1 The meeting was called to order at 7:00 p.m. by the Registered Municipal Clerk, Lee Ann DeHart. HOLIDA Engineer s Report: Water and Sewer Issues: Westwood Court/Queen Street Sanitary Sewer: We have recommended that the section of sewer line crossing the stream be removed and replaced with a new pump station and force-main following the same general path but installed in more substantial conformance with NJDEP regulations. We have prepared an NJEIT funding application to facilitate the permanent replacement of this old gravity pipe line with a pump station and force main. This project has been targeted to be designed and constructed in Connection of Private Wells to Water System The list of properties with private wells that are to be connected to the municipal water system currently stands at 21 properties. (Officially 16 properties are listed on the State Contract) One new property was added on Jessup Road. These are wells which the NJDEP will fund based on the 10 PPT limits for PFNA s. We have divided the list into three groups. The next group (Phase 2) can be readily put out to bid based on ease of installation/connection. The Solicitor has been pursuing access agreements from these property owners to facilitate our inspection and survey of the work areas. The Phase 1 group was the three (3) properties on Clement Drive. The Phase 2 group will connect (9) properties and the Phase 3 group would have 312 P a g e

3 (4) properties. The Phase 3 group will require more extensive design and permitting (County and State road opening permits). We will continue to coordinate with the Township Solicitor to obtain agreements to access all of the properties so that we can complete the design, permitting, and construction on the properties. PHASE 1 (Clement Drive) The contract for these three properties was awarded to Neri Construction. The Pre-Construction meeting was held on July 6 th and the Notice to Proceed was dated July 11 th ; the contract calls for a 30 day Substantial Completion. Closure of wells is permitted shortly thereafter. As of August 2nd, the water main and lateral connections (to the roadside) have been completed and the trench restored with 6 of asphalt base material. Service laterals from the roadside were completed on August 5 th. Interior plumbing connections were completed on August 9th. The contractor is scheduling his return to mill the top 2 of asphalt over the trench plus a foot wider on either side. This will straighten out the edges, and then he will place a new 2 top course of asphalt. A few other punch list items are also to be addressed. Work has been delayed due to conflicting gas service installation work being completed by PSEG. Final milling of the trench was completed 12/6/16 and final paving was completed The NJDEP is finalizing their first reimbursement payment for Phase 1 engineering, legal, and construction costs. It is anticipated in mid-december but is yet to be received. They are also preparing a Change Order to fund the future work of Phase 2, Phase 3, and Future Phases as outlined below. We worked with them to include all of the bid alternates to maximize the work in Phase 2 and they are making that happen. PHASE 2 Phase 2 consisting of the following 5 properties in the base bid plus one more property as an Alternate Bid item was awarded at the September 7 th meeting to Neri Construction. After the NJDEP has modified the scope, the bid award will need to be modified for the (3) additional alternates. Construction will begin after the NJDEP issues a Change Order to the Township to cover the full cost of the work and the payment for Phase 1 is received. The Township will need to also have funding of the project in place. FUTURE PHASES No Change - On July 25 th the NJDEP sent the Township a new list of 41 properties that may need to be hooked up to the system under future phases and NJDEP Change Orders. These are beyond the original 16 contracted properties. Some of these 41 properties were already contemplated by the Township for connections and others were new to the list. We are working with the Township to review that list and also to indicate to the NJDEP additional locations that may need to be added. Water and Sewer Mapping: No Change - We have prepared an updated single page map of the Township s water and sewer infrastructure systems. The map is colorized and indexed for easier use. The map will also be used for the Township s NJ Environmental Infrastructure Trust Loan Applications. We are proceeding with the Water System mapping for use in a computer water system model. We have completed the pipe input for over 1000 pipe segments and we have coordinated with the Water Department and have now input the basic system operational parameters including water tanks, pumps, and well equipment. We can now use the model to simulate system operation and impacts to the system when various components are added or removed. One quick example from the model is that normally the Mantua Grove Road water tower does not fluctuate significantly during daily operations, but that if the Jessup Road water tower is taken off-line (such as for painting or other maintenance), then we can see that the Mantua Grove water tower will encounter a significant increase in daily flow demand and level fluctuation. This will require that the operation of the well pumps will become more critical and time intensive to ensure that the mantua Grove Road tank is kept within proper operational levels. We will be able to work with the Water Department staff to develop a plan for operating under those conditions. Warren Street I/I Investigation 314 P a g e

