2 2 Statements and Arguments of Political Parties and Candidates FOREWORD The publication and distribution of this pamphlet is authorized under Sections 4118 and 4119,- Oregon Laws. It contains only such statements as have been submitted by the state executive committees or managing officers of the several political parties and organizations having nominated candidates or by independent candidates. These committees have submitted statements in behalf of only those party or organization candidates who have paid for space therefor in the pamphlet. Many candidates have not availed themselves of the use of the pamphlet. As required by law, it is mailed only to registered voters whose names have been furnished to the Secretary of State by the various County Clerks. A complete list of the names of all the candidates for the several offices will be contained on the official general election ballots. Respectfully,

3 Submitted to the Voters, General Election, November 7, PLATFORM of the INDUSTRIAL LABOR PARTY The Industrial Labor party of Oregon, proclaiming loyalty to its national organization, the Socialist Labor party of America, announces as its candidates in the present election: F. T. Johns, representative from the third congressional district; A. A. Hoglund, J. R. Nasholm, A. D. Berglund, as representatives to the Oregon state legislature. In presenting these candidates, the Industrial Labor party is offering party principles rather than individuals for the indorsement of the people of Oregon. These men bear faithful allegiance to the principles for which the party struggles and are willing to stand or fall upon them, recognizing that, regardless of the many so-called issues that arise in every political contest, there can be but one issue for the working class the world over, and that is Emancipation From Wage Slavery Under capitalist production, based upon individual ownership by private employers and combinations of capitalists of the instruments and tools of production and distribution, and the concentration of wealth into fewer and fewer hands, the workers are becoming a propertyless class and are forced to sell themselves into wage slavery for a mere chance to exist. In doing so, the capitalist employer buys their commodity, labor power, at the prevailing market price as determined by the law of supply and demand. This price, translated into wages, bears a very close relation to the average cost of living, but in addition to producing his cost of living the worker is daily producing a surplus value over and above his cost of living or wages that he receives. This surplus value in the United States of America, for many generations, has amounted to about 80% of the products of his toil. This is the origin of profits, rents, dividends, etc. It is this system of labor s exploitation that the Industrial Labor party opposes and Instead of the conservative motto, A fair day's wages for a fair day s work! we inscribe on our banner the revolutionary watchword Abolition of the wages system! Capitalist Society Disintegrating The Industrial Labor party recognizes that the foundation of modern capitalist society is irreparably undermined, that nothing remains but an exterior form which may momentarily collapse. This we do not view with alarm, knowing full well that every form of class-ruled society hitherto existing, and to which the political state of capitalism proves no exception, has not only borne within itself the germs of its own dissolution but also the germs that go to make up the constitution of the new social order. Peace and war. So long as the capitalist system remains, even its so-called eras of peace amount to nothing but armed truces, for the economic forces underlying it are neither sleeping nor dormant. Rival groups of capitalists in various nations are always engaged in the struggle for commercial supremacy. Finally, every latent force of capitalist society culminates in war with all its horrors, waste of human life and wealth. Thus we perceive that wars are inherent in society with economic class divisions. Total collapse near. The Industrial Labor party recognizes that society is undergoing revolutionary transformation. It therefore applies itself to the task of gathering from the wreckage those elements that are worth saving and organizing them anew into the embryo of the new social order, that we may facilitate the transformation by reducing to a minimum the great suffering occasioned to the mass of the people by industrial paralysis. We realize that through the suspension of industrial processes due to failure of foreign markets, transportation facilities, international credit and foreign exchange, more and more workers will be thrown out of employment and a total cessation of the turning of the wheels of industry is bound to follow. It is to avoid this and to institute a system of production for use and not for profit, that the Industrial Labor party carries on its propaganda for the political and industrial organization of the working class as the only class in society that has an. historic mission to perform. It also recognizes that there is no way by which the working class can ameliorate its