A. McElroy Administration Center at 1750 South Roselle Road, Palatine, Illinois. ROLL CALL On a roll call, the following officers and members were: Physically Present: Present By Other Means: Absent: Peter R. Dombrowski, Member, Member, Secretary and Member, Vice President and Member, Member Mucia A. Burke, President and Member Lauanna Recker, Member Also present were: Daniel E. Cates, Superintendent; members of the District administrative staff; interested citizens; and members of the press. Pledge of Allegiance President Burke led the Board of Education and the audience in the Pledge of Allegiance. Recognition State Award Winners Superintendent Cates introduced Director of Athletics and Activities Augustino Fontanetta. Mr. Fontanetta introduced William Fremd High School Principal Kurt Tenopir, Assistant Principal Eric Dolen, and Social Studies Teacher and Debate Coach Martin Zacharia. Assistant Debate Coach Michael Bruce was also introduced. Mr. Zacharia introduced and Mr. Tenopir presented medallions to Abhinav Balu and Adhith Palia for being public forum debate octafinalists; Matthew Baughman for being named to the all-state debate team and for being a congressional debate finalist; Zachary Jordan for being named to the all-state debate team and for being a public forum debate semifinalist; Eugene Kim and Annie Zheng for being named to the all-state debate team and for being public forum debate quarterfinalists; Angie Peng for being named to the all-state debate team and for being a Lincoln- Douglas debate quarterfinalist; Nabeela Syed for being named to the congressional debate all-state debate team; and Ishan Taparia for being a public forum debate semifinalist at the state congressional debate competition.

2 Page 2 April 28, 2016 Mr. Fontanetta introduced James B. Conant High School Principal Julie Nowak, Assistant Principal Robert Small, and Social Studies Teacher and Debate Coach Frank Kernats. Assistant Debate Coach Denise Mitchell was also introduced. Mr. Kernats introduced and Mrs. Nowak presented medallions to Bhavana Bheem for placing fourteenth and Nitin Subramanian for placing eighth in congressional debate; Aditi Katwala and Dhvanii Raval for being octafinalists in public forum debate; and Keshav Shivam for placing eleventh in congressional debate and being named to the all-state congressional debate team at the state debate competition. Mr. Fontanetta introduced Schaumburg High School Principal Tim Little, Assistant Principal Shayne Bullen, and English Teacher and Debate Coach Darrell Robin. Assistant Debate Coaches Caitlin Johnson, Stefanie Pierropoulos, and Carl Schwartz were also introduced. Mr. Fontanetta presented a plaque to Mr. Robin for the team being named the state champions in congressional debate. Mr. Robin introduced and Mr. Little presented medallions to Laxmisanjana Ade, Srinivas Cherukuri, Joseph Erpito, Luke Kim, Binti Kohli, Angela Lii, Raphael Portillo, Sandhya Saikumar, Karolina Skarzynska, and Giselle Soares for being congressional state debate champions; and to Srinivas Cherukuri for placing first in congressional debate; Hannah Hyman for placing fifth and Kshitij Vashi for placing fourth in Lincoln Douglas debate; Jacob Kaminski, Cole Miller and Bhavi Vashi for being public forum quarterfinalists; Luke Kim and Raphael Portillo for being congressional debate semifinalists; Sarah Liu for placing first in Lincoln-Douglas debate; Sandhya Saikumar for placing third in congressional debate and being named to the all-state congressional debate team; and Karolina Skarzynska for placing first in congressional debate at the state debate competition. Recognition Illinois High School Association All-State Academic Team Mr. Fontanetta introduced William Fremd High School Athletic Director David Dick. Mr. Dick introduced and President Burke presented a plaque to William Fremd High School student Julia Wacker for being named to the Illinois High School Association All-State Academic Team. Booster Club Presidents Superintendent Cates introduced Board of Education President. President Burke introduced and presented plaques to Beata Candre, President of James B. Conant High School Booster Club; Kelly Day, President of the James B. Conant High School Band Booster Club; Ed Hansen, President of William Fremd High School Viking Booster Club; Rob Coleman, President of the William Fremd High School Music Association; Chelle Kase, President of the Hoffman Estates High School Loyal Parents (HELP); Alissa DePue and Matt Trembly, Co-Presidents of the Palatine High School Pirate Booster Club; Madelynn Brossard and Janice Novick, Co-Presidents of the Schaumburg High School Very Interested Parents (VIPs); and Alan Grimm, President of the Schaumburg High School Band Booster Club for service to District 211 schools during the school year. Northwest Educational Council for Student Success Business Partnerships Superintendent Cates introduced Associate Superintendent for Instruction Lisa Small. Dr. Small introduced and President Burke presented plaques to the representatives from local businesses who partner with District 211 to host career treks for District 211 students allowing them to investigate future career choices: Kirsten Walker and Robyn Safron from HydraForce, Inc.; George Demarakis from Arcon Associates, Inc.; Mary Harlos from Prudential Insurance Company of America; Mike O Connor from Innovative Components, Inc.; and Edward Pizza from American Airlines. President Burke extended congratulations, on behalf of the Board of Education, to students and their parents for their outstanding achievements and she thanked all of the parent leaders for their leadership and dedication to the schools, students, and staff.

