Running Budget Deficit for the last five years; we have been losing $60k/ year with our promise to support GEO-DC Office at $60k/ year. Without Playmakers, we will lose $20,000 this year. How do we fix this? Answer Part 1: Charles Sternbach: I can tell you up front that DPA has many exciting new ideas to energize AAPG and this Division. (This was summarized in Sternbach s Explorer Columns.) Great Success Occurs at the intersection of these ideas: 1. I believe AAPG and DPA are best in the world at helping geologists turn prospects into discoveries. 2. We are deeply passionate about providing global energy while pursuing professional excellence. 3. This success drives the economic engines of our world, our stakeholders, personal economic fortunes, and yes AAPG and DPA. Answer Part 2: 1. Create exciting new professional content 2. Expand on Discovery Thinking forums (last six years DPA co-sponsor) 3. Playmaker Forum: 1 day DPA event co-sponsored with AAPG Education Department 4. Develop other revenue generators for DPA 5. Opportunity to advance AAPG goals global webinars, mentor YP s and recruit new members 6. 6 1. Expand Global Presence region councilors, our distinguished guests here today from Nigeria, Brazil, Kuala Lumpur and Canada. Charles Sternbach: We need to expand counselor presence. This is the first time; we have councilors in all of the international regions. ICE is our best way to expand Charles Sternbach: Bob Shoup did a great job with the Singapore Convention: DPA Luncheon Meeting, Discovery Thinking Forum 500 to 600 participants (25% of attendance), Switch screening and oral and poster sessions. We want to make a big presence at future ICE Meetings in Cartagena and Istanbul. We need to brand events at ICE. 2. Membership to all Councilors set a goal to bring in new members. In September we sent out 5000 letters to members, this developed only 15 new members. Charles Sternbach We need to talk to the corporate advisory board. Upcoming Tulsa Town hall Meeting January 17 th. Streamlined process for membership, congratulations to Norma Newby. Slide pack to be used at local society meetings. Councilors, I challenge you to get involved. Comment by Greg Hebertson: target NOCs for young professionals. Could have a huge impact on membership?" Charles Sternbach: How do we coordinate with other organizations and agencies for reciprocal memberships? States register you for a local area, we certify for the world. 3. Gathering and Learning Charles Sternbach: This is what we do. Incredible Fall Season of Section and International Meetings: RMAG, Singapore ICE, Eastern Section, and GCAGS. Upcoming: Southwest Section in Fredericksburg, Monday Luncheon, we need a speaker; ACE Pittsburg and UrTec (Denver August Onshore Equivalent of OTC) Charles Sternbach: We need to plan something. Pittsburg ACE Discovery Thinking Forum. Charles Sternbach: We need to develop background slides with graphics and a statement for meetings (ACE and ICE) that communicate who we are to the membership. I need your ideas for graphic\ background slides. 4. Government Affairs -Welcome new Director GEO-DC: Edie Allison; Washington DC visit; Explore synergy with likeminded organizations - Texas Alliance of Energy Producers, SIPES, etc.; DPA Policy Papers. Charles Sternbach: We need to partner with the Texas Alliance of Energy Producers. They have a lot of political clout. They are willing to help us publicize DPA Events. 5. Long Range Planning we need to reignite this committee. We need to find someone with vision. We need to appoint new chairman. FYI Added at last minute. Past President, Marty Hewett briefed us about this last spring in Long Beach. Advisory Council is considering adding new technical divisions for the AAPG with the goal of creating new convention content, publications and products for the AAPG. Charles Sternbach: DPA, we are doing this today with the Playmaker s Forum. Our sister societies: GSA, GSL and AGU are large organizations which have 17 to 23 technical divisions compared to our three divisions. This is the question: What is the benefit to the AAPG by adding new divisions? If you want additional information or have ideas for new divisions please contact Steven Laubach, Paul Weimer and Andrea Reynolds. There may be motions in the HOD in b. Playmaker Forum, January 24, 2013, Houston - We are passionate about prospecting. Charles Sternbach: Playmaker s Forum, I have been passionate about this for the past year and a half. This idea first developed at Marty Hewitt s DPA Technical Summit\ Kickoff (August 2011). I highly recommend that all future president s kickoff their DPA year with type of idea generation meeting. Playmaker s Forum idea is to gather the best oil finders, prospect generators and successful people as speakers. Think of it as Discovery Thinking Forum on a bigger stage. Harold Hamm of Continental Resources came to the top of our list as a speaker for what he has done for the Bakken and science of geology. David Curtis and I worked on an invitation letter for Harold Hamm. Harold liked the idea of being recognized by the AAPG and DPA because it is a scientific technical organization. From here we built a program. First ad was run in the November Explorer (page 50). Playmakers Forum will be a one day Page 4

7 program January 24 at Hotel Sorella - 15 speakers in Houston with a networking event and lunch. Our partner in this event is the AAPG Education Department. Between now and January 24, I (Charles) need help with sponsorship. Please send out s. We want sponsorship, we need your help. We want young professionals. This will be a great recruiting draw. Registration is now open on the AAPG web page. We need to do some dramatic things. We need claim the beach head of exploration and prospecting. Break: 10:07 to 10:30 6. President-Elect (Valary Schulz) 10:30 AM Thank Charles for his leadership and the Forum. a. Bylaw Committee - Proposed By-Laws changes: Dan Billman Proposal and Updates to By-Laws to reflect the changes approved by the HOD last year. Dan Billman Proposal: Go to Article V Section 4 (attachment page 2 of the handout in green) This is the proposal to place a non-voting advisor from the Young Professionals Committee (YPs) to sit on the DPA Council. The wording ins generic and does not specifically mention the YPs. Article V Section 4 with proposed changes will now read: At the discretion of the President of the DPA, Advisors can be appointed by the President as deemed necessary. Advisors, similar to chairs of standing committees, are not elected members of the DPA Council and shall be advisory, nonvoting members of the Council and shall advise and assist the voting members of the DPA Council in the conduct of the affairs of the DPA. For insight into non-dpa communities, an appointed Advisor need not be (but may be) a DPA member. Question and Discussion: Bill Haskett Question: What is the purpose for this? Answer (Val): To bring the YPs into the DPA as a non-member on to the board. Ron Grubb Question: Was this intended to be broad? Answer (Val): Yes. Paul Pausé Question: Do we vote today? Answer (Norma Newby): No, 60 days. It will be handled by . Paul Britt Question: Does it limit the number or term of the Advisor? Answer (Valary Schulz and Robert Shoup): This is at the discretion of each incoming president. Rick Fritz Clarification, Comment and Question: This is to get the YPs ideas into the DPA and introduce YPs to the DPA. This is not to change DPA standards or requirements for certification. This is not a pseudo-membership for DPA. Is this correct? Answer (Val): Yes. Other Proposed Changes: Bring our By-Laws to bring the DPA in-line with the changes approved by the AAPG HOD last spring: These changes are throughout the by-laws and will place us in-line with those changes voted on by the HOD last year (see attachment, changes in blue). These changes remove the gender-specific terms; the word member is now capitalized: Member will be no longer capitalized and Active is removed. DPA Reciprocity with State Board of Licensure (Valary Schulz asked this Rick Erickson, Chair Board of Certification to report on this) Page 5

8 Rick Erickson: Perhaps AAPG and DPA could come into reciprocity with state boards of licensure across the country without taking examination. This will require by-law changes to bring us in line with the states. Key: folks do not want to take the exams. Suggested changes have been given to Valary by Rick Erickson: 1. Add a qualifying phrase for MS and PhD, as a legal standpoint. 2. Current experience guidelines one year for a MS and 2 years for a PhD. This would be consistent for the states. 3. AAPG By-laws: Accepts someone with less than the required hours for geology. DPA will need a waiver clause. 4. Licensure boards in the US are regional. Foreign degrees must be given to a transcription service to prove they follow US standards. The DPA will need to consider. Erickson: This has only developed in the last week. It will hopefully be a win: win for the DPA and the states licensure boards. We are not proposing by-laws changes at this time. Comment: Bob Shoup: This has been discussed for some time. We need to move forward on this. Chandler Wilhelm Question: This could undermine our position as petroleum geologist with the TBPG? Question not answered. Chair ended discussion to move on with the agenda. b. Councilor appointments terms ending June 30, Gulf Coast Section: Two councilors and only alternate going off 2. Mid-Continent Section both councilors going off and 3. Southwest Section one counselor and one alternate going off. President-Elect Valary Schulz is looking for candidates. Councilors please make recommendations.. c. AAPG DPA Future meetings Next major Meeting is Pittsburg ACE: Bob Terrell has five DPA has five events scheduled for the convention: 1. 9 Valary Schulz This concludes my report. 11:06 AM Break: 11:07 to 11:18 AM Treasurer s Report (Debra Osborne is not here) Report was compiled by Debbie Osborne Treasurer, Norma Newby AAPG Divisions Manager, and Bryan Haws, Controller for AAPG. Please note that the audit for the fiscal year-end is in progress and the accounting data is subject to revision. Three tables were included with the report and attached to the minutes. a. Table 1 - DPA Income and Expense Statement for FY Year End 6/30/2012 (unaudited) Income was $132,901 which is 5.3% ($7449) less than the budgeted income of $140,350. Expenses for this period were $127,541 or 45.6% less than the budgeted expenses of $234,742. Therefore, instead of the DPA running a budget loss of $94,392, we had a surplus of $5360. The major reason the DPA ran a surplus in FY 2012 was the reduced grant expense for the GEO-DC Office, while the search was conducted for a director. b. Table 2 DPA Income and Expense Statement for the first three months of FY 2013 (July 1 September 30, 2012) (unaudited) Actual Income was $31,228 which was $7522 less than the budgeted income of $38,750. Actual expenses for this period were $27006, which was $10342 more than the budgeted expenses of $ Therefore, for the first three months of FY2013 the DPA ran at a loss of $17,864. c. Table 3 Summary of Investment Portfolio for July 1, 2011 to June 30, 2012 or FY 2012 At year end, the fair market value of the investment portfolio was $605,463 which was down exactly $30, from the beginning balance. d. Question (Chandler Wilhelm) What impact will Playmakers Forum have on the DPA Budget? Answer (Charles Sternbach) Two cases Conservative Case 250 People Net Profit DPA with expenses $47,748 Optimistic Case 400 People Net Profit DPA with expenses $97,362 Maximum Number of People = 500 participants. Publicity and Marketing Ads in November, December and January Explorers and Charles will market this event from Nov. 3 until Jan 24. AAPG Education Department will also market the event and there will be future webinars of this event, which we will split with the Education Department. 8. Past President s Report (Marty Hewitt) 1130 AM a Awards committee (members Marty Hewitt, Debbie Osborne and Debra Sacrey) will be discussed in Executive Session b Nominations of Officer Candidates (members Marty Hewitt, Debbie Osborne and Debra Sacrey) at this time, we have only one confirmed candidate for President Elect. We need nominees for Vice President and Secretary. Marty s goal is to have this formalized by year end. c. Young Professionals (aka YPs) Update (Marty Hewitt and Charles Sternbach) - a. DPA President Charles Sternbach has appointed Dan Billman to chair an ad hoc Committee to explore opportunities for growth between the AAPG Young Professionals Committee and the DPA. Page 7

10 b. Earlier today, Valary Schulz reviewed Bylaws changes to create a YP representative position on the DPA Council. c. The DPA needs to develop a formal relationship or program with young professionals. One idea is a member in training program or a DPA YP. The HGS has over 500 members in their Neo Geos Program. HGS Neo Geos President Samir Baral discussed this matter with the council and suggested that we look for collaborative efforts between the DPA and the NeoGeos. Samir also offered to advertise the Playmakers Forum with the Houston NeoGeo members. Greg Hebertson and Joel Albert suggested we run joint DPA- NeoGeos Fieldtrips. Samir likes the idea of mentorship for a career path. Charles Sternbach discussed the DPA Publication: The Heritage of Petroleum Geology, which costs $5.00. This publication edited by Bob Shoup. Charles reiterated the question: What do we do to carry this forward? Mark Gallagher: We have an ad hoc chairman Dan Billman, let s see what he suggests to carry this further. Can we ask the ad hoc committee to formalize these ideas and return to the council with recommendations? Marty Hewitt: I will take these ideas and get back to Dan Billman. Summary of ideas: Mentors (Member in Training Program) and Fieldtrips with one provision, if you want to participate, you must join the AAPG. Marty Hewitt: This concludes my report. 