INTRODUCTION 1.1 SECURITY CLASSIFICATION This document is marked as as there are no sensitive details contained in it and it is expressly written to be circulated both internally and externally. 1.2 DATA INTEGRITY 1 The statistics, tables and graphs contained in this document are based on substantiated cases, which are active investigations of an incident that has definitely happened. This is as opposed to using incident data, which is an initial recording of a crime that has yet to be substantiated. While every effort is made to ensure that the information contained in this report is accurate, the BPS makes no warranty, representation or guarantee as to the content, sequence, accuracy, timeliness or completeness of any data or information provided. The reader of the following pages should not rely on the data provided for comparison purposes over time, or for any reason. The BPS shall assume no liability for any errors, omissions, or inaccuracies in the information provided. Any use of the document for commercial purposes is prohibited. 1.3 EXPLANATION OF GRAPHS The graphs used in this report include standard deviation, which has been used as a means of objectively measuring how much the crime rate has varied over time and is useful in identifying extreme highs and lows of crime. Standard deviation has been used so that where the crime rate is above the red line (2 standard deviation above the mean average), it is considered exceptionally high. Where the crime rate is below the blue line (2 standard deviation below the mean average), it is considered exceptionally low. In both cases it can be referred to as statistically significant (high or low) and is an indication of whether the quarterly statistics are exceptionally high or exceptionally low. 1.4 AIM The aim of this report is to produce accurate, timely, objective information that: Enables informed decisions to be made on the types of crime that threaten the safety of the community. Is used to proactively manage risks to the island and ensure effective policing, redeploying and directing resources at a strategic and tactical level, as required. Facilitates effective and open communication with our stakeholders, developing the means to inform them of the plans, efforts and progress being made by the BPS. Provides meaningful information as one of the means of reassuring communities in Bermuda. 1 Crimes Against The Person has increased by 1 crime in 212 due to the re-classification of the murder of Rudy SMITH 2

4 1.5 Executive Summary There were 899 offences in 214, an increase of +87 or 1.7% when compared to presents the seventh quarter in a row whereby offences have remained under 1, per quarter and is the fifth lowest quarter since 2. Incidents Calls for Service and Arrests in 214 have decreased. There were murders and 1 injury by firearm in 214. Crimes Against The Person and Crimes Against Property have increased when 214 is compared to 213, whereas Crimes Against the Community decreased. However the overall 5 year trend shows a decrease in all categories. 5 NO. OF OFFENCES 2. ALL CRIME 2.1 SUMMARY The total for All Crime in 214 increased by +87 offences or +1.7% compared to 213. In comparison to the same period last year ( 213), 214 has decreased by -53 offences or by -5.6%. The total for 214 was 899 as can be seen in Figure 2: Figure 2: All Crime (Last 5 Quarter comparison ) Percentage Absolute ALL CRIME % TRENDS 214 presents the seventh quarter in a row whereby offences have remained under 1, per quarter and is the fifth lowest quarter since 2. 6 NO. OF OFFENCES 3. CRIMES AGAINST THE PERSON 3.1 SUMMARY Crimes Against The Person offences in 214 increased by +2 offences or +1.7% compared to 213. In comparison to the same period last year ( 213), 214 has decreased by -53 offences or by -31.%. The total for 214 was 118 as can be seen in Figure 4: Figure 4: Crimes Against the Person (Last 5 Quarter comparison ) Percentage Absolute C.A.T.P % TRENDS In 214 the long term trend of Crimes Against The Person continues to decrease with 214 being the 15 th consecutive quarter under 2 offences. When compared to 213, the most notable crime of 214 within the Crimes Against The Person category was Other Assaults with 92 offences (+5). Robbery has decreased (-3) and Serious Assaults have also decreased (-3), however Indecency has increased (+2). 7 FIREARM INCIDENTS PER QUARTER 4. FIREARM INCIDENTS Firearm Offences are included within Crimes Against The Community (Section 5); however Firearm Incidents 2 may not necessarily be recorded as offences, as often there is no suspect or even a victim. 