Western Region: Security Situation: President of Madeshi Mukti Morcha Moin Khan was murdered on September 16 resulted communal fighting in Kapilbastu, Rupandehi and Dang district. National Human Right Commission said at least 22 people were killed over 500 houses destroyed and 119 of them burnt down and over 5000 people displaced in Kapilbastu violence. Government of Nepal special security arrangement established in violence-hit areas of Kapilbastu additional inspector general of police (AIGP) of armed police force and Nepal police to the district deployed in the conflict zone. In Nepalgunj representative of political parties, civil society s leaders and religious leaders have demanded that the Government keep a close eye along the Indo Nepal boarder to curb any chance of possible communal violence in the area. The leaders suggested that the government give directives in advance to security personnel to shoot dead the social criminals involved in attempts at arson, robbery and vandalism. Curfew was imposed in Lamahi of Dang district because an agitated mob went on the rampage and vandalized two mosques, a penthouse a truck and a motorcycle. The district administration banned a gathering of more than 5 persons in Lamahi and Bhalubang Bazar. The government formed a high level judicial committee to probe into the violence in Kapilbastu and Rupandehi and announced relief for victims. World food program (WFP) vehicle full of food was also burn in Dang the country representative Mr. Richard Ragan express his concern to Nepal Government if the security condition is not improved WFP will stop the food distribution program. The security forces are in alert condition in Nepalgunj. CPN-Maoist has left the government and have announced their fresh agitation programme during a massmeeting at Kathmandu on Tuesday 18 Sep 07. They call Nationwide General strike on 4-6 October Eastern Region On 25,26 and 27 September a group (Tharuhat Autonomous State) associated with CPN Maoist announce general strike in Siraha and Saptari district. ADRA Nepal and ADRA Japan program officers visited in Udayapur district to coordinate with district level authorities to distribute mosquito net, non food relief item and conduct medical camps for flood affected people. Due to the strike called by agitating groups the ADRA team were shorten the visit and return to Biratnager to avoid security risks. ADRA Nepal Page 1 of 7
2 Boat Accident Two dead body of children recovered in another boat accident in Bardia district. The boat is overloaded and this accident is 3 rd accident within 40 days. Western region Health condition Most of villages in western region diarrhea, Japanese Encephalitis, Malaria, Dingo and fever disease, skin infection, eye and ear infection are reported. Children s are affected by skin infection due to flood water as they are playing in dirty flood water. ADRA Nepal medical response team is continued to conduct medical camps in the remote villages of Banke and Kailali district. Till 22 nd September 2007 ADRA has treated 24,964 patient affected by flood and monsoon rain. 2. Summary of response co-ordination: ADRA Nepal is responding flood affected population since 5 th August 2007 from east to far western region. ADRA Nepal is coordinating with District Disaster Relief Committee, Nepal Redcross Society, District Health Office, Backward Society Education, UN OCHA, Care Nepal, UNICEF, MERLIN Nepal, International Rescue Committee (IRC), Rural Reconstruction Nepal (RRN), Scheer Memorial Hospital, Save the Children US, Mercy Corps and Other Relief Agency active in the flood affected districts. Similarly ADRA Nepal is in close contact with ADRA Network eg ADRA International, Asia Regional Office, ADRA New Zealand, Canada, Australia, Japan, Switzerland, Norway, UK and the Netherlands. ADRA Nepal is exploring more funding for post disaster rehabilitation program. 3. Current interventions ADRA Nepal is responding to the people by providing Medical Assistance, Non Food Relief Items (beding Kits, Mosquito net and Preparation of Shelter to the families who lost their houses and belongings. ADRAs response in Health and Medical Care in: Udaypur served 1230 people affected by flood. Rupandehi 3 camps served 1703 patients Banke served 22 camps12092 patient and continue more camp by 24 th of September for 11 more camps Bardia served 8 camps 2764 patient Kailali served 10 camps 7175 patient As per district health office Banke request ADRA to stay some more days in Banke and conduct 11 days camps in remote locations as people seeking the medical assistance. Japan Platform/ ADRA Japan approved to fund to conduct 11 medical camps in Banke and 3 camps in Udaypur district. Also to prevent from malaria more than 20,800 medicated mosquito net will be distributed to the most vulnerable communities through Japan Platform and ADRA Japan. Non food item: ADRA Nepal dispatched the NFRI to the eastern and western Nepal. Most of the consignments are reached to the destination and some are still on the way. 200 families of Bardia district have received NFRI from ADRA Network project. 150 beneficiaries in Udaypur, 150 in Banke and 548 beneficiaries in Kailali district is still waiting for NFRI. Some beneficiaries have already received the NFRI from Redcross, UNICEF and other relief agencies. ADRA is preventing for duplication of distribution of NFRIs. ADRA Nepal Page 2 of 7

Plan of action Further plan: Conduct medical camps as needed (Banke 11 days camp) Distribute medicated mosquito net in Udaypur, Rupandehi, Banke and Bardia district through Japan Platform and ADRA Japan support Establish office for Emergency Response in Nepalgunj Mid Western Region Construct low cost shelter 302 Banke and Bardia supported by Swiss Solidarity and ADRA Switzerland Construct 162 houses in Bardia and Kailali supported by ADRA International and ADRA Switzerland Distribute surgical instrument and supplies to sub health post, health post, district hospital and community hospital as per need assessed by DHO/ADRA Emergency response team the donation was received from Direct Relief international, USA. ADRA Nepal is in process to import 10,000 pairs of shoos from Croc Shoes Hong Kong through ADRA International to be distributed in flood affected population. ADRA Nepal Page 3 of 7

Resources ADRA Nepal has received following resources from ADRA Network and donor offices: ADRA International US$ 10,000 ADRA Network US$ 55,000 ADRA New Zealand US$ 50,000 Swiss Solidarity/ADRA Switzerland US$ 60,000 Japanese Plat Form (JPF)/ADRA Japan US$ 244,000 Project under discussion ICCO/ADRA Netherlands US$ 50,000 ADRA New Zealand Rehabilitation Project US$ 50,000 ADRA International Rehabilitation Project US$ 100,000 ADRA Switzerland Rehabilitation Project US$ 30,000 Direct Relief International Container of Surgical Instrument donations$ US$ 50,000 (equivalent) Resources generated locally Local partner (BASE) committed to provide 35 cubic feet wood for building Construction per HH 462 houses initiated by ADRA US$ 99,500 Received 34 boxes of clothing s from Rato Bangla School Received 3 box new clothing s from Rotary Club and ICA to distribute in Bardia flood victims (handed over to BASE Bardia) 6. Other comments Relief work is difficult to reach due to political instability, strikes, robbery and abduction in most part of Siraha, Saptary, Mahotary, Dhanusa, Sarlahi, Kapilbastu, Rupandehi, Dang, Banke, Bardia and Kailali districts of Terain region of Nepal.
