1 Minutes Berrysburg Borough Council January 9, 2017 Meeting was called to order at 7:00 with the Pledge of Allegiance with the following members present Lahn Kopp, Deb Libby, Crystal Scheib, Mayor - Michael Ward, President Robin Snyder, Vice President Timothy Weaver, and Secretary/Treasurer - Diane Kennedy. Also present was Matt Kerstetter. Minutes for the December meeting were approved with a motion by Timothy Weaver, second by Crystal Scheib, all in favor. Treasurer Report for December was approved with a motion by Deb Libby, second by Lahn Kopp, all in favor. Correspondence received was read. Public Comments none. Mayor s report Dan Scully of Dauphin County Emergency Management needs a copy of the hazard mitigation plan approval letter from FEMA. Old Business: Jonathan Campbell storm water management plan no update. Abner Riehl storm water management plan a handwritten signed property maintenance agreement was received. Land Development Ordinance tabled. Sign Ordinance tabled. Borough engineer Robin Snyder contacted Chad Sheaffer at Stahl Sheaffer Engineering and he agreed with the same terms/pricing as the 2016 Alpha agreement for 2017 and Cole Boyer will be the borough engineer. Timothy Weaver made a motion to accept Cole Boyer as the borough engineer at the same rate as 2016 for 2017, second by Lahn Kopp, all in favor. Robin Snyder discussed the Dollar General site inspection report with Cole Boyer and it is okay to file with their storm water management plan. New Business: No COG Meeting.

2 Municipal authority appointments Crystal Scheib made a motion to appoint Rahn Reed to replace Bob Bechtel, second by Lahn Kopp, all in favor. Deb Libby made a motion to appoint Traci Wiest to another five years, second by Lahn Kopp, all in favor. Timothy Weaver made a motion to approve Resolution Adoption of the Borough Budget for 2017, second by Crystal Scheib, all in favor. Crystal Scheib made a motion to approve Resolution Adoption of the Dauphin County Emergency Operations Plan, second by Timothy Weaver, all in favor. A copy of the resolution will be mailed to Robert Stout, Dauphin County Emergency Management. Certified mail was received from Miller Bros. requesting the release of the bond for the Dollar General Store. Robin Snyder will contact Cole Boyer to review. Deb Libby gave a report on the Community Center including allowing alcohol on premises, bathrooms, planting more trees, Terry Motter parking his tractor trailer in the parking lot, March 18, 2017 pot pie supper from 4 to 7 p.m., purchase more tables, refinishing gym floor, and bingo gift card fundraiser. Deb will advise the Community Center committee that the roof cannot get leaves on it, since the rain water drains into the cistern under the gym. A motion to pay the borough bills that were read was made by Timothy Weaver, second by Deb Libby, all in favor. A motion to adjourn was made by Crystal Scheib, second by Lahn Kopp, all in favor. 3 Minutes Berrysburg Borough Council February 13, 2017 Meeting was called to order at 7:00 with the Pledge of Allegiance with the following members present Jonathan Campbell, Lahn Kopp, Deb Libby, Crystal Scheib, Mayor - Michael Ward, President Robin Snyder, Vice President Timothy Weaver, and Secretary/Treasurer - Diane Kennedy. Also present were Jim Larkin and Matt Kerstetter. Minutes for the January meeting were approved with a motion by Timothy Weaver, second by Crystal Scheib, all in favor. Treasurer Report for January was approved with a motion by Deb Libby, second by Jonathan Campbell, all in favor. Jim Larkin with PA One Call discussed the PA One Call program and stated that the governor has declared April as Safe Digging Month. Deb Libby made a motion to designate April as Safe Digging Month for Berrysburg Borough with a signed proclamation, second by Jonathan Campbell, all in favor. The signed proclamation was given to Jim Larkin. Correspondence received