Workshop Agenda Commonwealth Transportation Board (CTB) Member Comments and Updates Mr. John Malbon, CTB Member, reported that the State Prioritization Process, required by House Bill (HB) 2, is being developed. He indicated that 62 projects were pulled from the Six-Year Improvement Plan (SYIP) in order to input them into this prioritization process. He noted that the Public-Private Partnership (P3) procedure is being revised and the CTB will be briefed on the changes next month. 4 Virginia Department of Transportation Comments and Updates Mr. James Utterback, VDOT Hampton Roads District Administrator, reported that VDOT received $65 million in Bonus Obligation (BO) Authority funding. He indicated the Six-Year Improvement Program (SYIP) public meeting will be held on September 25, He noted that in the near future he would update the HRTPO Board on both the Intermodal 564 Connector and Military Highway projects. Department of Rail and Public Transportation (DRPT) Comments and Updates Ms. Amy Inman of DRPT reported that DRPT has completed the procurement and initiated the Richmond Area Potomac Segment (RAPS) Tier II EIS for Southeast High Speed Rail (SEHSR). Military Liaisons Comments and Updates Lt. Col. David Huber thanked the Board for the opportunity to participate in its monthly meetings. Captain Robert Clark reported the U.S. Navy had no comments. Statewide Prioritization for Transportation Project Selection (HB2) Mr. Nick Donahue, Deputy Secretary of Transportation, reported that HB2, championed by both Governor Terry McAuliffe and Speaker William Howell, requires that a statewide prioritization process be created and utilized by the Commonwealth Transportation Board beginning in FY 2017 to allocate funds to capacity-expanding projects. He noted the process is envisioned to increase transparency and accountability. Of particular note in the 2014 Virginia Acts of Assembly associated with HB2: The CTB shall select projects for funding pursuant to the provisions of this Act beginning July 1, At the discretion of the CTB, a project fully funded in the Six-Year Improvement Program (SYIP) that has completed the state environmental review process or the review process required by the National Environmental Policy Act (NEPA) may be exempt from the provisions of this Act. The prioritization process developed pursuant to this Act shall not apply to funds allocated to the Hampton Roads Transportation Fund or the Northern Virginia Transportation Authority Fund. For the Hampton Roads and Northern Virginia highway construction districts, the CTB shall ensure that congestion mitigation is weighted highest among the factors in the prioritization process. 5 Mr. Donahue stated implementation of HB2 will require an update of the current Six-Year Improvement Program (SYIP) to de-allocate funds from projects subject to the prioritization process. Chair Price indicated the HRTPO Board transmitted a letter to Secretary Aubrey Layne regarding HB2 and any impacts it may have on the HRTPO-approved Prioritization Process. Secretary Donahue replied that HB2 will not change any regional prioritization process LRTP Amendment HRTF Projects Dr. Camelia Ravanbakht, HRTPO Interim Executive Director, reported that HRTPO staff has requested to amend the 2034 Long-Range Transportation Plan (LRTP) to account for the HRTPO Board action of October 17, 2013, in which the Board adopted Resolution which supports the candidate projects to be funded in whole or in part, with Hampton Roads Transportation Fund (HRTF) revenues. Dr. Ravanbakht introduced Ms. Dale Stith, HRTPO Senior Transportation Planner, to brief the HRTPO Board on this item. Ms. Stith outlined the eight projects as follows: I-64 Peninsula Segment 2: from 0.50 mile east of Route 238 (near Exit 247) to Route 199 (Exit 242) I-64 Peninsula Segment 3: from Route 199 (Exit 242) to Route 199 (Exit 234) I-64 Interchange at Fort Eustis Boulevard Third Crossing Patriots Crossing with Craney Island Connector Third Crossing I-664 Widening: from Bowers Hill to I-64 on the Peninsula, including Bowers Hill Interchange I-64 Southside Widening: from I-464 to Bowers Hill, including High-Rise Bridge I-64/I-264 Interchange (near Norfolk/Virginia Beach line) US Route 460/58/13 Connector: from Bowers Hill to Route 58 Bypass, including SPSA and Airport Interchanges (Mr. Barry Cheatham departs) Ms. Stith commented that the total estimated cost for the projects listed above is approximately $8.56 billion. Over a 20-year period, the cumulative estimated total of HRTF revenues is approximately $8 billion. For the purposes of financial constraint, it is assumed that the difference will be funded with a combination of: Federal funds A portion of the statewide HB2313 revenues expected to be