1 MINUTES OF THE REGULAR CITY COUNCIL MEETING OF THE CITY OF GROSSE POINTE WOODS HELD ON MONDAY EVENING, MARCH 3, 1997, IN THE COUNCIL- COURT ROOM OF THE MUNICIPAL BUILDING, MACK PLAZA, GROSSE POINTE WOODS, MICHIGAN The meeting was called to order at 7:35 p.m. o'clock by Mayor Novitke. The following answered Roil Call: Mayor Novitke Council members Dansbury, Dickinson, Fahrner, LeFevre, Steiner Absent: Also Present: Council member Wilson City Administrator Thomas City Attorney Catlin City Clerk Warnke Assistant City Administrator DiSessa Deputy City Clerk Seder The following Commission members were in attendance: BEAUTIFICATION COMMISSION Mary Mitts Kim Sorget Motion by Steiner, supported by Dickinson, that Council member Wilson BE EXCUSED from attendance at tonight's meeting. Motion by Steiner, supported by Dansbury, that all items on tonight's agenda be received, placed on file, taken in order of appearance, and made a part of the minutes by attachment hereto and identified as Exhibit A. I

2 The following individual was heard regarding 1997 Beautification Advisory Commission Flower and Compost Bin Sale: KIM SORGET Beautification Commission Motion by Dickinson, su pp orted by Fahrner, regarding 1997 Beautification Advisory Commission Flower and Compost Bin Sale, that the City Council concur with the recommendation of the City Administrator and the Beautification Advisory Commission and AUTHORIZE the following: 1. To conduct the 1997 BAC Flower Sale on the front lawn of the City Hall on the following dates and times: Friday, May 9, 1c97 Saturday, May 10, :00 a.m. to 7:00 p.m. 8:00 a.m. to 3:00 p.m. 2. With the support of Norseman Plastics, conduct a home compost bin sale in conjunction with the BAC Flower Sale on Saturday, May 10, 1997, during the same hours of the flower sale; 3. To place home compost bins on display in the City Hall in advance of the sale to gain interest in both the flower and compost bin sale; 4. The Director of Public Works to assist in the following items: A) Display the flower sale announcement banner between the two front columns of the City Hall on or about April 14, 1997; B) Repaint the flower sale announcement sign to reflect the above dates and times; C) Place the flower sale announcement sign on the City property in front of the City Hall, located close enough to Mack Avenue so it may be visible to passing traffic, with placement of the sign to be on or about April 14, 1997; D) Deliver the "BAC Basket Display Racks" to the City Hall on Thursday, May 8, 1997; 2

3 Director of Public Safety to park a police vehicle in front of the City Hall on the evening of Friday, May 9, 1997, to serve as a deterrent to any possible vandals. Motion by Steiner, supported by Dickinson, regarding Funding Request - Children's Hone of Detroit, that the City Council APPROVE allocation of funding for the Children's Home of Detroit in the amount of $8, for the fiscal year 1997/98 budget. Motion by Dickinson, supported by Dansbury, that the City Council voice NO OBJECTION to the adoption of a proclamation regarding Fontbonne Auxiliary of St. John Hospital and Medical Center, and that such be made a part of the minutes by attachment hereto and identified as Exhibit B. Motion by Fahrner, supported by Dansbury, that the City Council AUTHORIZE any member of its body and the City Administrator to attend the Michigan Municipal League 31st Annual Legislative Conference to be held April 9, 1997, in Lansing; And to reimburse any such officials for any personal expenses incurred upon presentation and verification by the Finance Committee of an itemized expense report. 9

4 Motion by Steiner, supported by Dansbury, that the followin g BE APPROVED for payment: 1. Statement dated February 27, City Attorney, in the amount of $3, for services rendered in February Hearing no objection, the Mayor directed that the following item be ADDED to tonight's agenda: 1. Attendance at SEMCOG General Assembly. Motion by Dansbury, sup p orted by Steiner, that the City Council AUTHORIZE Council member Dickinson to attend the SEMCOG General Assembly to held March 20, 1997, in Detroit; And to reimburse such official for any personal expenses incurred upon presentation and veri f ication by the Finance Committee of an itemized expense report.
