3 Jefferson Township Board of Trustees The Jefferson Township Trustees met in Regular Session on at 7:00 p.m. at the Administration Building, One Business Park Drive, Dayton, Ohio. Trustee Mann called the meeting to order and led the Pledge Allegiance to the Flag. Fiscal Officer Tracey Edwards called the roll: Roy Mann Present Mary Present James McGuire Present Administrator Len Roberts was also present. Approval of Minutes Trustee moved to approve the meeting minutes held on February 2, 2016 (regular session); February 16, 2016 (work session & audit committee meeting). Trustee McGuire seconded the motion. Fiscal Officer's Report: Ms. Edwards provided the Trustees with copies of financial reports. The township has until April 1 to finalize the permanent budget. Trustee moved to accept the Fiscal Officer's Report. Trustee McGuire seconded the motion. 4 Resolution No Approving Traffic Control Signs on Bricker & Maeder Streets Motion by Trustee McGuire to approve Resolution No ; seconded by Trustee Tammy Whalen spoke about the Community Care Services open house on March 12 th at Station 59, 10am-4pm. The station is located at 7828 Dayton-Liberty Road. She invited everyone to come out to the Saturday, March 12 to look at the facility and see what's available for the community. Starting March 16 th the Station will be staffed on Wednesdays (10-am-2:00pm) for blood pressure checks, blood pressure checks etc. On behalf of Director Sharon Sherlock, Tammy presented a check to Trustee Roy Mann for $15,000 from CVS Grant for the community paramedic program. Trustee Mann emphasized that everyone need come to the Open House because participation makes a difference on what happens. DEPARTMENTAL REPORTS (detailed reports at wwwjeffersontwp.orq under Department Monthly Reports) Montgomery County Sheriff Office (MCSO): Captain Brem encouraged everyone to come out and help support & vote for the Police Levy. He reported that for the month of February 2016, the total reported crimes in Jefferson Township is down 29% compared to this time 2015; reported crime is down 40% compared to this time February 2016 compared to January 2016 total reported crime is down 24%. Captain Brem states that the Sheriff Department tries to put out speed trailers wherever they get complaints. The Montgomery County Police Athletic League will be hosting their 3rd Annual Easter Eqq Hunt he invited everyone to come out on: Saturday March 26, :00 NOON - rain or shine ARTHUR 0 FISHER PARK 5661 DAYTON LIBERTY ROAD DAYTON. OH CHILDREN 11 & YOUNGER BRING A BASKET TO COLLECT OUR EGGS' The event will start about 10:30am, and the Easter Bunny will be there. Bags will be provided if the kids do not have one. Captain Brem continued with his report stating there were 110 traffic citations stops issued, 6 speed citations, 66 reports total, 6 nonmoving citations, 48 nonmoving warnings, 14 other moving warnings, 1 adult restraint citation, 715 COP activities, 6 crash reports, 14 driving under suspension (complete listing at wwwjeffersontwp.orq).*****.***** 2 of 6

5 Fire Department Chief Larry Sexton Chief Sexton encouraged everyone to come out and vote on the Fire Levy and Police Levy. He explained that the Fire Department is trying to increase staff 24/7. The apparatus is getting to the point where the township is losing credit with the ISO which their rating determines homeowners' insurance rates. Class A apparatus is 10 years old or less, the townships three newest apparatus is 9 years old. Also the firehouses are not in the greatest shape. Chief Sexton reported the following for the month of February: Total runs for February were 113 as listed: 6 fires; 85 rescue & emergency medical services, 3 hazardous conditions (no fire), 3 service calls, 10 good intent calls, 4 false alarms & false calls, 2 special incidents. The Fire Department is working on the 2016 protocol testing which is required of all employees. ReachOut Grand opening to be held at Station 59, Saturday, March 12, am 4pm. Chief Sexton thanked zoning director, Jeff Payne, for getting a trailer on Calumet Lane moved. ************ Road Department Craig Howell Mr. Howell reported the following activities for the month of February: Cut brush & limbs back on Knapp Ave. Removed leaning trees along Forney Road Replaced plow blade and spinner on truck 003, re-supported loose metal on yellow service truck. A section of the fencing was re-installed at the Administration Building Cleaned ditch