Districts shall contain reasonably equal total population; ii. Districts shall comply with applicable federal and state law, including, without limitation, the CVRA, the Constitution of the United States and of the State of California, and the federal Voting Rights Act of 1965, as amended, 52 U.S.C , et seq.; Other considerations are allowed as long as they do not conflict with any of these requirements. iii. Districts shall be geographically contiguous and drawn to encourage geographic compactness; and iv. Districts shall be drawn with respect for geographic integrity of any neighborhood and any community of interest, including racial, ethnic, and language minorities, to the extent possible without violating the requirements of any of the preceding provisions.

Asian-Americans are 16% of the total pop. and 18% of eligible voters. Each of the 5 districts should have about 10,107 residents (1/5 of 50,533 total). 7 Defining Communities of Interest 7 1 st Question: what is your neighborhood or community of interest? A Community of Interest is generally defined as a neighborhood or community of shared interests, views, problems, or characteristics. Possible community feature/boundary definitions include: School attendance areas Natural neighborhood dividing lines, such as highway or major roads, rivers, canals, and/or hills Areas around parks and other neighborhood landmarks Common issues, neighborhood activities, or legislative/election concerns Shared demographic characteristics Such as similar levels of income, education, or linguistic isolation 2 nd Question: Does a Community of Interest want to be united in one district, or to be divided to have a voice in multiple elections?