5 No Change - After meeting with the Administrator, T&M will focus on first mapping the sanitary sewer system in the Warren Street catchment area, then develop a model to further investigate the possible sources of I/I in the area in 2016, once the mapping on the area is complete. Red Bank and Queen Street Pump Stations: In December 2015, we were notified that the funding application was assigned to technical reviewers and we responded to their requests for additional information. The NJDEP has issued Administrative Completeness letters (dated March 29 th ) for both pump station applications as a first step in their review process. Technical Review and approval of the TWA applications was completed and approval letters are dated June 1, A decision on the funding application should also occur within the next few months. The NJEIT has requested some informational updates from us on other permitting tasks and a minor information request on flooding elevations. We have provided the appropriate responses. We received a letter on October 13 th from the DEP Office of Equal Opportunity and Public Contract Assistance approving the Bid Documents. We have responded to an October 19th from the NJDEP regarding Technical Engineering Review of Contract Documents. These were housekeeping items. The NJDEP is still completing an Environmental Review and pending that review the project will receive a joint Engineering and Environmental approval. Upon receipt of approval from NJDEP and the Township, we will be able to advertise for bids. Water Meter Replacement Specifications: We will provide technical assistance to the Township regarding the re-advertisement of the water meter specifications on an as needed basis. This project is being targeted as a possible NJEIT Funded Project in Well No. 5 Improvements: T&M responded to NJDEP s Administratively Incomplete letter dated October 13 th. T&M and subsequently received an Administratively Complete letter dated November 14 th for the proposed replacement of the chlorine contact tank permit application. A letter of technical deficiency was received on November 18 th, requesting additional information on the tanks baffling factor used to calculate the minimum chlorine contact time. T&M is currently preparing a response which will be submitted to the NJDEP on or before December 30 th. We are also evaluating options available to the Township for the implementation of the project to attract contractor interest in the project. We will be meeting with the Water Superintendent and Administrator to finalize the recommended approach. 315 P a g e

6 Well #3 and # 8 This project has been placed on temporary hold, pending the availability of financing to fund project costs which would include design of a treatment process, through a grant or alternative financing from PFNA removal. Test results from the September sampling event has revealed a drop in PFNA levels below NJDEP Guidelines for both wells 3 and 8. The next sampling event was conducted on November 8 th and the results were received on November which indicated results for well #3 are back at past levels, which is above current NJDEP guidelines. The results for well #8 also increased from September results, and above current NJDEP guidelines. The next round of sampling will be in February Million Gallon Jessup Rd Water Storage Tank An evaluation of the exterior and interior of the Jessup Road Tank was performed by T&M s subcontractor, Mumford-Bjorkman Associates (MBA) on January 6 th. A report of the findings of the evaluation has been prepared by MBA, which identifies a list of recommended tank maintenance items and their associated probable cost. The Planning Document has been finalized and is ready to be submitted to NJEIT. The next step is for a Township official to log in to the EIT website, establish a new project for the Jessup Road Water Tank, and list T&M as the engineer. This will allow us to log in to the system and upload the required documents. It is anticipated that this project will be implemented in Water Allocation Permit Renewal The final Water Allocation Permit Renewal application was submitted to the NJDEP on September 16 th. We will continue to follow up with NJDEP during the review process. ROAD PROJECTS: 2015 CDBG Grant Application Fifth & Sixth Avenues Roadway Improvements The final close-out change order was approved and the final payment application was submitted including the maintenance bond from the contractor to close the project. The Township submitted the requested proof of payments to the Contractor and Engineer and will be receiving grant reimbursement. Meadowcroft Road Reconstruction The project has been completed and closed out. 316 P a g e