was read. Public Comments none. Mayor s report a request was given to the municipal authority secretary to provide one year of municipal authority minutes that will be placed on the borough website; the municipal authority rate increase was discussed; and Norman Stoltzfus will put a blacksmith shop at 223 E. Market Street. Old Business: Jonathan Campbell storm water management plan Jonathan will discuss with Cole since the site work is completed but he needs to sow grass yet. Abner Riehl storm water management plan Robin Snyder gave the handwritten signed property maintenance agreement to Cole Boyer, borough engineer; but Cole will pass onto the borough solicitor for review. Land Development Ordinance tabled. Sign Ordinance currently working on a draft. A request has been received from Miller Bros. regarding releasing the subdivision bond

4 for the Berrysburg Dollar General. Cole Boyer will review their storm water management plans and advise accordingly. Timothy Weaver made a motion for the solicitor to send a letter to Terry Motter to not park in the parking lot at the borough building (he has been parking his tractor trailer in the parking lot), second by Deb Libby, all in favor. Bob Wise will be cutting the trees at the square on Thursday per prior agreement. Timothy Weaver will call Jamie with Miller Paving to cold patch where needed. New Business: COG report officers for 2017 were elected, Jerry Feaser with the election board was a guest speaker, Upper Paxton Township needs volunteers for the electronic recycling, and LED streetlights were discussed. Lahn Kopp made a motion to renew the website, second by Timothy Weaver, all in favor. Robin Snyder will print the lawn mowing specifications for the bid. The insurance renewal summary was received with a suggested 3% increase in building limits. Timothy Weaver made a motion to keep the same building limits as the expiring policies, second by Lahn Kopp, all in favor. A motion to pay the borough bills that were read was made by Crystal Scheib, second by Jonathan Campbell, all in favor. 5 Minutes Berrysburg Borough Council March 13, 2017 Meeting was called to order at 7:00 with the Pledge of Allegiance with the following members present Jonathan Campbell, Lahn Kopp, Deb Libby, Crystal Scheib, Mayor - Michael Ward, President Robin Snyder, Vice President Timothy Weaver, and Secretary/Treasurer - Diane Kennedy. Also present were Sandra Shade, Pam Keefer, Cole Boyer and Matt Kerstetter. Pam Keefer and Sandra Shade provided information on a CD at Mid Penn Bank that is maturing in March. The interest rate on the renewing CD is.25%, but by opening a new CD with those funds the interest rate would be 1% APY for 12 months. Crystal Scheib made a motion to purchase the new CD, second by Deb Libby, all in favor. Minutes for the February meeting were approved with a motion by Crystal Scheib, second by Lahn Kopp, all in favor. Treasurer Report for February was approved with a motion by Timothy Weaver, second by Crystal Scheib, all in favor. Correspondence received was read. Public Comments none. Mayor s report declaration of disaster and emergency was signed by the mayor and council president effective 12:00 a.m., March 14, 2017 until 12:00 a.m., March 16, 2017 due to the impending snowstorm; and the owner (Laverne Brown, Sr.) of 272 S. Main Street is running the gray water onto the lawn (tenant is Melinda Brown). The mayor will send a letter to the owner. Timothy Weaver made a motion to retain William Burch as SEO (sewage enforcement officer) until the January, 2018 reorganization, second by Deb Libby, all in favor. Old Business: Jonathan Campbell storm water management plan Jonathan will get together with Cole Boyer to look at the system. Abner Riehl property maintenance agreement the borough solicitor reviewed the agreement and said it is fine. Land Development Ordinance tabled. Sign Ordinance working on a draft.

