1 - 1 - MINUTES OF THE MEETING OF THE MAYOR AND CITY COUNCIL OF THE CITY OF EAST MOLINE, COUNTY OF ROCK ISLAND, STATE OF ILLINOIS MONDAY, MAY 18, :30P.M. PLEDGE Mayor Thodos led the City Council and all those present in the Pledge of Allegiance to the Flag. ROLL CALL Mayor Thodos called the meeting to order and directed City Clerk Arletta D. Holmes to call the roll. The following Aldermen were present: Helen Heiland, Gary Almblade, Jeffrey Stulir, Ed DeJaynes, Robert Cheffer, Gary Westbrook, and Mayor Thodos. Absent: Humberto Aguilar. PUBLIC COMMENT: Pastor Dale McCaulley nd Street N., East Moline, Illinois Pastor Dale McCaulley, of River s Edge Fellowship addressed the Council, and made the made the following comments: Good evening Mayor, Aldermen and Councilmen; I am here tonight to make a recommendation and some statements in regards to Resolution that was tabled at the May 4, 2015 meeting. I would like to make a recommendation that Resolution be re-considered and brought back to the City Council for a vote. Again my name is Dale McCaulley, and I am the Pastor of River s Edge Fellowship Church here in East Moline. Currently we are leasing a facility located at th Avenue, East Moline. This is in regards to a piece of property located off of State Road Illinois 84, adjacent to Empire Park, at the border of East Moline and Hampton. We had approached the Planning Board back in February, 2015 and submitted an application for rezoning. Currently the property is zoned residential, and we were requesting that it be zoned to B-3. The purpose for that was because we were looking to sale two ( 2) acres of land to a local businessman who wanted to put in some storage units for Boats and R.V s, adjacent to the Boat Ramp and the Park there. Pastor McCaulley gave a brief history of the property. The property was purchased 7 years ago and the grass was 6-7 feet high at that time. There was complete underbrush all along the rail road tracks, and all the way to the park entrance. In the last number of years we have cleared that property off and maintained it. We have received comments from different Police Officers, from both Hampton and East Moline, who have thanked us for clearing it out, because it makes for a safer view. We were looking to sell that property and the Zoning Board denied our application request. Pastor McCaulley noted that according to Resolution the City Attorney has that recommendation in the affirmative that a Yes vote would allow that property to be re-zoned. The neighbor Timothy Yeargle who is at the south end of the property, attended the Zoning Board meeting with them and is in favor of this property being re-zoned. Pastor McCaulley asked if he could entertain any questions with regards to this topic. Mayor Thodos replied that the Public Comment is an opportunity for you to address the City Council. The question and answers start at the Planning and Zoning Board. Pastor McCaulley stated, that they were told from the Planning Board, that they just don t want storage units there. He asked the City Council if there is a difference between personal preference and personal property rights. The man who was going to buy the 2 acres from them was going to bring onto the property utilities (water and sewage) at a cost of $40,000, for his business and it also would benefit the church. The property was going to be sold for $40,000, if the vote is not in the affirmative for River s

2 - 2 - Edge Fellowship Church in East Moline; there is a potential loss of $80,000 based on personal preference, rather than personal property rights. In the City s future Comprehensive Plan this property is zoned commercial and would be available for other commercial endeavors. What we are looking is that this property be re-zoned, so that they might be able to make that sale. Ms. Jeanette Hunter P.O. Box 523, Moline, Illinois Ms. Janette Hunter is requesting that a Street be named in honor of Mr. Charles B. Westbrook. Honorable Mayor John Thodos and the East Moline City Council; My name is Jeanette (Clark) Hunter and I currently reside in the City of Moline. I was a resident of the City of East Moline for 42 years. I am here tonight to request that the City of East Moline adopt and pass a resolution to name a street after Mr. Charles B. Westbrook. I understand I only have 3 minutes so I will try to list a few accomplishments of Mr. Westbrook. At this time, I would like to respectively request that Alderman Westbrook be excused for my comments. Mr. Westbrook & Barbara (his wife of 70 years) has helped many individuals & families in the area, not just East Moline. They raised 11 children. He came to the Quad Cities in He gained employment at JD Harvester Work retiring in 1970 after 33 years of service. He was also a Sergeant in the Army. In 1960 Mr. Westbrook established Community Outreach Church located at th Street, East Moline today the church has a new name Community Outreach Worship Center and it s