The above members of the West Deptford Police Department responded and performed CPR and used an AED device and saved her life. The resident has made a full recovery thanks to the actions of these men. read a statement regarding the recent meeting with Solvay. There is a plan to test all potable private wells next week. Solvay will visit each residence on the list. They will be 110 P a g e

2 delivering bottled water to those residents. West Deptford Township will have bottled water available as well at the Public Works garage. A drinking water delivery service will be set up. These are proactive measures being taken as a result of the monitoring of Solvay wells in and around the township. noted that the public supply of water remains safe and is being closely monitored by West Deptford Township and the DEP. A representative from the DEP also made remarks concerning the testing. This was a follow up to the information provided at a previous meeting. He explained how the results are analyzed and how they determine the steps to be taken. The community can contact Solvay directly at with any questions. also said that there is a two page document available on the township website for the public to read. Engineer s Report: Mr. Snowden gave an update on current projects to the committee. Active Project List 1. NJDOT Funding Application for Maple Avenue and North Roosevelt: A Our office submitted the funding application. A resolution for approval of the NJDOT submission was also sent. Per the NJDOT, a grant in the amount of $180,000 was received. We estimate a construction cost of $234, Red Bank Estates: A Report was submitted by Video Pipe Service, reviewed by Alaimo Group, and preliminary recommendations submitted to the Township. 3. Pump Station Inspection: A We are reviewing the pumping stations and tabulating required improvements. 4. Golf Course DRBC Permit: A The DRBC renewal permit application was submitted February 10, Matthews Branch Sewer: A We are working with township staff regarding the maintenance and repair of existing sanitary sewer within the easement. The manhole is repaired and the remainder of the manholes located. 6. Well No. 8 Improvements: A P a g e

3 Bids were received September 10, The project was awarded October 3, 2013 to A. C. Schultes, Incorporated for the low bid price of $78,620. The two (2) year maintenance bond was active as of February 24, Current and final Estimate No. 3 was submitted for payment on April 28, Well No. 5 Improvements: A Preparing plans and specifications for the replacement of the chlorine contact tank. The existing tank is over thirty (30) years old. Design is eighty-five percent (85%) complete CDBG Grant Application: A An application was submitted May 2, 2014 for ADA curb ramps. 9. RiverWinds Pool Area HVAC: A A draft report was submitted to administration for comments. We have been directed to begin design for the replacement of two (2) dehumidifiers and two (2) gas furnaces on the roof. Plans and specifications were delivered to Administration on November 7, 2013 for comments and approval to go to bid. 10. Construction Supplement: A We are preparing a construction supplement to the Code regarding general construction and material specifications for street improvements and township utilities. 11. Rehabilitation of Pumping Stations No. 1, 6 and 10: A A planning document has been submitted to NJEIT. The preliminary cost estimate is $2,308,000. We are reviewing the existing condition of the stations and are preparing recommendations based on our findings. 12. Municipal Lien Searches: A As requested by Township. 112 P a g e

4 13. Curb and Sidewalk Waivers: A As requested by Township. 14. Sewer Maintenance Contract: A The project was awarded to Neri s Construction & Rental. Work is being performed by contractor. The contract duration is two (2) years or until January The contractor was called to repair sewer pipe adjacent to the pump station at Philadelphia and Cedar Avenue. 15. Water and Sewer Rules and Regulations: A We have been directed to prepare general Rules & Regulations regarding sewer and water service, including construction requirements. We have prepared a memo regarding the water meter reading system. We have prepared a draft memo regarding connection fees. We met with the township to discuss outstanding information that is needed. 16. Jessup Road/Conrail Road Crossing, A An on-site meeting was held on May 21, 11:00 a.m. The NJDOT will be sending out the meeting minutes for review. The minutes were received and a response sent back. Railroad crossing construction has been completed. Active Escrow Projects 17. Patsy Court, Nottingham Estates: A The developer is interested in constructing dwellings on the vacant lots. A meeting was held with the applicant on April 11, Two (2) construction permits have been issued. Certificates of Occupancy are recommended. 18. Certificate of Occupancy: A P a g e

