4 Study Goals While following the common objectives and procedural guidelines used for all Henrico County Public Schools redistricting studies, three study goals have been identified: 1. Provide programming space for the Gifted Young Scholar Academy at Wilder Middle School. 2. Provide membership relief for Hungary Creek Middle School, which is currently over 100% of capacity. 3. Explore opportunities to reduce the concentration of poverty in the middle schools involved in the redistricting process while maintaining a community school concept.
5 Capacity Targets One objective is to lower Wilder MS membership to accommodate a new gifted program. Another objective is to reduce overcrowding at Hungary Creek MS. Other nearby schools with capacity can help accomplish these objectives. MIDDLE SCHOOL Membership Gifted Program Adjustment by Functional Capacity Utilization Memb Target (90% of Capacity) Approximate Targeted NET Adjustment 1 BROOKLAND 1,034 1, % 1, FAIRFIELD 1,011 1, % 1, HOLMAN 930 1, % HUNGARY 1, CREEK 110.8% MOODY 1,018 1, % 1, SHORT PUMP 809 1, % 1, WILDER % Approximate targeted NET Adjustment column indicates membership totals needed to provide relief to meet targets (orange colored), along with membership targets that schools can receive before they go over 90% (green colored). 2 Gifted program adjustment for Wilder MS will be phased in with 100 rising 6th graders beginning Fall An additional 100 students per year will be phased in through 2020 totaling 300 students at full implementation in the program.
6 Implementation Timeline Ø A small pocket/area of HCMS will be proposed for rezoning in the Fall of As part of the approved plan, staff will recommend for rising 6 th graders (current 5 th graders) in the identified area to begin the school year attending the newly-zoned middle school. Ø All other approved school boundary adjustments will be implemented in the Fall of As noted above, staff will recommend for rising 6 th graders (current 4 th graders) in the remaining identified areas to begin the school year attending the newly-zoned middle school. No students rezoned in the Fall of 2017 will be rezoned again for middle school in the Fall of 2018.
7 Recommendation for Provisions for Continuity As part of the approved redistricting plans for Fall 2017 and Fall 2018, it will be recommended that middle school siblings of rising 6 th graders affected by the rezoning have the option to attend the newlyzoned middle school to provide families the option of not having two students at the same level in multiple schools. School transportation would be provided during the phase-in of the plan.
8 Summary of Work Done to Date Ø Since Fall 2016, data has been collected and converted into GIS mapping format for analysis. Ø HCPS Census Tract, or planning unit data, has been evaluated to account for future development. Ø HCPS staff and Cropper have worked over the past several months to evaluate viable options. Ø Meetings have been held with the School Transportation Department to obtain feedback regarding options. Ø Preparations have been made to share all supporting materials with the public. Ø Online survey has been developed to obtain feedback from public and stakeholders.
9 Overview of Options Ø Three (3) DRAFT options have been created to gather community feedback. Ø All options are subject to change, if there are suggested changes that bring the option closer to adhering to the overall project objectives and redistricting guidelines. Ø Each long-term option for includes a (small pocket/area) component to provide immediate capacity relief to Hungary Creek MS. Ø Some small high school boundary adjustments are recommended in the DRAFT options with the goal of better aligning feeder patterns. Ø Membership estimates have been created that span out to residential build-out. Factors taken into consideration include programs (students attending from out of zone) and future planned residential development.

13 Option A - Pros Ø Capacity is provided to Wilder MS to accommodate 300 students from out of zone. Ø Capacity relief is provided to Hungary Creek MS. Ø All of Shady Grove ES feeds into Short Pump MS (no longer split). Ø The Echo Lake ES split between Holman MS and Hungary Creek MS is more balanced. Ø Transportation efficiency is achieved by moving the Twin Hickory ES area to Short Pump MS. Ø adjustments provide immediate relief to Hungary Creek MS.
14 Option A - Cons Ø Twin Hickory ES is split between Holman MS and Short Pump MS, although the split is balanced. Ø Glen Allen ES is split between Holman MS and Hungary Creek MS. Ø Moody MS is split between Hermitage HS and Henrico HS. Ø Area sent from Wilder MS/Hermitage HS to Brookland MS/Henrico HS is less efficient in terms of transportation.

Ø Small section of Holman MS (Springfield Park ES area) feeds into Tucker HS resulting in Holman MS feeding 3 high schools. Ø Area sent from Hungary Creek MS to Holman MS is less efficient in terms of transportation. Ø Fairfield MS is split between Henrico HS and Highland Springs HS. Ø Moody MS is split between Hermitage HS and Henrico HS. Ø There is a small split of Harvie ES to Wilder MS. Ø Area sent from Wilder MS/Hermitage HS to Brookland MS/Henrico HS is less efficient in terms of transportation.

Ø All of Shady Grove ES feeds into Short Pump MS (no longer split). Ø River Mill development feeds into Brookland MS, which proactively plans for the influx of students in this area. Ø The Echo Lake ES split between Holman MS and Hungary Creek MS is more balanced. Ø The southern area of Twin Hickory ES moved to Short Pump MS improves transportation efficiency. Ø Springfield Park ES feeds entirely into Holman MS. Ø adjustments provide immediate relief to Hungary Creek MS. Ø Area sent from Wilder MS to Fairfield MS is closer to Fairfield MS. Ø Larger portion of Holman MS feeds into Tucker HS than in Option B.
27 Option C - Cons Ø Longan ES is split between Holman MS and Hungary Creek MS. Ø Fairfield MS is split between Henrico HS and Highland Springs HS. Ø Holman MS feeds 3 high schools (Tucker, Glen Allen, Deep Run). Ø Moody MS is split between Hermitage HS and Henrico HS. Ø Area sent from Hungary Creek MS to Holman MS is less efficient in terms of transportation. Ø There is a small split of Harvie ES to Wilder MS.
