Government Affairs Report PEAR Strategies a. AB 12 (Cooley) State Government: Administrative Regulations Review- This bill would require each state agency to, on or before January 1, 2020, review that agency s regulations, identify any regulations that are duplicative, overlapping, inconsistent, or out of date, to revise those identified regulations, as provided, and report to the Legislature and Governor, as specified. AB 199 (Chu) Prevailing Wage on Private Residential Construction- This bill would require private residential projects built on private property that are built pursuant to an agreement with the state or a political subdivision to meet the requirements for projects that are defined as public works, thus expanding the types of projects that must meet these requirements. By expanding the definition of a crime, this bill would impose a state-mandated local program. i. Motion to Oppose: Erick Holly ii. 2 nd : Michael Jackson c. AB 245 (Gomez) Hazardous Waste Facilities- Increased Costs to Hazardous Waste Permit Operators. Imposes unnecessary and substantial new costs on hazardous waste permit applicants by requiring hazardous waste permit applicants to pay for a public hearing within 90 days of the submittal of a hazardous waste renewal application; notwithstanding the fact that current regulations and the California Environmental Quality Act already provide for multiple opportunities for public hearings. i. Motion to Oppose: Wanda Love ii. 2 nd : Erick Holly d. AB 427 (Muratsuchi) California Aerospace Commission- This bill would establish the California Aerospace Commission to foster the development of activities in California related to aerospace; including, but not limited to, aviation, commercial and governmental space travel, unmanned aerial vehicles, aerospace education and job training, infrastructure and research launches, manufacturing, academic research, applied research, economic diversification, business development, tourism, and education. The bill would specify various related duties of the commission. The bill would require the bill to report and provide recommendation to the Governor and the Legislature as specified. i. Motion to Support: Michael Jackson ii. 2 nd : Erick Holly

3 e. Torrance Refinery Safety Plan- Muratsuchi AB 1646, AB 1647, AB 1648, and AB SBACC will invite WSPA to discuss these two bills. Donna Duperron and Andrew DeBlock provided a brief background on the bill. Dan Hoffman suggested we invite the local refineries to the April meeting to get insight on the bills and gauge the impact they will have on business. f. Assembly Committee Assignments 6. Office Holders, Administrative Agencies and Community Partners- Please limit your reports to no more than 3 minutes. a. U.S. Chamber of Commerce- Jennings Imel- Vartan- Provided an update on the initial impressions of the GOP ACA. The Chamber is reviewing Congressional Review Act. We should be seeing more activity on healthcare by April. b. League of Cities- Jeff Kiernan - Not Present c. Los Angeles Air Force Base- Carla L. Rosepryor - Not Present d. Base Retention Advisory Council- Michael Jackson i. Dan Hoffman provided an update on the Air Force Community presentation ii. Michael Jackson gave an overview of the revitalization of the Air Force P4 Program. iii. Michael Jackson gave an on the MOU for the Air Force Base iv. Michael Jackson advised the Board of a new Federal Bill that was recently introduced that seeks to revise the BRAC Process. No Bill Number has been assigned. v. Military Discount Program- Marna Smeltzer provided an overview of the old Military Discount Program (P4). Marna will Chair a new Committee that will reintroduce the P4 Program. Marna called for Committee Volunteers and Donna Dupperron, Wanda Love, Eric Holly and Jill volunteered for the Committee. Marna would like the SBACC coordinate

4 with all Chambers. Michael Jackson suggested the Base Retention Committee will explore resurrecting this program. vi.. e. South Bay WIB- Chris Cagle the SBWIB will assist with the P4 Program. Chris distributed copies of the 2016 SBWIB Annual Report to everyone. f. South Bay Council of Governments- Hon. Britt Huff Funding to homeless services were extended. Recent General Assembly Meeting was a success. The Green Building Challenge for Business is still open for applications. Businesses will receive a free building analysis. Transportation Committee working on Measure R g. Office of Congresswoman Waters- Blanca Jimenez Not Present h. Office of Congresswoman Barragan Not Present i. Office of Congressman Lieuj. Office of Senator Allen- Sam Liu Not Present k. Office of Senator Bradford - Not Present l. Office of Senator Lara - Not Present m. Office of Assemblymember Burke- Robert Pullen-Miles- Gave an overview of Asm Burke s bills AB150 / AB1230 and AB999. Robert will send a list of bills for the SBACC to further review. n. Office of Assemblymember Gipson- Chris Wilson - Not Present o. Office of Assemblymember Muratsuchi- Andrew DeBlock- Provided an update on the Committee assignments of the Assemblymember. Muratsuchi introduced AB1517 on Crowd Funding. Has not made it through Committee Review. At the April SBACC Meeting, Andrew will provide more information on AB1517 / 1646 / 1647 / 1648 / 1649 p. Office of Assemblymember O Donnell- Allison Gallaher - Not Present q. Office of Supervisor Hahn- Hon. Mark Waronek- Thank the SBACC for Support Measure H. Provided an update on the work of Sup. Hahn. Gave an update on

