1 REPUBLIC OF KENYA COUNTY ASSEMBLY OF ISIOLO OFFICIAL REPORT Thursday, 1 st March, 2018 Assembly Building The House met at 2.30pm The Deputy Speaker (Hon. Lemantile) in the chair PRAYERS MOTION ESTABLISHMENT OF A MODERN STADIUM Hon.Sumeiya:That, Aware that youth and sports activities are a major function of the County Government; Further aware that development of a top quality stadium will be of enormous benefit to sports activities, local communities and also to the comfort all interested parties; Acknowledging that empowering young people is considered in the list of priorities of the Vision 2030 programmes; Appreciating that increasingly, stadia are regarded as architectural icons within the urban landscape that have a massive impact on the surrounding communities and infrastructure; Further appreciating that Stadia should aim to serve the community at large, and should be designed as family-friendly destinations, both for football matches and other events; Noting that establishment of a section for indoor games, cultural centre, shades could make a better use of the facility; Worried that, the only stadium in Central Business District (CBD) is not properly designed to create people-friendly structures which provide maximum levels of comfort and safety; This assembly urges the department of sports, culture and social services to establish a modern stadium with improved facilities to assist the youths. (Question Proposed) Hon. Sumeiya: Mr. Speaker, we appreciate the rate at which our County is developed and all the pillars of infrastructure that is coming up in our County including the much anticipated resort city, the LAPSET Corridor, we already have International Airport and the runway is being upgraded. What we are lacking is a stadium.we shall appreciate the youth of this County, we cannot separate sports and the youth of this County, be it watching, be it playing especially in matters of football; but then when we try to nurture our peoples talents of our youth in terms of their potential in football, do they have necessary facilities to exploit their talents? The answer is no. Mr. Speaker, sometimes media capitalises on wrong things and the shadow things they see, that is i speak on what we experience; just the other day when we had a Presidential Campaign, we are very much aware of the climate we experienced in this County. The scorching sun and the windy seasons. The other day, on National Television, when the President was addressing a crowd of voters in this County, what we saw was very shameful, a tent was carried by wind across, that is when most people gain the image of this County. What they see from our stadium was something like that, then much to be admired is not there. When i talk of stadium, there are component which has to be put in place. We are not talking about infrastructure costing billions of money, it is something presentable, it is something that speaks much about our County in terms of image because when we are hosting dignitaries that is the only stadium we have and space, but look at the state it is in, fencing could do so much. Mr. Speaker, just try to go there for training, you can bearly do it, because the environment is not condusive. Every

3 week in this Country games is being played, that is in terms of rugby, football, basketball and people travel from all over the Country. We find our young men going all the way to Mombasa, and they don t go to Mombasa for free, the County charges some amount of fees for these people to play on their field, so it is also a revenue generating investment for our County. We talk about parking structure nothing much just something simple, talk about sits, every event for County there is a cash cow getting tents, hiring sits. Look at Mandera County for exapmle, by the time tarmac passing in our County, Mandera do not have even a kilometre of tarmac going through their County but if you compare the state of our stadium and their stadium, then you will ask yourself so many questions noting that football is in the heart of our youths.you can also do a little shopping in a kiosk, renting out to people is also source of revenue generation.then on climate being ASAL region is not condusive, we can have solar flaglight whereby our young footballers can come and play at night because the weather is not very conducive for them to play during the day. Mr. Speaker, this will go a long way in curbing the high rate of unemployment whereby these people will be given the management of the stadium, young people will be given kiosk to run, the caretakers of the stadium, a lot of potentials in nurturing talents. So at the end of the day, the County Government under pressure for unemployment will be relieved, drug abuse situation will go down. Therefore, i urge Honourable Members to support this Motion because majority of voters were young people, by extension if you support the Motion you will be doing a milestone in your responsibility and the duty to this young people. Thank you. Hon. Abdi: Mr. Speaker Sir, i support the Motion on establishment of modern stadium or upgrading. Mr. Speaker Sir, in Isiolo we have talents, our youths are very much talented especially when it comes to football. As we speak, there are three teams which have gone further proceeding to league one, now the league one has about twenty teams plus the team we have here. The teams will be playing leagues like Kenya Premier League EABL. All this teams they do not have fields where they will host their opponents. At times they will have two visitors from other part of Kenya or County playing with our team around and yet the three team which proceded to league one they do not have standard field to host their opponents. The only field is Isiolo main stadium. The status of Isiolo main stadium is not up to standard. It will be a shame for teams to host the opponents there. Sometimes they play at Wabera primary school which is substandard; it does not have even goal posts. If i can remember, there is a time the CS for Sports and Culture, Dr.Hassan Wario when he visited Isiolo towards