6 Miller Bros. bond release request in order for the bond to be released, Miller Bros. must submit the plans for review per Section of the storm water management ordinance. A letter will be sent to Miller Bros. advising of above. Abner Riehl will need to submit his plans per Section of the storm water management ordinance for his bond to be released. A letter will be sent to him advising him of this matter. Timothy Weaver made a motion to advertise for lawn mowing bids, second by Jonathan Campbell, all in favor. Deb Libby gave a Community Center report included the following the Community Center held their meeting on March 1 st, Andy will set up a calendar for Marie to list events for the center, balance is $10,800, outside lamps were repaired, will repair the bathrooms in the summer, painting fire lanes, made changes to fees, purchased new tables, anonymous donor purchased chairs, ceiling panels in gym fell, discussion on the center being self-sustaining, should have a mission statement, and Deb will get a list of donors for a plaque. New Business: COG report power point from DEP was viewed and LED street lights were discussed. An was received from the borough solicitor regarding UDITO and Timothy Weaver made a motion to ask for $150,000 in settlement for fees and expenses incurred but will accept the $100,000 noted in the attorney s , second by Jonathan Campbell, all in favor. A motion was made by Timothy Weaver to shred the UDITO paper files, second by Jonathan Campbell, all in favor. Road list Timothy Weaver and Michael Ward met with Jamie of Miller Paving and received an estimate of $4,000 to patch all the potholes in the borough including a section 12 x 47 on North Lykens Street with 16 tons of black top. The estimate for the section of 330 x 18 on N. Pine Street from Third Street is $22,600. Timothy Weaver made a motion for Jamie of Miller Paving to patch the potholes including the section on North Lykens Street for $4,000, second by Lahn Kopp, all in favor. A motion to pay the borough bills that were read was made by Timothy Weaver, second by Deb Libby, all in favor. 7 Minutes Berrysburg Borough Council April 10, 2017 Meeting was called to order at 7:30 with the Pledge of Allegiance with the following members present Jonathan Campbell, Lahn Kopp, Deb Libby, Mayor - Michael Ward, Vice President Timothy Weaver, and Secretary/Treasurer - Diane Kennedy. Also present were Robin Straub and Matt Kerstetter. Minutes for the March meeting were approved with a motion by Lahn Kopp, second by Jonathan Campbell, all in favor. Treasurer Report for March was approved with a motion by Timothy Weaver, second by Jonathan Campbell, all in favor. Correspondence received was read. Public Comments none. Mayor s report none. Old Business: Jonathan Campbell storm water management plan no update. Land Development Ordinance tabled. Sign Ordinance tabled. Miller Bros. bond release request no update. Lawn mowing bids were opened and the bids are as follows: North Country Unlimited, Inc., Elizabethville - $60 per mowing, $225 spring clean-up, $125 summer clean-up, $100 fall clean-up. Mattern Landscaping, Gratz - $75 per mowing, $750 spring clean-up, $350 summer clean-up, $500 fall clean-up. Twentytree Lawn & Land, Halifax - $85 per mowing, $525 spring clean-up, $280 summer clean-up, $280 fall clean-up. Collins Paving & Landscaping, Millersburg - $65 per mowing, $290 spring clean-up, $335 summer clean-up, $200 fall clean-up.

8 Jonathan Campbell made a motion to accept North Country Unlimited, Inc. s bid, second by Deb Libby, all in favor. Timothy Weaver will call those who submitted bids with the results. New Business: COG report meeting was cancelled. Robin Straub from Deibler, Straub, and Troutman went over the insurance renewal for Timothy Weaver made a motion to allow the municipal authority to enforce borough ordinance #33 (sewer construction), second by Jonathan Campbell, all in favor. A letter will be sent by the municipal authority s engineer to Norman Stoltzfus regarding E. Market Street, Lot 8 (blacksmith shop). Road project bids no bids for this year. Deb Libby discussed information from the county commissioners regarding preserving old buildings specifically the Community Center. A motion to pay the borough bills that were read was made by Jonathan Campbell, second by Deb Libby, all in favor. A motion to adjourn was made by Lahn Kopp, second by Deb Libby, all in favor. 9 Minutes Berrysburg Borough Council May 8, 2017 Meeting was called to order at 7:00 with the Pledge of Allegiance with the following members present Lahn Kopp, Deb Libby, Crystal Scheib, Mayor - Michael Ward, President Robin Snyder, Vice President Timothy Weaver, and Secretary/Treasurer - Diane Kennedy. Also present was Cole Boyer. Minutes for the April meeting were approved with a motion by Timothy Weaver with a clarification the meeting started at 7:30 due to not having a quorum at 7:00, second by Deb Libby, all in favor. Treasurer Report for April was approved with a motion by Crystal Scheib, second by Timothy Weaver, all in favor. Correspondence received was read. Public Comments none. Mayor s report Kandi Fry questioned planting a tree in front of her house on E. Market Street and a list of trees to plant will be given to her; Elaine at the county assessor s office requested the property improvement registrations for Old Business: Jonathan Campbell storm water management plan no update. Land Development Ordinance tabled. Sign Ordinance tabled. Miller Bros. bond release request Cole Boyer is corresponding with Miller Bros. on the information needed to release the bond. Timothy Weaver made a motion to release the bond contingent on the information Cole has requested, second by Crystal Scheib, all in favor. Abner Riehl s bond release was discussed and Robin Snyder will contact him with the information to proceed with the bond release. New Business: COG report no report. Jamie Miller will be in the borough tomorrow to patch the potholes.

