1 Burlington Recreation Commission Meeting February 26, 2018 Commissioners in Attendance: Chair Kevin Sullivan, Vice Chair David Norden, Kristine Brown, Thomas Murphy and Paul Raymond Staff in Attendance: Parks & Recreation Director Brendan Egan and Program Coordinator Kelly Lehman Chairman Sullivan called the meeting to order at 7:00 pm in the School Committee Room of the Burlington High School, 123 Cambridge Street. Minutes Commissioner Brown moved to approve the Recreation Commission meeting minutes of January 12, 2018 as printed. The motion was seconded by Commissioner Murphy. VOTE: (Commissioner Norden abstained) Public Participation None. Director of Parks and Recreation Report Parks and Recreation Director Egan presented the following report: At Marvin Field there is a portion of fence that has been damaged. Lt. Kirchner of the Burlington Police Department found the accident report, which noted a car caused the damage and there was no one at the scene. The damage to the fence will be the responsibility of the vehicle owner and the process of seeking restitution has begun. A draft of the needs assessment was submitted by the team from UNH. It is being reviewed by the staff and will be presented to the Recreation Commission on March 26. Once the review is completed the Recreation Commission will be given a copy. March 26 Meeting: Results of the Needs Assessment The Beautification Committee requested adding to the Olympic plaque/rock on the Town Common to recognize the US Olympic Women s Hockey Team Gold Medal winner Kali Flanagan. This decision is under the purview of the Board of Selectmen. Commissioner Murphy moved to recommend favorably to the Board of Selectmen the Beautification Committee s request. 2 Massachusetts Recreation and Park Association (MRPA) Annual Conference is taking place March 5 th thru 7 th at the Sea Crest Beach Hotel in Falmouth. There are a number of good sessions on programming and therapeutic recreation this year. Staff will be attending at various times throughout the three days. Recreation Commission comments: Commissioner Sullivan requested an independent professional assessment of the fence damage to ensure the adjusters assessment is accurate Commissioner Brown requested a copy of the Need Assessment for review prior to the March 26 presentation Parks & Recreation Center improvements during school vacation week: o Gym stairwell painting Completed o Replacing the lower wall coverings in the function rooms with beed board. The project is working around the programs taking place in the room. Maintenance Garage clearing the brush pile, then clearing the debris pile is in progress Bill Baker, temporary Superintendent of Recreation Maintenance, will assign individual staff members a park to oversee. Their responsibility will be to walk the parks, clean them up and compile a list of items to be addressed. This task will be done on a regular basis. Recreation Commission comments: Commissioner Sullivan requested the list of individuals assigned to each park when it is completed Programming Report Program Coordinator Lehman presented the following report: February is Therapeutic Recreation month. Past items: Ski/boarding programs, basketball for grades K-8, and Business Sharks ended Upcoming items: Basketball for grades 4-8 will end March 17 Current items: Therapeutic Recreation changes to the Out & About and Spectacular Saturday programs by adding new places and activities Chairman s Report None. 3 Subcommittee Report Commissioner Raymond noted that Northeastern may construct a new building at their Burlington campus and as part of that construction could impact the soccer fields at Mary Cummings Park. New Business CPSI course available space The course is full, and the department will send two maintenance members rather than a maintenance and programming member. Update on the Human Services Building Inside work is ongoing and concentrated on the second floor. When work on the second floor is completed the Council on Aging will move upstairs while their offices are renovated. The work on the plaza will resume in the spring, and the new generator will be delivered 2/28 and installed 4/20-4/22. The Engineering Department has begun work designing a parking lot in front of the building, and the new traffic pattern for the site has not been determined. Update on the Open Space and Recreation Plan The RFQ for consulting service had gone out and were returned on Friday. The Conservation Commission has a subcommittee to review the submissions and Conservation Agent John Keeley, invited the Recreation Commission to appoint a member. Chairman Sullivan appointed Commissioner Brown to the Conservation Commission subcommittee. Vote on Capital Budget Item Ford F550 Dump Truck - $62,000 Commissioner Norden moved for the commission to approve the capital funding warrant article request of $62,000 to buy a Ford F550 Dump Truck. The motion was seconded by Commissioner Brown. Simonds Park Tennis Court and Skate Park Paving - $140,000 Commissioner Raymond moved for the commission to approve the capital funding warrant article request of $140,000 to pave Simonds Park tennis courts and skate park. 4 Fitness Court - $30,000 Commissioner Brown moved for the commission to approve the capital funding warrant article request of $30,000 for the installation of a fitness court at TRW, and if the equipment donation funding is not secured, the warrant will be withdrawn. The motion was seconded by Commissioner Murphy. Outdoor Fitness Equipment - $35,000 Recreation Commission discussed holding off on the vote until the commission can agree on the location. Director Egan agreed to get a separate quote for a different location. Next Meeting: Vote on the capital request for outdoor fitness equipment Simonds Trust P & R Director does not have a figure amount for the Simonds Trust. The Commission may need to vote on a to not exceed amount at the next meeting. Next Meeting: Vote on Simonds Trust Upcoming Dates Capital Budget 2/27, Way and Mean subcommittee 3/2, Ways & Means 3/7 Old Business None Executive Session Not required.