lane out on Hemple and Diamond Mill Roads Greased backhoe Patching: Patched potholes on Accent Park Dr., Liscum Dr. and Pinnacle Road Signs: On 2/24 replaced stop sign at Lansdowne & West Third Street Installed six fire lane signs at Knapp Avenue Replaced street name signs at: Knapp Ave, Accent Park Dr., Aldrich Rd., Belcourt Dr., Bidwell Ave., Bricker Ave., Cherokee Dr., Donlaw Dr., Eastport Ave., Eshbaugh Rd., Frazer St., Gleason Ave., Glover Ave., Hagen Ave., Highpoint St., lona Ave., Jonquil St., Lansdown Ave., Longbourne St., Maiden Pl., Paige Ave., Parsons Ave., Rosamond St., Scofield Pl., S. Northampton Ave., and Vinal Ave. Trash: Picked up trash at RTA bus stops. Snow: Used 40 tons more or less of salt for ice and snow control. Replenished salt with 49.5 tons. ************ 3 of 6

6 Zoning Department Jeffrey Payne Mr. Payne provided a written activity report and gave an overview of his activities for the month of February to the Trustees which consisted of the following information: Two cases are going to be reviewed by the Montgomery County Planning Commission 1. One new zoning case Z Rezoning at West Third Street. Request to rezone from B-1 to B-2, to establish a carry-out restaurant. This has been submitted for review by the MCPC at their March 10, 2016 meeting. 2. Z Zoning Text Amendment Composting Facilities Reviewed on January 28, This has been submitted for review by the MCPC at their March 10, 2016 meeting. Other cases still being worked on are: 1. Z Wireless Telecommunications 2. Z Adult Entertainment Facilities Both cases are recommended for review as part of the update to the Zoning Resolution, which will begin upon completion of the Strategic Planning Process Nuisance recommendations will be presented at the March 15, 2016 work session. Montgomery County Land Bank received additional NIP funds which were awarded via an announcement on February 19, These funds will be limited to Jefferson Township current target neighborhoods Ridgewood Heights, Taft Davenport, Union & 35, and Blairwood. The property at 5106 Retford Drive was demolished. No updates on when the property at 5054 Coulson Drive, which is completing the environmental review process, will be scheduled for demolition. Jefferson Township Future Land Use Strategic Planning Process: The Four Goals Task Forces meetings phase continues to move forward. At the February Trustee Work Session, Ms. Sabrina Pritchett, Consultant for the process provided an update to the Trustees. Ms. Pritchett's full report can be found at Jefferson Township Residents are encouraged to please come out and participate on one of the task forces. The Combined Land Use Boards have also been meeting. Currently the combined board is completing an inventory of existing business and industrial zoned land to identify inconsistencies with the uses at these locations. The analysis will also be of assistance in the development of possible new zoning categories. All meetings Goal Task Forces and the Combined Land Use Boards meetings are held at the Jefferson Township Offices, One Business Park Drive, Dayton, Ohio. A copy of the Task Force meeting schedule is attached as part of this report. Anyone interested in participating on one of the task forces or have questions can contact zoning director, Jeff Payne at ext ************ Trustee Comments Trustee McGuire stated he checked out the concerns of Mr. Cors from the last meeting and he spoke to Mr. Roberts to make sure things would go forward and he spoke with a contractor that was familiar with how to fix it. Mr. Roberts responded that the contractor Mr. McGuire spoke to was supposed to get a proposal to Mr. Roberts as to what he thought needed to done, and he has yet to get it. He says he and Craig 4 of 6

7 Howell have both independently and separately talked to the Montgomery Engineers Office, who is the townships' road engineers. Gabions (wire baskets filled with rocks) are the approach Mr. Howell was going and the engineers indicate that's the appropriate approach. It is just a matter of getting good weather to get it done. There is some small work that needs to be done on the eastern shore of the creek bed to straighten out the stream so the water doesn't flow in the bank again. Trustee McGuire continued with his comments stating that Every Monday the township has had levy meetings and everything has been going good. He made a special mention to Ron & Betty Green for working hard on fund raising. He