11 Minutes Berrysburg Borough Council June 12, 2017 Meeting was called to order at 7:00 with the Pledge of Allegiance with the following members present Jonathan Campbell, Lahn Kopp, Deb Libby, Crystal Scheib, Mayor - Michael Ward, President Robin Snyder, Vice President Timothy Weaver, and Secretary/Treasurer - Diane Kennedy. Also present was Norman Stoltzfus. Minutes for the May meeting were approved with a motion by Timothy Weaver, second by Lahn Kopp, all in favor. Treasurer Report for May was approved with a motion by Deb Libby, second by Crystal Scheib, all in favor. Correspondence received was read. Public Comments Norman Stoltzfus received a letter regarding sewer connection for his shop on East Market Street. He has no running water in the building. Robin Snyder will contact the borough solicitor regarding this matter. Norman also questioned the borough noise ordinance. Mayor s report Attended meeting with Mike Tobash and Ron Stern, representative from PA Department of Community and Economic Development (DCED), regarding state police coverage and recent vandalism in the area. Old Business: Jonathan Campbell storm water management plan has revised SWM plan for Cole Boyer, borough engineer, to review. Land Development Ordinance tabled. Sign Ordinance tabled. Miller Bros. bond release request William Burch has completed the as built plan which Cole Boyer approved. A letter releasing the bond will be sent to Dollar General. Abner Riehl s bond release request - as built plan not received to date. Trees suitable for planting were discussed. Michael Ward will contact Kandi Fry with the list of trees.

12 New Business: COG report no report. The gray water from the property at 272 South Main Street was discussed. Timothy Weaver made a motion to allow the mayor to contact the property owner, Laverne Brown, Sr., regarding the discharge of the water at the property, second by Jonathan Campbell, all in favor. Also present were Norman Stoltzfus and Ronald Kolva. Minutes for the June meeting were approved with a motion by Timothy Weaver, second by Lahn Kopp, all in favor. Treasurer Report for June was approved with a motion by Timothy Weaver, second by Crystal Scheib, all in favor. Correspondence received was read. Abner Riehl s bond release request - as built plan received which engineer will review. Carriage shop sewer connection was discussed. Per the borough solicitor and according to State Code 73-1, if waste water is produced the property owner must connect to the sewer line. Mr. Stoltzfus has agreed to remove the sink and portable toilet at his property. Robin Snyder (borough council president) and Kent Zimmerman (municipal authority president) will inspect the property on July 21 st regarding the removal of above items. Timothy Weaver made a motion to report on the progress at the next meeting on August 14 th, second by Deb Libby, all in favor.