5 Inspections performed and certificates recommended as requested by the township. 19. St. Regis Walk Condominiums: A The applicant is requesting replacement of the water booster station for a privately owned water system. An on-site meeting was held on January 10, The booster station shop drawing is approved. 20. Solvay Solexis: A A meeting was held with the applicant regarding construction of monitoring wells within the township right-of-way on First Avenue. The road-opening permit was issued. Construction has begun and wells installed. 21. NuStar: A Mains have been tested and passed. Trench restoration is complete. A punch list has been prepared for the applicant s attention. The applicant has provided notification that the punch list is complete. We are preparing a bond release. 22. Colonial Pipe: A The applicant has submitted plans to replace on-site fire water main with larger twelve-inch (12 ) diameter water main. A preliminary letter with comments has been sent to the applicant. Revised plans have been received. The applicant is contemplating a twelve-inch (12 ) fire line. A meeting was held to discuss the plans. The plans have been revised. We have prepared a response letter with bond requirements. 23. The Farm: A A twenty-three (23) lot subdivision currently under Planning Board review. Project includes a bridge. The County is considering taking ownership of the bridge (project had final approval). Applicant submitted preliminary package for water and sewer approval. We are reviewing the information and have submitted a letter for the applicant to address. 114 P a g e

6 A meeting was held with the applicant on January 31, Revised plans will be submitted. The Planning Board Solicitor is reviewing all permits to confirm their validity. 24. Paradise Estates: A ; Performance Bond No. B , $164, Performance bond is reduced at thirty percent (30%) of the original. Utilities have been installed and base paving is in place. Met with the applicant on July 19, 2012 to discuss all outstanding items. The applicant has notified us that the outstanding items have been scheduled for repair or are being addressed. We attempted to contact the applicant on March 14, 2013 by phone call, and certified mail and were not successful in doing so. A meeting was held with the township to discuss options and direction. We recommend a letter be sent to the bonding company, notifying them of the status. 25. Victorian Walk: A ; Performance Bond No. 379, $275, We are preparing the outstanding punch list items that should be addressed. Construction of the dwellings is proceeding. 26. Jessup Run: A ; Performance Bond No , $952, (A : D. R. Horton) Under construction. The last sections of sanitary sewer have been installed and tested. Punch list transmitted to applicant for his attention. Dwelling construction is in progress. 27. LS Power: A The Planning Board has approved the project. The project has been divided into phases, as follows: Phase I: Phase II: Phase III: The power plant and site work. Pump Station and pipelines for process water. Electric transmission lines, gas pipeline, and meter stations. 115 P a g e

7 Phase I: A The performance bond has been submitted and approved. Bond No.: , 17S10295 Bond Amount: $3,211, The applicant is proceeding with construction. The TWA application is approved. Phase III: A The soil erosion certification has been received. Plans, bonds, and escrow amount have been submitted. According to the applicant, construction is complete. A punch list is being prepared and bond reduction/release will be addressed. 28. Commercial Sites The Planning Board Engineer is currently performing inspection. Projects Under Maintenance Bond 29. Tatum Street: A Final payment was approved at the May 10, 2012 meeting. A two (2) year maintenance bond was submitted in the amount of $11, and scheduled to expire May 10, Lewis Terrace & Garrett Avenue: A Final payment was approved on November 15, The two (2) year maintenance bond will expire November 15, Pennsylvania, New Jersey and Laurel Avenue: A Project is 100% complete. T & M to provide expiration date for the maintenance bond. 32. Queen Street: A P a g e

8 Final payment was made on February 20, Project is on maintenance bond for two (2) years. 33. LS Power: A Phase II: A The applicant has submitted plans, bonds, and escrow amount. As-builts have been submitted and maintenance bond will be revised. The performance bond was released March 6, Project is on maintenance bond until March 6, Inactive Projects 34. Golf Course Water Allocation Permit: A The permit was due to expire November 30, 2012, but has been extended until June 30, The required renewal forms, flow data, and metering certification are being assembled. Files were received from the NJDEP that include plans, details, and a water conservation report. According to an from the NJDEP, the permit has been extended to June 30, As discussed at the township meeting, we are investigating the use of this water for irrigation of the RiverWinds Sports Field. 35. Public Works Garage HVAC/Generator The preliminary scope and construction costs were submitted to the Township. The project is on hold due to lack of funding. 36. NJDOT Bicycle Route Grant A $90,000 grant has been received. Preliminary plans were submitted to the County for approval. T & M has provided the plans. The project needs money to complete, and also NJDOT approval. We will provide serviced as directed by the Township. 37. Asbury Avenue Sunoco Property Drainage Issue: A We will meet on-site upon township request. 117 P a g e

