1 MINUTES OF THE REGULAR MEETING BOARD OF PARK COMMISSIONERS ARLINGTON HEIGHTS PARK DISTRICT Olympic Indoor Swim Center 660 N. Ridge Ave. August 14, :00 p.m. President Leno called the meeting to order at 7:08 p.m. PLEDGE OF ALLEGIANCE President Leno led the audience in the Pledge of Allegiance. Programs; Kendra Maher, Recording Secretary. ALSO PRESENT: Mike Rink, Corporate Construction and John Dznarowski, FGM Architects, and the Arlington Aces U15 Girls Soccer National Championship Team and parents. Girls present from the team were Kayla Askew, Elena Barbaric, Lilly Collins, Madison Culli, Emma Donner, Madeline Kim, Avery Larson, Gracie Lee, Julianna Nikolich, Kalie Schreiner, Caroline Sexton, and Jane Stefaniak. Coaches from the team present were Dwayne Cruz, Eric Luzzi, and Kevin Talbot. RECOGNITION OF VISITORS & CITIZENS TO BE HEARD: President Leno welcomed the Arlington Aces U15 Girls Soccer Team and parents to the Board Meeting. President Leno thanked them for their commitment to not only the Arlington Aces but thanked them for the many years they have given to the game of soccer, and their representation of the Arlington Heights Park District. The Arlington Aces shared a short highlight video and then President Leno presented and read to the team Resolution R Arlington Aces U15 Girls Soccer Team Resolution R-3-18 Executive Director Hanetho requested that the Board adopt Resolution R-3-18 commending the Arlington Aces U15 Girls Soccer Team for their many successes from their youth through their teens, with the largest accomplishment being US Youth Soccer National Presidents Cup Championship.

Nesvacil to approve Resolution R-3-18 for the adoption of Arlington Aces U15 Girls Soccer Team US Youth Soccer National Presidents Cup Champions. Ayes Ploger, Nesvacil, Gelinas, Leno Absent Naughton, The Board of Commissioners joined the U15 soccer team outside for a photo and exited the meeting at 7:32 pm. The Board of Commissioners returned to the meeting at 7:44 pm. MINUTES The Minutes of the Special Meeting of June 28, 2018 were presented. Comr. Nesvacil corrected the motion on page 2, to recess the meeting at 5:36 pm, was seconded by himself, Comr. Nesvacil, not Comr. Naughton. Vice President Gelinas moved, seconded by Comr. Ploger, to approve the Minutes of the Special Meeting of June 28, 2018 as amended. On voice vote the motion was approved 4-0. The Minutes of the Regular Meeting of July 8, 2018 were presented. Comr. Nesvacil asked for the correct spelling of Zachary Nesvacil be updated. Vice President Gelinas moved, seconded by Comr. Ploger, to approve the Minutes of the Regular Meeting of July 8, 2018 as amended. On voice vote the motion was approved 4-0. PRESENTATIONS AND INFORMATIONAL REPORTS Recreation Park Pool Deck Dir. Rea informed the Board that he had been in contact with Stantec to discuss the repairs. Stantec is currently working to put drawings together to share options with the Board. Options that have been discussed are a climbing wall, a half meter board, and two or three cantilever style shade structures. Dir. Rea explained that Stantec has brought to our attention concerns with FINA guidelines. There is also concern about losing our grandfathered status once the existing stands are removed. A three- meter board is not possible because of depth limitations. President Leno questioned why FINA would be brought into this discussion. President Leno would like staff to work with IDPH and PRDMA to determine what type of diving board options we have. President Leno also questioned why we would spend money to shade the east end of the pool, knowing that is not a common area for people to sit except for the city meet, and that maybe our money would be better spent addressing the locker room complaints. President Leno inquired about plans for the deck planters, and Dir. Rea replied at this time that there are no plans to remove them.

Rea informed the Board that he is working with Greenberg Farrow, an engineering firm to review our options for the bridge work. This is a maintenance item that will go out for bid and has been communicated to the Village of Arlington Heights. Administration Building Parking Lots Dir. Rea stated that he is working with Eriksson Engineering on plans to produce bidding documents. Lake Arlington Park Improvement Project Update Dir. Rea briefed the Commissioners on the latest updates: Completed work includes the shelter, brickwork, fountain, plantings Paths & Sealcoating to be done this week Turf is awesome and there is a lot of excitement building for opening President Leno inquired about invitations for the ribbon cutting ceremony. Dir. Rea stated that they were being worked on and would be sent to the Village of Arlington Heights, residents, and elected officials that helped obtain the OSLAD Grant. Comr. Ploger left the meeting at 8:01 pm Olympic Indoor Swim Center Update Executive Dir. Hanetho briefed the Commissioners on the latest updates: Fencing is up and skate park has been removed Building permit is ready Site Development permit is expected this week Three vendors have presented low voltage options Direct Fitness meeting has taken place and plans will be brought to a future meeting Mike Rink presented a handout of accepted value engineering costs. He explained that there are three items outstanding but so far we have been able to cut $311,193. The goal remains $362,394. Comr. Ploger returned to the meeting at 8:08 pm. John Dznarowski distributed a copy of the first floor revised floor plan. He explained the changes simplifying the plan. The pool party room to hold forty to fifty people, with a storage room, and a reconfigured reception work area and offices. President Leno questioned the storage room location in the pool party room, stating that it cuts out access to the hallway to the bathrooms in the lobby. President Leno s concern is a patron will then have to walk on the wet pool deck to get to the lobby bathroom. Comr. Nesvacil asked if the acoustical panels located by the stairwells were still being considered, he does not feel they are necessary.

