The course may at the latest be taken concurrently with subject module project 2. The focus is on the EU s national and international organisational characteristics and inter- and intra-institutional politics in the EU, including interest groups, policy formulation and implementation, and legitimacy and democracy in the EU The purpose of the course/project/seminar is for students to acquire: Knowledge: Knowledge of the formal and informal organisational structures, procedures, routines and norms that characterise administrative and political processes in the EU. Skills: Skills in the analysis of specific issues in EU politics and administration, utilising key theories in the subject area. Competencies: Competency to understand the complexity of the EU's political processes and the functions and tasks of the public administration. Eksamensform Individual oral examination with synopsis. The synopsis may be compiled in groups of up to four persons. Oral examination without preparation time. The examination duration is 20 minutes, including assessment. The use of notes and course materials is permitted. The examinee prepares a synopsis of max. 1 page, outlining how key theories from the course can be applied to the project work. The examination is based on the synopsis, and tests the entire curriculum. The synopsis itself is not included in the assessment. 2 Underviser Kennet Lynggaard ( kennetl@ruc.dk ) Sevasti Chatzopoulou ( seva@ruc.dk ) kursusgange Lecture 1 w/ Kennet Lyngaard Tidspunkt 10/ kl. 10:45-12:45 The early years of European integration and classical theories of integration This lecture examines the origins of today s European Union, from the creation of the European Coal and Steel Community in 1951, the European Economic Community in 1957 and the relaunch of the single market in the 1980s. It poses the questions: what is it about the post WW2 world that made centuries old proposals for European unity more viable? What distinguishes European integration from other forms of international cooperation? What explains the successes and failures of integration in this early period? The lecture also introduces the so-called classical theories of European integration, neofunctionalism and intergovernmentalism. This discussion critically engages with debates about why European states voluntarily pooled sovereignty to create the European Community, the role of supranational institutions and the idea of spillover. This lecture examines key developments in the EU from the 1990s, such as agreement of the Maastricht Treaty, the decision to create a single currency and incorporation of 12 new mostly post-communist member states. It also considers key challenges, including the rise of Euroscepticism and citizen disenchantment reflected in referenda rejections of Constitutional and Lisbon treaties and the impact of the Eurozone crisis. This lecture also focuses on social constructivist and governance approaches to the study of the EU, with the latter drawing on comparative politics and policy studies. The European Council and the Council of the European Union is typically portrayed as the intergovernmental battlegrounds, where EU decisions are made. The European Parliament is, on the other hand, often seen as nothing more than a talking-shop. This lecture challenges both of these popular views. This lecture will look into organisation and discuss the role of the European Court of Justice in European integration. The lecture focuses on the interactions and politics among the EU institutions and the organized interests. More specifically, the important role of the interest groups in connecting the EU institutions with the citizens and how they mediate representation of interests between them will be presented and discussed. Representation practices differ across policy areas and institutions within the EU multi-level polity which makes their study complex but also significant from a normative and democratic point of view. How, by whom and under which objectives market integration is governed remains one of the key issues in European politics. In particular in the context of the current crisis, EU economic governance has become increasingly politicised. This lecture focuses on the key developments, actors and process in EU economic governance, and discusses the politics of single market integration. EU policy making varies across policy areas and, in particular, policy making has changed a great deal in the course of time. This lecture presents and discusses some of the analytical tool available for the study of EU policy making and policy processes. The concept of Europeanisation has become central in the effort to understand and explain the national responses to EU decisions and the process of change with respect to institutions, policies and politics. This lecture focuses on the conceptualization of Europeanisation, the mechanisms and factors in inducing/impeding change. The lecture will attempt to untangle the difficulties in applying the concept Europeanisation and distinguish the various critical views. The lecture will reflect on the Europeanisation of social policy whose scope widened extensively the last decade, marked by the arrival of the Open Method of Coordination and the growing importance of social partnership. This lecture focuses on the EU as a Regulatory regime. It aims to provide the necessary knowledge on how the EU has developed through time as a regulatory state and the shifted authority of regulatory policy making and management from the member states to the EU. Issues of the EU regulatory design, the growth of the agencies and the scope of their authority as part of the EU regulatory governance will also be considered. The lecture will also reflect on the politics of EU regulatory governance among the different EU and member states institutions and their impact on policy making both internally (the member states) and externally (the rest of the world). Common Foreign and Security Policy and enlargement. The lecture focuses on the key historical and institutional developments within the EU foreign, security and defense policy. The continuous attempts by the members states to maintain control of their foreign policies within the European Union does not only indicate the intergovernmental dimensions of the foreign policy area but also explains the marginal development and operation of the EU institutions. The lecture will also reflect on the enlargement as part of the EU foreign policy in the making. The last decade the establishment of the Common Foreign Policy along with the enlargement triggered important institutional changes at the EU level with implications at the national foreign policies.