11:55 AM Lunch Break 12:00 to 12:45 PM 9. Council Reports (Discuss DPA Action Items Status where Applicable to Specific Section or Region Report) 12:49 PM Sections a. Eastern Section (Patrick Imbrogno) No representative and no report submitted. b. Gulf Coast Section (Stew Chuber, Jim Grubb, Greg Hebertson, Ralph Baird, Bill Meaney) 1) Stew Chuber (San Antonio, submitted report but not present) GEO-Force introduce students from rural areas and inner city Houston to the geosciences. It was developed by the UT Jackson School of Geology. 2) Greg Hebertson (Houston) four themes to grow the DPA. Achievable goals 5 and 5 campaign (five years five thousand members i) Target the correct demographics the right group for the most success (NOCs?) ii) Leverage our distinguished membership iii) Make the DPA the place to be. How do we market the DPA? 3) Bill Meaney (Shreveport) Update on the Louisiana Professional Geological Registration Act. The Act does exclude oil and gas exploration and development. Bill Meaney has agreed to sit on the board. Five others have been appointed but there are still three open seats. Bill Meaney thinks mentoring will work in Shreveport. c. Mid-Continent Section (Joel Alberts, David Tschopp) Four years ago, the Mid Continent Section did a Townhall Meeting in Oklahoma City, It was successful. On January 17, 2013, 5:30 to 7:30 PM we will hold a Townhall Meeting in Tulsa. Eddie Allison will discuss the Geo DC Office. On the Mid Continent DPA Membership Drive the councilors have been making phone calls. Phone calls have more success than . Face to face is best. Don t make assumptions, ask your friends. 11 providing great help with developing and high grading the list. This help is most appreciated. Joel and David are looking into a developing a local scale Playmakers Forum. d. Pacific Section (John Williams) No representative and no report submitted. e. Rocky Mountain Section (Jeffrey Brame, Bob Garvin) 1) Bob Garvin RMAG had a terrific section meeting. 500 in attendance. DPA Luncheon Tom Kerr of the Oil and Gas Commission that discussed the economic impact of Niobrara Exploration. Next section meeting is in Salt Lake City (Sept , 2013). Dave Like will chair this event. In Denver, there is a group called the Young Explorers that meet monthly. The DPA needs to get involved with this group. The RMAG also sponsors a Mentoring Group Meeting on a monthly basis. DPA also sponsored a reserves short course at the 2012 RMAG Section Meeting. Dan Tearpock s company, SCA provided the instructor at no cost. f. Southwest Section (Gregg Norman, Mark Rainer) Fort Worth geological Society hosted the South west Section Meeting last Spring. It was a very financially successful meeting. Southwest Section is also working on ways to encourage participation with young professionals. Employment in the Southwest Section area cities is through the roof. Despite this, in the last year, the DPA has lost thirty members in the Southwest Section. Reasons for this were not discussed. The next section meeting for the Southwest Section is in Fredericksburg. At this time of the Mid-Year Meeting a speaker has not been set. The main thing Greg needs is a DPA Luncheon speaker for the Fredericksburg members. International Regions (Start at 1:14 PM) a. Asia Pacific Region (Bob Shoup) Challenges for the Asia Pacific Region - Size covers 33% of globe, prevailing culture in the region does not value professionalism or ethics. Short term growth target are expats and our Long term growth target is to get the local population to join, to overcome these challenges is to get the word to the young professionals. The ex-pats will be a tremendous help building these connections. Four Action Items to achieve these goals: 1. DPA Leadership needs to write four articles that promote professionalism and ethics lead to success with examples that show how the failure to be professional or unethical leads to dryholes and failure. These articles would be published in SEAPAX (Southeast Asia Petroleum Exploration Society) and local society bulletins followed by ads for the AAPG and DPA. These articles and ads will reach westerners working in the region. 2. The AAPG and DPA need to work with the regions to sell the AAPG and DPA though presentations like Ten Habits of Successful Oil Finders. These presentations on professionalism and ethics need to be given to local societies and universities in the region and will help develop in-roads with the National Oil Companies (NOC). 3. It is important for the DPA and Regions work together to build the AAPG in the Asia Pacific Region. 4. We also need to work with the AAPG YP Committee to leverage their tremendous growth in the region. Comment made by Dan Tearpock: There is a similar situation in the Middle East. We need to follow a similar process to build the DPA and AAPG in the Middle East Region. b. Africa Region (Adebayo O. Akinpelu) (1:24 PM) Page 9

12 1. Certification Drive There is reluctance among Nigerian Geologist to join the DPA due government initiated certification. This certification is compulsory for geologist. Geologist must be persuaded that government certification assures that one has passed a minimum set of requirements. While DPA Certification is based on ethics and knowledge of the exploration and development. There is a noticeable increase in the number of DPA certification applications. 2. Young Professional Activities The YP Program is very robust in Nigeria. Layi Fatona Geo-tagging (Long term mentoring): Mentor and mentee are tagged in college and keep together for the first five years of their career. Typically this is a senior person in industry. It does not connote finical support. Knowledge Centre: Experienced Geologist addresses students and young professionals with their own background and answers questions. This is similar to AAPG Meet and Greet programs. IBA Industry Mentor Group\ Project Teams and Volunteers Cocktail Freestyle Mentoring social hour mentoring during conferences, exchange of ideas and experiences. The Barrel Odyssey: Journey to First Oil debut at November 11 15, 2012 NAPE International Conference. Dan Tearpock Comment: SCA Boot camp we average 30 Nigerian geologists each year. I would support to SCA that AAPG and the DPA do a lunch and learn during these courses. Paul Pausé: Dan, the DPA and AAPG appreciate all that you and SCA have done for us. Charles Sternbach: If you receive approval from SCA, please write-up a motion and we will see that it gets started. Dan Tearpock: I will contact SCA and see if they are agreeable. c. Latin America (Feijo Flavio) Background: Before starting a DPA membership drive, Flavio researched where geologists are in the Latin American region. There are 1393 AAPG members in the Latin American Region. Both the AAPG and DPA are facing obstacles to membership growth. Of the 509 geologist hired by Petrobras between 2004 and 2010 only 5% are AAPG members. Most geologists in the Latin American Region do not see a need for certification or that certification will help them in their careers. With this information a DPA membership campaign was conducted in This was our first attempt. 