condition so as to strengthen it for the final conflict except it organizes in keeping with its revolutionary mission. In other words, Reforms will not suffice. Material-industrial foundation laid. Present capitalist society has already performed its historic mission in laying the foundation for the new system of production. Capitalism has developed the individual tools into mammoth collective machines requiring many men to operate and organized industrial processes so that we have collective or social production, but still retain private appropriation. Having thus performed its historic role every moment that it lingers only prolongs and intensifies the suffering and misery among the people and results in a greater and greater degradation of their ethical standards. Tactics and Goal The tactics illuminate the goal, and, conversely, the goal illuminates the tactics. Provision is made for advocacy of revolutionary change through the Declaration of Independence and the amendment clause of the Constitution of the United States. In short, we hold with Lincoln that Whenever the people grow weary of existing government, they may exercise their constitutional right to amend it, or their revolutionary right to dismember and overthrow it. To the exclusion of anarchy, we therefore advocate the political organization of the working class to capture the political state, and the organization of the workers industrially, as exemplified by the Workers International Industrial Union, to take and hold the industries. Geographical representative government, separate and apart from industry, has reached its climax. The capitalists see this; so does the Industrial Labor party. While one the capitalist leans toward industrial autocratic government, the other the Industrial Labor party, backed by the revolutionary class conscious industrially organized proletariat marches toward an industrial democracy, i. e., A REPRESENTATIVE CONSTITUTIONAL INDUS TRIAL ADMINISTRATION BY THE INDUSTRIAL VOTE. OLCOTT Candidate of the Republican Party for Governor Governor Ben Olcott was nominated at the May primaries on the record he had made as a state official. Winning as he did then, with a field of splendid men striving for the honor of the nomination, there is much greater reason to feel that he is entitled to election in November. The record that Ben Olcott has made, during his period of service as secretary of state and as governor, is a record in which any official, as well as all the people of the state, may well feel a justifiable pride. During all the time that Mr. Olcott has served the people of Oregon in a public way, there has never been any charge that he has not conducted the affairs of the state in the most efficient and satisfactory manner. As secretary of state he made a splendid record for thoroughness and careful attention to the state s business. The experience he acquired there has served him well in his conduct of the office of governor with the result that under his able direction the affairs of the people of Oregon have been administered with the single thought in mind of rendering the best service possible. Business and not Politics has been Governor Olcott s motto during his entire administration with the result that the people s business, the most gigantic business in the state, has been conducted efficiently and well, without any hint of scandal, without any show of favoritism but with singular fidelity to the idea that whatever is good business in private affairs is good business in public affairs. Without regard to personal political ambitions, the governor has given the state s affairs that same careful consideration concerning what was the best thing to do, instead of what was the most politic thing to do, that a man would give to his private business. Having no personal political ambitions for the future the people are guaranteed that if Ben Olcott is reelected governor their affairs will be given careful, personal, business management the next four years, that the governor will be found on the job trying to build up the state s business instead of trying to build up a personal political machine. Governor Olcott has shown during the past four years that he is mindful of his high oath of office, to protect and defend the constitution of the state and the United States, to preserve to all the people of every class the equal rights guaranteed to them under the constitution. 