1 EFICOR Bihar Flood Relief update (7 th Sept. 2017) The flood waters have started receding at most of the affected places in Bihar. Water level in major rivers across the state are showing decreasing trend. The floods, caused by unprecedented rainfall in the catchment areas of rivers in Nepal and the plains of North Bihar, had affected nearly 20 million people in 19 districts, the overall death toll due to floods in Bihar stood at 514 as on 5 th Sept 17. People are returning back to their homes from relief camps and embankments. The Madhepur distribution number of community Kitchen has been reduced from 1114 to 164 and relief camps from 262 to 35 after 20 days of devastation. In Kathihar district, Government is still running 27 community kitchens to provide cooked food to 5335 flood survivors. It has been observed that in few villages people began to repair their houses with locally available straw and palm leaves. As on 3 rd September, The Government of Bihar has announced compensation of Rs per flood affected family and people are still waiting receive this cash transfer. One key challenge is that about 20% of the targeted households do not have their personal bank account in flood affected places. Immediate compensation to these flood survivors would definitely help to repair their houses. Till today EFICOR has distributed food & NFI to 1500 families covering 17 villages in Motihari & Banjeria blocks in East Champaran & Madhepur Block of Madhubani districts in Bihar. The relief kit includes food - Rice- 25 kg, Wheat flour 15 kg, Beaten Rice- 2 kg, Pulses 3 kg, Jaggery -1 kg, Edible oil 2 ltr, Sattu -1 kg and Salt 1 kg and Non-food items -2 Bed sheets, one Mosquito net, 2 Mats and 1 Hygiene kit. as per Sphere standards. People were appreciative about timely help and quality of relief materials. Now they are relief of food security for one month and many of them are engaged in repairing of their house. I am grateful to EFICOR for the support says Mrs. Sonila Devi who has lost her husband during this flood. Mrs. Sonali Devi aged 30 years old living in Haraj Maistan village with 2 sons named Karan (12 years old) and Arjun (9 years old) who are Sonila Devi with her two sons shaved their head on loss of their father - custom of the community. 1 P a g e
2 studying 6 th & 4 th standards. On 14 th when flood water entered their house. Mr.Ramayan Mukhya helped his children and wife to stay on the top of the asbestoses roof of their house for about 10 hours. Next day when Mr. Ramayan went in search of food; he got slipped in the current flow of water. Though the villagers tried to rescue him but all efforts were in vain and after 5 hours they could collect the dead body from a distant place. This family is in trauma by losing their only bread winner and head of the family. Mr. Ramayan was a fish vendor who used to earn an average Rs.300 per day. The community with the help of village president submitted the documents for compensation; so far she has not received the death compensation from the Government. EFICOR began the relief distribution by providing first relief kit to Mrs. Sonila Devi and she remains grateful to EFICOR for one month food provision. EFICOR staff extended the counseling support to build her confidence to face the future. Though she received the temporarily support of food & basic non food items, she is worried about their means of survival and children s future. We are seeking prayer support for this family to come to a normal life and to have an appropriate livelihood opportunity for their survival. Since the disaster is said to be worst in recent years, the farmers of flood hit Bihar are bearing the worst brunt of the devastation as flood waters destroyed hundreds of acres of standing crops across the 19 districts. With their fields inundated in flood waters and no crops to harvest, the farmers of Bihar have lost their only source of livelihood. The state government is underway to assessment situation and brings in recommendations. The condition of daily wage laborers is miserable as they do not find any job in the region. The victims mostly are involved in clearing debris and making their shelters livable. Witnessing the massive devastation, a serious need for recovery phase may arise after the relief phase. We will check on this and intimate in future updates. The team in Madhubani and East Champaran are headed by Mr. Madan Kumar and Mr. Pramod Kumar Pal. Mr. Dan Andrew Sr. Finance officer from head office would be to Katihar to oversee the relief work along with local partner NIEA to provide relief assistance to 2500 HH s in Pranpur block. Rev. Kennedy Dhanabalan, Executive Director will be visiting flood affected areas from 8-11 th Sept 17, he will also oversee the relief operations in Madhubani and East Champaran. Prayer for Tearfund UK and Tear Australia even as they involved in raising more grants for the flood victims Pray for Cedar Fund as they ve applied for government funding, for positive response from the government. Pray for smooth transportation of Relief materials to focal point where beneficiaries could come and collect without any difficulties. Pray for the good health condition of affected community especially children who are exposed to the unhygeininc sorroundings Pray that the affected people would get compensation without much delay & exploitation which is announced by the government.