900 AAPG members were contacted by and encouraged to seek DPA certification. From the 900 s sent out, there were only 19 positive responses. These 19 are being contacted. Charles Sternbach question: What can we do to help you with the Cartagena ICE DPA events? Feijo Flavio Answer: Work on the suggestions we have made here. Charles Sternbach: We can start a Discovery Thinking Forum and help with the DPA Luncheon. David Curtis: We should consider partnering with a major oil company or NOC that is working in the region for meetings, fieldtrips, etc. d. European Region (John Brooks) No Report. e. Middle East Region (Moustapha Elbaz) No Report. f. Canada Region (Bill Haskett) 1:54 PM Bob Shoup: In the international regions, there is great overlap between the AAPG and the DPA. Peer pressure does work but there is a paucity of certified members in the international regions. Therefore Page 10

13 certification must give some tangible benefit to someone one outside of the US. The DPA is not internationally public. The young professionals are interested in ethics and professionalism but not necessarily certification. We must provide the young professionalism a reason to join. Canada and the other international regions must speak with a common voice in AAPG. The international councilors need to confer with each other and speak with a common voice. Break 2:02PM 10. Committee Reports: (Discuss DPA Action Items Status where Applicable to Specific Committee) a. Board of Certification (Rick Erickson) 2:18 PM The certification board was reformed July 1, 2012 with Erickson as the Chair. Please see attached report. Between July 1 and August 18, 2012 the board has approved 15 applications for Certified Petroleum Geologist (11 first time applicants, 2 reinstatements and 2 granted via reciprocity with SIPES. There was no geophysicist or coal geologist seeking certification. Erickson formally thanked the previous board for their many years of service to the AAPG and the DPA. Previous board members were Royce Carr (past chair), Robert Dawson, John Robinson, James Evans and Robert Lindblom. Erickson also thanked Norma Newby for getting the entire certification process on line. This will speed up the process. b. Bylaws Committee (Valary Schulz) 2:23 PM - Bylaws changes were covered in Agenda Item No. 6. c. Committee on Conventions (Valary Schulz) Chair of Committee on Conventions Paul Britt: When you start thinking about a meeting or have dates for a section, region, ACE or ICE meeting, let Norma Newby know, so we can start tracking the meeting. DPA is typically the second lunch, the first lunch being the All Convention Luncheon. We can also sponsor short courses and field trips, whatever works. Councilors, you are responsible for conventions in your sections. If you do not want to do this, find someone who will handle it. 1) 2013 Singapore ICE Summary (Bob Schoup): Charles Sternbach has already discussed the Singapore ICE DPA events; therefore I will go to the recommendations for future DPA vice Chairs, please see the second page of my report. Recommendations for future meetings: i) You have to make sure DPA is represented at these events. Put the DPA brand on everything. We need to develop a brand, slogan or logo. ii) Taylor the product to your market. You cannot take an American product and necessarily sell it overseas. We need to be advocates for local needs of geologist. 2) 2013 ACE Pittsburg, DPA Luncheon Meeting (Charles Sternbach) May AWG will be our co-host. Denise Cox will contact Val Schultz. 3) 2013 ICE Cartagena, Columbia DPA Meeting (Flavio Feijo) September ) Committee on Education (Bob Shoup) Objectives: Survey to members mailed out, this is being processed. a) Build on Playmaker Forum Early in the year in conjunction with NAPE and do one late in the year with theme of year end reserve reports and perhaps a third in conjunction with ACE. b) Short Courses: We do develop our own. There are a lot of good short courses out there that we could serve as a marketing operation and keep a commission. These partnerships will generate revenues but we need to get the agreements first. 14 c) We need to do more ethics and career workshops, we have six on the website. Train the councilors on giving them using canned slides and the councilors could offer these to their societies and sections. This would save transportation and lodging costs for Dan Tearpock or me (Bob Shoup). Tearpock comment: We could hold a half day training course at a convention for councilors. If we can get ten people to do this, it would be a great advantage for DPA. Bob Shoup: We have looked into marketing our ethics course to lawyers, doctors, etc. There is a problem with getting these courses to lawyers, because you have to go through each state bar association. This could generate income for the DPA. Charles Sternbach question: have you done a webinar? Answer Shoup: No but both of our black belt courses are on the web. 5) Governmental Affairs Committee (Paul Britt) Government Affairs had a lite year with David Curtis departure to Tulsa. We have a good replacement in Edie Allison. We did not have a 2012 Spring Congressional visits day, we did have a quick congressional visit day in September with Edie coming on board. It was lightly attended. We will be planning a congressional visit day in the spring of Rick Erickson has been handling the Congressional Roll Call, we will be pushing this on to the Government Affairs Committee. Several statements have been updated. Edie Allison: Geo DC office is in Alexandria Va.. Edie is the only staff member and the purpose is to provide government with information about petroleum geology and to tell APAG members about what is going on in Washington DC with funding and energy policy. We blog once per week on energy policy. We have an alert system. New things: Energy Policy forum at the ACE Pittsburg Convention and exploring what can be done at the ICE meeting. April 15 is the tentative date for the Congressional Visit Day. We call for AAPG expertise to help with Interior Meetings. The two biggest things are hydraulic fracturing and land practices with BLM. Edie: If you are international and concerned about the GeoDC Office being too US Centric please send me (Edie Allison) an . I (Edie) will talk to my Canadian counterparts about Shale Gas. LNG exports are coming up, to be discussed by the Department of Energy. Study what will be the impact of large LNG exports from the US? This will cause Canada to take action. David Curtis Comment: AAPG