9 38. Verizon, Mantua Grove Tank: A A meeting was held Tuesday, September 24, with the applicant and they have addressed the engineering issues. 39. NJDOT 2014 State Aid, Sidewalk Projects: A The NJDOT grant application, along with the resolution, was submitted September 20, 2013 for sidewalk improvements along Grove Avenue. made a motion to authorize Change Order No. 3-Final to Amend Contract with A.C. Schultes Inc., For Well No. 8 Redevelopment and Repair. Her motion was seconded by Mr. Hansen. The vote was as follows: #115 RESOLUTION OF THE TOWNSHIP OF WEST DEPTFORD AUTHORIZING CHANGE ORDER NO. 3-FINAL TO AMEND CONTRACT WITH A.C. SCHULTES INC., FOR WELL NO. 8 REDEVELOPMENT AND REPAIR made a motion to authorize Final Payment Request for A.C. Schultes, Inc. for the Project Known As Well No. 8 Redevelopment and Repair in the amount of $43, Her motion was seconded by. The vote was as follows: #116 RESOLUTION OF THE TOWNSHIP OF WEST DEPTFORD AUTHORIZING FINAL PAMENT REQUEST FOR A.C. SCHULTES, INC. FOR THE PROJECT KNOWN AS WELL NO. 8 REDEVELOPMENT AND REPAIR IN THE AMOUNT OF $43, #117 BILL LIST WHEREAS, the Township committee of the Township of West Deptford received and reviewed the Bill List as prepared by the Township CFO and the Purchasing Officer for the monthly period ending May 9 th, NOW, THEREFORE, BE IT RESOLVED that said Bill List as prepared by the Township CFO and the Purchasing Officer be approved and said Officials are authorized to render payments to each vendor appearing on the attached Bill List. Adopted at a meeting of the Township Committee of the Township of West Deptford on May 15 th, abstains from all items pertaining to Comcast as she is an employee. 118 P a g e

10 The committee discussed some items on the Bill List. $17, was paid to complete the Bank Reconciliations. Since moving to the Edmond s System, the reports may not contain all of the bills. asked Mr. Pine to work with someone to understand the reports. The bill from Quality Control Labs will be reimbursed by Solvay. Mr. Umba said that the township has already received a payment from Solvay for the first round of testing. Mr. John Alice was used by the township because he was familiar with the cell tower case and it was going to court. asked if this will continue and he was told that it has not yet been determined. Mr. Moore explained that Freight Line was used for truck repair. Mr. Douglas explained that Neri s Construction is used to do work that cannot be done in-house. This was previously approved and it is used as a last resort. The vote was as follows: Open Meeting to the Public: opened the meeting to the public. Mr. Ed Komczyk said that the Philadelphia Inquirer had contacted him for comment on the Solvay Testing. He also asked questions pertaining to Hillside Road. He spoke to the previous administrator about this. Mr. Snowden said the road is on a work list but will not be evaluated until the projects are selected. Mr. Umba said that the Public Works department is providing a list of roads that need repair and Meadowcroft Road is the first priority. Mr. Michael Marks spoke about the flooding on Asbury Avenue, Cedar Avenue and Walnut Avenue. There is standing water and he inquired about a meeting with Sunoco. The property belongs to Sunoco. Mr. Snowden has given some recommendations. Mr. Ogozalek explained that since it is private property, the homeowner can bring a neighbor to neighbor lawsuit. Mr. Marks said that the township is to blame as this issue was brought to their attention in The new committee members were not aware of the problem. He outlined the health hazards and said that no effort to correct the issues is being made. Ms. Deborah Beyers spoke on the same issue. She provided maps to the committee. She said that she has had to pump water out of her basement and it has ruined her hot water heater. Mr. Umba spoke with Sunoco and the area may need to be dredged. It is Sunoco s property. Ms. Amber Beyers cited newspaper articles outlining the problems in the area. asked if a pump could be placed in the area tomorrow to alleviate the problem. Mr. Coates said that it could take 4-5 days to get significant lowering of the water. The residents expressed frustration with a lack of response by township officials. also expressed her concerns with this situation. Ms. Linda Enright said that she has been getting water in her home since 1966 because the water table is too high. asked Mr. Snowden to investigate the problem tomorrow at 9am. Mr. Snowden will make recommendations on what can be done. Mr. Umba will communicate with the residents. also told the residents that they could communicate with the members of the township committee through the township website. 119 P a g e