5 the Motion for the LA County Supervisors to send a letter to ACMD requesting that they ban the Hydrofluoric Acid at the next meeting regarding the Torrance Refinery. 7. Webb requested we bring back the March 2017 minutes with revisions. 4. Government Affairs Report PEAR Strategies a. SB 1 (Beall) Transportation funding- Senate Bill 1 establishes the Road Maintenance and Rehabilitation Program and requires all revenues from the imposed taxes and fees to be deposited in the newly created Road Maintenance and Rehabilitation Account (RMRA). SB 1 provides 25 million drivers with smoother, safer, stronger bridges and roads; a reliable transportation system that can withstand natural disasters. Businesses will benefit from improved transportation corridors that will cut down their shipping costs and bring more Pacific Rim tonnage through California ports, making them indispensable in a highly competitive race with Pacific Northwest ports. i. SB 17 (Hernandez) Health care: prescription drug costs- This bill will promote transparency in the health care system by requiring drug makers to give prior notice to purchasers before raising prices and requiring health plans to report the proportion of the premiums which is spent on prescription drugs. i. Motion to Support SB 17- Lou Baglietto ii. 2 nd : Matt Garth c. SB 346 (Glazer) Computer science strategic implementation plan- The computer science strategic implementation plan ensures that computer science is taught in all California schools. Studying computer science prepares students for careers in a large variety of sectors by teaching them valuable computational and critical thinking skills, and by allowing them to create new technologies rather than simply using them. The subject is applicable to careers in manufacturing, healthcare, retail, the arts, financial services, agriculture and more. According to Code.org, in California alone, there are currently 68,352 open computing jobs. i. Motion to Table SB 346- Eileen Hupp ii. 2 nd : Marilyon Lyons d. SB 540 (Roth) Workforce Housing Opportunity Zone- SB 540 aims to streamline housing approvals and construction. One challenge local developers face is complying with the California Environmental Quality Act (CEQA), which can be a lengthy process that creates delays and uncertainty. Senate Bill 540 establishes a voluntary process for a city or county to adopt a Workforce Housing Opportunity Zone (WHOZ). Under SB 540, cities and counties could identify priority housing areas within a community where enhanced planning, necessary environmental reviews and public engagement would occur at the front end. i. AB 912 (Obernolte) Small business: California Small Business Regulatory Fairness Act- would further assist small businesses in navigating the regulations in California so that they can comply and grow their business, without facing costly enforcement actions for inadvertent mistakes. Establishes the California Small Business Regulatory Fairness Act for the purpose of setting the framework by which a reduction or waiver in civil penalties is provided to a small business based upon a determination of the rule making agency that certain conditions are met. i. Motion to Support AB 912- Olivia Valentine ii. 2 nd : Donna Duperron f. AB 1326 (Cooper) Theft: aggregate valuation- would aggregate the value of certain nonviolent property crimes such as shoplifting, check fraud, forgery, theft, and receiving stolen property over a 12-month period. In that time frame, if a person commits crimes with the combined total value of $950 or more, that person would be charged with a felony. i. Motion to Support AB 1326 Lou ii. 2 nd : Matt Garth g. AB (Muratsuchi)- AB 1645 will phase out the use of hydrofluoric acid by California refineries. i. AB 1646 will require the maintenance of a publicly accessible community alert plan which includes notification to residents for emergencies (reverse 911, text, , PSAs, etc.) and public alerts (alarms, sirens, etc.). How far that notification must be heard, ways by which the community must be notified, and several other community alarms will be included. ii. AB 1647 will require refineries to install and maintain air quality monitors at the refinery fence line and in the community, and require that the

9 governing air quality agency publicly report the readings from the monitors in real-time. iii. AB 1648 will increase the number of state refinery inspectors at the California Division of Occupational Safety and Health (Cal OSHA). A budget request has been made in conjunction with this bill. iv. AB 1649 will codify and make permanent the existing Interagency Refinery Task Force created by Governor Jerry Brown. 1. Office Holders, Administrative Agencies and Community Partners- Please limit your reports to no more than 3 minutes. a. U.S. Chamber of Commerce- Jennings Imel- Provided a federal update on the Supreme Court Vote. A vote expected by Thursday or Friday. b. League of Cities- Jeff Kiernan- Thanks the SBACC for supporting SB 1. Provided an update on the Gov. Brown s budget activity. c. Los Angeles Air Force Base- Carla L. Rosepryor NA d. Base Retention Advisory Council- Michael Jackson- Marna Smeltzer provided the update. The committee will be restarting the military discount program. e. South Bay WIB- Chris Cagle- SBWIB has a new website he suggested we look at. SBWIB is leading a summer youth program f. South Bay Council of Governments- Hon. Britt Huff- Discussed all the programs the SBCOG has coming up soon. The broadband study is still being compiled g. Office of Congresswoman Waters- Blanca Jimenez NA h.
