Palazzolo presented life saving and unit commendations to several officers for their outstanding police work. b) New Website Introduction AIR Director of Communications Sokol provided an overview of the new website. c) Oakland County Commissioner Helaine Zack Commissioner Zack provided an update of activities and initiatives occurring at the County. 5 CALL TO AUDIENCE Earl Sparkman noted he was pleasantly surprised to see work being done in Harding Park and Page 1 of 9

2 thanked the city for the improvements. Matt Flynn and Matt O'Connor, Brews, BBQ, and Bourbon organizers, distributed funds raised during the event to area charities. Don Levin invited everyone to the upcoming Ferndale History and Mystery Talk about the Ostrander Building fire in 1975, which was the worst fire in Ferndale history. Special Event Director Lary announced Dream Cruise activities occurring over the weekend and noted more information was available at ferndaledreamcruise.com 6 PUBLIC HEARING a) 427 Allen Street (former Taft School) Planned Unit Development AIR Mayor Coulter opened the public hearing at 7:36pm. Janet Lawless, Gabrielle Poshadlo, Michael Palazzola, Dennis Nulty, Drew Slager, and John Prakapas epressed their concerns and opposition to the project. There being no further speakers, Mayor Coulter closed the public hearing at 8:00pm. Moved by Dan Martin, Seconded by to the Planned Unit Development application, agreement, and site plan date July 12, 2017 at 427 Allen Street, with the following findings and conditions: Findings a) The PUD is planned and developed as a as a cohesive project with two phases. b) The PUD is compatible with the overall goals and recommendations in the City of Ferndale Master Plan. c) Substantial benefits to the City include greater diversification of housing, open space areas and pathways, pedestrian and transit-oriented development, and new on-street parking spaces to help provide neighborhood/park parking. d) The requirement of 10% of the development area be reserved for landscape area is met. e) The Planning Commission recommends approval of deviations related to planned unit development standard for R-1 zoned sites, the permitted uses in the R-1 district, lot width, end to end spacing, end to rear spacing, front yard setback, rear yard setback, and building height. Conditions a) The final planned unit development agreement will be recorded with Oakland County Register of Page 2 of 9

3 Deeds. b) The applicant will submit a final photometric plan inclusive of the surface parking areas in alignment with the eterior lighting ordinance. c) A shrub row be planted between parking spaces and greenspace adjacent to units 27 and 46 as part of the final site plan approval, per the parking ordinance. d) Alternating building colors will be submitted as part of the final site plan approval. e) A monument sign shall not be installed on the site. Matthew Fermoile and Mike Bond questioned their replacements and Glen Bentley asked about the delay between marking the sidewalks and replacing them. There being no further speakers Mayor Coulter closed the public hearing at 9:05pm. Moved by Dan Martin, Seconded by Greg Pawlica to the Resolution to proceed with the 2017 Sidewalk Replacement Program and that the City Clerk be authorized to sign said Resolution d) CDBG Amendment AIR Mayor Coulter opened the public hearing at 9:12. There was no one in the audience wishing to speak. Mayor Coulter closed the public hearing at 9:12pm. Moved by Dan Martin, Seconded by to the funding amendments to the City of Ferndale s CDBG program allocations for program years 2016 and 2017 as described by the CED Department in the Scope of Work document presented to Council, and for which a public hearing was held, on. 5 7 CONSENT AGENDA a) Approval of the minutes of the July 24 Regular and Special Council Meetings, as submitted by City Clerk AIR b) Adoption of the Proclamation declaring May 25, 2017 as Arbor Day in the City of Ferndale, as submitted by Director of Public Works AIR c) Approval of the purchase of a John Deere 1600 Turbo Series II Area Mower with a road light kit and beacon light from Bader and Sons Governmental Pricing Program for $53, and that the epense be charged to General Fund, Parks, Capital, acct no , as submitted by Director of Public Works AIR d) Approval to authorize the removal of the traffic control devices located at the intersections on E. Nine Mile Road at Leland, Farrow and Martin Road, as submitted by Chief of Police AIR e) Approval to authorize the changes to the collective bargaining agreement between the City of Ferndale and FOPLC Police Patrol, for the period July 1, 2017 June 30, 2021, as submitted by Director of Human Resources AIR f) Approval of the backfilling of two Customer Service Representative I positions, as submitted by Finance Director AIR g) Approval of the bills and payrolls as submitted by the City Manager's Office and subject to review by the Council Finance Commitee Moved by Greg Pawlica, Seconded by to the Consent Agenda as presented. Director of Human Resources Campos announced open recruitment for a variety of positions. Parks and Recreation Director Wheeler announced upcoming events. Fire Chief Sullivan distributed gift bag to unveil the "CPR in a minute" program. Director of Public Works Cureton noted construction will be occurring on West Eight Mile Road until October. Asst. City Manager Gacioch announced RPZ permits are due to be renewed in September. Council Member Martin thanked those who supported the Ferndale Community Foundation. Mayor Pro Tem Piana announced the upcoming SaveMICity event at Rust Belt Market. Mayor Coutler announced the upcoming showing of the movie Ghostbusters on Vester. Page 7 of 9