will continue to express its opinions on energy topics: shale gas, hydraulic fracturing, OCS land rights, minerals rights, LNG, etc. these letters have a lot of potential for us to use our science expertise in energy issues. I have asked Edie to look at those other issues: LNG, gas and oil from shales and hydraulic fracturing. These topics go across borders and these position papers and information can be used by members in other countries to explain to their governments about our industry. Britt Comment: We are there as a resource to give good scientific information. Sternbach Question: How do we measure how well we are doing? Britt answer: requests from congressman and staffers. Britt: Last comment the US GeoDC Office is there to present the science of geology and give good information about the industry and offset bad information from special interest groups. We are not there to influence legislation. Charles Sternbach Question: How do we measure success? Britt answer: How many times we are asked for information. Curtiss answer: Edie is getting information to AAPG members at a grass roots level. Britt last comment: Our Geo DC office is a model for other countries and other situations, we need to start somewhere. 15 Unpaid DPA Members: 156 vs. 179 this time last year Fritz: We are still losing a percentage (2.3%) each year; this is why membership drives are important. It is important, that we get new members. Charles, Norma and I sent out a nice letter to each eligible member. Charles Sternbach: Fall 2012 Membership Campaign drive: 5000 Letters mailed to eligible AAPG members: 270 went to the DPA website and 15 joined from the letter. Fritz: We need to look at this and understand why members don t join. Fritz: I have developed a list of AAPG Leaders, who are not DPA Members. I am writing them personal letters and have had some success. This is important for all of us to do. I will share this list of 200 AAPG leaders to all of you. (The list was passed around the table.) We must show them the benefits of being a DPA member. The number one reason to join is because you are professional and you want to be part of that group. Benefits are secondary. When you go to our website, the first thing people see is certification. We are beyond certification. I will engage the counselors to get these leaders to join and expand the Membership Committee. Paul Britt Comment: When I was president, I attended all of the section meetings and DPA lunches. DPA members would tell me they joined the DPA because of networking opportunities and the recognition. Certification was always secondary. Shoup Comment: With the lack of success of the letter and campaigns, should we try something that would reach the younger generation, like the social medias: YouTube, Facebook, etc. As an idea, why not charge the young professionals to build a YouTube video for us? Fritz Answer: This is a good idea. We are also looking for lists of young professionals. Sternbach: Personal touch is great idea, going after our leadership is brilliant; we need to talk to the corporate advisory group and reciprocal opportunities with other societies. How can we use Playmakers to recruit? Fritz Answer: At registration and the Icebreaker. Sternbach: Could we do something at Playmakers to join the DPA? $30 discount. Norma Comment: From my perspective the issue is not money but the sponsors. They have to get sponsors to join AAPG and then do it again for the DPA. Fritz: Geoscout program. Online local counselors put together on plays. We are rebranding ourselves as prospectors (playmakers). Example from the Anadarko Basin constructed by geologist at SM Energy, all of this will be online and updated every quarter. (Power Point example from the Anadarko Basin was presented.) Most of this will be taken out of the literature. I have asked the AAPG Foundation Librarian to build a list of the most important articles on the Oklahoma. Curtiss: This is a neat opportunity for the DPA. We (AAPG) are considering of opening a wiki both free and subscription base services and the DPA could be involved with the subscription base services. Fritz: I will be asking counselors to be part of this. We are putting together a business plan and we hope to have it running by middle ) Publications Committee and DPA Correlator Editor (Chandler Wilhelm) Fourth Quarter Correlator is finalized and ready for publication: highlight articles on ICE, GeoDC office and most importantly the Playmakers Forum to advertise the event. Paul Pausé: congratulated Chandler on a great job. Page 13

16 Rick Fritz pointed out that Eddie Allison and David Curtiss are not DPA members and not eligible at this time. Charles discussed making a motion to handle this at the meeting. Discussion followed between Rick Erickson, Charles Sternbach and Rick Fritz that this was being worked and would be discussed in a future meeting. h. Reserves Resources Committee (John T. Coleman not here, Dan Tearpock) Dan Tearpock: I did not get anything from John. I did want to point out that we (reserves Resources Committee) support JCORET (Joint Committee on Reserves Evaluator Training) we have the AAPG, SEG, SPE, SPEE and the World Petroleum Council. The biggest problem we are having is that we are providing certified reserve training courses for anyone involved in reserves at all. The biggest problem we are having is getting folks that are people who have resources or reserves courses to submit them to JCORET for approval. The JCORET certification says that five worldwide associations certify you to do reserves work. My outreach right now is that, if you know of anyone who has a course, please have them submitted to JCORET. It takes around three months for approval; there is a $500 fee to submit and a $20 fee per certificate. This includes new and unconventional resources. JCORET is a non-profit organization. Most of the courses are engineering courses. Please have them contact John Coleman or myself (Dan Tearpock) or JCORET. i. State Registration and Licensing Committee (Dave Rensink is not present.) Rick Erickson: The Louisiana legislature did not add a provision to implement fees to their geological registration bill. When grandfathering was discussed this was not raised, so in the upcoming legislation this will have to be addressed. Proposed changes that were made by TBPG in 2011 have hurt the future of this legislation in Louisiana. Bill Meaney: Funding in Louisiana can only be discussed in the odd year. Charles Sternbach: Norma has just advised me, that we need to wrap things up. The room was only booked until 3(PM). Norma Newby: The wedding needs to set up. Paul Pausé: The schedule says 4PM. j. Website Committee (Linda Sternbach) Linda has done a major revamp of the website. We want to see more animation and videos on the website. You will see a lot on the Playmakers Forum on the website. k. Paul Pausé: Do we need to do anything on