4.1 SUMMARY In 214 there were 8 Firearm Incidents of which 2 were Confirmed Firearm Incidents and 6 were the Recovery of a Firearm and or Ammunition. This is an increase in the number recorded in 213 whereby there were 4 (+4) Firearms Incidents of which 3 (-1) were Confirmed Firearm Incidents and 1 (+5) was the Recovery of a Firearm and/or Ammunition. A summary of Firearms Incidents for the last 17 quarters can be seen in Figure 6: Figure 6: Firearm Incidents In Bermuda ( ) 25 FIREARM INCIDENTS IN BERMUDA BY QUARTER ( ) Recovery of a Firearm and or Ammunition Confirmed Firearms Incident To enable accurate recording, analysis and reporting of firearm incidents, the BPS classifies firearm incidents into 2 categories which are split into Confirmed or Recovery Of A Firearm and Or Ammunition. A Confirmed incident is where a person has been shot (fatally or wounded), a person has been shot at and corroboration is provided by forensic recovery of ballistic material, CCTV footage showing a firearm, reliable witness testimony or a person is charged with a firearms offence connected to the incident, a firearm is used in the commission of a criminal act and corroboration has been obtained, or a report of a firearm discharged and forensic material (bullet casings) have been recovered. A Recovery Of A Firearm and Or Ammunition is where a firearm, ammunition or imitation firearm is recovered by police. 6

8 FATALITIES AND INJURIES PER QUARTER 4.2 FIREARM TRENDS In 214 there was 1 firearm recovered, fatalities, 1 injury and 2 individuals were arrested for firearms offences. The total number of persons shot since 21 is 73, of which 2 have been fatal shootings. 9 NO. OF OFFENCES 5. CRIMES AGAINST THE COMMUNITY 5.1 SUMMARY Crimes Against The Community offences in 214 decreased by -6 offences or -4.9% compared to 213. In comparison to the same period last year ( 213), 214 has decreased by -26 offences or by -18.2%. The total for 214 was 117 as can be seen in Figure 8: Figure 8: Crimes Against The Community (Last 5 Quarters ) Percentage Absolute C.A.T.C % TRENDS 214 has the lowest recorded number of offences since 2 which shows that the long term trend continues to decrease. However, the majority of areas have shown increases, such as in Anti-Social Behaviour (+6), Other Weapon Offences (+6) and Firearm Offences (+1). Disorder Offences (-12) and Animal Offences (-7) have decreased when compared to 213. 10 NO. OF OFFENCES 6. CRIMES AGAINST PROPERTY 6.1. SUMMARY Crimes Against Property offences in 214 increased by +91 offences or +15.9% compared to 213. In comparison to the same period last year ( 213), 214 has increased by +26 offences or by +4.1%. The total for 214 was 664 as can be seen in Figure 1: Figure 1: Crimes Against Property (Last 5 Quarter comparison ) Percentage C.A.P % TRENDS The long term trend of Crimes Against Property has decreased. When compared to 213, the most notable crime of 214 within the Crimes Against Property category was Motor vehicle Theft (+84) and Theft of Property (+9). Burglary (Residential) has increased from 115 offences in 213 to 141 offences in 214, Burglary (Non- Residential) has decreased from 49 offences in 213 to 21 in 214 and Burglary (Tourist Accommodation) has also decreased from 3 offences in 213 to offences in 214. 11 NO. OF COLLISIONS 7. TRAFFIC COLLISIONS 7.1 SUMMARY Traffic Collisions 3 in 214 decreased by -157 or -32.8% compared to 213. In comparison to the same period last year ( 213), 214 has decreased by -78 or -19.5%. The total for 214 was 321 as can be seen below in Figure 12: Figure 12: Traffic Collisions (Last 5 Quarter comparison ) Percentage Absolute TRAFFIC COLLISIONS % TRENDS The long term trend of Traffic Collisions continues to decrease from over 6 per quarter in 28; 214 had the lowest number of cases recorded since figures began being collated in 27. There were 4 fatalities in 214 which is an increase of +2 when compared to 213. Serious injury collisions decreased from 32 in 213 to 31 in 214 and slight injury collisions decreased from 181 in 213 to 95 in 214. DRUG ENFORCEMENT ACTIVITY Drug Enforcement Activity refers to policing activity against drugs seized at the border, or activity that has led to arrests or seizures in Bermuda. 8.1 SUMMARY Drug Enforcement Activity in 214 decreased by -14 or -2.9% compared to 213. In comparison to the same period last year ( 213), 214 has also decreased by -14 offences or -2.9%. The total for 214 was 53 as can be seen in Figure 14: Figure 14: Drug Enforcement Activity (Last 5 Quarter comparison ) DRUG ENFORCEMENT ACTIVITY Percentage Absolute % TRENDS Drug Enforcement Activity has decreased in 214 when compared to 213; this is the lowest number of cases recorded since figures began being collated in 27. 