1 REGULAR MEETING BOARD OF EDUCATION ALEXANDRIA PUBLIC SCHOOLS ALEXANDRIA, MINNESOTA NOVEMBER 20, 2017 The regular meeting of the Board of Education of Alexandria School District, Alexandria, Minnesota, was called to order by School Board Chairperson Dean Anderson at 7:06 p.m. in the District Office Oak Conference Room, Alexandria, Minnesota. School Board Members Present: Dave Anderson, Sandy Susag, Angie Krebs, Dean Anderson, Bob Cunniff, Pam Carlson, and (ex-officio) Superintendent Julie Critz. Absent: Alan Zeithamer Administrators Present: Scott Heckert, Lynn Jenc, Rick Sansted, Michelle Bethke-Kaliher, Trevor Peterson, and 32 visitors APPROVAL OF AGENDA Motion by Carlson, seconded by Susag, to approve the agenda for November 20, DELEGATIONS AND INDIVIDUALS CONSENT AGENDA MEETING MINUTES DISTRICT CLAIMS FINANCIAL REPORTS EMPLOYMENT AGREEMENTS EMPLOYMENT AGREEMENTS- CO-CURRICULAR Supporters of Alpine Skiing thanked the school board for their support and consideration of adding Alpine Skiing as a school sponsored MSHSL activity. No formal action was taken. 2 RESIGNATION AGREEMENTS To approve the following resignation agreements: Smoley, Carrie: Para, effective 10/27/2017 Larson, Stephanie: Para, effective 11/22/2017 Swanson, Heather: Para, effective 11/17/2017 Co-Curricular Staff: Boyden, Nichole: Assistant Gymnastics Coach Burns, Jillian: DMS Girls Swimming (Booster/Practice Coach) REQUEST FOR ADDITIONAL POSITIONS REQUEST FOR LEAVE OF ABSENCE To approve the following additional positions: Request for a SPED Bus Paraprofessional position for 2.5 hours/day Request for a part-time Dance booster coach position To approve the following leave of absence requests as recommended: Extended Childcare Leave of Absence Firme, Melissa: Requesting to extend her childcare leave of absence to November 30, Other Leave of Absence Knick, Nathan: Requesting an unpaid leave beginning February 12, 2018 through March 2, The recommendation is to deny this leave request. DONATIONS AND GRANTS To approve the resolution for the following donations and grants: RESOLUTION FOR ALEXANDRIA PUBLIC SCHOOLS TO ACCEPT DONATIONS AND GRANTS WHEREAS, the Alexandria School District Board encourages the support of the district s educational programs through the funding and support of grant opportunities and donations that meet the goals and objectives of the school district; WHEREAS, the school district will control and maintain all grants and donations to ensure that the interests of all students are met; WHEREAS, the grants and donations listed below have been reviewed and approved by the administration of the Alexandria School District; THEREFORE, BE IT RESOLVED, by the School Board of Alexandria School District - No. 206, State of Minnesota, to accept the following grants and donations: Early Education Compass, School Age Childcare received the following grants from Child Care Aware: 2
3 o $1,400 - After School Science o $1,050 - After School Makerspace Community Education, Adult Enrichment received a grant of $3,000 from Lakes Region Arts Council. The purpose of the grant is to offset costs of the Saturday Art Exhibit and Makerspace. The Alexandria Area High School Nordic Ski team received a $1,000 grant from American Birkebeiner Ski Foundation to assist with equipment costs. FFA received a donation of $1, from Elden s Fresh Foods to fund member activities. The High Potential Program received the following 3M grants: o $2,500 for registration costs involved with Math Counts/Math Masters o $6,000 to use for purchasing Lego Robotics kits The Booster Club donated $400 to hire a practice coach for the high school dance team. EXTENDED FIELD TRIPS FUNDRAISING ACTIVITIES To approve the following extended field trips: Carlos Elementary fifth grade students will travel to Deep Portage Learning Center in Hackensack, MN from January 10-12, 2018 to learn more about environments, geocaching, landforms, and survival skills. The Varsity and Junior Varsity Wrestling team members are planning the following field trips: o A 4-team quad in Apple Valley on December 1 and then travel to Litchfield for a tournament on December 2, o A two-day, 32 team wrestling tournament at the Redwood Valley High School on December 15-16, The FFA students will be attending an Agribusiness tour in Fargo on March 23-24, They will tour American Crystal Sugar, AgCountry Farm Credit Services, and NDSU. To approve the following fundraising activities: The Alexandria Area High School girl s basketball team will be bagging groceries at Elden s to raise funds to supplement the equipment budget. In addition, the Alexandria girl s basketball teams will also be holding a grade 4-8 Youth Basketball Tournament to raise funds for AAHS uniforms and shooting shirts, DMS Jerseys and basketballs, and team banquets. The Band Boosters are hosting the following fundraising events this year to offset costs for marching band trips and general band expenses: o Herberger s Community Day Sale o Mattress Showroom o Bagging groceries at Cub Foods 3