14 New Business: COG report update on Act 172 incentives for volunteer fire companies which allows municipalities to set up standards and discounts to the earned income taxes by ordinance. A meeting with be set up with the fire company, borough council and Mifflin Township regarding the above. Penn Dot will blacktop Route 25 west from the square to Municipal Road. Kent Zimmerman, Municipal Authority President, joined the meeting to update council on the $50,000 gambling grant. Herb Mauser and Dan Perva, from KPI, attended the preliminary meeting on the grant. The liquid fuels audit was performed by the state auditor on June 27, Robin Snyder received a complaint of 20 pigeons and weeds growing on Tony Bonawitz s property. The mayor reported that a drain pipe on S. Pine Street needs replaced and drain boxes need cleaned. He will get prices for pipe installation. A date will be set to install signs. A quote to paint crosswalks, fire lane, and curbs was received from North Country in the amount of $2, Deb Libby made a motion to paint crosswalks, fire lane, and curbs per the quote, second by Timothy Weaver, all in favor. Deb Libby did not attend the Community Center s meeting last month, so she did not have an update. A motion to pay the borough bills that were read was made by Crystal Scheib, second by Lahn Kopp, all in favor. A motion to adjourn was made by Deb Libby, second by Crystal Scheib, all in favor. 15 Minutes Berrysburg Borough Council August 14, 2017 Meeting was called to order at 7:00 with the Pledge of Allegiance with the following members present Lahn Kopp, Deb Libby, Crystal Scheib, Mayor - Michael Ward, President Robin Snyder, Vice President Timothy Weaver, and Secretary/Treasurer - Diane Kennedy. Also present were Cole Boyer, Norman Stoltzfus and Evan Bartlett. Minutes for the July meeting were approved with a motion by Timothy Weaver, second by Lahn Kopp, all in favor. Treasurer Report for July was approved with a motion by Timothy Weaver, second by Deb Libby, all in favor. Correspondence received was read. Public Comments none. Mayor s report spoke to Kandi Fry regarding tree in front of her house and planting a new tree; painting crosswalks, curbs, fire lines; sidewalks ADA compliant; and Mervin Mace s house purchased by Bill Straub. Timothy Weaver made a motion to cut down the tree and grind the stump at Kandi Fry s house and other various trimming as needed, second by Lahn Kopp, all in favor. Old Business: Jonathan Campbell storm water management plan no update. Land Development Ordinance tabled. Sign Ordinance tabled. Abner Riehl s bond release request Cole Boyer reviewed the as built plan. Timothy Weaver made a motion to release the bond, second by Crystal Scheib, all in favor. Mr. Stoltzfus has removed the sink and portable toilet at his property. He questioned council as to whether he could have a bucket of water at the property which he would take home with him and he was advised not to have water at the property. The mayor spoke to Scott Harner from the fire company regarding Act 172. Scott will take the information to the fire company.

16 New Business: COG report no meeting. Snow plow bids Robin Snyder will work on the bid. Timothy Weaver made a motion for the elected and appointed borough officials compensation for 2018 to remain the same as 2017, second by Lahn Kopp, all in favor. Correspondence was received regarding the UDITO settlement agreement. Deb Libby made a motion to accept the settlement, second by Lahn Kopp, all in favor. The signed agreement will be forwarded to the borough solicitor. Signs will be installed on August 26 th. Evan Bartlett questioned parking in front of his house on Market Street and discussed Stewart Witmer s outdoor burner. The mayor will talk to Stewart on the burner. The post office did not have water recently and the postmaster questioned where the well is located for the post office. The post office receives water from the well for the Community Center. Water has been restored to the post office. A motion to pay the borough bills that were read was made by Crystal Scheib, second by Lahn Kopp, all in favor. 17 Minutes Berrysburg Borough Council September 11, 2017 Meeting was called to order at 7:00 with the Pledge of Allegiance with the following members present Lahn Kopp, Deb Libby, Crystal Scheib, Mayor - Michael Ward, President Robin Snyder, Vice President Timothy Weaver, and Secretary/Treasurer - Diane Kennedy. Also present were Matt Kerstetter and Evan Bartlett. Minutes for the August meeting were approved with a motion by Lahn Kopp, second by Deb Libby, all in favor. Treasurer Report for August was approved with a motion by Crystal Scheib, second by Lahn Kopp, all in favor. Correspondence received was read. Public Comments Matt Kerstetter questioned if snow plowing would be discussed. Mayor s report waiting for Simeon Stoltzfus to look at the trees that need to be cut down; sign bases; stop signs needed; crosswalk signs; and pipe repairs on Pine Street. Timothy Weaver made a motion to purchase signs and necessary accessories needed according to the mayor s, second by Lahn Kopp, all in favor. Old Business: Jonathan Campbell storm water management plan no update. The retention pond will be checked by council members. Land Development Ordinance tabled. Sign Ordinance tabled. Act 172 no update. Deb Libby made a motion to advertise for snow plow bids with bids due by the next monthly meeting of October 9, 2017, second by Crystal Scheib, all in favor. New Business: COG report no meeting. Trick or treat night in the borough will be held on October 31, 2017 from 6 to 8 p.m. It

