The Regular Meeting of Southern Worcester County Regional Vocational School District Committee held in the School Committee Board Room 130/131 at Muggett Hill Road, Charlton, MA was called to order at 7:00pm. Michael Pantos, Vice-Chairman, presided, The following members were present: Donald H. Erickson, Auburn Jack Haroian, Auburn Clarence A. Bachand, Charlton Alfred C. Reich, Dudley Timothy M. 2 B.1.a. PLEDGE OF ALLEGIANCE B.1.b. FIRE DEPARTMENT REGULATIONS NOTICE OF PROPER EXITS Mr. Lafleche reminded everyone where the proper exits were per Fire Department Regulations. B.1.c. APPROVAL OF MINUTES A MOTION was made by Ronald Ryel that we vote to approve the Regular Meeting Minutes of January 4, 2016 as submitted. Seconded by Clarence A. Bachand B.1.d. APPROVAL OF WARRANTS The Warrants were circulated for members to sign. B.1.e. CORRESPONDENCE There was no correspondence tonight. B.1.f. STUDENT ADVISORY COMMITTEE Sara McMenemy, a Senior in Culinary Arts, was present at tonight s meeting. OLD BUSINESS There was no old business. NEW BUSINESS B3a. PRESENTATIONS~ ADDENDUM SCHOOL BUDGET Dean Iacobucci This item was added to tonight s agenda. Dean Iacobucci gave a brief PowerPoint presentation on the School Budget. He stated that the Governor's budget was announced last week. Our budget totals $20,841,414 which reflects a 1.48% increase and includes the Debt Service Assessment of $1,588,741 and minimum contributions from member communities totaling $9,863,178. We are lucky that there are no staff cuts scheduled for next year but there will also be no new positions added. You will notice that next year s budget does not include money for supplies and materials or any new equipment. Mr. Lafleche stated that the government was scheduled to approve additional monies totaling $75 million for Career & Tech education; however there is currently no guidelines as to which tech programs would be eligible to receive the money. A Budget Subcommittee will be scheduled in the next couple of weeks to review all line items. Monday, March 7th is the projected date for Budget Hearing and the vote on next year s budget. Please remember that we need 2/3 Vote from School Committee in order for the budget to pass. B.3.b. SURPLUS EQUIPMENT as recommended by the Superintendent-Director, the Principal, the Vocational Director and the School Business Manager, A MOTION was made by Michael Langevin that we vote to place 105 Glencoe Health 2011 student textbooks with 1 teacher s edition and 30 Glencoe Student health cd s and a Toastmaster Model #3C8XD top toaster and a Toastmaster Model #3B84D000T09 bottom toaster, on Benjamin LaMountain [2]
3 B.3.c. APPROVAL OF EXTRA-CURRICULAR STIPENDS as recommended by the Superintendent-Director, A MOTION was made by Clarence A. Bachand that we vote to reclassify the Math Team coaching position to Level 6 and create the position of Debate Team coach at Level 6. Seconded by Donald Erickson VOTED: (14) Yes (1) Abstain Alfred Reich B.3.d. APPOINTMENT OF ADMINISTRATOR TO OVERSEE CONTRACT WITH QCC as recommended by the Superintendent-Director, A MOTION was made by Ronald Ryel that we vote to name Dean Iacobucci as the administrator in charge of all Quinsigamond Community College contracts. Seconded by Al Beland B.3.e. APPROVAL OF PARTICIPATION IN STATE DECA COMPETITION as recommended by the Superintendent-Director and the Vocational Director, A MOTION was made by Michael Langevin that we vote to participate in the State DECA Competition to be held March 10 through March 12, 2016, at the Marriott Copley Hotel in Boston, MA, for a total cost for the event, housing and transportation of $9,678, to be paid out of Account #53, SkillsUSA/DECA. Seconded by Clarence A. Bachand B.3.f. APPROVAL OF STUDENT HANDBOOK CHANGES as recommended by the Superintendent-Director, the Dean of Students and the Policy Subcommittee, A MOTION was made by Michael Langevin that we vote to approve the proposed Student Handbook changes for the school year as presented, subject to the approval of the School Council. Seconded by Peter Schur B.3.g. APPROVAL OF PRACTICAL NURSING STUDENT HANDBOOK AMENDMENTS as recommended by the Superintendent-Director, the Practical Nursing Director and the Policy Subcommittee, A MOTION was made by Clarence A. Bachand that we vote to approve the addition of two Practical Nursing Student Handbook policies entitled Guidelines for Requesting Records and Guidelines for Electronic Communication/ as submitted. Seconded by Michael Langevin B.3.h. APPROVAL OF OUTSIDE PROJECT Paxton Council on Aging as recommended by the Superintendent-Director and the Vocational Director, A MOTION was made by Clarence A. Bachand that we vote to approve the outside project for the Paxton Council on Aging to be completed during this school year. [3]
4 Seconded by Ronald Ryel After a comment from the Committee, B.3.i. ADDENDUM ACCEPTANCE OF CASH DONATIONS George W. Hanson Trust as recommended by the Superintendent-Director, This item was added to tonight s meeting agenda. A MOTION was made by Michael Langevin that we vote to accept a $7,000 cash donation from the George W. Hanson Trust with $2,000 to be given to the Plumbing department and (5) $1,000 scholarships for our 2016 graduates. Seconded by Ronald Ryel C.1. REPORT FROM THE SUPERINTENDENT DIRECTOR The Superintendent- Director submitted his report in writing to the committee and will comment in item E. C.2. SUBCOMMITTEE REPORTS A. AUDIT SUBCOMMITTEE Jack Haroian, Chair/Last month we had a presentation by Scanlon & Associates with a few recommendations. B. BUDGET SUBCOMMITTEE We will be scheduling a Budget Subcommittee in the near future. C. BUILDING SUBCOMMITTEE Clarence A. Bachand/Chair/No Report D. NEGOTIATION