7 NJDOT 2015 GRANT for Sterling Road The Contractor performed all the concrete curb and ADA ramps work. The Contractor milled the road, placed and compacted DGA sub-base and paved with HMA, Sterling Rd. as well as the intersection with Lancing. The project site work is completed as of December 9, T&M will now proceed with the project billing and close-out. Harker Ave. Storm Sewer T&M met the CCTV contractor (PPM) at Harker Ave. PPM was able to clean the corrugated metal pipe although a strong flow still remained from the previous night rains. They were not able to CCTV the full interior of the pipe because they found a severe break near an inlet and at the bottom of the pipe. This break is big enough to require repair before a CIPP liner in installed. The break seems to be about 4 ft. from the closest inlet and it is at the bottom of the pipe. The sinkhole seems to be forming due to the dirt washing out and under of the corrugated metal pipe. Neri Construction was authorized to make the repair and which was started on December 15 th and will be finished by December 19 th. Once the repairs are completed, PPM will mobilize to the site to line the pipe. We anticipate that this project will be completed by the end of December. NJDOT 2016 Funding Application North Roosevelt Ave (Grant to Riverview) and Riverview (Roosevelt to Middlesex) We are finalizing plans and specifications and will be submitting the documents to the Township and NJDOT in the next few weeks for review and approval. Upon receipt of approval to advertise, which is anticipated in January, we recommend that bids be received in March 2017 for start of construction in April Community Development Block Grant Application The Township s application was not funded this year, however we recommend that the application be resubmitted for 2017 funding when call for applications are advertised by CDBG and NJDOT safe routes to school program. The project will be for the mill and overlay of a portion of DuBois Avenue between Oakview School and Harker Ave. The project will also include new ADA ramps and striped walkways at the intersections of Harker Ave and Lynn Drive Municipal Aid Applications Applications are due by February 3 rd, The application will be to include Lancing Road and Lancing Court. We are anticipating that a 2 nd round of applications will be announced in the fall of 2017, due to hold that was placed on the program from July to November P a g e

8 RIVERWINDS: RiverWinds- Pool Areas Exterior Roof/Soffit/Fascia and Interior Items The exterior improvements bidding plans and specifications will be finalized once we the bidding schedule is finalized. We estimate a construction duration of 5 months to construct the improvements once a contract is awarded. The design of the interior improvement bid documents will be initiated next. We assisted with removal of the existing deteriorated lights suspended from the clerestory in the pool area. We also evaluated the portion of the end cap that became dislodged. The cap was able to be repositioned and refastened to the structure. RiverWinds Redevelopment Area We have been working with the County and Redeveloper to have the Sewer Service Area map corrected by NJDEP. The current map now indicates that a portion of RiverWinds is included the sewer service area based on the NJDEP Tri-County Water Quality Management Plan (WQMP) revision (Program Interest Number Activity Number REV160003), as revised July 28, We recently submitted a revised application to amend the balance of the sewer service area mapping to include Block 328, Lots 3.01, 7.04, 7.06, and Based on comments provided by the NJDEP regarding threatened and endangered species habitat impact concerns, the sewer service area of Lot 7.04 was reduced slightly in area and Lot 7.09 (Cove) is omitted from consideration at this time. Note that a sewer service area amendment to expand the service area on Lot 7.04 and to include Lot 7.09 may be considered by the NJDEP under a separate future application, once additional information regarding these species has been provided. It is important to note that the amended mapping includes development of sewer producing structures and that other development, as permitted, may exist outside this mapped area. We are coordinating with the NJDEP amend the mapping. The application will require a public notice period and comment period of up to 60 days (combined). The application will also require endorsement by the Gloucester County Freeholders, Gloucester County Utilities Authority and the Delaware Valley Regional Planning Commission. We will coordinate with all the agencies through the process. The Wetlands Letter of Interpretation (LOI) extension application was approved by the NJDEP on November 30, 2016 and the LOI is extended through October 28, The LOI provides formal verification of the freshwater wetland and transition area boundaries on the site and is important in the future planning of the site. This information was incorporated into the sewer service area mapping project to establish service areas outside of the freshwater wetlands. RiverWinds Point 318 P a g e