allocated to Hampton Roads Other state funds Other sources, which could include tolls HRTPO Board Summary Minutes September 18, 2014 Page 4 Prepared by K. 6 She noted that at the September 2014 TTAC meeting, the representative from FHWA stated that while FHWA supported the amendment request, it recommended that as part of the amendment: More robust public involvement opportunity Details on which projects would include toll funding Updated cost estimates Clarification on year of expenditure used for cost estimates Impact of the no-compete clause related to the Elizabeth River Crossing projects on the projects listed above An interim update (not to exceed 6 months) of the 2034 LRTP including the projects listed above The TTAC approved the Amendment request with the above recommendations and the additional suggestion to include the multimodal component in the description of the two Third Crossing HRTF projects as specified in the original project documents. After a lengthy discussion, Ms. Stith indicated that the 2034 LRTP Amendment HRTF Projects is for HRTPO Board consideration under the Consent Agenda, Item 13. (Mr. Malbon departs) Virginia Rail Development Program: Draft Mr. Kevin Page, DRPT Chief of Rail Transportation reported that Virginia s 2013 State Rail Plan identifies passenger and freight rail improvements in various corridors. Phase I projects of the plan are funded in the state s Six-Year improvement Program (SYIP) with total costs of all planned improvements through 2040 exceeding $6.9 billion. Mr. Page summarized highlights from the Intercity Passenger Rail Operations and Capital Program (IPROC) and outlined funded and unfunded phases of the Southeast High Speed Rail Corridor (SHSRC). (Lt. Col. David Huber departs) He indicated that one of the future major rail capital projects under consideration is the Richmond to Norfolk High Speed Rail project. 7 Regular Agenda Public Comment Period Mr. Mark Geduldig-Yatrofsky, Portsmouth Citizen, had planned to provide public comments but had to leave early due to a prior engagement. Mr. Frank Papcin, Virginia Beach Citizen, addressed the HRTPO Board concerning better dissemination of information from the Board meetings. HRTPO Board Three-Month Tentative Schedule Chair Price outlined the HRTPO Board three-month tentative schedule, including the cancellation of the December HRTPO Board meeting. 8 Minutes of HRTPO Committee Meetings Chair Price referenced the minutes of the HRTPO Advisory Committees in the Agenda packet. (Ms. Cathie France departs) For Your Information Chair Price noted the items in the For Your Information section of the Agenda packet. Old/New Business Mayor Price reported that Springsted, Inc., the firm contracted to conduct the HRPDC/HRTPO Executive Director Search, ed a survey to HRTPO members. He requested all Board members respond to the by September 24, He stated that Springsted, Inc. planned to have an Executive Director in place by December 15, Mayor Eugene Hunt inquired as to the status of the request to include Franklin and Southampton in the Hampton Roads Metropolitan Planning Area (MPA) to allow them to become full HRTPO members. Dr. Ravanbakht replied that HRTPO staff was currently researching the subject. Mayor Fraim noted the HRTPO Nominating Committee would convene its meeting immediately after the Board meeting in Conference Room D. 11 C. BUDGET AMENDMENT: CARRY-OVER FUNDING There was one budget amendment to the HRTPO approved budget this period. Changes were in Project Carryover Funding. This amendment updates budget carry over estimates that were not included in the originally approved budget. Various elements carry forward from year to year. The FY 2015 budget that was created in February and approved in April of 2014 could only estimate the amounts that would be on hand June 30, 2014 to carry over into FY This amendment updates the estimates that were not included in the originally approved budget by overall program category. HRTPO FY 2014 AUDITED FINANCIAL REPORT Dixon Hughes Goodman LLP has completed its annual review of the FY 2014 financial statements of the HRPDC and their Independent Auditors Report states that they present fairly, in all material respects, the basic financial statements of the HRPDC (fiscal agent for the HRTPO). There were no material weaknesses or deficiencies in any of the internal controls or processes of the financial activity, and all information was free of any material misstatements. This item was presented during the Workshop Agenda under Item 8. Recommended Action: Accept the HRTPO FY 2014 Audited Financial Report. HRTPO Board Meeting October 16, 2014 Agenda

