2 Background information About the ADB/OECD Anti-Corruption Initiative for Asia and the Pacific In 1998, countries from the Asia-Pacific region formed the ADB/OECD Anti-Corruption Initiative to work together in their anti-corruption efforts. 1 Since then, the Initiative has served as a forum for anti-corruption agencies in the region to exchange practices and experiences. In 2015 in Mongolia, the Initiative launched a Law- Enforcement Network. At the Initiative s 2016 meeting in Bhutan, members agreed to prepare a new work programme that would boost the impact of the Initiative by helping policy-makers and practitioners in the region reduce corruption on the ground. About the Meetings Ninth Regional Conference on Nurturing an Anti-Corruption Culture in the Asia-Pacific Region The Korean Government will host the 9 th Regional Conference of the ADB/OECD Anti-Corruption Initiative for Asia and the Pacific on November 2017, in Seoul, under the theme Nurturing an Anti-Corruption Culture in the Asia-Pacific Region. The Conference will feature a high level panel, working sessions for the members of Public Integrity Network and the Law Enforcement network (LEN) and the meeting of the Steering Committee of the Initiative. High Level Panel on Achievements and Challenges, and Future Priorities for the Asia-Pacific The high-level panel will bring together leaders of key state institutions engaged in anti-corruption and integrity work such as Anti-Corruption Agencies, Supreme Audit Authorities, Planning Agencies, and other anticorruption agencies. It will also bring in leaders of non-governmental sector from private sector and civil society. The high level panel will identify achievements and challenges in promoting an anti-corruption and integrity culture and to determine future policy priorities for the region. Discussion of achievements, challenges, and future priorities will focus on measures that bring real change for the citizens, and help achieve international objectives, such as the UNCAC, the OECD Recommendation on Public Integrity (2017), and the 2030 Agenda for Sustainable Development. First Meeting of the Public Integrity Network on Effective Anti-Corruption and Integrity Policies The high-level session will be followed by the first meeting of the Public Integrity Network (PIN) which will bring together leaders of government institutions involved in corruption prevention as well as corruption prevention practitioners to exchange experiences and good practices on the following issues: Mainstreaming anti-corruption strategies into the national development agenda and the SDGs; Building alliance and fostering a whole-of-society approach in anti-corruption and integrity policies; Effective measures to promote an anti-corruption and integrity culture in selected sectors; Third Meeting of the Law Enforcement Network on Confiscation of Proceeds of Corruption and Asset Recovery The Third Meeting of the Asia-Pacific Law Enforcement Network (LEN) will take place in parallel with the PIN meeting. In line with discussions at the 2016 LEN meeting in Bhutan, this meeting will focus on confiscating the proceeds of corruption and asset recovery. Participation in the LEN meeting is restricted to law enforcement practitioners (namely investigators and prosecutors) who address corruption, anti-money laundering, and tax crimes. The meeting will be dedicated to the presentation of real-life cases that involve confiscation and asset recovery and will include small group discussions on a hypothetical case study. 1 Current Membership is comprised of Afghanistan; Australia; Bangladesh; Bhutan; Cambodia; People s Republic of China; Cook Islands; Fiji; Hong Kong, China; India; Indonesia; Japan; Republic of Kazakhstan; Republic of Korea; Kyrgyz Republic; Macao, China; Malaysia; Mongolia; Nepal; Pakistan; Republic of Palau; Papua New Guinea; Philippines; Samoa; Singapore; Solomon Islands; Sri Lanka; Thailand; Timor-Leste; Vanuatu; and Viet Nam.

3 Steering Group Meeting on Boosting the Impact of the Initiative The Steering Group of the ADB /OECD Anti-Corruption Initiative for Asia and the Pacific will bring together representatives of the Initiative s 31 member countries and jurisdictions, observer countries 2, international organisations and donor agencies. The Steering Group will discuss the Initiative s draft Work Programme, developed by the ADB and the OECD with inputs from the UNDP and UNODC. This will build on the proposals in the Discussion Paper on the Initiative s Programme of Work agreed at the 2016 Steering Group meeting in Bhutan. Meeting Venue and Logistics The Korean Government will provide the meeting venue in the Millennium Hilton hotel in Seoul. Lunches will be provided on-site. Accommodation for participants will be booked in the same or nearby hotel. The Initiative will fund the participation (i.e. travel, accommodation, and per diem expenses) for expert speakers and eligible Initiative-funded participants. 4 The meeting will take place in English with interpretation in Korean language. 6 14:15-15:45 Session 1: Ensuring coherence in integrity policies: mission impossible? The implementation of anti-corruption reforms and integrity policies involves various actors and many countries in Asia-Pacific and beyond face a challenge of policy coherence. Indeed, mechanisms for cooperation between the stakeholders, sectors, and subnational levels must be in place in order to avoid fragmentation, overlap, and gaps, and to share and build on good practices. Weaknesses in coordination may considerably diminish the effectiveness of anti-corruption efforts. This session will discuss ways that various government institutions and nongovernmental partners can ensure policy coherence in the area of integrity and corruption prevention. Panellists will debate the role of anti-corruption strategies in forging effective alliances to implement and monitor anti-corruption reforms. Panellists will also discuss innovative methods and good practices to promote a whole-of-society approach towards implementing and monitoring these policies. Most countries in the Asia-Pacific region have designed anti-corruption strategies to guide their actions in fostering a culture of integrity in government and society. This panel discussion will debate how public integrity and anti-corruption strategies can effectively contribute to national development outcomes and to the 2030 Agenda for Sustainable Development. 6

Participants will be divided into small groups (8-10 people) to discuss a hypothetical case study. Participants are invited to reflect on effective ways to build alliances to develop, implement, and monitor an anti-corruption/integrity policy, in particular: 1. The steps that they would take to identify the most pressing issues, including what evidence to build from, what actors they would involve and how they would prioritize actions; 2. SMART indicators (specific, measurable, achievable, relevant and time-bound) to measure progress (or lack of progress) over time and how they would collect relevant data mobilizing different actors. The session aims at triggering dialogue and experience sharing, providing participants with the chance of learning from each other, exchanging their ideas, challenges and solutions. 8 10:45-12:00 Session 4: Mainstreaming a Culture of Integrity for Youth: How Can We Influence the Attitude and Behaviour of the Next Generation? Citizens are not only watch-dogs of government; they are also active members of the community who can help promote integrity in society. Cultivating a shared sense of responsibility for integrity throughout society involves disseminating knowledge and building capacity through awareness-raising campaigns and civic education programmes for citizens. A key area of focus is youth, who as the future generation, represent a crucial demographic through which to cultivate knowledge and behaviour for public integrity. Mainstreaming integrity through education thus represents an opportunity to change the attitude of the next generation. Evidence is already showing that students with higher levels of civic knowledge in Asia-Pacific are less accepting of corrupt practices. This session will review experiences in using civic awareness-raising initiatives and the school system as a platform to educate citizens about integrity and anti-corruption, either by way of the core curriculum or extra-curricular courses offered by the Anti- Corruption Agencies. This session will also explore evidence of results achieved as well as remaining challenges based on case studies. Confiscation is also an important tool for asset recovery and repatriation. However, there are many challenges for effective confiscation in practice, ranging from outdated legislation to methodological and practical difficulties in tracing, quantifying and arresting illicit assets, their ultimate confiscation and repatriation. Discussions will focus on the main challenges related to confiscation and asset recovery in the Asia-Pacific region. 9
