1 Procedure Guidelines Chair: Vice Chair: Gary Pasicznyk Rob Lopez / Dominik Arcuri Mission: To participate in the LightSquared USGPS Technical Working Group (TWG) established to evaluate the potential for interference to GPS systems and usage and remain dedicated to protecting and enhancing the communications capabilities of our nation s first responder community. Ensure a final report is completed with recommendations to the Governing Board! Yahoo Group coordination and announcements (along with the Support Office)! Meeting Minutes, meeting recording (along with the Support Office)! Track Participants The NPSTC WG Chair will work closely with the Volunteer Coordinator, along with assistance from Support Office (SO Team Member ) to track requests from volunteers who would like to sign up for a specific Working Group.! Document storage and distribution (Yahoo Group)
3 ! Blasts Outreach, Media requests, (Chair and Executive Director) SUB GROUP TEAM:! Participate on Weekly USGPS Sub Group conference calls! Provide to the NPSTC WG Chair a one-two paragraph status summary of the USGPS Sub Group meetings.! Participate on Weekly Status conference calls with the NPSTC WG Chair! Participate on Bi-Weekly NPSTC WG conference calls! Assist in the final report development NPSTC ADVISORS:! Participate on Weekly USGPS Sub Group conference calls! Provide to the NPSTC WG Chair a one-two paragraph status summary of the USGPS Sub Group meetings.! Participate on Bi-Weekly Conference Calls! Testing assistance as participants/advisors for the USGPS Sub Groups! Assistance with equipment providers of Public Safety GPS o o To provide equipment for testing within the sub teams Explain how the provided equipment is used WORKING GROUP VOLUNTEERS:! Participate on Bi-Weekly WG Conference Calls! Produce any document required for final report! Two to three month commitment! Complete Action Items assigned by the Working Group Chair
4 Process & Procedures INFORMATION FLOW All documents and/or deliverables will be posted on the Yahoo Group until it is ready to submit to the Governing Board, as a final submission. Calls will be conducted bi-weekly and may be more frequent at the Chair s discretion. Documents, Discussions, & Questions Documents posted and questions asked during the Working Group meetings will be the responsibility of the Working Group Chair. They should be discussed during the teleconference meetings and resolved through an open discussion process. The Working Group Chair will make every reasonable effort to provide for discussion by participants. All posting should clearly identify the author of the . Because volumes of material are being posted on the Yahoo Group, it is the responsibility of participants to review and bring questions to the overall group discussion. Participants should review the web sites periodically to prepare for the conference call. The Working Group Chair will conduct a Q&A period during the calls to ensure all questions are answered. Participants are welcome to submit topics for discussion to the Working Group Chair within 24 hours of the call. These topics should be in the form of a question and not a multi-page comment of the requester s opinion. Any PowerPoint slides or materials participants wish to be distributed must be forwarded to the SO Team Member within 48 hours of the meeting so they can be distributed to the group for reasonable review. All meeting material requires Working Group Chair approval, prior to posting or distribution. The Working Group Chair will manage the materials, postings, meetings, and development of final submission reports using the Yahoo group and the meetings for updating the Working Group members. FINAL REPORT The final deliverable will be sent to the Executive Director for distribution to the Governing Board for approval. Comments will be reviewed and considered for the final report (final version) will be made available for the NPSTC Governing Board to approve. The final report will be posted on the NPSTC website and therefore made public and available to all interested parties. SUPPORT OFFICE ASSISTANCE At the time of the request, the following action items are created for the assigned SO team member:! Announcement for Volunteers wanted is posted and published blast, newsletter, e-bulletin! Maintain a list of volunteers from all working groups and assure they are invited to all Committee teleconferences and meetings.
5 ! Invite the Volunteers to the Yahoo group for the appropriate Committee & Working Group! Mission and objectives defined with the Working Group Chair! Post mission and objectives Volunteers wanted webpage, as needed! All volunteer contact information is sent to the Committee Chair and the Volunteer Coordinator! Meeting schedule is identified and published for all new members of the new task force or Working Group