3 Page 3 April 28, 2016 Break The Board of Education took a break from 8:04 p.m. to 8:16 p.m. while pictures were taken of recognition award winners. Citizens Petitions and Appearances President Burke asked if there was anyone present, not on the agenda, who wished to speak to the Board of Education. No one came forward. Presentation: Budget and Five-Year Financial Projection Update Chief Operating Officer Lauren Hummel and Treasurer and Controller Barbara Peterson presented an update and answered Board members questions regarding the budget and District 211 s five-year financial projection update. Consent Agenda Mrs. Klimkowicz made a motion, seconded by Mr. Scharringhausen, that the consent agenda, with the removal of the minutes of April 14, 2016, be approved. The following consent agenda items (indicated by *) were enacted by one motion: *Approval of Bills for Payment Mrs. Klimkowicz made a motion, seconded by Mr. Scharringhausen, that bills in the amount of $17,476, be approved for payment.

4 Page 4 April 28, 2016 *Financial Report As of March 31, 2016 Mrs. Klimkowicz made a motion, seconded by Mr. Scharringhausen, that the Statement of Revenues, Expenditures, Other Financing Sources (Uses) and Changes in Fund Balances for the period ending March 31, 2016 be approved and placed on file. *Investment Report As of March 31, 2016 Mrs. Klimkowicz made a motion, seconded by Mr. Scharringhausen, that the investment report for the period ending March 31, 2016 be approved and placed on file. *Student Activities Report As of March 31, 2016 Mrs. Klimkowicz made a motion, seconded by Mr. Scharringhausen, that the student activity, trust fund, and convenience fund report for the period ending March 31, 2016 be approved and placed on file. The motion carried unanimously

5 Page 5 April 28, 2016 *Variance Report As of March 31, 2016 Mrs. Klimkowicz made a motion, seconded by Mr. Scharringhausen, that the variance report for the period ending March 31, 2016 be approved and placed on file. *Resolution Authorizing Intervention in Proceedings Before the State Property Tax Appeal Board Mrs. Klimkowicz made a motion, seconded by Mr. Scharringhausen, that the Board of Education approve the resolution authorizing intervention in proceedings before the state property tax appeal board which seeks an assessed valuation reduction in excess of $100,000 for property tax year 2015 (Docket No C-2); and, further, authorize Franczek Radelet, as the Board of Education s legal representative, to file Request to Intervene in Appeal Proceeding forms with the property tax appeal board on the property for which the District receives notification of appeal (attached to official minutes). *Acceptance of Donations Mrs. Klimkowicz made a motion, seconded by Mr. Scharringhausen, that the Board of Education formally accepts the donations of a 2002 GMC Envoy XL from James Massarelli, a Lyon and Healy upright piano from Barbara Kowalski, an upright piano from Karen Stevens, and a Kimbal Oak upright piano from Robert Walser; further, that letters of appreciation be sent, on the Board s behalf, by the Superintendent.

