2 PARLIAMENT REPUBLIC OF KAZAKHSTAN TECHNICAL ASSISTANCE PROGRAMME OF MISSION Astana, 7-28 January 2000 Professors Robert and Ann Seidmans, Boston University The purpose of the mission is to initiate a new phase of technical assistance to the Parliament, its members and staff so they can better fulfil their roles and responsibilities. The primary output will be agreed assessment of needs and a plan of actions and work for at least 2000, and in anticipation of follow up in 200. A second goal will be to provide opportunities for the new leadership and members of the Parliament and its staff to exchange ideas, and to have questions answered by very experienced parliamentary specialists. This goal will be achieved in a series of discussions, mini-symposia, and lectures to meet the wishes and time availability of the participants. A follow up programme will be defined which is expected to include return mission of the Professors Seidmans, Dutch expertise, and other experts and forms of technical support potentially comprise the following: ) learning legislative drafting; 2) improving parliamentary systems and procedures for conducting work with NGOs, civil society and constituents; with the Executive Branch; and within the Parliament itself; 3) strengthening information systems and facilities; 4) if funds petmit, assistance '.vith specific legislation drafting.. -- Resources for follow up will be provided from (a) the Government of the Netherlands and the Belgian Trust Fund, both through UNDP managed cost-sharing arrangements: (b) UNDP; (c) ABA-CEELI's on-going project; Republic of Kazakhstan Parliament, and other partners.