says the township now have the resources needed to finish up strong with mailings and flyers etc. February 9th he made follow-up calls to township residents in different areas to see if everything was going ok with plowing and everything checked out great. Feb he put out the levy signs he received in the Blairwood area. Feb 15 th informal walkthru of fire station 59 to see renovation progress. Painting was taking place. A resident called him proposing a historical district up in the levy area. The resident stated he presented the proposal to Mr. Payne. Mr. Payne responded, yes, he did receive that proposal at the combined land use meeting. Feb 23 attended Firefighter Joe Hosack funeral. Part of strategic land use is a gardening program they want to incorporate. He spoke with Lucy in Possum Creek who have 800 square foot garden pots with water. He asked her to get some applications which he thinks March 15 is the date to start applying, but says he was told the pots typically does not sell out. Trustee - highlighted articles in the current newsletter. She says everyone is needed to be a part in building up the community. The Police and Fire Levy are mentioned in the newsletter. She stated that a representative will be at the township office tomorrow, March 3rd at 6:00 p.m. to explain why citizens' vote is needed to represent the township to decrease the cost of gas and electric. Neighborhood Association meeting will be held at 555 infirmary Road at 6pm, March 2 nd. The Community Care Program open house at Fire Station 59, Saturday March 12 th 10am-4pm. Trustee stated care program this is not exclusive to Jefferson Township. It is for everyone who is interested and within easy distance who wish to participate and want to come. Trustees vows to be the first client on that day. Trustee Mann stated: He is in the office M-W-F- 9am-noon; please stop in or call if anyone needs talk about anything. He is currently on the Levy Committee Attends Trustee meetings twice a month, and other meetings that's held around the city. Reminded everyone of the Fire and Police Levy; and to participate at the March 12 th Community Care Open House. Mr. Roberts added that a week ago Jefferson Township lost a dedicated firefighter and resident Joe Hosack who'd been with the fire department for 41 years. He passed away with cancer. The funeral service was last Tuesday night. Mr. Roberts stated that volunteers from Arcanum, Phillipsburg, Ansonia and Ludlow Falls who came in and manned our fire department that evening so that the fire department staff could attend the funeral. Chief Sexton also made remarks of remembrance. ************ 5 of 6

8 Citizen Comments: Trustee Mann reminded everyone there is a 3 minute time limit on citizen comments & Trustee McGuire would be tracking the time. John Jurgens Property at 18 & 24 S. lona. Debris and now junk cars on property. Mr. Payne will check it out and Len will get back to Mr. Jurgens by Friday of this week. Marcia Gray requests a sign indicating children in the community. When will the sign be put in place? Mr. Roberts stated he and Craig Howell will discuss the next day. Craig stated that because this is a Montgomery County maintained road they would have to give permission for signs to go there. Mr. Roberts will draft a letter from the Trustees to the Montgomery Engineer that a sign be placed in that area of Soldiers Home-West Carrollton Road. Derrick Forward stated he appreciates Chief Sexton and Administrator Roberts taking swift action which led to the resignation of fireman Jeff Jones. Kelly Kirsch Commended the Fire and EMS group, she and her husband has been working very hard to get those levies passed. Also she is a licensed realtor in Jefferson Township since 1994 and a supporter of the area. She introduced her broker Kim from Portsmith, Ohio who has been looking for a place to set up a business. For the foreseeable future she will be joining Kelly at her home office. The looked at a home today that they will make a bid on and try to get it fixed, renovated and sold. Mr. Roberts followed up on Derrick Forward comments. He says he hope that all employees understand, as Derrick said, that as public employees we have a higher responsibility to maintain credibility and the issue here was bringing discredit upon the township. The township will continue to drive this on to the employees. Trustee recognized the presence of Mr. Emmet Orr who is on the Board of Education.
