Dantewada Bijapur 1536 Total Camps and refugees Villages which have not joined Salwa Judum Because of the Salwa Judum Abhiyan and Naxalite terror, 20 relief camps are being run in the district for displaced persons. As of , there were 47, 238 people in the camps. The camp wise distribution of population is given in Annexure I. 2
3 3. Facilities given to displaced persons The following facilities are being given free to camp residents: 1. Free residence 2. Free food 3. Free health care 4. Security 5. Education for children 6. Anganwadi 7. Clean drinking water 8. Electricity 9. Adult literacy centres 10. Training 11. Daily employment at Employment Centres 4. Deaths, Injuries, Property and housing loss under the Salwa Judum Abhiyan From 4 June 2005 till 31 January 2007, the following have been killed, injured and suffered property/house loss due to the Naxalites. 4 5. Running Expenses of Relief Camps The government is providing free food, housing, clothes on ncesssity, vessels, electricity, and clean drinking water. In , Rs. 300 lakh and in , Rs. 700 lakh, coming to a total of Rs lakh has been sanctioned so far, against which as of January 31, 2007, Rs lakh has been spent. The expenditure is listed in Appendix II 6. Housing arrangements for camp residents The government is providing housing free to the camp residents. The wishes of the residents were ascertained. For those who wish to stay at the camp sites on a permanent basis, permanent housing at the camp site and nearby villages is being arranged. For those who wish to return home, temporary barracks have been constructed at the camp site. The details are provided below: A. Permanent housing For those who have expressed a wish to stay in camps permanently, funds have been drawn from the food for work program, Bastar Development Authority and Essar Steel Regional Development Plan at the rate of Rs. 12,000 for each beneficiary to build 6369 houses at 32 places. The total amount for these 6369 houses is Rs lakhs, of which 4700 houses have been completed and 1669 houses are in the process of being completed. The new houses block wise are listed in Annexure III. There is arrangement for 30,000 persons to stay in these houses. B. Temporary Tin Shed Barracks For those who want to return home once the situation is normalised, temporary tin sheds have been constructed at the camp sites. For his assistance, a committee consisting of the SHO of the police station under which the camp falls and 5 non-official members has been formed who will run the camp jointly and determine all the arrangements for the camp residents. 8. Food arrangements Food is being provided free to the camp residents by the government. However, it is clarified that free rations are only being distributed to Dornapal, Errabor, Konta-Injeram, Geedam-Kasoli, Mirtur, Cherpal, Gangalur, Awapalli, Usur, Pharsegarh and Bedre camps. In the remaining camps, free rations are given only to old and disabled persons. For the remaining residents, employment centres have been opened near the camps and they are being given daily employment. The rice for the camps is being procured through the fair price shops. 5
6 9. Electricity arrangements Where the 5000 new houses are being built at 32 sites, a sum of Rs. 80 lakh has been sanctioned by the Bastar Development Authority for electrification of 14 sites. So far, 13 out of 14 sites have been electrified, and the electrification of the last one is ongoing. In these sites, the electricity board has sanctioned a free one-bulb connection. In addition, street lights are being erected with a grant of Rs from the Bastar Development Authority. A generator is being purchased for each camp for unforeseen circumstances, along with 25 tube lights and wire sets. The following camps have been electrified through generators: Errabor, Injeram, Mirtur, Cherpal, Gangalur, Basaguda, Bedre and Pharsegarh. 10. Clean drinking water arrangements In all the camps and new settlements adequate arrangements have been made for drinking water through handpumps and taps. So far 190 handpumps have been constructed in the camps. In addition, under the Tap Water Scheme, the new settlement sites at Dornapal and Bhairamgarh camps have been given tap connections. 11. Heath facilities At each camp, one medic and para medical staff have been given duty. The health team checks up the camp residents and does awareness raising. Periodic health camps are also held. At Dornapal camp, all families have been given one mosquito net and one medical kit containing life saving drugs and general tonic for children. 12. Fair price shops For those settled at the new sites, ration cards have been issued by the concerned gram panchayat so that in future they can buy rice, kerosene oil, sugar etc, at reasonable rates. 13. Educational facilities A survey has been done of all children eligible to go to school. It was found that there are 6938 children in the age group 6-14 in all the camps. These children have been admitted to schools in the camps. In addition, 25 ashrams which were lying shut in the interior 6
7 have been transferred to the camps and arrangements made for the children to be taught there. Arrangements for all children to be provided textbooks, copies etc. are being considered. It is being ensured that no child in the camps is denied an education. 14. Anganwadi facilities A survey is being done of children aged 0-6 age by the Department of Women and Child Welfare, and for these children 66 anganwadi centres have been opened across the relief camps, through which their health, cleanliness and education is being looked after. 15. Arrangements for Vocational Training For those camp residents who wish to, vocational training in stitching, carpentry, bamboo work and hand carving is being provided through various panchayat schemes. They are also being connected with the Banks. So far 635 camp residents have been given training in stitching, 200 in hand carving, 400 in bamboo work 50 in bell metal work an 600 in spinning. 16. Arrangements for daily employment Those in camps have no source of income. Therefore, employment centres are being opened up near the relief camps. 8 In addition to this, employment is being given to Salwa Judum affected areas by the Lok Nirman Department, Irrigation department and forest department from their respective accounts. 17. Appointment of Special Police Officers Due to paucity of police forces, according to the proposals given by SP Dantewada and SP Bijapur, Special Police Officers have been appointed in the following numbers S.