4 the general elections, he said there was a Government plan for upgrading Isiolo stadium to about twenty thousand sitters; if we follow up on that as leaders to see if the Government plan is in place, that could also be better because a twenty thousand sitter stadium is of high class and we can be able to hold KPL matches here. Mr. Speaker Sir, despite that this year there will be Regional ball games that will be held in Isiolo for primary school pupils and the only field is Isiolo stadium, Wabera primary, Uhuru Primary, Hekima primary and the rest of the field does not meet the standard required. It is of essence if we support this Motion and advice the relevant authority on upgrading of the stadium and to create more fields of good standard that will help our children or young boys and girls to exploit their talents. Mr. Speaker Sir, talents need to be nurtured in this County. The talents our young boys and girls have is wonderful but it lacks nurturing. So let us stand up to nurture talents of young people and let them earn a living so that they will stop asking for handouts from their leaders. Thank you. Hon. Mumina:Thank you Mr. Speaker. I support the Motion. Mr. Speaker, in other Counties, people were talking about brain drain, people have skills and they could not be able and the cannot work in their County because of pressure that moves them outside the County and Country to look for jobs. But in the pastoral set-up or pastoral community we are talking about brain stagnation. We don t devolve our youth brain, it is stagnant. So in this regard, i support the Motion and ask the necessary bodies to immediately establish the modern stadium because we need to nurture the brain of our young people. To do that, they need a condusive environment to get standard and international stadium. Mr. Speaker, Isiolo will soon be a Resort City under 2030 development plan; the International Standard Airport, Railway and we need standard stadium because they will host conversation between youths. If somebody wants to become rich, we need to have people in sport because sports have become a business entity. Having said that, when we have International Stadium, we will have more revenue, as we all now our youth are radicalised because they are idle and ignorant. To reduce that, we need to tap the talents, and to ask the County Government to have plans to establish a modern stadium. Therefore, i urge to support this noble plan. Thank you. (Applause) Hon. Kitu ya kwanza ni kwamba kiwanja haijajengwa vile inatakikana.

5 Kiwanja iko na barabara inapita katikati, milango yote imeharibika; hata kuna vijana wanafuta bhangi, dawa, lakini kama mchana wanafanya hivyo je usiku itakuaje? Kiwanja ijengwe ili vijana wacheze kwa sababu wako na talanta ili wajisaidie na kujitoa kwa umaskini. Kwa hivyo, Bwana Spika mimi naunga hoja mkono ili iweze kupita. Na pia wale wanahusika waangalie mambo ya kiwanja vizuri. Hiyo kiwanja ndio tunategemea kwa mambo mingi. Kwa hivyo naunga mkono. Hon. Dima: Mr. Speaker, i support the Motion. Much has been said by my collegues, i dont have much to add but one thing i want to say, is that vision 2030 is coming with resort city, this is also important facility that we need to have in our County. It is too late to talk about this because most of the Counties are a step ahead; they are talking about other stadium. There we did only fencing but the rest has not been done. If you go to stadium today, it is in pathetic state. It needs to be upgraded to modern stadium because one of our collegues said that we are hosting regional sports. The pain and agony our children were going through. I support the Motion; the line department need to do proper planning. We have done a lot of benchmarking if you ask sports and culture department, they have gone to several Counties. Why are we benchmarking if we cannot improve on what we benchmarked? My appeal is for the line department that planning be done. When we talk of Isiolo County on LAPSET, Airport am sure people will come to Isiolo but when we don t have facilities it will be in terrible state.i urge Members to support this Motion and make a follow up to have a modern stadium. Thank you. Hon. Sumeiya: Mr. Speaker, i thank Honourable Members for their contribution. By extension, i want to thank Honorable for Wabera Ward i know you have the youth at heart; i also thank Honorable Ekuwam for being supportive on issue of youths; i also thank Honorable Member for Chari Ward, so thank you. By supporting this Motion, we say yes to nurturing the youth talents, we say yes to put on top our teams and we say no to host teams from different Counties on substandard field. We say no to drug abuse, we say no to radicalisation. We say yes to County Government in generating more revenues. Mr. Speaker, we say yes to youth friendly by laws. Thank you. Hon. Abdi Duba MOTION Hon.