4 Arlington Heights Park District, Minutes, August 14, 2018 Page 4 ACTION ITEMS Color Coating Bid Approval Dir. Rea presented a Board Summary of bids for the annual color coating maintenance to ensure the surfaces of the tennis and basketball courts are preserved. Three bids were taken, the lowest was Great Lakes Property Logistics, however it was determined they were not qualified for the job, having never done a tennis court before. The lowest qualified bidder is Tennis Courts Unlimited, Watervliet, MI. Comr. Nesvacil moved, seconded by Comr. Ploger, to approve the lowest responsible bid from Tennis Courts Unlimited, Watervliet, MI, in the amount not to exceed of $85,870., to perform color coating work at Heritage Tennis Club, Creekside Park, Frontier Park, Klehm Park and Armored Crack Repairs as specified. Ayes Ploger, Nesvacil, Gelinas, Leno Absent Naughton, FF&E Gym Equipment Purchase Dir. Meyer explained in order to prepare for the start of the Olympic Renovation the most pressing FF & E item to enter into an agreement with is the gym equipment. This is needed in order for the vendor to start producing shop drawings to establish the loads so that the structural steel contractor can properly support the equipment. Dir. Meyer confirmed that staff had met with Haldeman Homme, Inc. who supplies Porter Athletic Equipment. The proposal is to purchase the basketball goals, key pads, volleyball standards, sleeves, wall pads and court divider. The complete equipment list and pricing is attached and is part of Sourcewell formerly known as the NJPA Cooperative Purchasing Plan. This program secures local governments the best pricing because the contracts are competitively solicited which saves time and money, and are required to comply with all local and state bidding requirements. In addition, Haldeman Homme, Inc. has discounted the Sourcewell pricing an additional $8, for an overall price of $134,669. Staff originally budgeted $153,230 for the gym equipment. President Leno asked if we had considered batting cages, and would the current proposed infrastructure support additional equipment? Comr. Ploger commented that we had discussed batting cages go to Frontier or Melas. Vice President Gelinas echoed the need for batting cages. Mike Rink commented that conduit could be added for future electrical needs to support the batting cages. Dir. Meyer added that staff will make sure to follow up with the contractor that the loads are sufficient for future needs. Vice President Gelinas moved, seconded by Comr. Ploger, to approve the purchase of gym equipment from Haldeman Homme, Inc. as part of the Sourcewell Cooperative Purchasing Program in the amount of $134,669.

Kapusinski gave an overview of the purposed agreement. All point of sales are now tracked through ActiveNet, keeping the 50/50 split easier to track. The Arlington Club Beverage agreement is for a nine-month term beginning August 1, 2018 and concluding April 30, 2019 with the agreement automatically renewing for a term of two years thereafter. Comr. Nesvacil moved, seconded by Vice President Gelinas, to approve and sign the Arlington Club Beverage Agreement between the Arlington Heights Historical Society and the Arlington Heights Park District for a nine-month term beginning August 1, 2018 and concluding April 30, The agreement will automatically renew for a term of two years thereafter. Ayes Nesvacil, Gelinas, Leno Absent Naughton, Ploger Ayes 3; Nays 0; MOTION CARRIED MATTERS FROM EXECUTIVE DIRECTOR Thank you to Vice President Gelinas, Comr. Nesvacil and staff for a great job, despite the weather at National Night Out. Invites will be sent for both the ribbon cutting at Lake Arlington and the groundbreaking ceremony at Olympic by the end of the week. The combined meeting with AHML dates are October 13, 20 or 27. Please share any conflicts. MATTERS FROM COMMISSIONERS Comr. Nesvacil complimented the social media weather updates for National Night Out, and a nice job overall. Comr. Ploger returned to the meeting at 8:40 pm Comr. Nesvacil asked about the possibility of the Dragon Boats returning to Lake Arlington in the future. Dir. Meyer stated that we will revisit them returning in the future. Vice President Gelinas echoed Comr. Nesvacil s comments regarding National Night Out. President Leno stated she had attended her own district s National Night Out, and that the weather made it challenging. President Leno read a letter from the Frontier Days committee thanking the Park District for another successful festival. President Leno read a second letter

Nesvacil moved, seconded by Comr. Ploger to hold Closed Session: Pending litigation. 5 ILCS 120/2(c)(11), at 8:44 pm.