6 Page 6 April 28, 2016 *Personnel Recommendations Mrs. Klimkowicz made a motion, seconded by Mr. Scharringhausen, that personnel recommendations be accepted as presented. Full-Time Teacher Employment: (Effective School Year) O Grady, Timothy; mathematics, Schaumburg High School Pollitt, Ashley; applied technology, Palatine High School *Release of First-Year Teacher Assistant Mrs. Klimkowicz made a motion, seconded by Mr. Scharringhausen, that the following first-year teacher assistant, as presented, not be re-employed for the school year due to a decrease in the number of positions available at this time. Be it further resolved that the said employee be notified by personal service by the Board of Education Secretary of their termination and honorable dismissal as a teacher assistant in this school district in accordance with the Illinois School Code: if personal service cannot be made, the notice shall be sent by certified mail, return receipt requested. 7 Page 7 April 28, 2016 *Bids for Consideration Mrs. Klimkowicz made a motion, seconded by Mr. Scharringhausen, that for the bids listed below, the Board of Education award the business to the lowest responsible bidders as listed in the attached administrative bid recommendation dated April 28, 2016: 1. Paving for all schools; and a foundation addition $ 1,327, at Palatine High School Allstar Asphalt, Inc. 2. Winter and spring sports supplies for all the schools $ 83, fifteen vendors 3. Bus heaters for the transportation department $ 24, Midwest Transit Equipment, Inc. TOTAL: $ 1,434, Approval of Minutes Regular Meeting of April 14, 2016 Mrs. Klimkowicz made a motion, seconded by Mr. Scharringhausen, that the minutes of the regular meeting of April 14, 2016 be approved and placed on file. Abstain: The motion carried.

8 Page 8 April 28, 2016 Freedom of Information Act Requests The Board of Education received a report on Freedom of Information Act requests and responses. Starting Times for The Board of Education received and reviewed starting times for the school year. Board of Education Agreements The Board of Education discussed the need for all Board members to be present when the Board takes action on the proposed Board agreements. Mr. LeFevre made a motion, seconded by Mr. Scharringhausen, that action on the Board of Education agreements be postponed at this time and that the item will be included on each future agenda until all Board members are present and that no discussion of this item will be required until all Board members are present Tentative Budget: Non-Operating Funds Mrs. Klimkowicz made a motion, seconded by Mr. Scharringhausen, that the Board of Education approve the Tentative Budgets for the Debt Service Fund, Capital Projects Fund, and Fire Prevention Life Safety Fund as presented.

9 Page 9 April 28, 2016 Intergovernmental Agreements Reciprocal and Police Reporting Agreements Mrs. Klimkowicz made a motion, seconded by Mr. Hinshaw, that the Board of Education authorizes the Superintendent to enter into an intergovernmental agreement and reciprocal reporting agreement with the Village of Schaumburg to ensure continued services and interagency cooperation with the Schaumburg Police Department. After discussion a roll call vote was held with the following results: Capital Outlay Purchase Order Authorization and Bid for Consideration: Hoffman Estates High School Air Chiller Equipment Replacement Mrs. Klimkowicz made a motion, seconded by Mr. Hinshaw, that the Board of Education authorizes the Superintendent to release purchase orders against the Operations and Maintenance Fund Capital budget in the amount of $523,741 for the purchase of mechanical equipment for Hoffman Estates High School. On which motion a roll call was held with the following results: Mrs. Klimkowicz made a motion, seconded by Mr. Hinshaw, that the Board of Education award the business for air chiller installation for Hoffman Estates High School to the lowest responsible bidder, Premier Mechanical, Inc., in the amount of $112,000. After discussion a roll call was held with the following results:

