1 Government of Pakistan Climate Change Division National Disaster Management Authority (Prime Minister s Office) ISLAMABAD DISPLACED PERSONS (DPs) CRISIS - POST OPERATION ZARB-E-AZB SITUATION REPORT 12th JULY With the launch of Military Operation Zarb-e-Azb against militants in the troubled North Waziristan Agency of Federally Administered Tribal Areas (FATA) by Pakistan on 15 th June 2014 temporary migration / relocation of Displaced Persons (DPs) from the area of operations to safer locations has started. 2. In view of above, the government has assigned lead role to Ministry of States and Frontier Regions (SAFRON) for rehabilitation of the DPs. NDMA is providing necessary support to FATA Disaster Management Authority (FDMA), Provincial Disaster Management Authority KP (PDMA KP), Pakistan Army and other Stakeholders for effective management of the humanitarian crisis. For this, NDMA team has been deployed at Peshawar and Bannu District. 3. Displaced Persons Registration a. Initially, registration was done at Saidgai (FR Bannu) by FDMA. However, to register population moving through other routes, new registration centers at Bannu and Peshawar has been established by FDMA. b. 72,908 Families (871,436 individuals) crossed over from North Waziristan Agency and have been registered as displaced persons. (229,485 male, 254,723 female and 387,228 children). c. Out of these 61 families (395 individuals) have opted to stay in Main DPs camp at Baka Khel (FR Bannu). d. Majority of the displaced persons have opted to move to settled areas of Bannu, DI Khan and Lkki Marwat. Approximately % displaced persons are residing in Bannu district. 4. Displaced Persons Camp. One displaced persons camp at Bakka Khel (FR Bannu) has been established by FDMA for which management and security services are being extended by Pakistan Army. Following facilities / administrative work has been provided / being provided at the Camp by the Authorities:-

Facilities Completed (1) Ground leveling (2) Pitching of tents for 100 families (300 tents) (3) Construction of shelters (50 x 20 ) for Camp Registration Centre, Men and Women Rest Areas, Mosques, Children Play Ground and Cook house (4) Displaced persons has been provided with Electricity, Water Supply, Fans, Air Coolers, Water Coolers and clothings (5) Construction of 12x Latrines and Washrooms built (separate for men and women). (6) 2,000x Tents are available as stand bye for additional families (300x pitched). (7) 24/7 availability of a medical doctor, Polio Vaccinations team with mobile field hospital, mobile dental unit and 5 ambulances has been ensured. b. Facilities Being Provided (1) Displaced Persons Camp is being extended to house families. (2) Separate Camps for Dawar and Wazir tribe would be made (3) Educational facilities i.e school for children and seperate vocational training centers for Men and women is being constructed. (4) Each family residing in camp will be provided with a family unit having living tents, cookhouse and a small courtyard with cloth wall all around the unit. 5. Relief Assistance a. Authorities have established Composite Distribution Points (CDPs). Each CDP consists of Army Components for ration distribution and security of point,, Local Authorities and FDMA for registration and cash distribution, WFP food distribution and UNHCR s NFI distribution components. NADRA has also co located their mobile registration vans for registration / verification of displaced persons. Details are as under:- (1) 3 CDPs at Bannu (2) 1 CDP in DI Khan (1 CDP has been closed) (3) 1 CDP in Lakki Maewat (1 CDP has been closed) a. Relief Provided a. Prime Minister of Pakistan had announced Financial Rs
3 40,000 per family in Month of Ramazan. Out of this amount, Rs 12,000 per family (Rs. 5,000 for Kitchen Sets and Rs. 7,000 for Ration Purchase) has been distributed in Cash to 28,846 families (Total cash distributed by SAFRON: Rs million). Cash disbursement has been stopped from 6 Jul 14. b. Further financial assistance (For those who already have received Rs 12,000 cash: Rs 28,000 and For those who have not received any cash assistance: Rs 40,000) will be distributed through Zong s Tmepay service for which Zong Sims have been issued to head of family of registered displaced persons. (2) NDMA has handed over additional 2,000 tents, 12 x 3.5 kva Generators, 1,500 x Plastic Mats, 24 Shelters (24 x 12) to FDMA, (3) PDMA KP has handed over 1,000 tents to DC Bannu. (4) Food packs distributed: 95,736 ( Army / UAE = 57,057 packs and WFP = 38,661 Packs). (5) NFI distributed: (NRC +UNHCR-SRSP) (6) Zong Sims Distributed : 33,897 (8) Livestock Department of KP has made following arrangements:- (a) Establishment of 8 fodder distribution points. (b) Provision of 8 mobile teams. (9) 1082 individuals (359 male, 314 female and 409 children) were provided medical treatment (total patients treated 12,982 till to date). (10) Government of Punjab has sent 50 trucks carrying Tents (20 trucks) and Flour & Rice (6,000 bags each, 30 trucks). (11) PDMA Punjab has provided 4000 food packs, 20 trucks NFI (2000 tents), has sent 8 trucks load of dates and 12 trucks of load of Atta on 4 Jul 14. (12) Pakistan ex service men association has provided 696 ration packs, 704 flour bags, 50 ton of fodder for animals and 240 boxes of medicines. (13) PTCL has donated 1800 food packs, 1798 flour bags (10 kg). (14) Complaint cell for DPs has been made functional at Commissioner Bannu office. (15)
4 b. Relief Planned (1) Govt of UAE is sending 50,000 Food Packs (95 kg each) (2) Govt. of Punjab announced Rs. 50 million Chief Minister s Relief Fund. (3) PM of Pakistan has announced Rs 40,000 as Ramazan Package for each registered DP Family. (4) Each Registered DP Family will be subsequently given Rs 20,000 / month 6. A Joint Team of SAFRON, Pakistan Army, FDMA, PDMA KP, Commissioner Bannu and NDMA is monitoring DPs camp management to ensure that affectees are facilitated with all necessary apparatus / arrangements for food, medical treatment, and transportation. A formation of Pakistan Army has also been tasked exclusively to support the Civil Administration to ensure smooth and efficient execution of this extensive task. 7. Voluntary Contributions. Those who wish to contribute can donate food items (flour, pulses, ghee, rice, sugar, dates, water etc.), sports items / toys (footballs, volleyballs, cricket bats / balls, toys / dolls for young), cooking utensils, hygiene kits (towels, soap, buckets and feminine products), medical supplies and monetary donations.
