Approval of the Agenda: Motion 1: Vice President Sachs moved to approve the agenda; motion seconded; motion carried unanimously. III. Approval of the Minutes for September 19, 2017: Motion 2: President Gordon moved to approve the minutes with slight corrections; motion seconded; motion approved unanimously. IV. Public Comment: Dennis Harkins, Hector Manza, Georgie Monahan, Jessica Reistra. V. For the Good of the Order: President Gordon noted although a one-minute time limit is noted, it is at his discretion the time allotted to speakers. Senator Drew spoke about Constitution Day. The event program was centered around the Constitution, DACA, and presidential executive orders. During the final hour, a student panel was scheduled. He expressed concerns about some students behavior at the event and in other situations on campus and the administration s response to them. There was a social media representation about one of his comments made at that presentation that were not accurately presented and were offensive to him. Senator Rudmann 1
2 noted the event was co-sponsored by the ASOCC, Senator Drew, Michael Morvice, and others. The presentation went well and Senator Rudmann thanked the students, staff and faculty involved for organizing the event. Unfortunately, a student attempted to derail the planned program discussion with a question off topic followed by rudeness on social media. Other senators had these comments: Thanked Senators Drew and Rudmann for moderating the event. Personal and inaccurate social media posts should not get a response, from personal experience it is advisable not to engage. Let one s reputation stand as a defense. Senator Drew s professional balance as a professor is well known and sometimes listeners mishear what was stated due to their own biases. There have been five faculty targeted in the last few months; cable and print media were involved in two cases. Where is the voice of the college? There are differences between freedom of speech and abusive student speech. What are the consequences for disruptive behavior? Questions were asked about the disciplinary responsibility of the college if students are acting disrespectfully. The District reversed the ruling of the college and this did not send a good signal. There is a 2015 AS presentation materials by FIRE Attorney Will Creeley. His PowerPoint and audio recording are available if people need to learn more about the free speech rights of faculty and professor, as he presented cases addressing those issues. [Creeley PowerPoint from March, 2015: Audio of the full presentation is on the OCC Portal in the Agenda Minutes> Folder> March 17, 2015.] This situation has gone on too long; there has been an absence of leadership at the top of this college; the College needs a proactive response. President Harkins responded that a common strategy is needed. Our community is diverse, inclusive and respectful; free speech is supported for all. Administration wants to provide educational forums to speak about academic freedom and free speech. Another action step is asking students to be courteous, respectful, and for individual students and clubs to follow conduct policies. The revised conduct code from Student Services will include social media; Student Services is working on that. Administration will advocate our principles and will support the faculty in their right to do their jobs without harassment and safely and respectfully this is a shared responsibility between Student Services and Administration. He asked for ideas from faculty on these issues. 2

Senate President Report and Announcements: President Gordon OCC, Honors Societies, and Constitution Day: President Gordon shared that his daughter gave him a copy of the Constitution she had received from the Obama White House. He acknowledged Professors Drew and Rudmann, who serve as former and current Omega Psi Sigma faculty advisors. The College boasts many honor societies and a very robust political science honors society we have the only one at a two-year college in the United States. Constitution Day was cosponsored by the president of Omega Psi Sigma; it was a student-driven event: the topics were presidential powers, separation of powers, and executive powers. A planned NAFTA event that is student-driven is scheduled this semester and it should move forward. Board of Trustees At-Large to District Elections: The Coast District is moving from at-large elections to district elections. When President Gordon canvassed for elections for the CCCD years ago, most constituents were not aware of who their representatives were; however, the brands of the colleges were identifiable to constituents. Therefore, the larger the entity, the more removed constituents can be from it. He applauded the trustees decision to move to District elections. There is current discussion on the number of trustees: should there be five or seven trustees for the District? The norm across the state is seven and Coast is one of the largest districts in California. Public comment seems to support a seven-trustees board. Last to be determined is when this district-by-district representation will change over and for which election, 2018 or 2020? Starting in 2018 might be premature, as there are constituents who have not been engaged in these election processes. The last public meeting to discuss this issue is scheduled for October 3, 2017, at 5 PM; please attend if you are interested; the results could have consequences for Orange Coast College. 4
5 A senator stated that she had also canvassed for the BOT elections and supports President Gordon s statement about the election processes. New trustee candidates need to fundraise, speak to constituents, and help them understand the scope of the decisions that affect them by the District Board. She agreed that this would best be supported by waiting until Committee Members Needed: President Gordon requested senate representatives for the BSI Funding Committee to help them review faculty applications and decide resource allocation, a faculty replacement for his position on the Commencement Planning Team, and a faculty PDAC representative. B. Curriculum Committee Report: Curriculum Chair Anna Hanlon Curriculum Chair Anna Hanlon noted that a Curriculum ad hoc task force is forming for discussion of non-credit courses. The first meeting is October 2, 2017, 2:30-3:30, Faculty House. All faculty are welcome to attend. C. Academic Standard Committee Report: Former Chair Rendell Drew Former Academic Standards Chair Rendell Drew reported that the committee is inactive but he understands from President Gordon that there is interest by a faculty member in re-invigorating it. He urged faculty to become involved. He can provide materials from his tenure to the new chair. President Gordon reported it as a crucial committee for faculty. VIII. Unfinished Business: A. Enrollment Management Update: Anna Hanlon and Loren Sachs Curriculum Chair Hanlon discussed increasing enrollment at OCC, one way may be identifying ways to serve more students. OCC is seen as a transfer institution in the community; not all students are transfer students, and OCC boasts incredible vocational programs which are not part of the college brand. OCC may be losing students to competing colleges as a result; we need to consider the identity we convey to the community does it represent what we have to offer students? Enrollment management needs more college discussion as a whole, and Guided Pathways could be included in that discussion. Onboarding is one of the initiatives that is a portion of Guided Pathways; an example is the Jumpstart Orientation done for students over summer. The reduction of navigational barriers for new students would help, as well, and we need to identify other ways to reduce these barriers. VP Sachs stated that there needs to be more focus on vocational appeals to students; CTE does not necessarily transfer students, it develops them for the 5
6 work force. More short-term certificates are something to consider to enable students to be wage earners. In terms of marketing to high school students, they are a core; however, the over-thirty age demographic is large on campus. If the emphasis is on high school students only, then OCC may be missing opportunities. The Study Abroad program is another way of helping the community to see possibilities it may not have seen before at OCC. Inclusion of others who are not part of the current branding, or narrative, in the marketing mix is worth looking at for the College. Curriculum Chair Hanlon asked if the faculty could look holistically at offerings and determine what the community perceptions of the college might be. Is OCC perceived primarily as a transfer institution to students who may be going elsewhere because of that perception? Senators made these comments: Classes targeted for working students might be scheduled at a more convenient time for them. Over-seventy students have stated that they feel unrecognized as a group on campus. OCC s Mission Statement: The college promotes student learning and development through fostering a respectful, supportive, participatory, and equitable campus climate of student engagement and academic inquiry B. Professional Development Institute & Travel Restriction Discussion: In the interest of time, this item will be discussed next week. IX. New Business: None. X. Adjournment: President Gordon adjourned the meeting at 12:32 pm.
