2 November 9, 2017 Downtown Development Authority Regular Meeting 8:07 am The meeting of the City of New Buffalo DDA Board of Directors for October 12, 2017, was called to order by Chair Kemper at 8:07 a.m. in the City Hall Council Chambers at New Buffalo City Hall, 224 W. Buffalo St., New Buffalo, MI Roll Call: Present: Joe Lindsay, Karen Gear, DeeDee Duhn, Robert Kemper, Mayor O Donnell, JV Peacock, Ellie Mullins, Doug Roch Absent: Pete Rahm City Staff Present: Park Superintendent Kristen D Amico, Deputy Clerk Mary Lynn, Street Superintendent Tony Ashbaugh arrived late Public: Francesca Segalla, Nora Howe, Diane Pyshos, Maureen Shanley. John Krsul arrived after start of meeting Motion by Member Roch, seconded by Member Peacock to excuse Members Rahm for their absence, voice vote unanimous, motion carried. Motion by Member Mullens, seconded by Member Gear to approve the agenda, voice vote unanimous, motion carried. Motion by Member Duhn, seconded by Member Lindsay to approve the meeting minutes from October 12, 2017, voice vote unanimous, motion carried. Members Mullens and Roch abstained. New Business Public comments & Submittals - Phase II Project Update - The project is going smoothly and on schedule. Fundraiser for Marquette Greenway Bike Trail Giveback Dinner on December 14, 2017 The event is to raise money to pay for the survey and will be at Bentwood. DDA boundaries change consideration The map was presented by Mayor O Donnell and the DDA will vote on it at a Special Meeting. Terms for board members Mullins, Peacock, Lindsay are up. All 3 applications have been filled out and received by City Hall and will be in the Council packet for the November 21, 2017 meeting. Unfinished Business Communication-Pete Rahm, Robert Kemper and Joe Lindsay Discussion on: FAQ s The first 5 questions with answers of a series of FAQs was handed out to all members. Motion by Member Rahm, Seconded by Member Peacock to support publishing the FAQs, voice vote unanimous, motion carried. Historical markers. The DDA Communications Sub-Committee will be meeting next Tuesday, November 14, 2017 at 9:00 am to discuss that. Page 1 of 2

Entrepreneurial/Business Development-JV, DD, Doug Discussion on: Sidewalk use ordinances and permits Parking enforcement and policy is on hold the deadline is February, Boat concession at Public Marina? Harbor Country Adventures. There is demand for a higher profile location. Design/Visual impact/guidance Ellie and DeeDee Discussion on: Updates on progress with Street Furnishings and lighting-chair Kemper introduced Option 2 Sternberg Lighting Chateau. The DVI will be meeting next week to make a recommendation to bring to the DDA. Schedule of upcoming meetings. There will be a Special DDA meeting called for Thursday, November 16, 2017 at 8:00 am to recommend lighting to council after all members had time to look over the choices. Financial Karen and Robert Treasurer s report presented Motion by Member Duhn, seconded by Member Gear to accept the treasurer s report. Voice vote unanimous. Funding for Welcome signs Motion by Member Roch, seconded by Member Gear to approve the purchase of North Whittaker signs in the amount of $ Voice vote unanimous, motion carried. Member Comments: John Krsul brought up the deadline with the Pokagon who are requiring a full set of approvals by January 31, 2018 Motion by Member Mullens, seconded by Member Gear that on or before January 31, 2018 to fulfill all requirements, all submittals will be complete from the DDA. Voice vote unanimous, motion carried. Adjournment Motion by Member Peacock, seconded by Member Mullens to adjourn the meeting at 9:21 a.m., voice vote unanimous, meeting adjourned. Buffalo St., New Buffalo, MI Present: Doug Roch, Joe Lindsay, Karen Gear, DeeDee Duhn, Ellie Mullins, Robert Kemper Mayor O Donnell, JV Peacock Absent: Pete Rahm City Staff Present: City Manager David Richards, Street Superintendent Tony Ashbaugh, Deputy Clerk Mary Lynn, Park Supervisor, Kristen D Amico, arrived late Public: John Krsul, Francesca Segalla, Nora Howe, Kay Hartmann, Stacey LaRocco, Tony McGhee Motion by Member Gear, seconded by Member Roch to approve the agenda, voice vote unanimous, motion carried. DDA boundaries change support and recommendation. After discussion this agenda item was moved to later in the meeting so zoning questions could