6 6 Statements and Arguments of Political Parties and Candidates Governor Olcott s administration has been fruitful of worthwhile accomplishments, a number of which were listed in the Republican state platform and which we quote herewith: Tax Reduction Aided It has taken a most constructive step in the interest of tax reduction and equalization in the appointment of the tax investigation committee. It has conducted a relentless warfare against the narcotic evil and has lent every assistance to the local authorities in squelching this incomparable menace. It has established a board of conciliation with the result that labor controversies in Oregon have been few and have generally been so amicably settled that better relations between employer and employe exist in Oregon than in nearly any other state. Law Declared Enforced It has scrupulously stood for law enforcement without fear or favor, and will continue to lend every means at its disposal to the enforcement of every law upon the statute books, and to the inculcation of respect for the constitution, the law and the courts. It has given the farmers of the state a cooperative marketing law with the idea of enabling them to secure greater returns for their toil. It has been responsible for the submission of a soldier bonus measure to the people which was calculated to be not only a small appreciation of the people of this state for the splendid service her young men rendered the nation in the late war, but was so designed as to be of greatest possible service to those returned soldiers in rehabilitating themselves and in making it as easy as possible for them to secure homes of their own. This state was * the pioneer in soldier bonus legislation. The provisions of this measure placed the gravest responsibilities upon the executive, and we feel a justifiable pride in the conservative and businesslike method of their administration. Budget Law Passed It has passed, upon the recommendation of the governor, a budget law that will effect hitherto impossible economies in state expenditures. It has made it possible to report that at no time in our history have the state institutions been in better condition, and each and every one of them has been and is being conducted upon strict business principles. Only a few years ago it was deemed imperative in many well-informed quarters that the state should at once have to expend half a million dollars for a new penitentiary. Radical changes in methods introduced by the present administration has made the present prison fairly habitable. 7 Submitted to the Voters, General Election, November 7, state and the office concerned, and with utter disregard to the building up of a personal political machine. At no time in the state s history have the governor s appointments been so universally commended. The importance of this fact can not be overemphasized, for upon these appointments very largely depends the successful administration of the people s affairs. Americanism Is Protected It has represented a thoroughgoing Americanism in all its activities, the governor at all times keeping in mind the solemn oath he had registered to preserve, protect and defend the constitution of the state and of the United States, and all efforts to subvert the constitution and the laws, whether by syndicalism or otherwise, have been 'promptly and severely frowned upon, so that the I. W. W. gained no serious foothold here, while at the same time equal personal rights of all citizens under our flag have been jealously protected and safeguarded. It has carefully administered the irreducible state school fund, lending $1,000,000 a year to the farmers of Oregon and returning thousands of dollars of interest into the state school fund, and by the wise administration of the same, has been able to serve many farm owners, and at the same time fully protect the interests of the state. Road Commission Praised It has exhibited a thoughtful regard for the best interests of the state in the appointment of the personnel of the state highway commission, the capable members of which give their service without remuneration. Under their guidance the state highway programme has been carried on rapidly and so successfully that the federal director of public roads has adopted the Oregon programme as a standard for the nation. The state of Oregon is an immense corporation with numerous business ramifications requiring an intimate knowledge of their various details if they are to receive intelligent and business-like consideration. Mr. Olcott, through his long connection with the state s affairs, both as secretary of state and as governor, has this knowledge and information more thoroughly, we believe, than any other man in Oregon, certainly far more so than any other candidate. He has had the executive experience requisite to the best service. He has been tried and found safe, sane and thoroughly reliable. No private business concern would think of dismissing so tried and experienced an executive for the purpose of hiring an inexperienced applicant. Measured by every proper standard, Ben Olcott must be acknowledged to be a faithful public servant. His experience is an asset of inestimable value to the people of Oregon. 