4 o Snow-Ball Activity o Bingo The Discovery Middle School Student Council will conduct the following fundraising events this year: o Hat Day November 22 o Social Event January o Valentine s Sales February o Dance/Event April/May FIRST READING OF DISTRICT POLICY REVISIONS DISTRICT POLICY ADOPTION SCHOOL DISTRICT AGREEMENT PORTRAIT OF A GRADUATE DISTRICT FINANCIAL AUDIT FOOD AND NUTRITION SERVICES UPDATE To approve the first reading of the following district policies: Policy 210 Criminal or Civil Action Against School District, Board, Employee or Student Policy 620 Course Credit for Learning Policy 714 Fund Balance Policy 723 Uniform Grant Guidance Policy Regarding Federal Revenue Sources Policy 903 Visitors to School District Buildings and Sites To adopt the following district policies: Policy 303 Superintendent Selection Policy 405 Veteran s Preference Policy 410 Family and Medical Leave Policy 414 Mandated Reporting of Child Neglect or Abuse Policy 415 Mandated Reporting of Maltreatment of Vulnerable Adults Policy 454 Staff Development To approve the following agreement: Agreement for Security Services with the Alexandria Police Department for the school year To adopt the Portrait of a Graduate characteristics as presented. To accept the District financial audit as presented. Vote on Consent Agenda: Barb Larson provided information on the FNS program in the school district. 4
5 MINNESOTA STUDENT SURVEY UPDATE REQUEST TO ADD BOYS AND GIRLS ALPINE SKIING Rick Sansted shared highlights from the 2016 Minnesota Student Survey. Motion by Carlson, seconded by Susag, to continue a cooperative sponsorship through an independent provider for the Boys and Girls Alpine Skiing and for the District to donate a total of $1,200 to be used for the Alexandria students. APPROVE RESOLUTION TO AUTHORIZE ISSUING AND AWARDING THE SALE OF GENERAL OBLIGATION SCHOOL BUILDING REFUNDING BONDS CERTIFICATION OF MINUTES RELATING TO GENERAL OBLIGATION SCHOOL BUILDING REFUNDING BONDS, SERIES 2017A Issuer: Independent School District No. 206 (Alexandria), Minnesota Governing Body: School Board Kind, date, time and place of meeting: A regular meeting held on November 20, 2017, at 7:00 p.m. at the School District offices. WITNESS my hand officially as such recording officer on this 20 th day of November, /s/ Pam Carlson School District Clerk Member Dave Anderson introduced the following resolution and moved its adoption, which motion was seconded by Member Pam Carlson: RESOLUTION RELATING TO GENERAL OBLIGATION SCHOOL BUILDING REFUNDING BONDS, SERIES 2017A; AUTHORIZING THE SUPERINTENDENT AND DIRECTOR OF BUSINESS SERVICES TO AWARD THE SALE THEREOF AND TO TAKE SUCH ACTION AND EXECUTE ALL DOCUMENTS NECESSARY TO ACCOMPLISH SAID AWARD AND SALE BE IT RESOLVED by the School Board (the Board) of Independent School District No. 206 (Alexandria), Minnesota (the District), as follows: SECTION 1. PURPOSE. It is hereby determined to be in the best interests of the District to issue its General Obligation School Building Refunding Bonds, Series 2017A, in an approximate aggregate principal amount not to exceed $64,165,000 (the Bonds), subject to adjustment in accordance with the Terms of Proposal. The proceeds of the Bonds will be used, together with any additional funds of the District which might be required, to refund in advance of maturity and prepay, on February 1, 2021, the 2022 through 2037 maturities aggregating $59,980,000 in principal amount, of the District s $64,500,000 General Obligation School Building Bonds, Series 2011A, originally dated as of December 15, 2011, in a crossover refunding as defined in Minnesota Statutes, Section , subdivision 13. SECTION 2. SOLICITATION OF PROPOSALS; APPROVAL OF SALE OF THE BONDS. The District has retained Springsted Incorporated, in St. Paul, Minnesota (Springsted), as its independent municipal advisor for the Bonds. Springsted is authorized to solicit proposals for the sale of the Bonds on behalf of the District. The