13 8.3 Drug Seizures The Bermuda Police Service continues to work with its partners both locally and overseas to disrupt the trafficking of controlled drugs. These partners include HM Customs Bermuda, U.S. Customs and the U.S. Drug Enforcement Administration. Despite these partnerships, controlled drugs are still entering Bermuda which is evidenced in the number of street level drug seizures. This can be seen in Figure 16, which shows Drug Seizures By Location: Figure 16: Drug Seizures In Bermuda By Location ( 214) Location Number of Seizures PORT 16 STREET 58 OVERSEAS 1 TOTAL 75 As can be seen in Figure 16, the majority of drugs seized are at street level (58) while there were 16 seizures at ports (including LF Wade) and 1 overseas seizure which involved overseas law enforcement agencies. An estimated total of 7.7kg of controlled drugs with an estimated street value of $42,949 has been seized in 214. Cannabis was the most drug commonly seized with 7.1kg seized at a value of $356,314, Cannabis Resin was the next highest, with.6kg seized at an estimated street value of $6,894. In addition 12g of Crack Cocaine was seized with an estimated street value of $3,741. This is due to the decrease in seizures of Cocaine and Heroin at street, port and overseas levels. 4 Of note, from 214 the $ value per gram of heroin has been amended from $267 to $

14 NO. OF OFFENCES 9. TRAFFIC ENFORCEMENT ACTIVITY 9.1 SUMMARY Traffic Enforcement Activity in 214 decreased by -213 or -2.8% compared to 213. In comparison to the same period last year ( 213), 214 has decreased by -46 or -.6%. The total for 214 was 7,266 as shown below in Figure 18: Figure 18: Traffic Enforcement Activity (Last 5 Quarter comparison ) Percentage Absolute T.E.A % TRENDS Traffic Enforcement Activity has fluctuated between a low of 6,532 in 212 to a high of 16,342 in 29. With 7,266 offences in 214, overall Traffic Enforcement Activity continues to decrease. The most notable offence of 214 within the Traffic Enforcement category was Parking Offences which saw an increase of when compared to 213. This comprised of 497 tickets issued for Speeding, 178 tickets issued for Disobeying a Traffic Sign and 143 tickets issued for Use of a Handheld. INCIDENTS - CALLS FOR SERVICE 1.1 SUMMARY Incidents refer to all police activity and also to calls for service that have been recorded on the police computer system (New World System). Incidents in 214 decreased by -524 or -8.8% compared to 213. In comparison to the same period last year ( 213), 214 has decreased by -3,352 or -38.1%. The total for 214 was 5,437 as shown in Figure 2: Figure 2: Incidents - (Last 5 Quarter comparison ) Percentage Absolute INCIDENTS % TRENDS 214 saw a decrease in the number of incidents being recorded in comparison to 213, after 8 consecutive quarters of more than 1, incidents between 21 to 212, 214 is the 8 th consecutive quarter where fewer than 1, incidents have been recorded. 16 NO. OF ARRESTS 11. ARRESTS - ALL OFFENCES 11.1 SUMMARY Arrests refer to those persons arrested and brought into police custody. Arrests in 214 decreased by -58 or -9.3% compared to 213. In comparison to the same period last year ( 213), 214 has decreased by -219 or -27.9%. The total for 214 was 567 as shown in Figure 22: Figure 22: Arrests - All Offences (Last 5 Quarter comparison ) Percentage Absolute ARRESTS % TRENDS 214 represents a decrease in the number of persons arrested compared to 213, and is the lowest recorded number of arrests since data began being collated in 28. 17 11.3 GENDER Of the 567 persons arrested in 214, 468 were male and 99 were female AGE Analysis of persons arrested by age revealed that individuals from 26 to 35 years of age were arrested more frequently than any other age group (156), followed closely by those aged 18 to 25 (142). In addition, 2 of those arrested were Asian, 2 individuals were classified as black and other and 8 individuals fell into the category other. 18 11.7 TYPE OF ARREST Of the 567 persons arrested in 214, there were 2 arrests for murder and 2 arrests for firearm offences. A breakdown of the offences persons were arrested for can be seen below in Figure 26: Figure 26: Arrests - Offence Type ( 214) 17

STOP AND SEARCHES 12.1 SUMMARY Stop and Searches are conducted in a proportionate and accountable manner and only when Police Officers have occasion to exercise lawful powers. They are carried out with courtesy, consideration and respect for the individual being stopped. While the figures are not performance indicators, they are a reflection of the frequency of engagement between proactive Police Officers and Prolific Priority Offenders. They provide an indication of police activity, particularly regarding the number of highly visible patrols in the community. There were 175 Stop and Searches in 214, a decrease of -116 or -39.9% compared to 213. In comparison to 213, 214 has decreased by or -86.5%. In comparison to the same period last year ( 213), 214 has also decreased by -7 or -87.5%. The total amount of cash seized under S.5 in 214 was $13,9., which is a decrease of -$1,535. when compared to 213 ($114,435) with an additional $469, recovered from Forfeiture.
