1 EMPIRE STATE Chapter 18 INTERNATIONAL RIGHT OF WAY ASSOCIATION NEWS AND VIEWS VOLUME 51, ISSUE 3 Published by and for the members of Chapter 18 IRWA since 1966 DECEMBER 2018 President s Message Our Summer Symposium was held this past August 15-16, 2018 at the Inn on the Lake. Attendance was typical at around 30 people. Prior to the Symposium itself, we had a productive board meeting. Several people stepped up to form the 2020 Fall Forum Committee. Dan Williams volunteered to chair the committee with Tim Magyar, Chuck Manganaro, and Mike Ames rounding up the crew. Thank you, gentlemen for taking this on! Other meeting highlights included the creation of an interactive member map that showed where our members live across New York state. Our Symposium speakers also came from all over the state and brought their wealth of knowledge with them. Topics included: The Valuation of Landlocked Property, The New New York Bridge Project (an overview of the construction of the new Tappan Zee bridge), Drones-Rules, Regulations and Applications for Appraisals, How to Build a Natural Gas Distribution Company, The Impact of a Fuel Oil Spill on the Value of Residential Property, and The Valuation Components for Vineyards and Wine Properties. And contrary to popular misconception, a vineyard is not the same as a winery (I really was listening)! But the photographer in me is partial to one particular presentation Erik Stropp s live drone demonstration. Erik flew his drone during lunch out over the lake and at the end of the day, we watched the short video of the awesome aerial footage. There was also great discussion on legal aspects of drone use in appraisal applications and the necessity of obtaining a commercial pilot s license. 2 (President s Message continued from page 1) The Fall Forum was held in Burlington, Vermont in mid-october. I was unable to attend due to work conflicts, but VP Mike Ames reported all went well. The date for the Spring Forum was disclosed March 28-29, 2019, at the Asbury Hotel in Asbury, New Jersey. So, mark your calendars now. The International Conference is June 9-12, 2019 in Portland, Oregon. For you early birds, the official hotels to reserve your rooms are the Hilton Portland Downtown and the Duniway Portland (also a Hilton). Our next meeting is Friday, November 16, 2018 at 716 Food & Sport in Buffalo where else can you watch T.V. in the bathroom mirror? See you soon, Julie Lewis President IRWA Empire State Chapter 18 IRWA Chapter 18 General Session Minutes Canandaigua Inn on the Lake Canandaigua, New York August 15, 2018 Attendees: Dave Hatch, Erik Stropp, Dave Layne, Tim Magyar, Dave Champagne, Mike Ames, Chad Stropp, Julie Lewis, Chuck Manganaro, Bill Dow, Joe Wilson, Dan Williams Call to order by Madame President, Julie Lewis at 2:45 P.M. Treasurer s Report: Erik Stropp presented the balance sheet, reflecting a balance of $53K (prior to the symposium numbers, which include 23 attendees). Motion was made to accept the treasurers report as distributed and seconded. No discussion. Motion carried. Secretary s Report: Minutes from the prior two (2) meetings were distributed and briefed. Julie Lewis noted that in the April minutes, the minutes included a note on her membership incentive motion that was attributed to our governance policy for corporate sponsors, not as part of the motion. Motion was made to accept the minutes as modified and seconded. No discussion. Motion carried. Education Report The region has requested a 3 year plan from each chapter to avoid overlapping courses. Bill reports that he was attempting to put together Course 218 for September 2018, but at this point, it s not going to happen. He did note that the New Hampshire chapter is putting the course on September Dan Williams reported that the course was much like the pipeline course (course 215). Bill is still looking to put this on in the future. Julie and Mike suggested an oil and gas course somewhere in the southern tier. Julie also offered classroom space at no charge. Bill will look into putting the course on in Corning. PDC Report Tim renewed his SR/WA designation. No other news. Membership Bill presented five (5) new members. Dan Williams, Robert Chelus, Joe Wilson, Kyle Andress, & Bobby Simpson. All are approved. Welcome to Chapter 18. Website The recent newsletter will be added. Julie went through the site and noted some deficiencies including the current member application (the link is the 2009 one). She also noted that it is not mobile friendly. If we could check on the costs for updating that. Also a contact link, button, or phone number was discussed as a friendly way for people to contact us. This discussion was put on hold to determine the best way to do this and avoid scammers ing and/or calling. ACTION ITEM Newsletter - The newsletter was recently completed.