8 8 Statements and Arguments of Political Parties and Candidates WALTER M. PIERCE Candidate of the Democratic Party for Governor Senator Walter M. Pierce is the Democratic candidate for governor of Oregon. He is a native-born citizen of the United States. He came to Oregon in 1883, from Illinois, and went to work as a common laborer on the farm of Nathan Pierce of Umatilla county, and he has made Oregon his home since that time. He has thoroughly identified himself with the growth and development of Eastern Oregon and the Inland Empire. He has taught in the public schools of Umatilla county; was school superintendent of the county for two terms; was county clerk for two terms; joint senator of Union and Umatilla counties two terms; he is now and has been for a number of years last past one of the regents of the Oregon State Agricultural College. In all of these positions he has ever been an honest, conscientious, faithful public servant. He is the author of the market road bill, the soldiers' educational bill, the first law enacted in any state for the relief of our soldier boys in the late war. While in the senate he defeated every effort to defeat initiative measures enacted by the direct vote of the people. In the legislature he proved himself at all times the friend of the common people. State taxes have increased in the last three years over 300 per cent, while county taxes in the several counties have increased nearly 200 per cent. The property and other taxes for state purposes collected in 1922 amount to $15,255, In the agricultural and stockraising counties of the state, the net returns from the products of the farm and range, at present market prices, when the expenses of raising and marketing these products are paid, will not be sufficient to pay the state and county taxes for These conditions demand that state affairs be put upon a sound, sane, economic, business basis; that the expenses of the various departments of the state be cut down to the lowest possible limit; and that taxes be reduced to the necessities of government economically administered. A large per cent of the taxable property of the state never gets on the tax roll or pays any tax, thus increasing the burden on the property that is taxed. Senator Pierce, if elected governor, will put state affairs, under his control, upon a good, sound, business basis. He will cut expenses wherever it is possible to do so. He will insist upon the enactment of such laws as will put all classes of property subject to taxation upon the tax roll and compel it to pay its just portion of the taxes. He will insist upon retrenchment everywhere where retrenchment is possible. He feels that in these efforts he will have the cooperation of the legislature and of the officials of every department of the state. 9 Submitted to the Voters, General Election, November 7, REDUCE TAXES TO THE LOWEST POSSIBLE LIMIT. MAKE ALL CLASSES OF PROPERTY PAY ITS JUST SHARE OF THE TAXES, are the issues upon which he is making his campaign for governor of this state. Is the sum of over $15,000, annually necessary in order to pay the expenses of state government in Oregon? Can the people afford to pay any such sum annually for this purpose? These are the questions that confront the people in this campaign. Senator Pierce claims that this vast sum of money is not necessary for the conduct of the state government upon any reasonable business basis. He further claims that the people can not afford to pay this vast sum annually for the support of the state government. He is making his campaign for governor upon these issues and these issues alone. He claims that if he is elected governor, he can and will be able to reduce this annual tax burden materially. To this task he pledges the people his very best efforts. In the face of this enormous annual tax burden, all other issues fade into insignificance, and Senator Pierce refuses to be side-tracked or to discuss any issue other than that of tax reduction* The present enormous burden of taxation has grown up under the regime of Governor Olcott. In the last few years it has grown by jumps and bounds. Can you hope for a reduction by keeping him in office for the next four years? If he is kept in office, what will the increase be m the next four years. This tax burden has almost, if not quite, reached the point of confiscation and bankruptcy to the taxpayer. The same rate of increase for the next four years means to many of our people absolute confiscation and bankruptcy. Hadn t we better have a change? Hadn t the people better vote for Walter M. Pierce for governor, although he does favor and vote for the compulsory educational bill, which fact neither adds to nor destracts from his qualification for governor? Senator Pierce is a firm believer in and supporter of the free public school system of the state of Oregon, and of the Agricultural College, the State University and the State Normal School. He believes that all sectarian influences should be strictly excluded from the public schools, and that laws should be enacted prohibiting the wearing of sectarian garb in the public schools by anyone. He is unalterably opposed to the use of public money for private or sectarian schools. He believes that the Agricultural College, the State University, and the State Normal School should be supported by a proper millage tax law, and that the legislature should make no appropriation to them either directly or indirectly for any purpose. What the times demand is a man in the governor s chair of this state who is a good business man; a man capable of conducting the affairs of a great corporation successfully and in the interest of its creditors and stockholders. What the people demand of a governor is results the reduction of their taxes, and this can only be accomplished by good business management. We believe the people can rely upon Walter M. Pierce to make them such a