1 HAY CUTTING & BALING Request For Proposals October 23, Sealed Proposal. Parties (hereafter referred to as Proposer ) are invited to submit a proposal to the (hereafter referred to as Authority ) in a sealed envelope which is clearly marked HAY CUTTING & BALING PROPOSAL DO NOT OPEN, to perform all work necessary to comply with the specifications and conditions contained herein. 2. Brief Description of Opportunity. Hay cutting and baling on Abraham Lincoln Capital Airport for farm year 2015 in the area shown on Exhibit A of the attached Hay Cutting and Baling Agreement. A response to this RFP will consist of specifying the total dollar amount the Proposer will pay the Authority for the right to cut and bale in the designated areas for farm year 2015 (Option 1) and/or specifying the dollar amount per bale harvested in farm year 2015 (Option 2), or the Proposer may specify a combination of the two Options. This amount or amounts will be included in the Proposer s response to this RFP as evidenced by completing page 4 and returning it to the Authority by 2:00 pm on Tuesday, December 2, Specifications. The attached Hay Cutting and Baling Agreement will be signed by the Authority and the Proposer selected by the Authority. 4. Familiarization With Conditions. The Proposer declares that they have carefully reviewed the Hay Baling and Cutting Agreement referred to in Section 3. above, and that they have familiarized themselves with all of the conditions affecting the scope of work and understands that in making this submission, they waive all rights to plead any misunderstanding regarding same. 5. No Collusion. The Proposer certifies that the price in this proposal has been arrived at independently without collusion, consultation, communication, or agreement for the purpose of restricting competition as to any matter relating to such prices with any other Proposer or competitor; and unless otherwise required by law, the price which has been quoted in this proposal has not been knowingly disclosed by the Proposer and will not knowingly be disclosed by the Proposer prior to the bid 1

2 opening, directly or indirectly, to any other Proposer or any competitor; and no attempt has been or will be made by the Proposer to induce any other persons, partnership or corporation to submit or not to submit a proposal for the purpose of restricting competition. The Proposer will not, under penalty of law and immediate disqualification of the proposal, offer or give any gratuities, favors or anything of monetary value to an employee, officer or agent of the Authority for the purpose of influencing favorable disposition toward a submitted bid prior to or subsequent to the award of this contract. 6. Bribery/Bid Rigging/Rotating. The Proposer agrees that it is not barred from submitting a proposal on this contract as a result of a violation of the Illinois Compiled Statues, 720 ILCS 5/33E-3 and 5/33E-4, having to do with bribery/bid rigging/bid rotating. 7. Authority s Best Interest. The Authority is soliciting competitive proposals pursuant to a determination that such a process best serves the interests of the Authority and the general public. The Authority reserves the right to accept a proposal, to reject any or all proposals, to modify or amend with the consent of the Proposer any proposal prior to acceptance, to waive irregularities, and to effect any agreement otherwise, all as the Authority in its sole judgment may deem to be in its best interest. 8. Compliance with Rules. The successful Proposer agrees to comply with all federal, state and local rules and regulations applicable to this project. 9. Pre-proposal Meeting. The only pre-proposal meeting will be held on Friday, November 14, 2014 at 2:00 p.m. in the Authority s offices on the second floor at the east end of the terminal building at Abraham Lincoln Capital Airport. (Park in the main parking lot, enter Door D take the stairs to the second floor.) The meeting is not mandatory in order to submit a proposal. Nothing indicated verbally by the Authority either before, during, or after the aforementioned pre-proposal meeting will contradict or override anything in this document. If a Proposer feels he/she has been told anything that is inconsistent with the information contained herein, it will not be considered valid unless and 2

3 until confirmation is received in writing (via letter or ) from the Authority. If appropriate, the question and response will be provided to all Proposers. 12. Proposals Due. Proposals are due in the Authority s office by 2:00 p.m. on Tuesday, December 2, 2014, at which time they will be publicly opened and read. Proposals must be submitted in an envelope clearly marked Hay Cutting & Baling Proposal - Do Not Open. Proposals should be mailed to, 1200 Capital Airport Drive, Springfield, IL or delivered in person to the Springfield Airport Authority offices on the second floor of the Terminal Building (by Door D) at 1200 Capital Airport Drive, Springfield, IL. Faxes, , and text messages are not permitted. 13. Acceptance of Proposal.
