Only five bills passed out of the legislature, none of them bad (varying opinions there). A sixth bill SB 5256, was opposed by the NRA but I am assured by Senate Law & Justice chair Mike Padden (R-4 Spokane Valley), a longtime friend of gun owners AND a sitting judge, that the bill, which deals with protective orders, does not make any significant change to the existing orders and includes adequate opportunity for appeal. The five bills that passed are HB 1100 (CPL renewal notice), HB 1501 (NICS denial notification), HB 1612 (suicide prevention), SB 5268 (CPL renewal notice) and SB 5552 (minor exceptions to I-594). HB 1100 requires DOL to mail a renewal notice to CPL holders 90 days prior to expiration. The downside is that it is being paid for with $0.82 will be taken from the $3-per-license firearms range account. Catch: the notice will be mailed to the address on the license. If you change addresses, you can VOLUNTARILY notify DOL, and they will update their records. This is strictly voluntary, not mandatory as it is in many states. We ve been pushing for this for 15 years. SB 5268 is a similar bill, but would send an notification, provided you give your address when submitting your application. 2
3 HB 1501 mandates reporting of NICS denials by FFLs to the Washington Association of Sheriffs and Police Chiefs (WASPC). It also requires WASPC to refer cases for prosecution, and requires the Washington State Patrol to maintain a denial data base (which will probably be fed back to troopers when they run a drivers check on traffic stops. An FFL has seven days to report the denial, and there is provision for appeal. I still see potential problems with this as the reason for denial is not provided to the FFL, although WASPC/WSP may have fast access via law enforcement channels. The gun lobby has complained long and hard about the feds failure to prosecute denials maybe this will change. But it s also a major inconvenience for false denials. (I am informed there may be constitutional issues with 1501, mandating a private businessman to act as an agent of the state. They already do that. I raised the issue of a local FFL giving federal data to local authorities, and was told it didn t matter. I suspect we have not heard the last of this one. Recall the Supreme Court overturned the federal mandate to force sheriffs to conduct Brady/NICS checks about years ago Printz v Justice Dept.) HB 1612 is essentially a rehash of last year s suicide prevention program, with the addition of a few elements. The only one that impacts gun owners is one that exempts family members from a background check if they take a gun away (transfer) from a household member believed to be suicidal. SB 5552 is a Democrat very small bone thrown to the gun dogs. It relaxes the I-594 background check requirement in a few limited cases: it allows transfers between in-laws (parents-in-law and siblings-in-law), the potential suicide transfers mentioned above, allows C&R licensees to accept C&R firearms (only) without background check, allows temporary transfers when the owner and the borrower are in the same place (e.g. loaning your gun to someone at a range). And allows security companies to issue firearms to employees with the check each time. It also allows military/veterans honor guards to transfer firearms for ceremonies. This is the bill that we tried to amend to include transfers between CPL holders, given that the CPL background check is more extensive than a simple FFL NICS check. House Democrat leadership claimed the amendment was outside the scope of the bill (which is nonsense) but they knew that a CPL exemption would be a major victory for us. SPECIAL ELECTIONS The bad news is that starting next year, we may not have a budget impasse. Why? Because this November, the Democrats may take over the Senate. Eight sitting legislators, five senators and three representatives, were appointed to the legislature after the 2016 election, as their predecessors moved into higher positions (for example, Senator Pam Roach moving over to the Pierce County Council). All eight are subject to confirmation election in November. Three of the five senators are Republicans, and the Majority Coalition (24 Republicans and one conservative Democrat) control the Senate by one seat. If we lose any one of those senate seats, the Democrats will control the entire process, House, Senate and Governor s Mansion. That would clearly be a disaster for gun owners and taxpayers. Senator Shelly Short (R-7) is in a safe district in northeast Washington. But the other two, Senators Phil Fortunato (R-31) and Dino Rossi (R-45) are in swing districts, which could swing either way (the two Democrat senate seats subject to election are in safe Democrat districts). We can expect to see major expenditures by Democrats to take one of both of these seats. 3
4 Match winner Jeff Phillips had plenty to smile about. Jeff Phillips Reclaims Koehler Memorial Prone 3200 Title by Alan Carey The Tacoma Rifle and Revolver Club (TR&R) hosted the Koehler Memorial Prone 3200 on June 24 th and 25 th, The match is held in memory of Vern Koehler, a driving force in developing the smallbore range at TR&R. A total of 24 shooters entered, which allowed the match to be completed in one relay over both days. Jeff Phillips finished strong after a slow start on Saturday and reclaimed the title he won in Metallic Sight Matches Conditions were good for Saturday s metallic site aggregate. Jeff shot a solid x on Saturday s match, winning 100 yard and 50 meter individual matches. Anthony Stieh cleaned the 50 yard and Dewar stages to win those matches. Class winners were: Sean Webb Master, Emma Goist Expert, and Anthony Stieh Sharpshooter, and Phoebe Chandler Marksman. Any-Sight Matches Conditions were very good for the any-sight match on Sunday. Jeff shot perfect scores for the 50-yard, Dewar, and 50-meter stages, dropping a single point at 100 yards and finishing as the any-sight aggregate winner with a x. Roger McRoberts cleaned the 100-yard stage, winning that match. Class winners were Roger McRoberts Master, Alan Carey Expert, Kylie Delaney Sharpshooter, and Phoebe Chandler Marksman. 