governor. We therefore urge the people, irrespective of party affiliations, or religious beliefs, to vote for Walter M. Pierce for governor at the November election. HOFF Candidate of the Republican Party for State Treasurer My oath of office is my platform; my record is your guarantee; my experience is your protection. O. P. Hoff. Mr. 0. P. Hoff, Republican nominee for reelection as State Treasurer, has shown by results from his 3% years service the truth of the State Central Committee s statement concerning him, made during his campaign 4 years ago, that he is broadminded, has a wide knowledge of public affairs, is a man of ability and honesty and his experience makes him familiar with every detail of the State Treasurer s office. He keeps the surplus money of the state out on interest and thereby saves the state over $85, a year. He stands for economy in public affairs, refusing even to permit a bill to go before the legislature inci*easing his salary. He causes a fair and equitable assessment on estates of decedents and thereby increases the state revenues over $20, per year. The public records of the office prove his efficiency and the savings he has made for the state since his first election. 11 Submitted to the Voters, General Election, November 7, FRANK L. TOU VELLE Candidate of the Democratic Party for State Treasurer Judge Frank L. Tou Velle, of Jacksonville, Democratic nominee for state treasurer, was born in Ohio, educated in the public schools of Celina, and at the University of Cincinnati, where he studied law under Judge Wm. H. Taft, and was afterwards admitted to practice. Shortly after graduation he was elected county treasurer of Mercer county, Ohio, and afterwards became cashier of the Citizens Bank of Celina, serving in that capacity until 1905, when he moved to Medford, purchasing an apple and pear orchard. In 1912 he was nominated by the Democrats for county judge of Jackson county, and was elected by a large majority, serving a six-year term. Under his administration the good road and paved highway program was inaugurated, Jackson county being the first in Oregon to pave highways. Since the expiration of his term he has followed farming and fruit raising. Judge Tou Velle has successfully engaged in many enterprises and his business acumen and sound judgment have made him an acknowledged leader in his community. 12 12 Statements and Arguments of Political Parties and Candidates J. A. CHURCHILL Candidate of the Republican Party for Superintendent of Public Instruction J. A. Churchill, Republican nominee for Superintendent of Public Instruction, is a candidate to succeed himself and should be elected on his record. He was educated in the State of Ohio, graduated from Ohio Northern University, and later receiving his master s degree from that institution. In 1920 the degree of Master of Arts in Public Service was conferred on him by the University* of Oregon. Mr. Churchill worked his way through college by teaching in the schools of Ohio and after graduating served for two years as principal of the high school of Crookston, Minnesota. For twenty-two years he was city superintendent of the schools of Baker, Oregon, and began his service as Superintendent of Public Instruction in Under his leadership the public schools of the state have been brought to a high degree of efficiency. The work of the rural schools has been strengthened through standardization, a minimum term of eight months, and better preparation of the teachers. Courses in moral instruction, safety, recreation, and agriculture have been prepared to supplement the teaching of the fundamentals. The high schools of the state have not only been standardized but free tuition for all pupils has been secured through legislation. Oregon was the first state to make the study of American history mandatory in the high schools. This requirement was made by Mr. Churchill in 1920, and he has now raised the standard so that every student completing a high school course in Oregon must have had one year in civil government and one year in American history. Efficiency in the fundamentals, a thorough knowledge of and an abiding reverence for the moral law and the constitution upon which this government is founded are the standards set by Mr. Churchill in his courses of study for the schools of Oregon. Oregon was the first state to give credit in the high school for Bible study outside of school, a course established by him in Through this course pupils are made familiar with Bible literature, characters, and stories. Mr. Churchill believes we must educate the masses for the preservation of our liberties and that upon the public schools depends the perpetuity of the nation; that without education liberty must perish from the earth; that if our democracy succeeds the masses of the people in whom abide the government must possess knowledge, intelligence, and virtue to a high degree in order that it may protect itself from corruption within and invasion from without. 