located at th Avenue, East Moline where his son Larry Westbrook, Sr. is pasturing. Mr. Westbrook was instrumental in organizing: (NOCEM) Neighborhood Organizing Committee of East Moline in the Watertown area. He served on various committees to bring into fruition the Florence Aldridge Center. He organized the IL & IA Southern Leadership Conference (SCLC) He organized prayer vigils in a quest to find a young missing girl (as of today s date she has not been found) He was a community activist. He & his wife established a garment closet to help the underprivileged with new & used clothing at no cost. He offered his assistance to the EMPD to bridge the gap between the youth & Law enforcement. He purchased sports equipment to insure the youth had proper equipment to aid them in participating on a team. He was a mentor to any & all young men he came in contact with to include housing them. He donated monies for the afterschool projects at Oak Grove Housing authority. I m aware Mr. Westbrook was not an Elected Official or Police Officer. He did all those things and many more without asking or expecting to be acknowledged or praised. He did it because that s the kind of man he was. I don t recall him or his family ever advertising any of this in the newspaper, radio or television. I m requesting that the City of East Moline honor Mr. Westbrook with an honorary street named in his behalf. He meant a lot to this community and I think it would be GREAT if the City of East Moline City Council approve a resolution for this request. Thank you, Mayor Thodos & the City Council for giving me an opportunity to speak. Jeanette Hunter Mayor Thodos asked Ms. Hunter, was there any specific location that has been identified? Ms. Hunter suggested 16 th Avenue, 12 th Street, or 23 rd Street, where Mr. Westbrook had a residence as possibilities. Mayor Thodos stated that 16 th Avenue forms part of Illinois 92 and would be very difficult to change, and officially there are only three streets in East Moline, named after people; Archer Drive Morton Drive, and

3 - 3 - Kennedy Drive. Unofficially, 19 th Street is named Martin Luther King Drive, and 13 th Street is named after the late Alderman Crotis Teague Jr. Memorial Drive,. Alderman Almblade asked if Council would provide additional information regarding this request. Mayor Thodos replied yes, and stated what the procedure would be to initiate action on the request. CITY CLERK S REPORT City Clerk Holmes passed. ADDITIONS/CORRECTIONS TO AGENDA None CONSENT AGENDA City Clerk Arletta D. Holmes, read the Consent Agenda that included the following: A. Approval of City Council Minutes of May 4, B. Approval of Committee-of-the-Whole Minutes of May 4, C. Approval of proclamation, proclaiming the Week of May 3 rd 9 th as Arson Awareness Week. D. Approval of Salaries for May 8, 2015 in the amount of $393, E. Approval of Bills in the amount of $373, A motio n was made by Alder man Westbrook, seconded by Alderman DeJaynes, to approve the Consent Agenda as presented. Upon roll call the fol lowing voted in favor: Almblade, Stulir, DeJaynes, Cheffer, Westbrook, and REPORT BY MAYOR Mayor Thodos met with Senator Kirk s staffers; some of the issues that were previously discussed were some of the same issues they discussed in Washington D.C. However, there was a question regarding funding; the levee project which is about a million dollars. Mr. Kammler did prepare a white paper, which the Mayor took to Washington D.C. a copy was also provided to Congresswoman Bustos at her request. That was also the topic, which was discussed at length with Senator Kirk s staffers, and they are aware that the City has this funding issue. Mayor Thodos brought to the Council s attention that he did provide them with an communication from the Illinois Municipal League. (IML). The IML is the governing board, which all municipalities belong to and ensure, whatever goes on in Springfield, they have an opportunity to analyze it and basically give us a briefing. Mayor Thodos said the one most disturbing, although at the surface it may seem like it is a fantastic piece of legislation. There is a bill being considered to freeze all property taxes, currently property taxes are frozen only for a small segment of the population. If you are a senior and met the income guidelines, your valuation is frozen. This bill would go even further and basically freeze everything. This bill would then limit whatever income that the City has, if you take this in conjunction with the Governor s attempt to cut our LG money, MFT funds, Sales Tax money, and the list goes on and on. Opportunity for us to govern as a body will be drastically hampered. CITY ATTORNEY CLAYTON R. LEE PRESENTED THE FOLLOWING ORDINANCES AND RESOLUTIONS: RESOLUTION : A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF EAST MOLINE, ILLINOIS, AUTHORIZING APPROVAL OF THE DISPOSAL OF A POLICE VEHICLE BY SEALED BID, LIVE AUCTION, ON-LINE AUCTION OR TRADE IN.

