he would take off the requisite 60 days, and then RPC would hire him back on a part-time basis. Jeff Bartolone is retiring March 31, 2018, so RPC is currently advertising for his replacement. In the end, RPC will have employed one full-time inspector with Steve Williams as part-time. This matter was discussed previously with the Executive Committee with no objections. They are proposing to hire Steve Williams January 2, 2018, part-time, at about 20 hours per week at $25.00 per hour. Dave Thorley stated that when a board or commission proposes to rehire a retired employee, the ORC requires specific steps be followed. One is there must be a public meeting in which the potential rehiring is discussed. That must be done no sooner than 15 days nor outside of 30 days prior to the rehiring date. Also there is a requirement that it must be advertised, and the advertisement of this happened on September 28, That was advertising the potential for the rehire and the time and place of the meeting to discuss that. He certified that RPC has met the requirements of the O.R.C. and it is now up to the Commission to decide what they want to do. If the Commission wants to rehire Williams, and since he severed ties with RPC on October 31 st, the motion should be by way of a new hire for employment, not a reemployment. McAlister moved, Schillig seconded, and the motion carried to hire Steve Williams part-time with the starting date of January 2, 2018, at a rate of $25.00 per hour. 10) OTHER BUSINESS As there was no further business, the meeting was adjourned at 8:05 p.m. Respectfully, Robert Fonte Chairman Kris Vincent Secretary 5 P a g e - SCRPC December 5, 2017
