A quorum was confirmed. 3. Approval of Agenda and Minutes from Meeting #4 Mr. Huggins noted that the tentative Minutes from Meeting #4 had been prepared, distributed and posted online. He called for any revisions or edits. Mr. Strausbaugh made a motion to approve the Minutes from Meeting #43 as prepared, and Mr. Gillespie seconded the motion. The minutes were approved by unanimous vote of those committee members present. Worden stated that the agendas had been prepared by ICC staff and include all public comment proposals. She noted the committee would review each proposal and determine if the comment would be Approved as Submitted (AS), Approved as Amended (AM), or Disapproved and that each action required a technical reason also to be approved by the committee. There were no questions or changes to the agenda. 4. Review of Public Comments ICC901/SRCC X Minimum Standard for Solar Thermal Collectors The Committee discussed and took action by unanimous consent on the following public comments and additional proposals discussed during the meeting as follows: 2
3 Public Comment Number or Additional Proposal Approved as Submitted (AS) Disapproved (D) Approved as Amended Amendment Accepted Technical Reason (AM) 1 AS 2 AS 3 AS 4 AM through small holes The committee feels the qualification of small for the holes is unnecessary. 5 AS 6 AS 7 AM Photovoltaic-thermal modules. When a photovoltaic module is incorporated into the collector design, the photovoltaic module shall be listed and labeled to UL Electrical code requires that these modules be listed. The reason for the exception is that photovoltaic-thermal combination modules are not covered by UL1703. Exception: The photovoltaic module portion of a photovoltaicthermal collector shall comply with UL AM Pre-exposure pressure test. It is permissible to conduct the internal pressure test according to Section to confirm the flow passages are in a condition suitable for testing. The section number proposed was incorrect and has been amended to
4 9 AS 10 AS 11 AM Solar collectors containing heat pipes shall be subjected to the exposure test in accordance with ISO 9806, Section 11 Section before the thermal performance test is conducted. The same serial numbered collector shall be subjected to the exposure test and then the thermal performance test. 12 AM Exposure test. Exposure testing shall be in accordance with Section 11 of ISO 9806, using a minimum of Class B climate conditions, for no less than 30 days of exposure to adverse conditions. It is permissible to conduct the test using Class A instead of Class B climate conditions. To clarify where the requirement for the exposure test can be found. This modification provides greater clarity and reinforces the reason provided for in the original proposed change. Also, the full committee approved modification to to further clarify that the general scope of are minimum testing requirements. Proposal during meeting Approved General. Two external thermal shock tests shall be performed as specified in ISO 9806, Section 12, using a minimum of Class B conditions. It is permissible to conduct the test using Class A instead of Class B climate conditions. Two internal thermal shock tests shall be performed as specified in ISO 9806, Section 13, underusing a minimum of Class B conditions. It is permissible to conduct the test using Class A instead of Class B climate conditions. All parts of the solar collector assembly that are not factory sealed shall be subjected to this test. This change provides greater clarity for the user. ICC900/SRCC300 Solar Thermal Systems Standard The Committee discussed and took action by unanimous consent on the following public comments and additional proposals discussed during the meeting as follows: Public Comment Approved as Amendment Accepted Technical Reason 5

Also, it is noted that the duplication issue was addressed during deliberation prior to ICC/SRCC s standard development effort and resolution was not achieved. 4 AS 5 AS Proposed during meeting AM Solar system isolation. Isolation valves shall be provided with ready access and installed to allow solar storage tanks to be bypassed in the case of a multitank system, or to shut off the cold water supply to the solar tank in a one-tank system. Where hot water is supplied to a potable hot water distribution system where human contact is possible for domestic use, a master thermostatic mixing valve complying with ASSE 1017 shall be provided to reduce water temperature to defined limits. The committee believes that the words potable hot water distribution system already implies where human contact is possible. This change provides greater clarity. 12 AS 5. Adjourn It was noted that a Part II of this meeting would be scheduled by Worden to continue the review of public comments on ICC900/SRCC 300. A quorum was confirmed. 3. Review Agenda Worden stated that the committee would continue its review of public comments per the agenda starting where it had previously left off on comment #13 on the ICC900/SRCC 300 standard. She noted the committee would review each proposal and determine if the comment would be Approved as Submitted (AS), Approved as Amended (AM), or Disapproved and that each action required a technical reason also to be approved by the committee. There were no questions or changes to the agenda. 4. Review of Public Comments The Committee discussed and took action on the following public comments and additional proposals discussed during the meeting as follows. All actions approved by unanimous consent unless noted with Opposed or Abstained. Other changes were made to clarify this 8
9 requirement. Opposed: Shawn Strawsbaugh 15 AM Insulation. Insulation shall be used on all exposed hot water piping solar system fluid piping and ducts and the final 1.5 meters (5.0 feet) of metallic cold water supply pipe leading into the system, or the length of piping that is exposed if less than 1.5 meters. Insulation shall have a value of R-0.46 ok m2/w (R-2.6 of-ft2-hr /Btu) or greater. Piping exposed to solar radiation can provide useful energy. Exception: Non-metallic pipe and fittings approved for outdoor use that are exposed to solar radiation commensurate with the solar collector and contributes to the collection of energy. 16 D The committee prefers to have the text related to solar requirements directly shown in the document rather than citing another solar reference standard.