4 - 4 - A motion was made by Alderman Westbrook, seconded by Alderman Cheffer, to approve Resolution Upon roll call the following voted in favor: Almblade, Stulir, DeJaynes, Cheffer, Westbrook, and RESOLUTION 15-32: A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF EAST MOLINE, ILLINOIS, AUTHORIZING THE POLICE DEPARTMENT TO ACCEPT THE STATE BID FOR THE itouch MACHINE IN THE AMOUNT OF $18,960 FOR THE CITY OF EAST MOLINE. A motion was made by Alderman Cheffer, seconded by Alderman Westbrook, to approve Resolution Upon roll call the following voted in favor: Almblade, Stulir, DeJaynes, Cheffer, Westbrook, and RESOLUTION: : A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF EA ST MOLINE, ILLINOIS, AUTHORIZING APPROVAL OF THE REPLACEMENT POLICE OFFICER FOR THE CITY OF EAST MOLINE POLICE DEPARTMENT. A motion was made by Alderman DeJaynes, seconded by Alderman Westbrook, to approve Resolution Upon roll call the following voted in favor: Almblade, Stulir, DeJaynes, Cheffer, Westbrook, and RESOLUTION 15-34: A RESOLUTION OF THE CITY COUNCIL, OF THE CITY OF EAST MOLINE, ILLINOIS, AUTHORIZING APPROVAL OF THE PURCHASE FROM MTI DISTRIBUTING (TORO), FOR THE PURCHASE OF MOWER FOR USE BY THE MAINTENANCE SERVICE DEPARTMENT OF THE CITY OF EAST MOLINE. A motion was made by Alderman Westbrook, seconded by Alderman DeJaynes, to approve Resolution Upon roll call the following voted in favor: Almblade, Stulir, DeJaynes, Cheffer, Westbrook and COMMITTEE-OF-THE-WHOLE (Alderman DeJaynes) Alderman DeJaynes had no items for discussion. All other items have been covered under the Consent Agenda, Ordinance and Resolution. CITY STAFF COMMUNICATION: Each City Staff member present was given the opportunity to inform the City Council and those present of events in their departments: Ms. Petersen, Director of Finance Ms. Petersen distributed to the City Council a Summary of Revenue and Expenses as of April 30, Ms. Petersen noted that two additional charts have been added, Stormwater Utilities, and Motor Fuel Tax (MFT), she also noted that in MFT the City is somewhat under budget, because the City has not received its April s payment. Mr. Kammler, Engineering Services Director Mr. Kammler informed the City Council that we have received a letter and a copy of the bid tabulations and letter of recommendation from our environmental consultant regarding the Landfill Remediation Project, which bids were held on May 12, 2015 (See Attached Letter). Mr. Kammler stated that the bids came in disappointingly high, as of right now Mr. Kammler does not feel that enough work or investigation has been done. Mr. Kammler expects to provide the City Council with some reasons as to why some bids were low, others quite high or was the Engineers estimate to low. What happened and where do we go from here, we will be working on this. The bids remain good for 30 days; we will be doing our due-diligence and report back to the City Council. This project is mandated by the IEPA.

5 - 5 - Victor Moreno, Police Chief Chief Moreno reminded everyone of the Richard Morton Memorial that will be held on Wednesday, May 27, 2015 at the Morton Drive Fire Station at 11:00 a.m. Mayor Thodos- The American Legion will host the Memorial Day Ceremony on Monday, May 25, 2015 at 1:00p.m. Brigadier General Kristin K. French, Joint Munitions Command Commander will be the keynote speaker. Alderman Heiland encouraged everyone to attend the Memorial Day Ceremony, which will be held at the American Legion on Monday, May 25, There will be a luncheon after the Memorial Ceremony, all are welcomed. ADJOURNMENT: A motion was made by Alderman Westbrook, seconded by Alderman DeJaynes, to adjourn the City Council meeting.
