Superintendent's Spud Award (The Superintendent's Spud Awards are presented by the superintendent of Moorhead Area Public Schools to employees, students, parents and community members who display exceptional performance in their action and behavior to continue the district's tradition of excellence.) The Superintendent s Spud Award is presented to Haley Dellaneva for her distinguished service that positively impacts the community. Since 2011 Dellaneva, with the support of her family, has raised more than $170,000 to provide milk for students in the Moorhead, Fargo and West Fargo school districts through Haley s Milk Run, a volunteer motorcycle run during the summer. In 2018 each school district received $11,500 from Haley s Milk Run to help elementary students receive 1

2 milk for snack break during the school year. F. The positions are for the school year. Government Account Standards Board (GASB) Post Employment Benefit Valuation Reports Under GASB 73, 74 and 75 - Approve both the GASB statement 73 and the GASB statement 74 and 75 for the valuation year beginning July 1, 2017 and ending June 30, 2018 as presented. Land Lease Agreement with the City of Moorhead - Approve the proposed land lease agreement with the City of Moorhead as presented. The City of Moorhead would pay the district an annual rental fee per acre on 77 tillable acres in the amount of $155 per acre, or $11,935 for a period of two years commencing on January 1, 2019 and ending on December 31, School Resource Officer Agreement - Approve the School Resource Officer Agreement for the school year in the amount of $81,688. 7

Motion carried 6-0. FISCAL YEAR 2018 AUDIT REPORT: Derek Flanagan, Eide Bailly LLP, presented the executive summary of the district s audit report for the fiscal year ending June 30, The report provides an overview of the district s finances and demonstrates the district s accountability for the money it receives and spends. Total revenue s budgeted were $80.6 million and actual revenues were $79.8 million for a difference of 1.0 percent. For expenditures, the district budgeted just under $84 million. Actual expenditures were lower at $78.5 million for a difference of 6.5 percent. Revenues exceeded expenditures to increase the fund balance by approximately $1.3 million. The district s unrestricted fund balance and unassigned fund balance is at 18.8 percent of general fund operating expenditures, which is just over the 17 percent minimum required according to School Board policy. Valan moved, seconded by Tomhave, to accept the fiscal year school district audit report as presented by Eide Bailly LLP. Motion carried 6-0. MAJOR MAGNITUDE FIELD TRIP REQUEST-MOORHEAD HIGH SCHOOL CHOIR STUDENTS TO SOUTHERN CALIFORNIA: Kathie Brekke, Moorhead High School choir director, presented information related to a proposed Major Magnitude Field Trip for Moorhead High School choir students during the school year. The performing trip to Southern California will be Thursday, January 16 through Tuesday, January 21, The choir will perform a patriotic tribute performance on USS Midway, a performance at the San Diego Zoo, and an area high school exchange concert. The choir will have a clinic session at the Grammy Museum and at University of Southern California. Students will experience several cultural tours and a Broadway show. The anticipated cost per person is $1,700, which covers transportation (anticipated airline cost), hotel, admission to attractions, and two meals each day. Students will be funding the trip using their own resources. Bjorklund moved, seconded by Gloe, to approve the Major Magnitude Field Trip request for Moorhead High School choir students to travel to Southern California on January 16-21, Motion carried

9 REGULAR MEETING SCHOOL BOARD INDEPENDENT SCHOOL DISTRICT 152 PROBSTFIELD CENTER FOR EDUCATION NOVEMBER 26, 2018 PAGE 4 MOORHEAD HIGH SCHOOL COURSE PROPOSAL: Assistant principal Josh Haag provided information related to the course proposal from Moorhead High School to add College American Government (concurrent credit class through MState). This proposal is for a separate section(s) of American Government that meets all current standards while incorporating the MState requirement for the Minnesota Transfer Curriculum (MnTC) Goal Areas 5 and 9. This course provides an analysis of the organization, institutions, and functions of the United States government. This course will meet all current state standards for American Government plus the MnTC competencies. The Instruction and Curriculum Advisory Committee and district administration reviewed this proposal and recommended the course be added to the Moorhead High School registration book. Gloe moved, seconded by Burgard, to approve the addition of College American Government for Moorhead High School as presented. Motion carried WORLD'S BEST WORKFORCE REPORT SUMMARY: Tamara Uselman, assistant superintendent for learning and accountability, reported information related to the World s Best Workforce Report Summary. Information for this summary was compiled from the district s World s Best Workforce Annual Report on Curriculum, Instruction and Student Achievement. The summary report addresses stakeholder engagement, equitable access to excellent teachers, and the goals, strategies, and results for each of the five areas of World s Best Workforce. The district is required to submit the report summary to the Minnesota Department of Education by December 15, Burgard moved, seconded by Valan, to approve the World s Best Workforce Report Summary and submit to Minnesota Department of Education before December 15, Motion carried 6-0. Motion carried 6-0. COMMITTEE REPORTS: Brief reports were heard related to the American Indian Education Parent Committee events, and the Policy Review Committee, Red River Area Learning Center Family Night, High School Facilities Task Force, and Dorothy Dodds Elementary PTAC meetings. Valan noted he was the Turkey Bingo caller at Dorothy Dodds, Bjorklund attended a kindergarten maker-space project at Dorothy Dodds, and Tomhave attended the Minnesota Rural Education Association Conference in Brainerd. OTHER PERTINENT ITEMS TO COME BEFORE THE BOARD: Chair Steffes noted a communication related to the Lakes County Service Cooperative Board election and requested board members return ballots prior to December 7. Steffes reminded board members of the MSBA Annual Leadership Conference scheduled for January and to contact Michelle with travel plans. Superintendent Lunak said he was working with Minnesota school districts, Fred Nolan, Minnesota Rural Education Association, and Representative Ben Lien and Minnesota House researchers, related to the Long-Term Facilities Maintenance formula being affected by average age of facilities. Dehmer, Executive Director of Human Resources and Operations DATE: 12/4/2018 RE: Certification of Final 2018 Payable 2019 Property Tax Levy School districts are no longer required to hold a separate Truth in Taxation hearing or continuation hearing. Districts are required to discuss the levy and the current year's budget at a regularly scheduled board meeting and allow public to speak; this will occur at the upcoming meeting on December 10, 2018 at 7:00 pm. The final levy certification will be adopted at the same meeting. The School Board approved the preliminary tax levy on September 24, The next step in the levy certification process requires the School Board to certify the district's final 2018 Payable 2019 Property Tax Levy by December 31, Attached please find the Levy Limitation and Certification Report provided by the Minnesota Department of Education.
