UNFINISHED BUSINESS Proposed Odessa IPA: Thorbur explaied ladowers have requested that a Odessa IPA be formed. The estimated cost of the project is $45,000. The Projects & Costructio Committee reviewed the request ad adjusted the boudaries. Keith Stafford, represetig himself ad additioal ladowers, spoke i favor of the IPA. Lee Wells gave additioal iformatio about his parcel. Thorbur explaied a petitio is ot required for less tha te ladowers, but a public hearig would be required. Dry Creek Evaluatio Study: Thorbur explaied HDR Egieerig proposed two optios for the North Dry Creek Streamflow Augmetatio Study: Optio A uses compariso of the CoHyst to a refied grid ad Optio B compares CoHyst model to a aalytical model. NDNR recommeded Optio B ad would fud ½ the cost. NRD s cost is $20,450, which would apply to ay other phase or additioal wells. Olse suggested gettig verificatio from NDNR that the study would be good for 10 years if the study is i our favor. Thorbur explaied that the study will aalyze results of usig augmetatio well ad ot usig augmetatio well over fifty years ad will show whe the project will reach the ed of beeficial use. Reyolds commeted that NDNR has t agreed o a set amout of offset for the project. Fudig for the project could come from cash reserve, budgeted amouts for other projects that are t goig to be doe this year or ext year s budget. Thorbur explaied i May, a report will be issued with data for the Platte River Recovery Program statig the amout of offset beefit from TBNRD activities. The report is cosolidated with the state s report to the Goverace Committee. Whe the Goverace Committee accepts the report, TBNRD s credit is approved. This process has bee used i the past o other projects.