6 Adult Highpower Rifle Team Represents Washington State at 2017 National Matches at Camp Perry, Ohio by David Baalman Team members Mark Tennier, Ben Messinger, Dave Baalman, and Omayra Linse working on the sitting position on Petraca Range at Camp Perry during the CMP Advanced Highpower Clinic. coach Kristin Schwartz was very close, coming in 114 th, just missing the cut by x count. The final individual match during trophy week is the National Trophy Individual match, 50 rounds across the course, with the top 10% of non-distinguished shooters receiving 10 leg points toward their Distinguished Rifleman award. Team member Ben Messinger managed to make the cut for leg points with a very respectable 478-9x. This puts Ben at 24 leg points, needing only 6 more to go distinguished. Well done, Ben the rest of us will just have to wait until our next leg match to get our leg points. Other individual accomplishments in the games matches included Dave Baalman finishing 9 th in the air rifle Super Final, Dusty McQuary finishing 28 th in the M1A match, and Chuck Deilke finishing 98 th in the M1 match. With the support of the Washington State Rifle and Pistol Association (WSRPA), a team of six adults joined the longstanding state junior rifle team in competing in the team events at the National Matches this year at Camp Perry, Ohio. Team members David ( Dave ) Baalman, Charles ( Chuck ) Deilke, Omayra Linse, Richard ( Dusty ) McQuary, Benjamin ( Ben ) Messinger, and Mark Tennier represented the state of Washington in the National Trophy Team match and the National Infantry Trophy Team match. Each member spent a total of 7-10 days at Camp Perry, also competing in individual and games matches along with the team events. The week started off for four team members in the Civilian Marksmanship Program (CMP) Advanced Highpower Clinic. This was the first year for this excellent clinic, put on by the CMP s rifle team and several other high caliber shooters, with classroom time and dry fire instruction on the range. Next up were the individual matches, starting with the Oliver Hazard Perry match. The CMP created this new match to take the place of squadded practice. Dave Baalman managed 66 th place in this match with a 292-5x and was the top finisher among our team. The President s 100 match followed; 1,108 competitors took the line hoping for the opportunity for the coveted President s Rifle trophy. Only one winner gets the big trophy in this match, but the top 100 are known as the President s 100, each getting a medal and sometimes a congratulatory letter from the sitting President. (As this is the first year of the current President s term, it is yet to be seen if his administration will participate in the congratulations to shooters.) None of our shooters made the top 100, but junior team Team members Mark Tennier and Ben Messinger asking questions of CMP team member Nick Till during the CMP Advanced Highpower Clinic. Both being left-handed shooters, they were glad to see several left-handed coaches on the line. The team matches start off with the Hearst Doubles match, which is the President s Rifle course of fire (30 rounds) but fired as 2-person teams. We split our 6-person team into 3 pairs and managed to all fire on the same firing point. This was an 6
7 excellent opportunity to work out the bugs in preparation for the full team events. Many issues were discovered, like turning the wind knob the wrong way, bad zeros, blown primers binding up triggers, and dealing with other teams crossfiring onto our target. Dave Baalman and Ben Messinger managed 44 th out of 304 teams with a x. With all the bugs worked out, it was finally time for the National Trophy Team match, firing as a full 6-person team. With 44 teams firing in competition, we managed 27 th place with a total team score of x. A few highlights included taking out each other s spotter on the target more than once (it s much better to do this in the x ring than the 8 ring, we learned) and having the Marine Corps team next to us wonder what we were talking about when giving wind corrections to one of our team members in 1/3 MOA increments due to his scope being in Mils. The final highlight was having the Washington Warriors junior team beat us by 22 points, winding up in 22 nd place. Well done! A huge special thanks to our volunteer pit pullers Melissa Horton and Bob Anderson! The final team match is the National Infantry Trophy Team match, also known as the Rattle Battle. Each team of 6 starts with 384 rounds and fires at silhouette targets at 600, 500, 300, and 200 yards. Hits from farther back count for more points, and there is a bonus for targets with 6 or more hits. The real twist is that there are 8 targets for 6 shooters, and they are only visible for 50 seconds at each yard line. Out of 36 in competition teams, we were 23 rd with 928 points, again being beaten by the junior team, who finished 18 th with 1,041 points. Again special thanks go out to the junior team captain and coach Jerry Bentler and Kristin Schwartz for volunteering as our captain and coach too. With the experience we ve gained this year, we feel we are closer to our ultimate goal of finishing at or near the top of in competition teams in both team matches. We hope to field a team again next year, but of course we are required to have at least one new shooter each year to fire in competition.