HRTPO LEGISLATIVE AD-HOC COMMITTEE ITEMS In preparation for the 2015 General Assembly session, the HRTPO Legislative Ad-hoc Committee met on September 11, 2014 to discuss legislative priorities of the HRTPO and to develop a draft 2014 Legislative Agenda for consideration by the HRTPO Board for submission to the General Assembly. In addition, the Committee recommended a resolution by the HRTPO Board urging the U.S. Congress to pass a long-term national transportation funding authorization. These items are summarized below: i. HRTPO 2015 LEGISLATIVE AGENDA HRTPO BOARD RESOLUTION This resolution, presented during the Workshop Agenda under Item 9, lists the legislative priorities recommended as the HRTPO 2015 Legislative Agenda. Upon approval by the HRTPO Board, the resolution will be transmitted to HRTPO local governments and the Hampton Roads Delegation of the General Assembly. Recommended Action: Approve the HRTPO Board Resolution. ii. LONG-TERM NATIONAL TRANSPORTATION FUNDING AUTHORIZATION HRTPO BOARD RESOLUTION This resolution, presented during the Workshop Agenda under Item 9, urges the U.S. Congress to pass a long-term surface transportation funding authorization act. 15 F. HRTPO PRIORITY PROJECTS FOR FY SYIP The HRTPO staff assembled the attached list of Hampton Roads priority projects to be considered during the development of the FY SYIP. The Transportation Technical Advisory Committee has recommended approval of the project list. Upon approval by the HRTPO Board, the list of projects will be submitted to VDOT and DRPT during the public comment period. HRTPO staff used the following methodology to arrive at the project lists included in the attachment: Reviewed the CTB priorities for the SYIP Reviewed the 2034 Long-Range Transportation Plan (LRTP) Listed projects in order by HRTPO Prioritization Score per Prioritization Category This item was presented during the Workshop Agenda under Item 10. USDOT REQUEST FOR PUBLIC-PRIVATE PARTNERSHIP (P3) PROJECT PROPOSALS In response to a letter from U.S. Secretary of Transportation Anthony Foxx regarding a new Government-wide effort to support and expand the use of innovative financing strategies, such as public-private partnerships (P3s), HRTPO staff assembled a list of potential P3 projects in Hampton Roads. The Transportation Technical Advisory Committee has recommended approval of the project list. Upon approval by the HRTPO Board, the project list and a brief summary of each project will be submitted to the U.S. Department of Transportation Office of Infrastructure Finance and Innovation. This item was presented during the Workshop Agenda under Item 11. Recommended Action: Approve the list of potential Public-Private Partnership (P3) Project Proposals for submission to USDOT. TRANSPORTATION ALTERNATIVES PROGRAM: ENDORSEMENT OF PROJECT PROPOSALS The Transportation Alternatives Program (TAP), established under MAP-21, provides funding for a variety of transportation activities that were previously eligible for funding under separate programs under SAFETEA-LU, including Transportation Enhancements (TE), Recreational Trails, and Safe Routes to School. The VDOT Local Assistance Division (LAD) coordinates the TAP in Virginia. Each year VDOT requests applications for candidate projects for TAP funding. The deadline for applications is November 1, 2014, and each proposed project must receive endorsement by the appropriate metropolitan planning organization. The Transportation Technical Advisory Committee has recommended HRTPO Board endorsement of the attached project list. The TAP project proposals are attached and briefly described below: Chesapeake Multi-City Trail System Phase I Project will construct a 10-foot recreational off-road trail system along the abandoned Commonwealth Railroad right-of-way from Gum Court to the Portsmouth City line, a distance of approximately 3.0 miles. The scope includes installation of a pedestrian signal to assist bicyclists and pedestrians in crossing Taylor Road. This trail would become a component of the Multi-City Trail planned to eventually run from Suffolk to Ocean View, a distance of over 30 miles. The Commonwealth Transportation Board allocated $300,000 to this project in the most recent Six-Year Improvement Program. The necessary right-of-way will serve as the City s required 20 percent match. Project cost: $850,000 TAP Funding Request: $380,000 Hampton Roads Transit ADA Bus Stop Compliance Nearly 65 percent of HRT s approximately 3,500 bus stops are not in compliance with the Americans with Disabilities Act (ADA) requirements regarding accessible ramps for wheelchairs and sidewalks. This project is to retrofit some of the most utilized bus stops with sidewalks and wheelchair accessible ramps. HRT anticipates requesting TAP funds in future years to continue retrofitting non-compliant bus stops in the system. 