13 Submitted to the Voters, General Election, November 7, S. S. GEORGE Independent Candidate for Superintendent of Public Instruction S. S. George was born in Athena, Oregon, July 16, Educated in the public schools of Washington, graduating from the Washington State Normal School, Cheney, Washington. He has been in educational work continuously since 1914, with the exception of an enlistment in the U. S. Army in His professional career includes experience as a teacher, principal and superintendent in rural, grade and high schools of Washington and Oregon. He served as principal of the Adair school, Astoria, Oregon, and assistant principal of the Eugene high school. He is a Protestant, a member of the American Legion and Elks. He does not consider the compulsory educational bill a religious issue it is fundamental. The American public schools must be preserved. They should be free to all, good enough for all and attended by all. He believes in and is advocating the compulsory educational bill. The purpose of this bill is to guarantee to every American child an equal opportunity to attend an institution free from caste, creed and racial prejudice; in order that our future citizens, during their formative period, may be imbued with that great American ideal, Equality of Rights. Divided schools mean a divided people. The state is only strong in the exact ratio that it has the undivided support of its people. If elected, he will advocate legislation prohibiting the wearing of sectarian garb by teachers employed in our public schools. He is unalterably opposed to expending public money for private or sectarian school purposes. He favors extending every possible encouragement for the growth and development of our higher educational institutions. He appreciates the fact that taxes are too high and that retrenchment in public expenditures is necessary. HANSEN Independent Candidate for Commissioner of the Bureau of Labor Statistics and Inspector of Factories and Workshops The office of the Commissioner of the Bureau of Labor Statistics and Inspector of Factories and Workshops is one of the important offices of the state. It is very essential that the Labor Commissioner be a man of practical and actual experience in the various lines of industries, knowing the hazards and conditions under which both men and women of Oregon are employed. Having had thirty years experience in all lines of manufacturing, both in the operating of machinery and common labor, Mr. Hansen respectfully solicits your support for the above office. He has served three years and six months as Deputy Labor Commissioner and Factory Inspector, having had charge of all inspections for the department in the manufacturing plants of Multnomah county for that period. If elected, he will give efficient service to the people of Oregon, and enforce all labor laws in an impartial manner. KERRIGAN Candidate for Commissioner of the Public Service Commission, State at Large Biography in brief: Mr. Kerrigan was born in Coquille, Coos county, Oregon, in Received his education in the public and high schools of that place. Later on he graduated with honors from a business college. During the period in which he was acquiring an education he applied himself strenuously to his studies and after completing his business course he applied himself to the study of law and graduated from the Oregon Law School and was admitted to practice in 1916, which study he pursued with his usual ardor, same leading to his taking a post graduate course in law at Law Society Hall, London, England. Returned to Portland, Oregon, and began the practice of law until he was elected public service commissioner. Mr. Kerrigan is a Republican, but was not a candidate at the primaries. War record: When the United States entered the great war, Mr. Kerrigan was among the first to volunteer for service overseas, serving two years in France with the famous First Division, A. E. F. He was among the first American troops to land in France, and was in the last combat troops to return home. His war record is above reproach. Justice to the people has ever been his policy; on that platform he was elected at the last election, being the recall candidate to take the place of Fred A. Williams. He received the largest majority of any candidate on the state ticket running for a contested office. The Spoils System: He considers the infamous spoils system a disgrace to this state and nation and is working assiduously to overthrow same. After his induction into office, resolution presented to the Public Service Commission but was not adopted. About 30 days later a second resolution was adopted. Results Obtained: Issued personal order to public service gas engineer to investigate gas rates; within two days the gas company made a reduction in rates of 5 cents. Mr. Kerrigan then issued another order, the results being another 5-cent reduction. His order regarding steam heat investigation and the 5-cent reduction is still under investigation and will, no doubt, mean another decrease in rates. Phone Hearing: Mr. Kerrigan never abandons a fight, as witness the McCoy and Kerrigan resolution demanding a new hearing in the now celebrated telephone rate case. His father, an old pioneer of 1849, as well as having been a warm personal friend of Mark Twain, Kerrigan Sr. is favorably mentioned in Twain s great book, Roughing It.
