2 CM Abstain: No: Not Voting: A. Isaacson. MAYOR S REPORT Mayor Gorden stated that he instructed the Service Department to remove all the snow plows from City vehicles. COUNCIL MEMBERS (NON-AGENDA ITEMS) Mr. Horwitz welcomed Mr. Luxenburg and Mr. Rosen from the Beachwood School Board. Mr. Berns stated that he is the out-going Co-Vice-President of the Beachwood Parent Teacher Organization. Mr. Berns stated that there is a big fund raiser which is the Garage Sale. Mr. Berns stated that Councilman Horwitz donated goods over the past two weekends and Councilman Isaacson helped Mr. Berns move items out of peoples homes. Mr. Berns stated that the Garage Sale dates are April 28 th, April 29 th, April 30 th and May 1 st. Mr. Berns stated that the address is Mercantile Road. Mr. Berns stated that he has noticed that the Beachwood Family Aquatic Center is becoming very bright and looks fantastic. Mr. Horwitz stated that he has dropped off two van loads of items to the PTO sale. DEPARTMENT DIRECTORS Mrs. Carmen stated that the repair and ref urbishing of the waterslides is underway and they are about halfway through the project. Mrs. Carmen stated that the drop slide which is the one closest to the parking lot is completely done with the exception of the inside which will be white and they should be done well in advance of filling the pool with water. Mr. Horwitz stated that at the request of the developer for the Brickhaus property, Items No. 5 and 6 on the Agenda are being held until May 2 nd. Mrs. Turick stated that the City of Beachwood hosted Heritage Home Loan Informational Session last Wednesday at 7: 00 P.M. and it was well attended. The Heritage Home representatives did their own publicizing by sending out postcards and the City had an article in the Beachwood Buzz and on the City website. There were approximately 53 people in attendance and most of the advertising went to the City of Beachwood and the City of Lyndhurst. The presentation was well received.

3 CM CITIZEN S REMARKS Mr. Horwitz stated that Council welcomes anyone to the podium to address Council for three minutes and ask s that you please state your name and address for the record. Mr. Horwitz stated there will not be a public debate and the Mayor, Council and Directors will not engage in question and answer sessions and if you have a specific question it will be directed to the appropriate Director for a response at a later time. Mr. Horwitz stated that Council ask that speakers do not engage in personal attacks. 1. Mr. Michael Carovac Dorothy Drive Chesterland, Ohio Mr. Carovac stated that he is the CEO of the Marketing Program for Entrovation this year. Mr. C arovac stated that he and 43 other students from Aurora, Solon, Brush, Mayfield, West Geauga, Beachwood and Chagrin Schools will be presenting a one day business exposition highlighting entrovation and entrepreneurship. Mr. Carovac stated that they will have 170 businesses and they are sold out and there is a waiting list. Mr. Carovac stated that there are over 50 raffle prizes totaling over $10, Mr. Carovac stated that there will be food trucks ranging from pizza to sweets along with shopping and networking. Entrovation will be April 30 th from 11:00 A.M. until 6:00 P.M. 2. Mr. Michael Smith Cedar Road Beachwood, Ohio Mr. Smith stated that he is part of the Community Garden Association and there is a park behind where he lives and his reason for being here this evening is deer. Mr. Smith stated that the City of Lyndhurst has a program where they cull the deer, capture them, have them dressed, and donate the venison to the Food Bank. Mr. Smith stated that it is a $4, program. Mr. Smith stated that when he pulled into his driveway the other day there were two deer in his front yard and nine deer in his backyard. Mr. Smith asked if there is anything that the City could do he would appreciate it. Mr. Smith stated that he is part of the Community Gardens system and last week one of the female residents from Community Drive was walking in the park with her dog and was confronted by a coyote. 3. Mr. Michael Caputo Letchworth Beachwood, Ohio Mr. Caputo wanted to suggest to City Council a proposal that is related to the Schools regarding the consolidation plan and part of that plan, if it goes forward, would be to remove Bryden School and put in a development. Mr. Caputo would like to consider turning the land into a City park. Mr. Caputo stated that they currently use it as a neighborhood park and it is a meeting place for the kids and families.

Submitted to Council an Ordinance accepting the proposal of BPI Information Systems for the purchase of 650 hours of block time support; and declaring this to be an urgent measure. Jacobs, Mrs. Janovitz stated that this Council is very interested in transparency and one of the ways Council will be transparent about the way they work is to broadcast and live stream the Council meetings recognizing that people cannot get to a meeting all the time to not only see the Council meetings but the Committee meetings and Planning and Zoning meetings. Mrs. Janovitz stated that

6 CM COMMITTEE OF THE WHOLE on March 7 th the Internal Communications team from the City presented Council with some factors to consider when looking at ways to broadcast and live stream the meetings. Mrs. Janovitz stated that a Request for Proposal was put together, along with input from members of Council, and that is what is before Council now. Mr. Horwitz thanked the Internal Communications Committee. Mr. Doutt st ated that he would like to give an update on the process and as Mrs. Janovitz mentioned a Communications Committee meeting was held on March 7 th and at that meeting the Internal Communications Committee presented examples of four different comparable cities including Solon, Hudson, Cleveland Heights and Bexley. Council authorized the Internal Communications Committee to draft an RFP for broadcasting and videotaping meetings and to also expand the videotaping capability to Conference Room A in addition to Council Chambers. Mr. Doutt stated that the Mayor, at the end of the meeting, recommended they consult with an outside expert. Mr. Doutt stated that with permission from Superintendent Hardis they engaged Mr. Kevin Houchins, Director of Bison TV, and Mr. Houchins met with the internal team at City Hall. Mr. Doutt stated that the team came away with a much better idea of what the possibilities were and what language needed to be included in the RFP. Mr. Doutt stated that the Internal Communications team consists of himself, Mrs. Carmen, Mrs. Turick, Mrs. Deitrick, Ms. McHugh, Mr. Rose, and Ms. Lesic. Mr. Doutt also thanked City Council Communications Committee. Mr. Doutt stated that the timeline for this project for the RFP will be posted on the website tomorrow, ed to a list of vendors and will be advertised on April 21 st and April 28 th as required, and on Monday, May 2 nd there will be an meeting for potential proposers, Wednesday, May 4 th any questions and answers from the May 2 nd meeting will be posted on the City s website. The due date for the proposals is May 20 th. 2. Submitted to Council an Ordinance waiving % of certain Building and Zoning Permi t Fees by the City of Beachwood, Ohio for work performed by the Beachwood School District for renovation work initiated and improvements made in and around the Beachwood High School Outdoor Stadium during the 2016 Calendar Year; and declaring this to be an urgent measure. Moved by M.S. Horwitz, seconded by J. Pasch to amend Ordinance to waive 100% of Certain Building and Zoning Permit Fees by the City of Beachwood, Ohio for work performed by the Beachwood School District for renovation work initiated and improvements made in and around the Beachwood High School Outdoor Stadium during the 2016 Calendar Year; and declaring this to be an urgent measure.