18 Newport News Washington Avenue Streetscape and Pedestrian Improvements The project is part of a multi-phase program to provide pedestrian connectivity for people who live and work in downtown Newport News. This phase of the program is to reconstruct pedestrian accommodations along four city blocks of Washington Avenue, from 30th Street to 24th Street, including improvements to lighting, crosswalks, and ADA facilities. The project is located in a Regional Business District and the Historic Newport News District, and will provide better access to public transportation services. Project Cost: $500,000 TAP Funding Request: $400,000 Norfolk Two Project Proposals 1. Elizabeth River Trail Phase 4C/5 Project is to construct a pedestrian and bicycle path from 25th Street to 21st Street that connects other phases of the Elizabeth River Trail. This request is for additional funds for construction of the segment. Additional construction costs are estimated to be $440,000. Project Cost: $440,000 TAP Funding Request: $352, Newtown Road Pedestrian Improvements Project Phase 1 Project will construct pedestrian accommodations and associated drainage work along Newtown Road from the southernmost parking lot at Glad Tidings Church north to Curlew Drive in Norfolk. The sidewalk will aid in pedestrian access to the Newtown Road light rail station. Project design is underway using City funds. Right-of-way acquisition will be undertaken using City funds. Project Cost (Phase I): $2,000,000 TAP Funding Request: $1,600,000 Suffolk Two Project Proposals 1. Seaboard Coastline Trail Project Project will continue construction of a multi-use trail along the former Seaboard Coastline Rail Corridor. The trail will extend between downtown Suffolk and the Chesapeake City Line, a distance of approximately 11 miles. The trail will form the western most section of a 28-mile, multi-city trail. The total project cost is estimated to be $850,000 for design and construction of a 3 mile off-road trail system (Phase 1) along the abandoned Commonwealth Railroad right-of-way from Gum Court to the Portsmouth City line. This scope was recently updated to include installation of a pedestrian signal to assist bicyclists in pedestrians in crossing Taylor Road. The Commonwealth Transportation Board included $300,000 dollars for this project in the most recent Six-Year Plan. We are therefore requesting TAP funding in the amount of $380,000, with the right-of-way necessary to construct the trail serving as the City's required 20% match. By way of background, the referenced rail line is now abandoned as the Commonwealth Rail Line has been relocated to the medians of State Route 164 and Interstate 664. The Virginia Port Authority, as imminent owner of the Commonwealth Rail Line, has expressed the desire to transfer the property to the City of Chesapeake. As such, Chesapeake proposes to construct a 10- foot recreational off-road trail to accommodate bicyclists and pedestrians. This trail would become a critical component of the larger "Multi-City" Trail that would eventually run from Suffolk to Ocean View, a distance of over 30 miles. The trail project described above has been previously endorsed by the Chesapeake Parks and Recreation Advisory Committee, the Chesapeake Transportation Safety Commission, and the Chesapeake Bike and Trails Advisory Committee, and we are again seeking their endorsement for this application. Both concrete sidewalks will tie in to existing sidewalks along 24th Street that connects to Virginia Beach Middle School. This project includes piping the existing ditch, new curb and gutter, tree removal as well as driveway replacement. The concrete sidewalks will be located within the existing right-of-way. This project will greatly improve safety for pedestrians traveling to Virginia Beach Middle School. The Total Project Cost is approximately $538,000. The City will provide the 20% match ($107,600) and request the remaining 80% ($430,400) in TAP funds. Attachment 16-H

31 West Great Neck Road Sidewalk This project will provide a 5-ft wide concrete sidewalk along the west side of West Great Neck Road from Adam Keeling Road to the bridge over Long Creek, a total distance of approximately 0.2 miles. The concrete sidewalk will tie in to existing sidewalks at Adam Keeling Road and the bridge over Long Creek. This project includes new curb, accessible curb ramps, railings and tree removal. The concrete sidewalk will be located within the existing right-of-way. This project will greatly improve safety for pedestrians traveling from Great Neck Point to Shore Drive. The Total Project Cost is approximately $385,000. The City will provide the 20% match ($77,000) and request the remaining 80% ($308,000) in TAP funds. Attachment 16-H