11 Another resident asked about the meeting with Sunoco. Mr. Umba explained that it is Sunoco Inc., not Sunoco Logistics. The resident said that he has water in his basement on a constant basis and has three pumps running at all times. It is a health hazard. Mr. Carl Smith appreciated the help from the committee but was surprised that none were aware of the problem. said that the topic has not come up at a meeting in the last two years. Mr. Michael Marks asked what can be done to solve the problem. asked if construction records from 2002 were available. Mr. Coates will look tomorrow. Mr. Snowden said that work done in the area in 2002 may have made the problem worse. The channel (moat) behind Red Bank School needs to be dredged and then the water can flow to the Delaware. There is a sluice gate near the river. Mr. Coates said that he had previously met with Sunoco and they needed to work with the DEP for permitting to dredge the area. The area is Sunoco s property. Mr. Umba said that the township was told they cannot enter the area because there is an eagle s nest on the property. said that they need to contact the DEP to see what can be done. Mr. Beyers said that Sunoco put a sign on his property and that Sunoco frequently posts signs where ever they choose. Mr. Knupfel said that the water is coming up to the end of his street and this is causing a mosquito problem. said that they would contact the county to come out and address the problem. Another resident said that he has turned expenses into his homeowner s insurance and flood insurance companies. He asked if Sunoco is responsible for the water, could they be pressed to do something for the residents. He has not had hot water for two weeks. Mr. Ogozalek advised that he contact an attorney to file a claim. It was noted that the standing water is causing mold which is a health hazard. Mr. Adam Reid said that Ed Steck of T & M Associated was the township engineer in He said the plans should be available to see what was designed. Mr. Hansen made a motion to close the meeting to the public and it was seconded by. The motion carried unanimously. made a motion to authorize a 2014 Emergency Temporary Budget Pursuant to NJSA 40A: His motion was seconded by. asked Mr. Pine about the reports given to the committee. Mr. Pine explained. Mr. Pine said that the temporary budget is 36.35% of last year s appropriations. After that 1/12 is added for each month. said that last year s budget was over-expended but Mr. Pine disagreed. cited the Annual Financial Statement and said that they needed to adopt a final budget for the township. Mr. Maher said that other towns have not yet adopted a budget and that West Deptford is following state laws. also said that he is relying on the expertise of the CFO. 12 PURSUANT TO NJSA 40A: 4-20 Mr. Hansen made a motion to authorize a contract between the Township of West Deptford and Botto s Italian Line Restaurant to Provide Concession Services with Alcoholic Beverages for the RiverWinds Streetfest Concert Series. His motion was seconded by. The vote was as follows: #119 RESOLUTION OF THE TOWNSHIP OF WEST DEPTFORD AUTHORIZING A CONTRACT BETWEEN THE TOWNSHIP OF WEST DEPTFORD AND BOTTO S ITALIAN LINE RESTAURANT TO PROVIDE CONCESSION SERVICES WITH ALCOHOLIC BEVERAGES FOR THE RIVERWINDS STREETFEST CONCERT SERIES Mr. Hansen made a motion to authorize a Three ear Contract between the Township of West Deptford and Coca Cola of Philadelphia and Bevco Services, Inc. to Provide Vending Services for the RiverWinds Community Center. His motion was seconded by. Mr. Umba believes that this is an equitable contract. The vote was as follows: #120 RESOLUTION OF THE TOWNSHIP OF WEST DEPTFORD AUTHORIZING A THREE EAR CONTRACT BETWEEN THE TOWNSHIP OF WEST DEPTFORD AND COCA COLA OF PHILADELPHIA AND BEVCO SERVICES, INC. TO PROVIDE VENDING SERVICES FOR THE RIVERWINDS COMMUNIT CENTER made a motion to authorize the Execution of an Agreement for Professional Services by a Health Insurance Broker/Agent with AJM. His motion was seconded by. This contract would run from July 1, 2014 through June 30, said that this was an RFP and AJM was the only respondent. She asked if the State Health Benefits Plan preferred by Governor Christie was investigated. Mr. Umba said that a broker is needed to administer our current contractual plans. stated that Mr. Umba was previously employed by AJM. She said that if the state plan was used, AJM would not get paid. Mr. Umba said that the police contract would not allow them to use the State Health Benefits Plan. Mr. Ogozalek cautioned the committee not to discuss this in public. said that there are no savings in the budget for health insurance. said that he has been in meetings with AJM and that they are the best agency for the job. asked if this was something that could be investigated for the 2015 budget. He thinks that it is too late for this year. The vote was as follows: N 121 P a g e

