2 Executive Summary Dear all well wishers, supporters and friends, Greetings from PGVS It is my pleaser that I am delighted to expound the annual progress report of PGVS for the year PGVS( PRAGATI GRAMIN VIKAS SAMITI) has successfully completed thirty-one years of the life. We have a several stories regarding success and learning during the journey of last 31 years. We have started our work in six musahars villages of Naubatpur Block (Patna) in And now we are closely associated with excluded community in 1308 villages of 17 th district of Bihar. As many of you know, PGVS is a community development organization, dedicated to help the poor, needy, deprived, under-privileged and vulnerable section of the society. At present we are working on issues like Water & Sanitation, Education, women empowerment, Land rights and Livelihood. The essence of our programme is that people themselves must participate, with increasing awareness and sense of responsibility, in the planning and implementation of project activities to their own well-being. PGVS believes that development is a process of socio-economic progress, which is best achieved through active participation of the people. PGVS emphasizes building on the resources of the people by increasing their knowledge, skills and economic strength thereby enabling them to manage the issues affecting their lives. The efforts are towards conscientious development process. Women s Rights like - land, property and agriculture issues and problems remain in the core of our concerns and their empowerment is integrated in all our programme. Pradeep Priyadarshi Secretary Pragati Gramin vikas samiti About Pragati Gramin Vikas Samiti Pragati Gramin Vikas Samiti is a non-profit humanitarian voluntary organization dedicated to help the poor, needy, and deprived, under- privileged and vulnerable section of the society. PGVS believes that development is a process of socio-economic progress, which is best achieved through active participation of the community people. It is registered under the society registration Act 21/1860(Regd. No. 394/1988/89) with the aim of empowering weaker, women and marginalized section of the society. Since its inception, it is working in 25 districts of Bihar from last 28 years, to work with vulnerable section of community to put their problem on bigger platform. PGVS is working on the issues of Land Rights, Poverty, Water and Sanitation, Education, Women Empowerment and much other important issue from its birth to build their capacity on their issues. From then on as its focus spread

3 gradually to include all SC and poor excluded communities so did its field area. With a mission to work for the most marginalized and vulnerable sections of society to ensure their dignity, equality, rights and justice. Empowerment of Musahar woman -Goals& objective for the year PGVS is working in 50 villages under two blocks of district Bhojpur and Patna to empowering of Musahar woman through their economic and social development.in this year PGVS improved the status of quality education in ICDS centre, primary schools and middle school and self identity and sustainability

4 PGVS has done various activities for improvement of socio-econoc status regarding musahar woman during the year. Meetings, conference, training groups meeting gram ekai meeting interface meeting with govt. officials. In one 250 meeting conducted at different stage, where 1650 woman have been participated. Now they have strong voice to raise their problems, active participation in meetings, solve local problems within the groups, EMM established in 29 villages including 15 old where 450 members in 29 EMM/ SHG groups.they have their own saving fund. they deposit 10 rupees every month. They have Grain bank to prevent hunger. In six villages woman farmers groups have been constituted and they are trying to link with agriculture department During the year we have conducted making job card for access job in Mahatma Gandhi National Rural Employment guarantee Act. In this year 650 job card distributed and 480 people have taken job in MNREGA around days. During the year 658 applications have been submitted by woman groups at Block office for homestead land and Vasgit parcha.bihar govt has formed Land core committee at state level. P:GVS is member of the committee. Purpose of the committee to support govt in implementation of land reform. Achievements:-658Aplications submitted for homestead land and basgit parcha from 29 villages.135 woman received homestead land and basgit parcha in 10 villages. Around 2.7 milion INR.32 woman are involve in goat rearing. we started from 20 woman.135 families have received grant for Indira awas. Each families So total amount are 11 milion 5 thousand.in 16 villages Musahar community have got Hand pump for safe drinking water. 