Legislative tracking or Long Range Planning Committee? Norma: No, we do not need to do anything on this right now. 11. Other Business l. Comments from Dan Tearpock a. Legislative Tracking Service Subscription (Rick Erickson) Background: In May, 2008 the DPA Council approved to pay for a subscription service to monitor new state legislation. This service would help the Government Affairs Committee to track legislation that might impact the professional practice of geology, resource exploitation, mineral rights, state registration and environmental legislation. We placed this information on the DPA website for the use of DPA members. These tracking services charges have escalated from 2008 to 2013 from $5000 to $6100. We now propose that the DPA ask the AAPG leadership to consider the inclusion of the expense of this legislative tracking service to the GeoDC Office and make it available to all AAPG members. David Curtiss: I suggest that Paul Britt of DPA Government Affairs and Edie Allison with the GeoDC Office meet to discuss this and make a proposal to the DPA and the Executive Committee of the AAPG. This will have to be handled by the GeoDC Board of Governance. Page 14

Question specific to all regions offered by Asia Pacific Region Councilor Robert Shoup with four recommendations: How do we grow the DPA in the International Regions? (page 8) Four Recommendations i. DPA Leadership needs to write four articles that promote professionalism and ethics lead to success with examples that show how the failure to be professional or unethical leads to dryholes and failure. These articles would be published in SEAPAX (Southeast Asia Petroleum Exploration Society) and local society bulletins followed by ads for the AAPG and DPA. These articles and ads will reach westerners working in the region. ii. iii. iv. The AAPG and DPA need to work with the regions to sell the AAPG and DPA though presentations like Ten Habits of Successful Oil Finders. These presentations on professionalism and ethics need to be given to local societies and universities in the region and will help develop in-roads with the National Oil Companies (NOC). It is important for the DPA and Regions work together to build the AAPG in the Asia Pacific Region. We also need to work with the AAPG YP Committee to leverage their tremendous growth in the region. Comment made by Dan Tearpock: There is a similar situation in the Middle East. We need to follow a similar process to build the DPA and AAPG in the Middle East Region. 2. Continuing Education Initiatives New DPA short courses are being planned for the fall of 2013 in Cartagena and Houston. In addition, DPA is considering launching a new program called Geo Scouts, an idea of Rick Fritz (past AAPG Executive Director). Rick s vision involves mobilizing AAPG s vast library resources and web links to provide key information to explorers. Edie writes a monthly Policy Watch column for the Explorer, organizes forums at ACE and upcoming UrTec conferences, and hosts Congressional Visit Days (CVD) to advance the Geo- DC Mission, which is to: Advise government science and energy policy organizations Communicate to AAPG information on legislation and regulations Equip AAPG members to contribute to the policy- making process, elevate the discussion. So much was accomplished through his leadership and example; it is a tough act to follow. I would first like to thank him and the Board for their dedication and achievements. As I formulate our program for the coming year I encourage the Board to help me identify new opportunities and to help us advance the DPA brand. Bylaw Amendments and Revisions: Distributed 7 Feb Proposed to Amend Articles III, Sections 1, 2, 3, and 5. To conform the DPA Bylaws with those of the AAPG as last amended, to reflect membership designation. 2. Proposed to Amend Article V Section 1. To conform the DPA Bylaws with those of the AAPG for consistency in referencing United States Sections and International Regions. 3. Please note that these are unaudited numbers for the third quarter Table 1 shows the DPA Income and Expense Statement for the first nine months of FY This data is unaudited. The DPA is showing an income approximately 16% over the budgeted income. This is primarily due to the phenomenal success of the Playmaker s Forum in January which made a profit of $36, This will help offset the GEO- DC grant when we pay it. However, we budgeted too much income from interest & dividends as well as too much income from dues. We will probably be under budget for dues and interest & dividends at year end. Expenses for this period are approximately 14% over the budgeted expenses. Salaries and benefits were misallocated to the divisions during the budget process. In addition, we also under budgeted for professional fees this year. The actual catering expense was recorded incorrectly in the staff travel when the expenses should have been in the professional travel. If the staff and professional travel are combined, then we are pretty much on target. The bottom line is that at the end of the third quarter, we have a gain of $60,306. 29 DPA -- YOUNG PROFESSIONALS AD HOC COMMITTEE TO: FROM: SUBJECT: THE BOARD AND COUNCIL OF THE DPA DAN BILLMAN, CHAIR OF THE YP ADHOC COMMITTEE YP ADHOC COMMITTEE REPORT DATE: 4/21/2013 CC: Please accept this memo as the YP Ad Hoc Committee report for the annual DPA meeting, Pittsburgh, PA May 18, Advisor to Council Position At the DPA Council meeting held in Long Beach, April, 2012, the YP Committee suggested to the Council that an YP Councilor or Advisor be named to the board of the DPA Council. The Council suggested that instead of a specific YP Councilor or Advisor be written into the by-laws, that the by-laws be adjusted so that a President of the DPA has, at his or her discretion, the ability to appoint an Advisors to the Council. Said Advisors to Council are described in proposed Section 4 of Article V. Minor, clarifications are proposed in Paragraph b., of Section 1 of Article V. Lastly, previous Sections 4 and 5 are renamed to 5 and 6, to allow for inclusion of Section 4. When/if this bylaws change is approved, an YP Advisor to Council can be appointed to today s council meeting. It is suggested that this bylaws approval and appointment be accomplished early in the meeting as to allow for the appointment of the Advisor earlier in the day. Please consider these changes as both a way for the President to appoint advisors to the Council as deemed appropriate and as a first step to fostering YP involvement in the DPA. Attached please find the by-laws of the DPA and the proposed changes described above. Bring YPs into the DPA Fold It appears that the most accepted way (by DPA membership) to bring more YP s into the fold of the DPA is not to lower the standards of the DPA, but to continue to foster mentoring relationships with DPA members and geologists early on their career paths.