3 Scholarship: The scholarship deadline was extended to August 15 th. We currently have 2 applicants. New Business: The membership incentive reimbursements were discussed and the process was put in place with any member requesting a reimbursement through the incentive programs, put the request in to Erik Stropp, who has the resources to keep track of members and payments. Julie noted that she would speak with non-members at the symposium to offer a membership differential. The international conference was held in Edmonton in June. Mike and Julie attended and reported back many positives about the venue, seminars, and the people. They noted a lot of to do at the directors meeting, where 3 of the 4 IEC positions were challenged from the floor, with 1 of the floor opponents winning the seat over the incumbent. Julie presented a member map in an effort to bring our meetings to our members. This was set up to be interactive online, where you can hover over each pinpoint and it will provide that members info. A hard copy of the map was handed out and Julie will be ing out the link for anyone to look at (easymapmaker.com). HQ wants our chapter to work with the NJ chapter to put on 3 courses. Our chapter would get no monetary compensation for this and we would get stuck doing all of the work in New Jersey. Leadership responded thanks, but no thanks. We don t have much vested interest from our downstate members. New member incentive pledge. Julie presented a pledge that is to be signed by new members that wish to apply for one of the membership incentives. After review, the suggestion was made to purge the word all from all meetings. This was briefly discussed an unanimously approved. A motion was made to accept as ROWie Says Beware of the man of one book. amended, seconded. No further discussion. Carried. Erik Stropp will disburse the pledge to the necessary applicants. Bill discussed the symposium happening tomorrow. Bill briefed the table on the speakers and their respective topics. Bill noted that we did not get gifts for the speakers made this year, as we have in past years. Bill suggested that he would get some local wine to hand out to the speakers. The executive board unanimously approved this. The 2019 symposium was discussed as to where to hold it. The Inn on the Lake will be closing for at least a year, so we have to find a new spot for next year. Mike suggested the Ramada Seneca Lake, Dave Champagne suggested 1000 Islands, Chad noted that Bellhurst Castle has availability. There was some hesitation at holding it at this location due to a lack of group activities on-site. The board will vote when we get the information in hand. ACTION ITEM The Tom Newton Memorial Cup was presented to team captain and Chapter Vice President, Mike Ames. Congratulations, Mike, Colin, Jim, and Frank. ACTION ITEMS: -Website Bill to add current member application. Check on mobility conversion costs. -Education Bill will get some info together on the 3 year education plan requested by Region 4. -Quarterly Reporting Julie to get in contact with Mike to go over Chapter reporting and timing. -Symposium 2019 Dave C. to look into 1000 Islands, Mike A. to look into Ramada Seneca Lake. -Fall Forum 2020 Committee was selected with Dan Williams being Chair of the committee, and Tim M., Chuck M., and Mike A. rounding out the committee. 4 Secretary s Report: Minutes from the prior meeting were distributed and briefed. Motion was made to accept the minutes as distributed and seconded. No discussion. Motion carried. Treasurer s Report: ES not present, but forwarded our balance sheet, which is up to $51, Motion was made to accept. Seconded, no discussion, carried. Education Report: C215 is a possibility to have in Corning, where Julie s office has a large enough space to accommodate us. April is the target. This will change the meeting schedule. Note: the February meeting has been changed from Corning to Albany. The April meeting will be in Corning. Scholarship Committee: Dave noted that we are loose on our regulations, yet we do not receive maximum scholarship applications. Dave noted that we are starting to garner younger members who are far from having college aged kids. Should we change the regulations to allow for other family (i.e. siblings or otherwise), and if so, should we consider what their curriculum is? Dave will be working out details for the best path forward and present them at a later meeting. Website - The site is up to date with dates, but still has the 2009 IRWA application link and we need to get figures as to moving to a more mobile friendly platform. It was also noted that it is difficult to navigate to the site through a google search. Discussion was brought up if we need to update/ upgrade the website committee to a social media committee? ACTION ITEM Meeting suspended at 12:50 for lunch Meeting reconvened at 1:10 Fall Forum 2020 Committee: The committee is kicking off and Julie suggested that group s start to circulate so we don t fall behind on planning. Dan Williams is the committee chair and will start the search. PDC Report: Tim reports that someone from NYC has reached out to obtain a specialist certification. Tim expects his candidacy application to be set within the coming weeks. Nomination Committee: We need 1 Vice president Candidate, with Dave Hatch taking the presidential helm for an interim year to get the chapter back on track. Mike Ames is chair of the nominating committee and is on the look-out for a candidate to present at the next meeting. ACTION ITEM Membership: No new member to report. Old Business: The Fall Forum in Vermont was reported as being a distant, but decent location. The seminar provided many good quality speakers. It was also noted that the area had some really good beers, too. New Business: Mike Ames was presented with the Past President s plaque. Thanks for your service, Mike. New member packets were shown to existing members and handed to our two (2) guests today; Mike volunteered to call on some non-members that have attended our classes or meetings in the past. National awards nominations should be directed to Patty Quinn Julie distributed a list of upcoming classes. And chapter meetings NOTE: the February meeting has been moved to Albany and the April meeting is now in Corning. Symposium 2019 location was discussed with the chapter discussing the plusses and minuses to each location. The consensus was to explore the Radisson in Corning to lock in the date. The floor was open to any other discussion. No discussion. Motion to adjourn the meeting was made and seconded. No discussion. Meeting adjourned.