9 The Individual Waterfront Development Permit was issued November 30, 2016 by the NJDEP DLUR to perform the walkway stabilization at RiverWinds Point. A construction notice was sent to the NJDEP to inform that construction activities would begin December 6, per the condition of the permit. The project is currently underway and will be completed by December 20 th. In addition to the walkway stabilization measures, T&M has been working with the Township and the NJDEP to resolve issues associated with unpermitted clearing of the riparian zone along RiverWinds Point and cove area. The required plantings was awarded to Perfect Touch Landscapers and work was substantially completed on December 14 th. RiverWinds Golf Remediation: This work is anticipated to be completed in A meeting is being scheduled with the new groundskeeper by the Administrator. RiverWinds Community Center Landscaping Improvements: The conceptual landscape has been submitted to the township for review and comment on November 21 st. MISCELLANEOUS PROJECTS: Rivergate Park: The topographic and existing conditions survey has been completed. We are currently working on the site analysis and developing a resident survey to be distributed for project input. Asbury Avenue/Sunoco Drainage: No Change - As result of our March 13, 2015 meeting with Sunoco and their Professionals, we prepared and submitted a Stream Cleaning Plan to the NJDEP. The plan was prepared in support of the Stream Cleaning Permit application under review by the agency The plan addressed comment raised by Sunoco and their professionals, along with those raised by the NJDEP. Recent comment by the NJDEP includes request for the detailing of a disposal action plan for the material to be removed from the stream/ditch. On October 11 th, NJDEP made an inquiry on the status of the requested information. We informed the NJDEP to keep the application in active status and would provide the information upon reaching an understanding with Sunoco. The project has been on hold, however a meeting was held with Sunoco and Township representatives on July 27 th. The purpose of the meeting was to discuss current conditions and 319 P a g e

10 options available to mitigate the drainage issues with the assistance of Sunoco. It was agreed to keep the lines of communications open and to monitor the areas of concern. Site Monitoring and pumping as necessary continues by the Township. Energy Studies This project is on hold until authorized, which is anticipated in Public Works Garage HVAC System No Change In October we made two site visits to obtain information to develop conceptual plans, cost estimates and engineering proposal for the installation of a new heating system for the garage. Also being included to the project is an air conditioning system for designated areas. The work is planned for 2017 and a temporary above ground oil storage tank is being provided for the upcoming winter months. Municipal Lien Searches: No Activity this month. Curb and Sidewalk Waivers: No Activity this month. ACTIVE ESCROW PROJECTS Certificate of Occupancy: There were no C.O. s issued since our last report. DocuVault Delaware Valley, LLC The Developer requested a Temporary Certificate of Occupancy (TCO). A TCO for office area was not requested. T&M reviewed the municipal site improvements completed per the approved Performance Guarantee Estimate and inspected for a Temporary Certificate of Occupancy. A TCO was recommended on Nov. 30, Alanric Food Distributors No Change - Earthwork and grading are complete. Storm drainage piping and inlets are installed. All concrete curb work is complete. Pervious asphalt was placed and seeding and mulching is completed. A CO inspection was made 320 P a g e