10 Page 10 April 28, 2016 Proposal for Alternative School Programming The Board received and reviewed a proposal for District 211 to create and operate an alternative education program to provide the academic and supportive services once provided by North Cook Young Adult Academy that would continue to serve District 211 students who could otherwise be considered for expulsion and removal from District 211educational programming. Proposed In-District Professional Learning Opportunities Summer 2016 Mrs. Klimkowicz made a motion, seconded by Mr. Scharringhausen, that the Superintendent be authorized to offer the following professional learning opportunities for in-district credit: Learn to Question to Learn, Students in Conflict (Life Space Crisis Intervention Park Two), Effective Practices for Professional Learning Teams, and A Framework for Understanding Poverty (Book Study), as proposed. After discussion a roll call vote was held with the following results: Auditing Services for Fiscal Years 2016, 2017, and 2018 Mrs. Klimkowicz made a motion, seconded by Mr. Hinshaw, that the Board of Education hire Baker Tilly Virchow Krause, LLP, to provide auditing services for fiscal year 2016 in an amount not to exceed $27,400; for fiscal year 2017 an amount not to exceed $28,000; and for fiscal year 2018 an amount not to exceed $28,500. After discussion a roll call vote was held with the following results:

11 Page 11 April 28, 2016 Potential Topics for Future Discussion The Board of Education discussed adding an item to the May 12, 2016 Board meeting agenda concerning if the Board should create a policy for negotiations. There was no objection. Northwest Suburban Special Education Organization Mrs. Klimkowicz reported on recent N.S.S.E.O. activities. Education Research Development/Legislative Report Dr. Cates reported on recent legislative activity. Partners for Our Community Evening Community Services Mrs. Klimkowicz and Associate Superintendent for Student Services Mark Kovack reported on the recent activities of the Partners for Our Community Evening Community Services. Administrative Board Policy Report The Board of Education reviewed and discussed information forwarded by liaisons of the Administrative Board Policy working group. Associate Superintendent for Instruction Lisa Small summarized information about differing gender-based facilities policies. After a review of the various policies, a recommendation was made that the Board not develop a policy on gender-based facilities at this time given the lack of definitive legislation and that the administration continue to monitor local and national laws and cases pertaining to gender-based facilities. 13 Page 13 April 28, 2016 Appointment, Employment, Discipline, Compensation, Performance, or Dismissal of Specific Employees Mrs. Klimkowicz made a motion, seconded by Mr. Hinshaw, that the Board of Education accepts the retirement requests of Mack Baxter, III, effective May 2020 according to the Master Contract with the District 211 Teachers Union; Christopher Kontney, effective December 2019 consistent with the Master Contract of the District 211 Teachers Union; Maria Luciani, effective May 2019 according to the Master Contract with the District 211 Teachers Union; Kari McGinn, effective May 2019 according to the Master Contract with the District 211 Teachers Union; Ronald Theberge, effective May 2019 according to the Master Contract with the District 211 Teachers Union; and Jerry Trevino, effective June 2019 consistent with the Master Contract of the District 211 Teachers Union. Mrs. Klimkowicz made a motion, seconded by Mr. Hinshaw, that, effective July 1, 2016, Brian Harlan be appointed twelve-month assistant principal at Hoffman Estates High School, at a net salary of $120,798 with a gross salary of $135,000. Mrs. Klimkowicz made a motion, seconded by Mr. Scharringhausen, that, effective July 1, 2016, Courtney Buss be appointed twelve-month assistant principal at Hoffman Estates High School, at a net salary of $115, with a gross salary of $129,500.

14 Page 14 April 28, 2016 Mrs. Klimkowicz made a motion, seconded by Mr. Scharringhausen, that, effective August 8, 2016, Justin Onayemi be appointed ten-month assistant principal at James B. Conant High School, at a net salary of $97, with a gross salary of $109,500. Mrs. Klimkowicz made a motion, seconded by Mr. Scharringhausen, that, effective August 8, 2016, Jeannette Ardell be appointed ten-month assistant principal at James B. Conant High School, at a net salary of $97, with a gross salary of $109,500. On which motion a roll call was held with the following results: Board Members Discussion of the Evening s Board of Education Meeting Mrs. Burke asked if Board members wished to share their impressions about this evening s Board of Education meeting. Mr. Dombrowski offered remarks about the meeting.