18 will be advertised in the Community Section of the Upper Dauphin Sentinel. The 2018 budget meeting will be held on October 14, 2017 at 11 a.m. at the borough building with the budget committee. 19 Minutes Berrysburg Borough Council October 9, 2017 Meeting was called to order at 7:00 with the Pledge of Allegiance with the following members present Jonathan Campbell, Lahn Kopp, Deb Libby, Mayor - Michael Ward, President Robin Snyder, Vice President Timothy Weaver, and Secretary/Treasurer - Diane Kennedy. Also present were Matthew Kerstetter, Justin Hoover, and Ron Moyer. Minutes for the September meeting were approved with a motion by Timothy Weaver, second by Lahn Kopp, all in favor. Treasurer Report for September was approved with a motion by Timothy Weaver, second by Deb Libby, all in favor. Correspondence received was read. Public Comments none. Mayor s report most of the sign bases have been installed on Market Street; tractor & trailer parking on West Market Street in front of the old funeral home. Old Business: Jonathan Campbell storm water management plan there is still standing water after the rain which should drain in 72 hours; will need to do a filtration test; Jonathan will request the borough engineer to look at it. Land Development Ordinance Robin Snyder contacted Jerry Duke (Dauphin County Planning Coordinator) regarding the ordinance. Sign Ordinance tabled. Act 172 no update. Snow plowing bids received were opened and are listed as follows: Grosser Excavating, Inc. plowing and salting roads - $90 per hour; cost for each snow plow or salting call out no charge; salt - $200 per ton. Matthew Kerstetter plowing and salting road - $95 per hour; cost for each snow plow or salting call out - $100; salt - $160 per ton salt only and $120 per ton salt/anti-skid. Timothy Weaver made a motion to accept Grosser s bid for borough snow plowing,

20 second by Lahn Kopp, all in favor except for Jonathan Campbell who opposed. Robin Snyder contacted the borough solicitor regarding council members receiving a 1099 tax form instead of a W-2 tax form. The solicitor stated that council members could receive a 1099 form. New Business: COG report no report. A letter will be sent to Stahl Shaffer Engineering for an updated price list for 2018 for engineering services. Jonathan Campbell was approached by Northern Dauphin Christian School regarding a possible long-term lease of the Community Center. Deb Libby will check with the Community Center committee at their next meeting. Timothy Weaver made a motion to give $3,000 to the fire company as an annual donation, second by Jonathan Campbell, all in favor. The invoice to repair the forklift used for the electronic recycling by Upper Paxton Township in the amount of $2, was discussed. Robin Snyder will check with other municipalities regarding the amount to donate for this expense. 21 Minutes Berrysburg Borough Council November 13, 2017 Meeting was called to order at 7:00 with the Pledge of Allegiance with the following members present Jonathan Campbell, Lahn Kopp, Crystal Scheib, Mayor - Michael Ward, President Robin Snyder, Vice President Timothy Weaver, and Secretary/Treasurer - Diane Kennedy. Also present were Cole Boyer, Ted August, Jerry Straub, Marlin Warner, and Ashley Snyder. Minutes for the October meeting were approved with a motion by Timothy Weaver, second by Lahn Kopp, all in favor. Treasurer Report for October was approved with a motion by Crystal Scheib, second by Timothy Weaver, all in favor. Correspondence received was read. Public Comments Marlin Warner, Ashley Snyder, and Jerry Straub discussed the Berrysburg and Mifflin Township upcoming 200 th year celebration with council members. They are asking for support from the borough and financial help. They received a commitment from the fire company to support the celebration. They are seeking 501(c)(3) status and their name will be Berrysburg Mifflin Township Association. A meeting was held on October 23, 2017 and another meeting will be held on November 16, Mayor s report received notice for census and he requested volunteers to verify and secure the information in the data base (Diane Kennedy and Timothy Weaver were asked to volunteer); borough can opt out for slot casinos and will need a resolution to opt out (Robin Snyder will check with borough solicitor); and Christmas decorations need to be put up before November 26 th. Old Business: Jonathan Campbell storm water management plan Ted August, Jonathan s engineer, discussed installing an infiltration trench, updating plans and amending permit with the conservation district. Timothy Weaver made a motion to revisit in 90 days, second by Lahn Kopp, all in favor except for Jonathan Campbell who abstained. Land Development Ordinance Jerry Duke (Dauphin County Planning Coordinator) and Robin Snyder will meet on November 15, 2017 for a workshop regarding the ordinance. Sign Ordinance tabled.