It was seconded by and approved by the entire committee. No one addressed the committee. Mr. Hansen made a motion to close the meeting to the public. It was seconded by and approved by the entire committee. then made a motion to approve the second reading of the following ordinance. It was seconded by Mr. Hansen. The vote was as follows: ORDINANCE OF THE TOWNSHIP OF WEST DEPTFORD ESTABLISHING FEES FOR WEST DEPTFORD TOWNSHIP # (Second reading) Mr. DiCarlo made a motion to open the meeting to the public for comment on the following ordinance. It was seconded by Mr. Hansen and approved by the entire committee. No one addressed the committee. made a motion to close the meeting to the public. It was seconded by and approved by the entire committee. made a motion to approve the second reading of the ordinance. It was seconded by Mr. Hansen. The NJ Association of Realtors sent a letter concerning this ordinance. Mr. Umba spoke to Ms. Rost and there should not be a conflict. The vote was as follows: ORDINANCE OF THE TOWNSHIP OF WEST DEPTFORD AMENDING THE CODE OF THE TOWNSHIP OF WEST DEPTFORD, CHAPTER 166, ZONING, IN ACCORDANCE WITH THE PLANNING BOARD S RECOMMENDATIONS # (Second reading) made a motion to open the meeting to the public for comment on the CAP Ordinance. It was seconded by Mr. Hansen and approved by the entire committee. No one addressed the committee. Mr. Hansen made a motion to close the meeting to the public. It was seconded by and approved by the entire committee. then made a motion to approve the second reading of the following ordinance. It was seconded by Mr. Hansen. 14 AMENDING CAP ORDINANCE TO EXCEED THE MUNICIPAL BUDGET APPROPRIATION LIMIT AND TO ESTABLISH A CAP BANK (N.J.S.A. 40A: ) # made a motion to authorize a Closed Session of the West Deptford Township Committee for Discussion of the PBA Contract Negotiations and Litigation Crowley vs. WDT. His motion was seconded by. The vote was as follows: #102 RESOLUTION OF THE TOWNSHIP OF WEST DEPTFORD AUTHORIZING A CLOSED SESSION OF THE WEST DEPTFORD TOWNSHIP COMMITTEE FOR DISCUSSION OF THE PBA CONTRACT NEGOTIATIONS AND LITIGATION CROWLE VS. WDT The Committee then went into Closed Session. Closed Session: The specific information and outcome of the closed session will be made public at a time when they are fully resolved. The committee returned from the closed session. made a motion to return to open session. It was seconded by Mr. Hansen and approved by the entire committee. Due to the late hours, the budget discussions were postponed. Open Meeting to the Public: opened the meeting to the public. Mr. Michael Spina of 1526 Division Street said that his neighbor is feeding turkey, deer, hawks, ducks, squirrels and birds and it is creating a hazard. He has to pay for new grass each year. He provided the committee with pictures of the problems and asked the committee for assistance. Mr. Umba will have code enforcement visit the residence and see what can be done. Mr. Hansen made a motion to close the meeting to the public and it was seconded by.
