2 Action Items A. Approval: Quarterly Treasurers Report Commissioner Sokolowski made a motion to approve the Quarterly Treasurers Report Seconded by Commissioner Bird. All in favor: Aye. Voice vote taken. Motion passed Finance Committee met prior to tonight s board meeting to review the Quarterly Treasurer s Report. Requests were made for additional detail on historical information from 2015 and budgeted fund balances. Director Rini to follow up with requested financial detail. B. Approval: Armstrong Park Restrooms Facility [moved from Discussion Item 8c]. Director Rosenberg reviewed the recent bid details regarding the Armstrong Park Restroom Facilities. Structure will consist of 2 bathrooms, mirrors, and drinking fountains 7 bids packets were distributed/4 received. Lowest bid of $166,200 received by Expedia Construction Corp. from Arlington Heights, IL. Commissioner Gramann spoke in Commissioner Powers absence on his behalf. He thought the park district did a superlative job coming in well under budget on the project. Would like to see the additional funds go towards landscaping and other aesthetics to help draw attention to the new structure. In favor of approval of the project. Estimated installation in the fall. Commissioner Sokolowski asked if the County had a problem with the location? Per Director Rosenberg, the proposed location was informally approved by both the County and the Village but due to an easement with the County, a building permit is required from the Village. Commissioner Jaszka commended the project coming in well under budget and supports the addition of the prefab bathroom option. Commissioner Sokolowski made a motion to approve the bid submitted by Expedia Construction Corporation of 855 E. Gold Road, Suite 2143, Arlington Heights, Illinois in the amount of $166, to build a restroom facility located in Armstrong Park. Seconded by Commissioner Gramann. All in favor: Aye. Voice vote taken. Motion passes 6-0-1

3 Discussion Items A. Discussion: Park Board of Commissioners Awarding of Lifetime Memberships to Retired Commissioners With the recent passing of Mr. Simkus, it came to attention that there is no protocol listed in the current policy that addresses the terms of the lifetime membership for a surviving spouse. Director Rini gave a brief history to the Board. Current policy grants lifetime membership privileges to retiring Commissioners only with Board approval; the 4-year term must be fulfilled and the Commissioner must have retired in good standing. We currently offer the option of a lifetime membership to either Fountain View Recreation Center or Coral Cove Water Park. Looking for recommendations from the Board on what standards we want to set regarding surviving spouse, immediate family members, dependents, limitations on membership transfers from one to another, etc. Commissioner Jeffery read a response from Commissioner Powers that states he is opposed to limiting restricted use to any of our facilities. He would like the policy to be redefined to include all current properties of the park district and should include grandchildren. Commissioner Jeffery inquired as to how many former Commissioners currently receive lifetime memberships. Estimated number is approximately 7. Commissioner Sokolowski was in support of allowing lifetime memberships to continue with the surviving spouse in the event of a Commissioners death. Commissioner Gramann suggested that special circumstances that fall outside of the guidelines set can always be brought to the Board for consideration. Commissioner Gramann was in support of including both the Fountain View Fitness Membership and Coral Cover Water Park Membership. Requested that the legal separation and divorce also be defined in the new guidelines. Majority agreed if you are no longer considered a spouse, an ex-spouse would not qualify to receive lifetime privileges. Commissioner Ullman asked the reason for the granting lifetime memberships? Is it simply a nice gesture? A reward for service? Is there a concern for limiting cost? Executive Director Reuter expressed it is indeed a reward for service. The direction from the Board will be taken and a revised policy will be brought to the next board meeting for approval. B. Discussion: McCaslin Service of Alcohol Director Haring addressed the Board for direction on how to proceed with the Service of Alcohol at McCaslin. Currently we allow the service of alcohol at McCaslin during adult tournaments only through a contracted vendor. Recent adult only 16 National Softball Tournament we acquired a 1-day liquor license from DuPage County. Per Director Haring, PDRMA would allow it and would provide dram shop insurance.

4 Additional costs are unknown pending a response from PDRMA. In order to secure a liquor license - $1,000 application fee, an annual County license fee of $2,400, an annual State of Illinois fee of $750, dram shop insurance, BASSETT training and liability would all be the responsibility of the Park District. Employees must be 21 years of age to serve. Costs associated with securing a liquor license would be covered with one tournament based on past figures. Past tournament brought in $15K ($8K Food/$7K Liquor). With a contracted vendor, the park district received a 12% cute and 88% went back to the vendor. Commissioner Ullman agrees that it is risky but that the policy must be consistent. It becomes difficult to separate kids from adults. Commissioner Gramann has recently changed her position regarding alcohol at family-oriented events based on recent experiences. Referenced both the Concert in the Park and adult softball tournaments in which many children are present and no problems have arose. Feels it is worth a look - can pull the plug at any time. Commissioner Ullman reminded the Board that the Concert in the Park is monitored with law enforcement officials throughout the event may affect how patrons who are consuming alcohol behave. A security officer has been on-site in the past for approximately 2 years at McCaslin during adult tournaments where alcohol is present and there has been no issue, per Director Haring. Commissioner Sokolowski inquired on surrounding park districts that currently serve alcohol what is their Standard Operating Procedures? Per Director Haring, Wheeling and Palatine serve alcohol everyday no issues with over-consumption, more difficulty securing staff that is of age. Will it increase costs? It may be difficult to find staffing that will work for $8/hour. Commissioner Sokolowski suggests reviewing the policy after a season to address any issues. Commissioner Jaszka would rather have alcohol being purchased in the hub than being consumed in the parking lot. Commissioner Bird agrees. In Commissioner Powers absence, he sent his support. Believes it is a great revenue source and based on history, does not feel it will get out of hand. C. Approval: Armstrong Park Restrooms Facility Moved from Discussion Item 8C to Action Item 6A. D. Weekly Happenings (oral) Year in Review - Executive Director Reuter presented the Year in Review. Material has been posted to the website and printed copies are available at both Simkus Recreation Facility and Fountain View Fitness Center. Executive Director Reuter complimented both the marketing department for the design as well as the department heads for supplying accurate information to document. Planning to use projected tax dollar figures to allow for an earlier release in 2017.

5 Commissioner Jaszka asked if the brochure is also distributed via ? Board members were in support of ing the Year in Review in the form of an with a link. Commissioner Sokolowski would like to see the vandalism issue advertised to include the dollar amount associated with the repair and replacement of vandalized property throughout the community. Complimented the staff for their work on the brochure. Shape of Carol Stream - Commissioner Jeffery made mention of Shape of Carol Stream this Wednesday. Commissioner Jeffery will be representing the Park District at this event. Memorial Park Fundraiser - Tickets still available for Zanies Comedy Club for next Thursday, October 6 th, Closed Session Action Pertaining to Closed Session Adjournment No items for closed session.