7 Superintendent or Director of Business Services, in consultation with Springsted, are hereby authorized to approve the sale of the Bonds in an aggregate principal amount not to exceed $64,165,000 and to execute a bond purchase agreement for the purchase of the Bonds with purchaser of the bonds, provided the true interest cost does not exceed 4.00%, and the savings meet the 3% savings test as set forth in Minnesota Statutes , subdivision 12. SECTION 3. RATIFICATION. Upon approval of the sale of the Bonds by the Superintendent and Director of Business Services, the Board will take action at its next regularly scheduled meeting thereafter or a special meeting to adopt a bond resolution prepared by the District s bond counsel ratifying the sale of the Bonds and incorporating the terms and conditions of the proposal so accepted. SECTION 4. STATE CREDIT ENHANCEMENT PROGRAM. (a) The District hereby covenants and obligates itself to notify the Commissioner of Education of a potential default in the payment of principal and interest on the Bonds and to use the provisions of Minnesota Statutes, Section 126C.55 to guarantee payment of the principal and interest on the Bonds when due. The District further covenants to deposit with the Registrar or any successor paying agent three (3) days prior to the date on which a payment is due an amount sufficient to make that payment or to notify the Commissioner of Education that it will be unable to make all or a portion of that payment. The Registrar for the Bonds is authorized and directed to notify the Commissioner of Education if it becomes aware of a potential default in the payment of principal or interest on the Bonds or if, on the day two (2) business days prior to the date a payment is due on the Bonds, there are insufficient funds to make that payment on deposit with the Registrar. The District understands that as a result of its covenant to be bound by the provision of Minnesota Statutes, Section 126C.55, the provisions of that section shall be binding as long as any Bonds of this issue remain outstanding. (b) The District further covenants to comply with all procedures now and hereafter established by the Departments of Management and Budget and Education of the State of Minnesota pursuant to Minnesota Statutes, Section 126C.55, subdivision 2(c) and otherwise to take such actions as necessary to comply with that section. The chair, clerk, superintendent or business manager is authorized to execute any applicable Minnesota Department of Education forms. SECTION 5. OFFICIAL STATEMENT. Springsted is authorized to prepare and distribute an Official Statement related to the sale of the Bonds. 7
8 SECTION 6. EXPIRATION OF AUTHORITY. If the Superintendent and Director of Business Services have not approved the sale of the Bonds by December 31, 2017, this resolution shall expire. Upon vote being taken thereon, the following voted in favor thereof: Angie Krebs, Bob Cunniff, Dave Anderson, Dean Anderson, Pam Carlson and Sandy Susag. and the following voted against the same: None whereupon the resolution was declared duly passed and adopted. APPROVE CURRICULUM, AND PROGRAM MODIFICATIONS/ COURSE CHANGES ADOPT RESOLUTION COMBINING POLLING PLACES Motion by Susag, seconded by Krebs, to approve the Curriculum and Program Modifications/Course Changes as presented. Member Dave Anderson introduced the following resolution and moved its adoption: RESOLUTION ESTABLISHING COMBINED POLLING PLACES FOR MULTIPLE PRECINCTS AND DESIGNATING HOURS DURING WHICH THE POLLING PLACES WILL REMAIN OPEN FOR VOTING FOR SCHOOL DISTRICT ELECTIONS NOT HELD ON THE DAY OF A STATEWIDE ELECTION BE IT RESOLVED by the School Board of Alexandria Public Schools - No.206, State of Minnesota, as follows: 1. Pursuant to Minnesota Statutes, Section 205A.11, the precincts and polling places for school district elections are those precincts or parts of precincts located within the boundaries of the school district which have been established by the cities or towns located in whole or in part within the school district. The board hereby confirms those precincts and polling places so established by those municipalities. 2. Pursuant to Minnesota Statutes, Section 205A.11, the board may establish a combined polling place for several precincts for school district elections not held on the day of a statewide election. Each combined polling place must be a polling place that has been designated by a county or municipality. The following combined polling places are established to 8

As required by Minnesota Statutes, Section 204B.16, Subdivision 1a, the clerk is hereby authorized and directed to give written notice of new polling place locations to each affected household with at least one registered voter in the school district whose school district polling place location has been changed. The notice must be a nonforwardable notice mailed at least twenty-five (25) days before the date of the first election to which it will apply. A notice that is returned as undeliverable must be forwarded immediately to the appropriate county auditor, who shall change the registrant s status to challenged in the statewide registration system.
