Social Inclusion
Development with inclusion an avowed policy of the State Government. Several measures have been undertaken to achieve greater social inclusion through convergence in MGNREGA
Mahadalit Abhiyan was initiated in the state coinciding with May day and continued for four days. There has been manyfold increase in participation of Mahadalits in MGNREGA as a result of this special drive
Greater Participation of vulnerable Sections
Participation of Vulnerable Groups
Greater Women Participation 35 Women participation (%) Women participation (%) Year Women participation (%)

The cumulative impact of focused efforts for greater integration of the poor and the marginal sections of the population has resulted in widening the social safety net provided by MGNREGA to these sections.
Information, Education and Communication
ADPC cum DDC, BDO, PO, Executive Engineer, Mukhiya and other public representative sharing information about MGNREGA with members of marginal communities
District Level Workshop for effective coordination of Mahadalit Abhiyan
The respective DDCs in their districts organized series of meeting with the concerned officers to finalize the plan to carry forward the events. Accordingly, information was published in the local as well as the state wide newspapers. In all the GPs announcement was made regarding the special Gram sabha by the local traditional means.
Mobilisation of Women & Mahadalits
Inclusion through Mate Guidelines Provision of reservation for marginal communities 50 percent reservation for women Priortisation criteria beginning from physically challenged to SC/ST, EBC s, OBC. If not found from above then the sequence will follow in the same manner for non disabled SC/ST, EBC, OBC and others
Briksha Sanrakshan Yojana The major objective of this scheme is creation of sustainable assets for continuous income generation for marginal social groups.
The selection procedure in this scheme gives preference to members of marginal communities. The BPL score has been used as prioritization criterion.
Planning
Training & Orientation
Series of orientation were conducted at district and block level to orient all the PRS,PT, Vikash Mitras, Mukhyas, Ward members and roles and responsibility assigned to each of them. The whole Abhiyan was divided into four broad categories. In each of the location the progress was monitored by contacting all the targeted families.
Information was gathered on demand of work, demand for work for how many days to each families and seasonality and preferred place of work. POs monitored all the GPs in above mentioned categories on day to day basis and further compiled the data at block level to district and state level. This information was communicated to the DPC on daily basis. The captured demand was further uploaded in the MIS. Same process was followed in both the events.
Adherence to MGNREGA Processes
Output
As per as the MIS data, in Mahadalit Abhyan, in whole of the state over 7.46 lakhs MahaDalit families have been contacted. Out of which over 5.28 lakhs families demanded work for over 3.13 caror man-days in the financial year In women s day camp across the state one lakhs women were contacted and among which 29,671 women were issued fresh job cards. In Mahadalit Abhyan Madhepura,Nawada, Purnia and Samastipur are the districts where maximum numbers of Mahadalit families have been contacted whereas Saharsa, Jamui, Aurangabad and Sitamarhi are the district to capture highest women beneficiaries across the state.
The data reflects that after both the events in every month the participation of the targeted section of the society has increased. In case of MahaDalits which is captured in the SC/ST head in the MIS, there participation has significantly increased. In districts like Gaya, Muzaffarpur,Nawada and Madhepura where the Maha Dalit population is significant. This Abhyan has increased reach significantly among the marginalized section of the society. Which means that this initiative in Bihar has helped MGNREGA to move closer to achieve the objective of the act and by increasing the safety net cover among families of marginalized sections.
Women s day camp has increased women s participation in the schemes. Moreover in the recent time special emphasis on work like Banposak in Social forestry, with 50 percent reservation for women, has also encouraged women to participate in MGNREGA. Women s participation this year has also increase over 3% over last financial year.
Outcome
Among the intitial initiative was to connect the people with road from the place they reside with PWD road. Annual action plan allows us for a PPC road in between the residing area of that locality. A PCC road in a Mahadalit Tola and it s uses.
A PCC road in a Mahadalit Tola and it s uses. GP Teusa BP Kishanganj
Construction of Goat Shelter A Mahadalit Tola in Bihar