16 thousand each hand pump.50 girl inrolled in govt school and 6 girls inrolled in KGBB.Grain Bank functional in 8 village, where 540 kg grain are available.in this year our effort 230 persons have received new old age pensons.6 woman farmers group formed and linking with govt department.29 SHG group are functional,where 3647 rupees are in hand and 5 thousand at loan.five cases have taken by community regarding atrocitie 2. Empowering people s institution to assert their rights over land and livelihood, PGVS has taken initiative through program and activity consciously to meet the challenge. Project team has planned to mobilize the community around (smallholder agriculture) women farmer about C-DAP and RKVY. So, before we start our intervention, we need to enhance our knowledge and build perception on (smallholder agriculture) women farmer and it concerning livelihood. With the facilitation ASK capacity building of community has been done by which communities are coming forward for their rights and entitlement. In accordance to the project team need we have organized a capacity building training for entire project team. This training has built the

5 understanding on RKVY and C-DAP, small, marginal and landless farmer s challenges and ways to tackle the food in security through collective farming model and registration of women farmer groups. To strengthen the people s institutions, we attempt to ensure the regular ASKs meetings around the project objective where community has the opportunity to interact with panchayat committee members and access the agriculture related information along with schemes. ASKs are also mobilizing and updating the community for land rights advocacy program and how their participation will create the pressure to reform the pro-poor policy of Homestead land. Under this program we are working in 84 villages under ten blocks of ten districts in Bihar. 1. Achievements Policy Level 202 Mahadalit family (Beneficiaries) are received Joint Vasgit Parcha own habited land and 1974 application are applied for Vasgit Parcha in Block office Mahadalit family are applied application for homestead land in Block office. 215 mahadalit family are selected for homestead land from circle officer in block and 7 families are received (5 dm) 35 dm land. 502 family are submitted application for (Dawa Patra Avedan) right of forest land on 500 acre forest land application are applied in Blocks of Two Government Schemes- Apration Basera and Apration Dkhal kabja. 850 applications are verify by revenue officer and the Demarcation (mapping) of Parcha land in Sirohi Nagar of 30 Musahar families but not Position. 149 women farmer group (144 WFG -Last Year ) are in this year. 5 new formation of women farmer group. The 3% increased women farmer group. The member of (SC %, ST %, EBC- 0.74% and Other (Minority) 7.31%) women farmer group. 46 women farmer group are collective faming year Now 18 new women farmer group are converting by collective farming therefore total collective farming women farmer group are percent increase in this session year July June women farmer are cultivating of Kitchen garden. 42 women farmer are cultivating of Kitchen garden Last year july2012-tojune 2014 and new 50 women farmer are cultivating of Kitchen garden. Rs input support of 50 women farmer for Kitchen garden. Rs input support of 10 women farmer Collective farming group for Seed, fertilizer medicine and etc. 163 ( Type Lease Land - Acre land are cultivated by 64 women collective farming group. 384 beneficiaries (Mahadalit Sharecroppers Women farmer) are benefited of crops compensation schemes. Rs received 384 beneficiaries kilogram rice and 7100 kg wheat received 142 beneficiaries. 790 women farmers are benefited by seed, fertilizer and pesticides from agriculture schemes. The value of Rs (Twelve lakh Ninety three five thousand Four hundred.) 564 women farmers (44 Women farmer samiti) are registered from ATMA. Last 547 women farmer Application submitted in ATMA for Registration. 488 beneficiaries are new old men by old age pension schemes and 111 applications are applied in block for old age pension. 32 families are received (Rs ) from Kavir Antheti scheme. 407 Dalit name are add in BPL list in this year. 31 new couples (Mahadalit) are applied application in block for Kanya Vivah schemes. And 30 new couples (Mahadalit) are benefited Rs in these schemes.

