January 26, 2017 to: from: Commissioners Cor Wilson Executive Director subject: Report for December 2016 and January 2017 New Commissioner/Board Director Please welcome Sherry Gunn, a Mounds View Council Member and the city s new representative to the Commission and the NSAC Board of Directors. I have an orientation scheduled for her on Tuesday, January 31. In addition, the City of St. Anthony has appointed an alternate representative, Council Member Jan Jenson, and I will schedule an orientation with him. I have also scheduled an orientation with the new city administrator of the City of Arden Hills, Bill Joynes. We will meet on February 8. Comcast Franchise As we come to what looks like final negotiations with Comcast for a new franchise, I want to recognize the work of CTV staff Terri Schultz and Pat Cook in contributing to and reviewing many of the technical documents, especially those pertaining to the subscriber drops at public buildings and the network sections of the franchise. Particularly this last week, we have gotten new/updated documents almost every day that they have had to review. City Managers and Administrators Committee The City Managers and Administrators Committee met on December 14, although without a quorum. We have the 2017 quarterly meetings scheduled, and the next one will be on February 15. We decided to schedule all of their meetings just prior to the quarterly meetings with CenturyLink to make it easier for the city managers and administrators to attend for the update with the new cable provider in town. Annual Conferences I have attached a schedule of this year s annual conferences. Note that the MACTA conference will be June 21 at the U of M campus in St. Paul, while the Alliance for Community Media conference will be in Minneapolis in July. Comcast Correspondence I have attached several letters from Karly Werner.

The effects of waiving or not waiving the limits are described in the attached document from the League of Minnesota Cities Insurance Trust. The staff recommends that the Commission NOT waive the monetary limits on municipal tort liability. Note: According to the NSCC By-Laws (Article VIII, Section 4), Any item requiring action of the Commission shall not be acted upon by the Commission unless said item is supported by documentation which shall be delivered to all Directors at least 48 hours prior to the Call to Order of the meeting, unless waived by a unanimous vote of all Directors in attendance at said meeting. Actions Requested: 1. Motion to waive the requirement in the NSCC By-Laws, Article VIII, Section 4, requiring notification and documentation for items to be acted upon by the Commission at least 48 hours prior to the Call to Order. 2. Motion to approve the slate of officers for 2017 as recommended by the Nominating Committee.

January 26, 2017 to: from: subject: Commissioners Coralie Wilson, Executive Director Scholarship/Internship Discussion Under our current grant funding, which continues through the end of 2017, the Commission will receive a grant for scholarships and/or internships. In recent years, the Commission has opted to use all of the grant funding for internships, but the Commission may choose to use all or a portion of the funding for scholarships. The staff recommends that the Commission continue to dedicate the funds for internships. Our interns work in both the production and technical departments and work on projects and productions for the community and the member cities.