30 Events such as the Playmaker Forum and the mixer with the Houston area, Neo Geos are a good start. Numerous YPs attended the event and the mixer afterwards allowed for YPs not at the forum to network with more seasoned professionals. To this end, I think it is difficult to mandate mentoring. Mentoring is typically either something someone wants to do, or they don t and rarely can it be forced. Most YP s are not so longer young about the time they reach 30 years of age and that is also about the time that a professional would be eligible for DPA membership. Consider this in your day to day professional activities and start fostering the idea that those 30 something s in your work place, network, etc. consider certification and DPA membership. 31 Report published in the April 13 Correlator Report of the Ad Hoc Committee on Young Professionals Chair: Dan A. Billman, PG, CPG This DPA ad hoc committee has been charged with encouraging the transition from Young Professional to Certified Professional Geologist amongst our younger, active AAPG members. At this point, the committee s approach has mainly accomplished exposure of the DPA to AAPG s younger members. Currently, of course, the experience criterion for DPA certification is eight years (except where advanced degrees lessen the years of experience). Roughly speaking, that puts one at approximately 30 years of age. Coincidentally, that is likely where most folks would no longer consider themselves, or anyone else, a young professional. So, how do we transition a member that is Thirty Something into a certified DPA member? I think the answers have to lie in mentoring and exposure to DPA and its members. To bring exposure of the DPA to the AAPG YP committee, the DPA is working on a small by- laws change that will allow the President of the DPA to appoint an Advisor to Council. This will be a non- voting position that serves at the President s discretion to advise the officers and council on specific topics. The position is not limited to YP advisors, but will be used at the discretion of the president, to bring to council voices and experience as needed. Be it on issues of the YP s, state registration issues, environmental issues, etc. In the case of young professionals, this will allow a voice, as needed, and DPA exposure to other demographics of the AAPG. We are hoping that a younger voice on the council will aid the DPA in getting its message to the transitioning YP s (maybe said, YP s no longer too Y ). In January, the DPA held the first ever Playmaker Forum. It was a great success. There were numerous YP s at the Forum, as well as at the networking event afterwards. Events like the Playmaker Forum will continue to bring interaction between the YP s and DPA members and could lay the ground work for future DPA members. And attracting future DPA members is the goal of the Ad Hoc Committee. Please feel free to contact me should you have any ideas on how we can promote the DPA to young professionals and engage them in our Division. 3

33 April Report from Stewart Chuber, Gulf Coast Councilor Locally. the South Texas Geological Society had a large turnout at its monthly meeting in March to hear Rusty Riese give his talk on ethics. It was an interesting description of the largest oil spills in the world. their causes. and ultimate impacts on the people and environments involved. It was interesting, exciting, and delivered in an attention holding way for its designated message: who s at fault, and why. I had anticipated a discourse on the personal ethics of AAPG and DPA members, and the companies for whom they work. I think this aspect of our professional standards must still be addressed. In previous reports I have submitted other ideas for the DPA to pursue. One is support of the GeoFORCE program. A second was increased visibility of the DPA by publishing its Councilors' names in the local Society bulletins. My own effort here failed simply because there was no more room on the masthead of the STGS Bulletin to include the councilor. I will make two additional suggestions for the DPA to focus upon. First. we should promote and get involved with the Neogeos in our home communities. These young professionals need help and advice in starting their early careers. Locally here in San Antonio. in September we will have a one day seminar concerning: where to start exploring. making cross sections. isopach and structure maps. estimating depositional environments from log character. some seismic tips, and perhaps a little about professional ethics as well. The beginning geologist these days is in dire need of a mentor. and we of the DPA, can certainly assist. Second. and equally important to the geologic community. DPA should communicate directly, not only to its own members but to all AAPG members. the retirement scene and its effects on the individual financially and socially. Some years ago at a SIPES convention in San Antonio, Pete Rose and Sam Gainer (Partner/owner of a large accounting firm in Houston) gave some tips on how to maximize the value of a small company by ''selling" it to its partners. It was well received and utilized by a number of independents. DPA should also increase efforts to keep retiring geologists within AAPG by rewarding them with, say, free monthly copies of the Explorer. notices by of local meetings and speakers. and seminars on exploration trends and needs. Just because a geologist has retired from the payroll does not mean he has retired from creative activity. Finally I want to comment on the attached DPA certificate (one of a number I have received). The citation.. As one of the 500 longest tenured DPA members' holds a significance for me that other words can not convey. It should be on those certificates for DPA members to whom it applies. 34 DPA Annual Councilors Report Bill Meaney Shreveport, Louisiana Gulf Coast Section May 18, 2013 The Louisiana Board of Professional Geoscientists is awaiting passage of Louisiana House Bill 272 which authorizes the Board to set application, registration, and renewal fees up to statutory limits. The resulting revenue will fund the Board s operations. As established, the Board does not receive any funding from the State of Louisiana. Although the Board has not met as a group it has begun the process of drafting an application form and discussing testing requirements. I am unaware of any legislation to extend the deadline for application under the grandfather clause beyond December 31, No DPA events were staged in the Shreveport area between the mid-year meeting in November, 2012 and this year s annual meeting. I did talk with several younger AAPG members in our area about their interest in attending small lunch meetings with various invited DPA members. My thought was to provide an informal environment where younger geologists could get to know individual DPA members and ask questions. Based on the initial response I may attempt to organize a couple of luncheons and see how well they are received. Serving as a DPA Councilor has been a good experience. I have thoroughly enjoyed meeting DPA members from other parts of the country and have benefitted from their experience and advice. The DPA officers have, in my opinion, done an excellent job. Unfortunately the DPA still has an identity problem. Most AAPG members don t see the personal benefit of being a member of DPA. They support ethical conduct and professional growth. They may support/use DPA program/resources related to their professional growth. But those resources are available whether they are a DPA member or not. Further, state registration and licensure continue to receive increased emphasis while funds for professional memberships are static or declining. The average AAPG member is forced to make choices. Right or wrong, at this point I sense that many are opting to apply for registration, not because they are required to do so, but because they are fearful of what the future may hope for them professionally. 