Present: Council Members Kotora, Kraus, Magill, Meany, Pedicino, Pelunis, Russo, Mayor Drucker, Law Director Lobe, Assistant Clerk Buller Absent: None NOTES OF CAUCUS DISCUSSION: (Clerk s note: Agenda items not mentioned under Notes of Caucus Discussion are items that were not pertinently discussed during caucus. Agenda topics may not have been discussed in order; however, they have been placed in order for the convenience of this record.) Also present: City Engineer Busch, Service Director Bandiera, Planning Director Frankland, Fire Chief Shaw, Water Reclamation Director Solanics, Police Chief Viland Vice Mayor Russo presided. PLANNING COMMISSION CONSENT: Liberty Road Chagrin Valley Islamic Center various variances and site plan: Councilman Magill inquired as to the results of a traffic study. Mr. Frankland stated there was no opposition to the approval and the results will be incorporated with the review. As there were no objections to Items 1 through 9, the applicants were advised their items would be approved and it was not necessary to remain for the meeting. The caucus ended at 7:05 P.M. and the meeting began at 7:07 P.M. Motion by Councilman Magill, seconded by Councilman Pelunis to enter into Executive Session at 7:07 P.M. for the purpose of considering pending litigation and personnel matters regarding discipline of a public employee. The executive session ended at 7:35 P.M. and the meeting reconvened at 7:36 P.M. Also present: Service Director Bandiera, City Engineer Busch, Planning Director Frankland, Director of Finance Rubino, Fire Chief Shaw, Economic Development Manager Weil-Dorfman, Police Chief Viland CHANGES TO THE AGENDA: There were no changes to the agenda.

2 12311 Council ANNOUNCEMENTS: Vice Mayor Russo said announcements are as listed on the agenda. He noted City Hall will be closed in observance of Memorial Day on Monday, May 29 th. COMMENTS FROM THE AUDIENCE: There were no comments from the audience. APPROVAL OF MINUTES: Motion by Councilman Pedicino, seconded by Councilman Pelunis to approve the minutes of the April 3, 2017 meeting as presented. Motion by Councilwoman Meany, seconded by Councilman Magill to approve the minutes of the April 17, 2017 meeting as presented. Motion by Councilman Pelunis, seconded by Councilman Magill to approve the minutes of the May 1, 2017 meeting as presented. ORDINANCE NO ACCEPTING THE BID OF ASPHALT FABRICS AND SPECIALTIES FOR THE 2017 ANNUAL PREVENTATIVE MAINTENANCE PROGRAM AND DECLARING AN EMERGENCY (CONTRACT NO ), was read for first reading.

7 Council ORDINANCE NO AUTHORIZING THE PURCHASE OF GASOLINE AND DIESEL FUEL FROM PORTS PETROLEUM THROUGH THE STATE OF OHIO COOPERATIVE PURCHASING PROGRAM AND DECLARING AN EMERGENCY, was read for first reading. 27. ORDINANCE NO AUTHORIZING THE DIRECTOR OF FINANCE TO DISPOSE OF COPIERS THROUGH SALE TO ROSS INTERNATIONAL, INC. AND DECLARING AN EMERGENCY, was read for first reading. 28. ORDINANCE NO AUTHORIZING THE EXECUTION OF THEN AND NOW CERTIFICATES BY THE DIRECTOR OF FINANCE AND THE PAYMENT OF AMOUNTS DUE FOR VARIOUS PURCHASE ORDERS AND DECLARING AN EMERGENCY, was read for first reading. 29. ORDINANCE NO APPROVING THE SUBMISSION OF THE 2018 ALTERNATIVE TAX BUDGET INFORMATION TO THE CUYAHOGA COUNTY BUDGET COMMISSION, was read for first reading. COMMENTS FROM THE AUDIENCE: On behalf of the Chagrin Valley Islamic Society and as President, Dr. Ashraf, Broadstone Drive thanked the City Council and Administration for their assistance. He looks forward to working with the City in regard to community care and engagement. COMMENTS FROM THE COUNCIL: In turn, members of the Council congratulated and welcomed the Chagrin Valley Islamic Center to Solon.

8 12317 Council Councilman Pelunis wished everyone a Happy Memorial Day. Councilwoman Meany commented on Police Memorial Week. Councilman Pedicino hoped all mothers had a Happy Mother s Day and wished everyone a safe and Happy Memorial Day. Councilman Pedicino wished the Solon High School and Middle School Science Olympiad Teams good luck at national competition. Councilman Pedicino acknowledged Police Memorial Day. He attended the service in Washington D.C. and noted 64 officers were killed in the line of duty. He recognized a Police Chief in southern Ohio who was recently killed in the line of duty. He asked everyone to keep the safety forces in their thoughts. Councilman Magill asked everyone to remember past and present service members in the military on Memorial Day for their sacrifices. Councilman Magill said the U.S. News and World Report ranked Solon Schools number seven in Ohio. Councilman Magill said the Cops on the Roof event will take place on Friday, May 19 th at Dunkin Donuts and is an event to benefit Special Olympics. Councilman Kotora wished everyone a Happy Memorial Day. Councilman Kraus said it is a good time to remember fallen police officers and to thank police officers for their service. Vice Mayor Russo recognized fallen officers and fallen military members. COMMENTS FROM THE ADMINISTRATION: Mayor Drucker congratulated the graduating high school seniors. Mayor Drucker invited everyone to the City s Memorial Day observance program on Monday, May 29 th at 10:00 A.M. which will be followed by a procession to Roselawn Cemetery. Chief Viland thanked everyone for their comments. He said this week, the fallen are remembered and unfortunately, Solon has lost two police officers in the line of duty that are also remembered this week. However, Chief Viland said it is also a week of celebration in which retired police officers are invited back to the Police facility.
