2 Lecturer Roman Senninger, PhD Office: Office hours: by appointment ECTS 10 Form of instruction Class instruction Comment on form of instruction The teaching and learning approach of this course builds on active participation. This means that the lecturer and all course participants interact with each other in several ways. These include impulse lectures, small group exercises, short presentations, panel discussions and quizzes. Please find more information about the various activities - especially how to prepare for presentations and discussions - on Blackboard. Please also note that individual activities on the agenda might be adjusted. Class instruction takes place from 9.00AM to 1.00PM. We will have adequate breaks between individual teaching and activity units. Room: Language of instruction English Description of qualifications The overall purpose of this course is to give participants a comprehensive understanding of the European Union (EU) that they can use in future jobs or as a foundation for further specialization in EU politics. The course aims to provide a research-based introduction to the institutions, decision-making processes, and policies of the EU. In addition, the course gives an overview of the EU s impact on political competition at the national level. Learning objectives: understand the nature and role of the EU 2
3 familiarize with and apply theories and concepts of European integration know about the central institutions of the EU and their role in the decision-making process comprehend the evolution of EU policies from proposal status to implementation grasp issues and debates about the EU relevant to political parties and voters at the national level use acquired knowledge about the EU to analyze current and future questions about European Integration Academic prerequisites The course is open to Bachelor students with little or no prior knowledge about the EU. Course contents From the outside, the EU often creates the impression of being a messy political unit. One reason for this public image is that EU decision-making relies on many different actors and institutions. As a consequence, it is often difficult to comprehend who develops policy proposals, how decisions are made, and who is responsible for policy outcomes. In this course, we take a close look at the institutions, processes and policies of the EU to reach the aim of understanding European Union politics. The course is structured as follows. Introduction The course kicks off with an introduction to the European integration process. We cover milestones, discuss treaty amendments and examine the central theoretical and conceptual approaches to understand the European integration process. Institutions This part of the course provides a general introduction to the central institutions of the EU including the Commission, the Council of the European Union, the European Council, and the European Parliament. Decision making This component of the course introduces how policy decisions are taken in the EU. We build on our knowledge about the institutions of the EU to investigate the formal balance of power between actors that take part in the decision-making process. To do so, we follow the evolution of a policy from proposal status to successful implementation. 3
4 Policies Next, we look at specific policy areas in detail. In particular, we investigate the Single Market, the Environmental Policy, and the Area of Freedom, Security and Justice. We identify areas in which the EU is very active and others in which the EU is more reluctant. The EU and national politics Finally, we investigate how the EU enters political competition at the national level. We especially focus on whether and how the EU matters to national parliaments, political parties, and voters. Exam details Form of examination Course work (40%): 1 oral presentation of parts of research articles, book chapters, policy reports etc. 2 quiz papers (short written answers to quiz questions) Written home assignment (60%): 3-hour home assignment exam (written answers to questions in essay form). The exam will be evaluated according to contents (how carefully and appropriately the questions have been answered).