11 on August 30. A CO recommendation letter was submitted. Park West (AKA. Huntington Green and formerly The Club) No Change - We attended a work session on February 1 st with the applicant present to review the General Development Plan. As a result of the meeting it is expected that a revised submission will be made addressing the comments provided. It is our understanding that the Applicant has made a presentation to the Planning Board on June 28 th. We are prepared to review the offsite improvements once the plans are finalized. Paradise Estates: Performance Bond No. B , $164, No Change - T&M visited the site, measured the existing sidewalks, counted the trees and prepared updated cost estimates of the pending improvements as they are presently needed. Additionally, a consolidated list of the pending improvements based on the original performance bond items was prepared. A meeting was held on May 19 with the developer s counsel and their sub-contractor/project manager. The power bills for the street lighting are being paid by the developer. Items within the list of pending improvements were discussed. WDT will present their demands to the developer. As a result of recent correspondence between Mr. Scaffidi and the developer s attorney a proposal was presented for the possible paving of the roadway. If the developer decides to proceed in accordance with the Township s term, T&M will be inspecting the work. Jessup Run: Performance Bond No , $952, A punch-list was previously transmitted to the applicant s attention. A bond reduction was approved on August 7, Mr. Scaffidi spoke to John Palladino who represents Travelers & South State and informed him on the project status on their end. He was assured that South State will be doing the paving and that they are pushing to get this done. T&M was authorized to complete an as-built survey of the sanitary sewer system and a CCTV inspection. All field work was completed on November 25 th. The sewer system was found to be acceptable and work started on addressing punch list items related to the roadway. Weather permitting the road will be paved this year. Patsy Court, Nottingham Estates Apron, Sidewalks and Grading Inspections No Change No further apron and sidewalk construction have been constructed nor inspected after September 7. LS Power: No activity to report AT&T Site Number NJL03726, LTE 3C WCS at the Water Tank on 3400 Jessup Road The AT&T subcontractor completed the work. A CO letter will be submitted. 321 P a g e

12 St. Regis Walk Condominiums: No Change - This project remained with the Alaimo Group. Victorian Walk: Performance Bond No. 379, $275, No Change - This project remained with the Alaimo Group. The Farm: No activity to report this month, the project remains on hold. Projects Under Maintenance Bond RiverWinds- Pool Area HVAC Upgrades Project began warranty phase on November 15, 2015 for five years on the mechanical portions of the project. Road Segment Reconstruction of Maple Avenue and North Roosevelt: The project was completed and began the 2 year maintenance period on Dec. 31, Ogden Station Road/Mantua Pike Sanitary Sewer Repairs: On maintenance warranty for 1 year from the final completion on February 22, 2016 Mr. Edwin Steck updated the Committee on the following items: revegetation at the Point (at RiverWinds), Jessup Run punch list items being addressed, and the revised sewer application has been submitted to NJDEP and Mr. Steck is hopeful to have a Notice for Public Comment shortly. asked about the Sterling Road project and the additional asphalting, Harker Avenue storm surge project, and the RiverWinds Point walkway project. Mr. Steck addressed s concerns. Ms. Turner-Fox noted that the walkway project was due to hydrant flushing and was being addressed through a different contractor. Solicitor: Mr. Tim Scaffidi, No Comment Administrator: Ms. Turner-Fox noted the USEPA had issued verbal results regarding the test pit borings of Academy Avenue Park and Birchly Court, Woodlane Drive and Oakmont Court. This work has been concluded and the USEPA will be returning some time in February for stream testing. Mayor DiCarlo asked if the Academy Avenue tests resulted in a successful baseline, Ms. Turner-Fox confirmed that they had. Treasurer: Christine Greenwood, CMFO, No comments 322 P a g e

Mr. Ed Komczyk, 18 Hillside Road thanked Committeemen Maher and Hansen for their service, dedication and work they put forward during their terms and wished them well in the future. Mr. Komczyk also stated his pleasure regarding the Newspaper Retribution Bill being postponed and stated his feelings about the potential of having less information given out and feels there should be more information given to the public. Ms. Miriam Reichenbach, 18 Hillside Road noted the decorations at RiverWinds were excellent and hopes the staff has been given the proper thanks, specifically Tony as he always does a great job at decorating the Community Center for the holidays. agreed and noted that she had thanked the staff but would have the Administrator pass on the message. Ms. Reichenbach thanked Committeemen Maher and Hansen for their time on Township Committee and hoped to see them in the audience in the future. Mr. Bill Mohnacs also noted the decorations at the Community Center and stated Tony and the entire RiverWinds staff do a wonderful job every year. Mr. Mohnacs also stated the leaf pick up seems to be going well as the Sherwood area of West Deptford looks very good. He then took the 328 P a g e