SUBCOMMITTEE Donald Erickson, Chair/No Report E. POLICY SUBCOMMITTEE Peter Schur, Chair/Met this evening to discuss and approve the Student Handbook Changes and the Practical Nursing Student Handbook additions. F. SCHOOL BUILDING COMMITTEE FOR SWCRVSD Robert Zukowski, Chair not present/mr. Lafleche stated that Consigli submitted request for retainment. They will be paid less $290,000. There are a few minor projects left on the punch list. G. WARRANT SUBCOMMITTEE No Report, warrants circulated among members. D.1. D.2. MEETING DATES A Public Hearing on the Budget will be scheduled for Monday, March 7, 2016 at 6:30pm with a Regular Meeting immediately following in the School Committee Board Room 130/131. TOPICS FOR FUTURE AGENDA If you have any items to add to the agenda or discuss at the next meeting, please see the Superintendent or the School Committee Chair. E. REMARKS FROM THE SUPERINTENDENT-DIRECTOR 1. Mr. Lafleche was very pleased to have been invited to meet with the North Brookfield Police Department last week to discuss the "Project Purple" drug program that is scheduled for May 9th. Country Bank is sponsoring the event and Bay Path will help with some of the printing. Our SADD program [Students Against Destructive Decisions] will also be working with Brookfield on this program. 2. This year's dropout rate went down to.6 percent. Mr. Lafleche thanked the Principal and the Guidance department for all of their help keeping the dropout rate to a minimum. 3. The Superintendent Goals Update was given to all members with their school committee packets. A full report will be given to members in April. The evaluation sheets will also [4]
5 be distributed at that time with a May 1st deadline. The evaluation results will be shared at the School Committee meeting in June. 4. Members from Paxton s 250 Anniversary Committee and the Town Administrator came to Bay Path today to thank the students and staff from Graphics, Metal Fabrication and Culinary Arts who helped out with many projects needed for the town s celebration. They celebrated with cake and the Town of Paxton gave the school a plaque to thank them for their services. 5. On February 29th, Mr. Lafleche will meet with Senator Gobi, the President of Tufts, and Norfolk Aggie to continue the discussion of the implementation of a vet tech program. There is currently a need to add a building at Tufts to house this program and funds are needed to complete this task. 6. Mr. Lafleche asked Carol Baron, the District Treasurer, to give an update on the note that was voted on at tonight s meeting. Mrs. Baron said that bids were sent out to 11 banks, 2 banks responded. We will be paying.75% interest from Eastern Bank on the note which will equal $19, in interest. 7. John was recently appointed as a member on Board of Trustees for QCC by Governor Baker. Due to a possible conflict of interest with this appointment, the School Committee voted tonight to appoint Dean Iacobucci as the administrator in charge of all QCC contracts. 8. John Lafleche & Beth Ann Cormier met with Quinsigamond Community College to discuss the STEM program. In conversation it was mentioned that the Governor s Budget included money for early high school college courses. The plan is to increase the number of students with access to dual enrollment. F.1. QUESTIONS FROM THE PUBLIC There were no questions from the public. F.2. QUESTIONS/COMMENTS FROM THE COMMITTEE 1. Clarence Bachand said an was sent explaining that the OPM may bill the district for additional services for work performed over the summer. The Superintendent checked with Mr. Iacobucci who informed him that their contract included a clause that read in order to be reimbursed for any additional money they had to notify the school prior to doing the work which was not done. This ultimately saved the school approximately $150, Peter Schur thanked John and Dean for coming to Paxton to give the town an update on the Budget. 3. Al Beland had some concerns for the Co-op students who have not been issued parking permits and their inability to get to work during the week. Mr. Lafleche assured the Committee that there are plans to add additional parking in the future but we have to wait until MSBA finishes their audit before we can address this issue. Mr. Cloutier explained that students are currently able to park at the Charlton Library and car pool to the school. 4. Sara McMenemy had a question about the budget and free and reduced lunches for our students. Mr. Iacobucci answered her question stating that the money reported to the DESE with regard to the new calculation using economically disadvantaged enrollment in place of formerly available low income enrollment only affects the money that is calculated for the district and does not directly affect the free and reduced lunches for students. Sara shared Culinary s rating in Worcester's Top Chef Competition in the pastry division, the school came in second place and received a check for $2,500. Assabet Valley came in first place in the competition. [5]
6 5. Jack Haroian asked if the article in the paper for winning the baking contest was the same as Sara had just mentioned and it was. The paper was incorrect in reporting that Bay Path had won the competition. 6. Mr. Lafleche asked that the dessert be brought in for the School Committee at our next meeting. 7. Michael Pantos suggested that a thank you note be sent to the George W. Hanson Trust for their generosity. 8. Michael Langevin suggested that we thank Senator Gobi in some way for all of her support for Bay Path. Mr. Lafleche suggested that she be invited to the next Advisory Committee Dinner. G.1. EXECUTIVE SESSION There was no Executive Session tonight. H.