8 Users Till Date Water User Group-196 Sanitation & Hygiene- 60 Group Case Study-1, A Handicapped man used toilet There is a small village far aware from the Block Fatehpur. I am Rita Devi wife of Rudru Pandey, from the Village Nimi, Panchayat Nimi of Fatehpur Block. I live in this village from my birth. I am a very poor and differently baled woman. It was very difficulty for me to go out side for latrine and for daily morning activity.my husband was finding difficult to manage with me. On the other side family s financial situation is very poor because of which it was difficulty for us build to toilet according to my need. Because of My natural situation I used to dig at home and used for toilet. Because of neighbors fight with me because it was producing bad smell. As I was unable to go outside for toilet I was not able to suggest them anything. A Abhiyan was being organized on Safe drinking water and Swachhta in our village by Pragati Grameen Vikas Samiti with the Support of WaterAid. Where there was formed village committee to look after the water, Sanitation and Hygiene. I came to know from this meeting that through this organization toilet from govt. is demanded and built. Through this meeting I shared my situation to the Organization. This organization considered my situation and built Handicapped toilet at my home. As toilet was built my family as well as I am very happy and now I feel that struggling days are gone and they are past. Now we are creating awareness program in our village and mobilize people to build toilets at the Individual House Hold level. Thus I sincerely thank the organization and its members on behalf of my family and my village. The year 2014 was very learning point in the rural field and at the same time was a time of many challenges to work in the field. 4.Right to homestead land & Health In this current year PGVS has worked very hard and achieved its set target to some extent.the achievements are below given in points like:- During this year, Block level cadre orientation training conducted in all 15th blocks. In which 899 CBO member have participeted; and 9 govt. officials, 16 Service provider, 25 media persons,37 PRI members,123 community members and 24 CSO member were present. In the training they got information and enhance capacity to access their rights regarding homestead land right, RSBY, Social security schemes, They also learnt about MNREGA, social security schemes and act regarding SC ST Act, land rights forest rights woman rights also. PGVS Empanelled hospital visit and organised three hospital awareness programme at block level with help of CHARM. Through this programme Community CBO leaders became well aware about hospitalization process, duties of hospital and advantage of RSBY. Because of this programme, mostly BPL cardholder/ beneficiaries enrolled themselves under RSBY scheme and enhanced the rate of enrolment of smart card. In land rights theme, we organised a post card campaign through Aajivika sahayata Kendra. In this campaign, 1853 homeless family (1616 female and male 237) sent post card to the Prime minister of India for right to homestead land Act. Matter of mail was Apne wada kiya tha ki bhumihino ke liye awasiye bhumi kanun lekar aayenge, hame iska intejaar hai.

9 We organised campaigns for fill up of applications demanding Wasgeet slip (Parwana). In these campaigns, 6949 homeless families filled up these applications. We organized 6679 meetings of CBUs (3195 Bhu Adhikar Samiti, 3238 Mahila Samiti and 246-village meeting) where they could share their land rights issues of social excluded communities, and they shared health related programme such as JSY, RSBY, immunization programme and other social program. PGVS has organized 5 district level action programme. The govt authorities were not active to take quick steps regarding the people s problem. Through this warning rally, Dharana, public meeting the govt authorities were forced to take quick and immediate action about the people s problem and needs. Now the govt officials are active and accountable to the civil society. We have organized two District level public hearing. These public hearing is to gather people to understand their problems and raise their voices against exploitation. Through these hearings, applications and written grievances were collected by the organization and submitted to the concerned officials. All these petitions pertain mainly to Revenue land Women and Health related schemes including corruption and malpractices. This document has become evident for further assurance instrument. We have organized state level coordination meetings as decided. In this meeting attended Field Coordinator, District coordinator, Programme manager and monitoring and documentation officer to frequently review the progress and update as well as accomplish the planning for the next month. We have filled two RTI application forms for land related issues and the status of application, which submitted for land and homestead land. There are 8 Ajivika Sahayta Kendra, these centres functioning of the whole organization and project since daily operation closer to the ground and such centres more accessible to the community people. Ajivika Sahayta Kendra identified the potential for income generation and group livelihood activities and identified eligible beneficiaries. Through