be answered. Public Comment: Nora Howe, on lighting recommendation Kay Hartmann, on lighting recommendation Stacey LaRocco, on DDA boundaries change and how it would affect the advisory boards Whittaker Street Phase Two Lighting Recommendation Motion by Member Roch, seconded by Member Peacock to recommend to City Council to proceed with Chateau Lighting if it meets the following requirements: Single head, Diffused, 3,000K and no bracket is needed. Yes: Members Roch, Gear, Peacock, Duhn, Lindsey, Chair Kemper Abstain: Member Mullens, Mayor O Donnell Motion passed 6-0, 2 abstentions If answer is no on single head, 3,000K, diffused on top of pole and 2 heads are needed, the opinion of the members are as follows: Roll Call: Member Roch: Chateau Member Gear: Chateau Member Peacock: Chateau Member Mullens: Abstain due to the DVI Sub-Committees vote in favor of Domas (Vote was Yes 5, No 0, 2 abstain) Member Lindsey: Domas Member Duhn: Chateau Mayor O Donnell: Abstain due to his position on City Council DDA boundaries change support and recommendation. Motion by Chair Kemper, seconded by Member Duhn, to recommend to City Council to engage with engineering company to assist the City of New Buffalo to redefine the boundaries of the DDA, Voice vote unanimous, motion passed.
5 November 16, 2017 Downtown Development Authority Special Meeting 8:07 AM Member Comments: Chair Kemper would like everybody to put their heads together to come up with some impromptu event on Whittaker Street while it is closed to create energy and draw people downtown. 6 FAQ s New for DDA Communications Committee Approval at December 12, 2017 Meeting And DDA Board Meeting on December 14, 2017 Draft dated 12/11/17 6. Describe what streetlight was selected. Sternberg Chateau LED on a single pole in textured mercury/silver color. 7. Why was this light selected? The recommendation to the DDA Board and City Council was to approve the Single Head Top of Pole Chateau Fixture as it provided enough light to allow a single fixture, provided different sizes, sconce and bollard applications. It also fulfilled the desired goals of: LED, durability, low long-term maintenance costs, light bulb diffusion, ambient light, made in the USA, reputable manufacturer, and dimmable light controls for initial settings. Due to the fixture being single head, opposed to two fixtures per pole, the cost savings compared to the originally specified light is estimated to be almost $100,000 for 27 installations. We hope that this will allow for a broader application of the lights and an affordable solution for future projects to replace or add more municipal lighting. Design of the light was determined by many, but not all, designers and the DDA Board to reflect the maritime heritage of our community. The craftsman style combined with the lantern look was seen as a nod to lighthouses, lighted buoys and much of the architecture in our community. The simple clean fixture and pole will allow maximum views down Whittaker Street of Lake Michigan and keep the focus on the storefronts and buildings in our community. 8. Why is the north Whittaker Street project in 3 Phases? Phases 1 and 2 are primarily below ground improvements. Phase 3 is primarily above ground improvements. 9. What improvements are included in Phase I, II and III and what are the costs and sources for each phase?
7 Phase I: Total Construction Cost: $1,165, Improvements: Mechanic Street and Barton Street; roadway/parking, sidewalk, storm, water, sanitary, parking lot, trees Sources: Pokagon Fund grant, water fund, LRSB fund, and bond Phase II: (primarily below ground improvements) Total Est. Construction Cost: $1,775, plus change orders (TBD) Improvements: N. Whittaker Street and Merchant Street; roadway/parking, sidewalk, storm, water, sanitary, overhead utility burials Sources: Pokagon Fund grant, water fund, LRSB fund, and bond Phase III: (primarily above ground improvements) Total Est. Construction Cost: $635,000 plus change orders (TBD) Improvements: N. Whittaker Street and Merchant Street; lighting, trees, landscape/planting, irrigation along Whittaker, site amenities (including benches, bicycle racks, and refuse containers), and sculptures Sources: Pokagon Fund grant, water fund, LRSB fund, and bond 11. Will my property taxes increase as a result of the completed streetscape plan? No.
