The attached document represents the number of crimes recorded during the period which were not subsequently cancelled. 'Screened in' figures represent the number of those crimes screened in for investigation. Figures are subject to further investigation, reclassification and cancellation, and may therefore change over time. Crime classifications based on Home Office Counting Rules for Recorded Crime West Yorkshire Police uses the Niche system for recording crime. The stats classification section on each crime, has a tab that shows whether a crime is screened in or out. This is a manual tick box field and occasionally ticked in error or omitted. For example, the Homicide crimes shown as screened out, were all allocated for significant further police investigation and should be shown as screened in, not out. One has 40 witnesses statements attached to the crime had suspect(s) charged and convicted after a thorough police investigation. Through our Programme of Change, a Demand Management review was instigated in The team reviewed 4000 crimes from initial call to finalisation, finding that 72% of crime were allocated for secondary investigation and 28% filed after a primary investigation had been completed. The review found that a large proportion of crimes could and should have been finalised earlier and unnecessary deployments had taken place without any positive result for the victims. 44% of these crimes reviewed warranted a secondary investigation and 56% could have been finalised on first submission. Given the climate of austerity and a reduced workforce, this was a clear area to review. In 2016, all Districts across West Yorkshire introduced a Crime Management Unit, to assess crimes prior to allocation. This saw an increase in crimes screened out after a primary investigation had been undertaken, either over the telephone or in person. However, there was no corporate standards applied and each unit performed in different ways, including the way units used the screened in / out flag. 3) Please can you provide me with a copy of the assessment criteria used by your police force to determine whether a reported crime should be investigated further?

3 In October 2016, the Force introduced a new Force Crime Management Unit (FCMU), whose function was to record, assess, file or allocate crime. Ensure Crime Data Integrity and data quality. The staff were provided with training and guidance. All crimes are assessed using the THRIVE model (Threat, Harm, Risk, Investigation, Vulnerability & Engagement opportunities). Also decisions made based on proportionality and solvability. Regular audit checks are untaken to ensure decisions are ethical and justifiable. Since implementation of the FCMU, the force screening out rate has increased. As staff become more confident and proficient in their role, this rate should increase towards the 56% potential.