ASK there is found so many livelihood benefit and support. With the help of PGVS field workers Ramji Das and Rajesh Paswan 26 acre of land was used for collective farming by village people of Jaigiri, block- gauwariya dist-gaya. We have published Two IEC materials, 278 community-based programmes on different issues. We have organized 30 Advocacy meeting with govt officials, 26 news published in print media, We have identified 12 discrimination cases and 8 cases be taken into consideration, We have organized 5 social audits, in this audit we identified the problem of village and work which is done by administration. These achievements could putinto category wise like quantative and qualitative Qualitative achievements Block cader orientation helped many rural people to recognize their rights and mobilize people Earlier people were not able to raise their voices but now they come forward to fight for their land rights Earlier people were not aware of their land rights but now they are able to write to PM about their problems regarding landlessness Earlier people did know the benefit provided,but now they take much advantage from government hospitals

10 Earlier people did not to fill up forms for homestead land and landlessness but now they are aware of how to fill up forms. Earlier govt authorities were not active but now they are very supportive Earlier people were not aware RTI now people able to file RTI for their application Women participation and empowerment has developed is a great source of mobilization In collective manner the women mate is working properly MGNREGA developed our main project and PACS contributed a great role in empowerment of women mate. Baligaon has created a history in receiving land ownership The Govt and administration gets scared of the Organization Identity of the organization developed Collectiveness and mutual understanding developed In early time there were conflicts but because of PACS the government the Organization Quantitative achievements 42 rural families in baligaon got Wasgeet Parcha from revenue department. Many rural women got benefit from RSBY 1853 homeless families sent postcards to PM for their rights. Many people filed RTI on their application 5.MGNREGA has lot of potential in terms of providing livelihood security of the poor households especially in context of Bihar. Participation of women in MGNREGA can be more than man as man migrates for better work opportunity but women are dependent for their livelihood at local level. Women from excluded communities, especially the dalits women largely work as agricultural labour and paid very minimum of wages. One of the reasons for low participation of women in MGNREGA is the environment at work site. MGNREGA provisioned for work site facilities for women but it s hardly implemented. Hence MGNREGA is not succeeding in providing the livelihood security to scheduled caste house hold the way it can provide. MGNREGA campaign started in July 2012 mobilised work demand in large number including in the Jehanabad district. But the gram panchayat and block programme officers were not able to provide the work. PACS with support from district administration facilitated social audit in the district. The experiences suggest that lot of capacity building and sensitisation in required to improve the MGNREGA implementation. The district administration based on the report PACS submitted under MGNREGA campaign started to pilot for increase women participation in MGNREGA. Six Maha Dalit Tola s identified and results have been exciting as well as challenging. The district administration realised the fact that civil society organisations can help in building the capacity at local level and upscale the pilot in big way. Therefore, district administration reached out to PACS and requested PACS to undertake the capacity building community based organisation. To identify women primarily from Dalit community, trained them as mate and mobilise work demand through CBOs. Pragati is working in the district under PACS programme of health and land rights issues. Looking at the opportunity, PGVS decided to take this opportunity along with the other PACS partner CSOs working in the district to work on strengthening the women participation in MGNREGA through preparing pool of women mates and building capacity of PRIs. This will lead to the following: (a) Prepare pool of resource in terms of women mate and women leaders for engendering MGNREGA (b) Sensitisation of PRIs and officials to respond to the need of the women and socially excluded communities in the district. The above will not only enhance to participation but also