35 TO: FROM: Councilors, AAPG Division of Professional Affairs (DPA) Ralph W. Baird, P.G., C.P.G., P.E., Councilor, DPA Gulf Coast Section DATE: May 13, 2013 SUBJECT: Councilors Report, Gulf Coast Section This councilor s report was prepared to be delivered to the 2013 AAPG DPA meeting in Pittsburgh in May The author has spent considerable time and effort including travel expenses to gauge the interest of the membership on the subjects below. The comments below represent the opinions of a growing and significant number of AAPG members. I will limit this report to two (2) subjects: Texas State Licensing of Geologists and US and International Recognition of the DPA. Texas State Licensing of Geologists It is a mistake for Texas State to require licensing of Texas geologists. The most recent action is to expand the reach of the governing board, the Texas Board of Professional Geoscientists (TBPG) to interfere with existing State agencies with regard to existing rules and reports. The reasoning was that the Board is receiving so few and in several years zero complaints and that they need to access files and complaints on file and future filings with other State agencies. The Texas Board desired self-initiation of complaints, because they aren t getting any. Private industry and professionals themselves can provide adequate oversight as to the quality of reports and the qualifications of a geologist to prepare specific reports. It is very simple, as in Colorado law, it is simply against the law to issue geologic opinion and reports if you are not qualified to do so. The past and current Boards (TBPG) have little to do except build their empire to control otherwise well meaning geologists, geophysicists and soil scientists, the three disciplines now identified. Texas geologists wasted over $12,000,000 they paid for licensing fees; some naïve geologists thought of it as dues. The reason that Texas has such a law requiring licensing is that a very few self-serving geologists decided to do so and convinced AAPG and HGS leaderships to assist them. One group that attends all poorly announced meetings and hearings is a group of six that misrepresent themselves as a professional association without disclosing the fact that they have only six members. State officials have never questioned or asked these few about their organization. (It is a political lobby made up of those six geologists and a lawyer) There was jealousy by these very few geologists that an engineer might charge more for his time and sign reports the engineer was not qualified to sign. None of these shame-ful geologists ever filed a report against the engineers they referred to, which was the correct and professional procedure, according to the rules and common sense. 1

36 Recommendation: The DPA should re-open its discussion about State licensing and report to its members the disgraceful and wasteful purpose of State licensing. It is the author s opinion that State licensing serves no public purpose and provides no additional safety to the public. US and International Recognition of the DPA The Division of Professional Affairs (DPA) remains isolated and unknown by even the most experienced AAPG members. Project managers do not seek out DPA certified geologists. State agencies that govern engineering geology do not recognize the certified professional and board recognized designation of DPA members. This fact alone is cause for concern. Without status being recognized by the working professionals, project managers and by state and federal agencies, alternatives to the DPA certification have been and will be continued for the wrong reasons. These bureaucratic alternatives are less effective than the privately sourced certification and peer-review DPA preferred methods to identify qualified geologists and the certification must be properly presented and maintained to be effective. DPA certification of a geologist member of the AAPG can be identified as more important than any alternative to this DPA peer-review process. It also can be included in the resume of expert testimony in US and foreign courts when necessary. It does not need to be an extra certification but can be a replacement for any State licensing or State registration. Why not? Recommendation: DPA should focus all its members efforts to the peer-review aspect of being a DPA certified member of the AAPG. DPA Councilors must do more than just attract more geologists to join our ranks. This must include taking a stand and being better informed about opinions stated by the AAPG elected leadership and local professional societies who attract attention in the wrong way. Being a professional and having peers that act professionally and responsibly must be the aim and goal of the DPA. Non-US agencies and NOC s and local professional groups that participate in petroleum, mineral and engineering geology projects look to the US for guidelines. They can be contacted through direct mail with simplified brochures that state the obvious about DPA certification in the US and abroad. Regarding the above two (2) subjects, please consider the timeliness of each and use these to simplify the purpose of the DPA. Space has been reserved for this meeting through liaison with the Meeting Chairman (Peter Bucknam) by Donna Anderson, DPA Rocky Mountain Councilor. Possible short course ideas are being solicited in collaboration with the short course chairman, Mary Carr of PTTC. For 2015, the ACE will be held in Denver, CO and there will be no RMS AAPG annual meeting. 3. Organizational activities within RMS Our efforts have so far been focused on arranging speakers for upcoming RMS AAPG meetings. 4. Membership recruitment effort. Norma Newby has supplied us with a list of potential DPA members within the RMS AAPG group. The list contains >1500 eligible AAPG members, and we are forming a plan of attack. Recruiting strategies and the experiences of other councilors and sections are welcome. 5. Rocky Mountain Section DPA Membership. As of October 3, 2012, there are 348 paid members, a decline from 362 in 2011.

38 AAPG AFRICA REGION ANNUAL REPORT Membership Drive: We are making good progress towards getting the word across that DPA certification is the next step in becoming the consummate professional. Ethics and knowledge based certification is an assurance to the client that he can rely entirely on our professional opinion. We have had slow but noticeable increase in the number of applications for DPA certification. DPA Technical presentation at NAPE Conference: We are planning to have some DPA sponsored technical presentations at the NAPE 2013 International Conference and Exhibition in November, I intend to solicit technical papers from the rank of DPA for this purpose. Subsequently, we shall have a session dedicated to AAPG Divisions especially, the DPA and the EMD in future NAPE conferences Young Professionals Related Activities: The mentoring of YPs continue to receive the top attention of AAPG Africa Region and the NAPE. There are several initiatives on the ground some of which were listed in earlier reports. They are: 1. Long Term Mentoring (also called Layi Fatona Geo- tagging) along term free sytle mentoring from college through the first 5 years of professional career. 2. The General "Meet and Greet" interaction between older professionals and the younger ones 3. Cocktail Freestyle mentoring is a variant of the "Meet and Greet" event in a more relaxed atmosphere 4. The IBA Industry Mentor Group: These are volunteer experienced geologists and geophysicists with considerable workstation and technology skills. Each mentor is attached to IBA teams in various participating universities to help them with project set up, data loading and other technical challenges that may otherwise bog down the project. This initiative has also been adopted by the AAPG IBA Committee as "Best Practice" 5. "The Barrel Odyssey: journey to fist oil" was first held at the 2012 NAPE conference.