22 Act 172 Michael Ward spoke to Raymond Straub from the Berrysburg Fire Company regarding this item and it was also discussed at the COG meeting. It is a lot of work to implement according to Halifax Borough. This item will be removed from future agendas. Cole Boyer would like the borough to consider adding escrow accounts to the Storm Water Management Plan ordinance. A new escrow account would be opened for each storm water management plan. Robin Snyder contacted the borough solicitor regarding council members receiving a 1099 tax form instead of a W-2 tax form. The solicitor stated that council members could receive a 1099 form. New Business: COG report Jerry Duke was a special speaker; Act 172 was discussed; and Robin Snyder questioned the amount COG municipalities are donating for the recycling repair bill. Timothy Weaver made a motion to donate $100 towards the repair bill, second by Lahn Kopp, all in favor. Robin Snyder will check with the borough solicitor again after a discussion regarding council members receiving a W-2 or 1099 tax form. The 2018 proposed budget was reviewed. Timothy Weaver made a motion to advertise the proposed budget, second by Jonathan Campbell, all in favor. The proposed budget will be posted on the website and the borough bulletin board. Mayor s report discussed line/curb painting by North Country Unlimited since only a portion of the project that was bid was completed due to weather. Will request a revised invoice to reflect portion of project that was completed. Old Business: Jonathan Campbell storm water management plan revisit in 60 days. Jonathan stated that equipment has been moved to start digging and should take the excavator two days. Land Development Ordinance after discussing this item, Jonathan Campbell made a motion to not pursue this ordinance, second by Timothy Weaver, all in favor. Sign Ordinance tabled. Timothy Weaver made a motion to adopt the 2018 budget as advertised, second by Jonathan Campbell, all in favor. Robin Snyder contacted the borough solicitor again regarding council members receiving a 1099 tax form instead of a W-2 tax form. The solicitor stated that all council members should receive a 1099 form. This item was tabled for lack of a motion. New Business: COG report no meeting as did not have enough members for a quorum. No December meeting will be held so the next meeting will be held on January 18, 2018.

24 Lahn Kopp made a motion to retain Stahl Sheaffer Engineering as the borough engineering firm for 2018, second by Timothy Weaver, all in favor. Municipal authority appointments tabled until January meeting. Lahn Kopp made a motion to accept Dauphin County Treasurer as the tax collector for the real estate taxes for 2018, second by Deb Libby, all in favor. Crystal Scheib made a motion to advertise the 2018 meeting dates, second by Timothy Weaver, all in favor. The meeting dates are as follows: January 2, February 12, March 12, April 9, May 14, June 11, July 9, August 13, September 10, October 8, November 12, and December 10. Michael Ward thanked Robin Snyder for his service on council as his term has ended. A motion to pay the borough bills that were read was made by Jonathan Campbell, second by Deb Libby, all in favor except for Timothy Weaver who abstained.