11 increase the average number of days of work under MGNREGA. This will also strengthen the grievance redressed process in the district. MGNREGA seeks women participation which can only be possible by creating conducing environment for women at worksites. Having women mate in the village supported by a SHG and community based organisations. The proposed plan created a pool of women mate at least 40 in each of 93 gram panchayats. Mile stones: We are selected 88 volunteers for IPPE and 1000 women mates. IPPE (Intensive Participatory Planning Exercise) Over the last few weeks the PACS team together with PGVS (Pragati Grameen Vikas Yojana) has been busy working with district and block level government officials under IPPE Programme in Bihar. It worked in the Block Makhdumpur Jehanabad. DM advised the team to take over total block and work together with PRIs. Thus we took all the Panchayats of Makhdumpur block implemented the IPPE exercise effectively. Objectives of IPPE MGNREGA (the Mahatma Gandhi National Rural Employment Guarantee Act) is a government employment scheme that guarantees rural households 100 days of paid work every year doing unskilled manual labour. Under the Act every Gram Panchayat (village council) should have an annual plan that includes enough money to pay every MGNREGA-registered family, a list of all the projects that need to be carried out in the community along with project plans. The planning process is an opportunity for community members to identify projects or issues that they think need addressing. For example, building new wells, repairing roads or irrigating farmland. Existing Resource Mapping with focus on Water, Agriculture & Infrastructure Social Mapping with focus on Seasonality & Vulnerability Validation through community participation Work Planning for the future Monitoring of the exercise or programme All the staffs from PGVS were sent to different Panchayats for monitoring. They visited villages and wards and motivated people to participate in the IPPE. They visited each family door to door and distributed people the pamphlets related to IPPE and propagated. They motivated the volunteers and encouraged them to work. But it was found that the volunteers were not able to motivate and make understand the main of IPPE. Thus the staffs found difficulty to monitor properly in the initial stage. It is also found that the volunteers also stopped to work

12 and it was difficult to find and change volunteer. Volunteers were advised to take photo graph of the work done properly. But it was found that the volunteers were found could not do so because of insufficient and unavailability of resources to carry out the activity. The we used to visit for monitoring but while we go from one panchayat to another panchayat most of the time the ward sabahas got completed. Thus it was very difficult to visit all the Panchayats. And when we miss reaching the panchayat it was found that ward sabha was not properly done. in spite of these difficulties we tried to reach the pachayats as much as possible and its evidence collected from each ward. 6.Education campaign in Gaya with support of Save the Children PGVS done several activities during this year:- PGVS organized Seminar for parents on School Readiness to strengthen ECE more than 1000 parants has been participated in seminars and others activities to access knowledge PGVS also organized Community Reading Camps for enhance capacity of parents and other stake holders to access their rights and knowledge Development of BLES component in 10 AWCs Introducing learning assessment tools at AWCs Women convention to focus on gender equity Training to teachers at school level Theater for learning training to teachers Development of VSS/SMC federation at block level Leadership and management training for head teachers Training to Children s on life skill Mobile learning vehicle Educational Melas Promoting libraries and provided Teaching Learning Materials Village level Bal Sabha once in a month Advocacy with District Institute of Education Training (DIET) to support for quality education During this year PGVS involve to enhance capacity of children to access their knowledge through various activities and program at school and village level- PGVS in manpur deeply involved to build capacity of children, teachers, AWW and PRI members. Bal mela, children groups and CPC are actively participate in all activities 7. Your eligibility comes only after your skills to deal with computer and to communicate comfortably in English. Spoke about the Aims and Objectives to Pragya Centre. The centre is being managed by joint venture of Reliance and Pragati Gramin Vikash Samiti to upgrade the skills of the girls and boys to make them more competent for employment. Our aims and objectives are to support the girls and boys to get their survivals according to their education. Reliance communication aim and objective To educate computer and spoken English course for girls, boys and women (above 18 years). Total 1330 girls and boys educate this period. The minimum qualification of the girl s and boy s are above Intermediate. And join them service. And improve the financial condition and Girls and women come out from the house. Reliance Provide Reliance IT Provide 15 computer, one UPS 10KVA, 10 connector and 4 board and time to time send hardware engineer for servicing the computer in very good way and also cooperate the organization to run smoothly. Admission process PGVS organized a campaign to distribute the handbill in village, colleges, market, slum area and education centers etc. Then convince the parents to send the girls and boys. It is free of cost courses. Here your girl and boys learns spoken English and Computer courses in 2 months. These villages and college girls got education Year PGVS conducted 12 batches this year about 420 including 210 girls has been taken computer training and Spokane English cource.each batch contains 35 girls and 35 boys. 60 % placement done by PGVS after training and they are doing job Jai jagat
