1 1 197 Total stop & searches 42% Positive searches (82) 25% Arrests (49) Population: 93% White & 7% Hampshire s 74% Non-s 26% % White 31% 145 Non- During the third quarter of 218/19 police officers in Basingstoke and Deane carried out 197 Stop and Searches. This number of stop and searches is in line with numbers carried out over previous quarters. To provide a wider policing context, force guidelines indicate that at least 1% of stop and searches should result in an arrest and 2% should result in a positive outcome. Stop and Search in Basingstoke and Deane during the third quarter resulted in a 25% arrest rate and a 42% positive outcome rate. This indicates an intelligence led application of stop and search within the district. The current policing challenge within the district relates to county lines ; the use of young and vulnerable persons to facilitate the control and distribution of drugs through the use of phone networks by transient drug dealers. Of the 197 people stop and searched 112 gave their ethnicity as white and 29 gave their ethnicity as black. 82% of all black people searched were non-hampshire residents (24 of 29 persons), which aligns with the current intelligence picture of county lines and indicates that the districts stop and search disproportionality is largely in response to proactively tackling county lines. At district level an Inspector ensures scrutiny of stop and search. This scrutiny includes quarterly dip sampling with IAG members, BWV review with IAG members, review of stop and search if an individual has been searched more than twice in a 12 month period, and the review of all stop and search where the person has indicated their ethnicity as black. This ensures that disproportionality levels are driven by intelligence, not other factors. Learning, both positive and negative, is captured within a district action plan. 1 2

2 78 Total stop & searches 53% Positive searches (41) 17% Arrests (13) Population: 95% White & 5% 68 87% White 12% Hampshire s 99% Non-s 1% Non- The data shows that there were 78 stop searches conducted in Eastleigh District during the last quarter, comprising of 68 white people, 9 people (4 black people, 3 Asian people, 2 Arabic/North African people). 2 persons stop searched are recorded as ethnicity unknown. 99% of all persons stopped were Hampshire residents, 1 person stopped was from London. 45 of those stopped are Eastleigh District s, equating to 58%. Force guidelines are that at least 1% of stop searches should result in an arrest and at least 2% should result in a positive outcome (includes Penalty Notice for Disorder (PND) and issuing a summons). These guidelines are part of the assurance that stop search activity is directed by intelligence and conducted on likely offenders. In the last quarter, the overall arrest rate in Eastleigh District following a stop search was 17%. 13 of the 78 stop and searches resulted in an arrest. The overall positive outcome rate following a stop search was 53%. 41 of the 78 stop and searches resulted in a positive outcome. Of the 9 searches 5 of the 9 were Eastleigh residents. 4 of the 9 searches resulted in a positive outcome. (44%) Based on the last quarter, you are 5.6 times more likely to be stopped and searched if you are black compared to a white person in Eastleigh. (Force: 8.6). The most prevalent reason for the a stop search was drugs (44 stops), followed by stolen property (2 stops). The remainder were for offensive weapon, criminal damage, bladed article or going equipped. For the 44 drugs stops, the vast majority of these were on suspicion of possession of cannabis and not Class A drugs

The majority of searches this time (42 of the 63 searches, or 66% of the total) were carried out to search for drugs under section 23 Misuse of Drugs Act The next most likely reason for searches to be carried out was officers searching for items suspected to be stolen, which fits in with our ongoing priority to keep levels of shoplifting, purse thefts, and burglaries in your area as low as we can by finding and bringing to justice those responsible. Stop and search is an important yet intrusive police power which our officers can use, always provided the lawful grounds exist, to establish whether someone they suspect to be in possession of specific illegal items actually does have them on their person, without having to arrest them or take them to custody. It is not a power which can be used routinely or discriminately. And of course as with all encounters with the public, the searching officer s interaction with the person being searched must be polite and professional at all times. To make sure we are getting that right, you may be reassured to know that in addition to our own internal audit processes, we have a Scrutiny Panel, made up of members of the public, who regularly meet with us to review the stop and searches which we have carried out and challenge our decisions and thinking around specific cases to ensure we can justify carrying out each and every search. During this period the focus of use of these powers has been in specific geographical areas. Fareham town centre and the surrounding areas continue to be a key focus for the District due to ongoing anti-social behaviour and drug related issues. Information from the community and working in partnership continue to focus operational activity as these remain key community concerns and are linked to offending. Force guidelines are that that at least 1% of stop searches should result in an arrest and at least 2% result in a positive outcome (includes issuing a summons etc.). The guidelines are part of the assurance that stop search activity is directed by intelligence and conducted on likely offenders. During this period, in Fareham, 15% of stop and searches conducted resulted in an arrest and 41% resulted in a positive outcome. There has been a 4% reduction in the use of stop & search during this period but the increase in positive outcomes supports the targeted and intelligence led approach. This is an intrusive power and can be divisive if used incorrectly. It is therefore of paramount importance that officers and the constabulary are held to account in its use by the public that we serve to maintain confidence and legitimacy. The Fareham and Gosport districts benefit from having an active and critical Independent Advisory Group ( IAG ) This is a group of people from the local community completely independent of the police. They come together and scrutinise all aspects of our work but have a specific Stop and Search Scrutiny Group. This group meets on a regular basis and randomly selects stop searches to review. The members of the group are provided the details given by the officers as to why they have utilised their powers and ensure that the legal requirements are met. They also have access to the Body Worn Video ( BWV ) worn by the officer during the stop and view the stop in full to satisfy themselves in relation to not only the power being met but the manner in with it was conducted. Any issues are raised to the District Commander for appropriate action with officers be that areas of learning or positive feedback.

During this period we continue to focus our use of these powers on two main areas of criminal activity and concern. Firstly, transient drug dealers who bring class A drugs into our town and with them an associated violence. These offenders are predominantly from outside of Hampshire and work what is termed County Lines which you may have seen referred to in the national press, bringing illegal drugs into Gosport. The second area of focus has been in and around the town centre and Ferry Gardens, an area of community concern. These areas have been subjected to Anti-Social behaviour specifically in terms of the misuse of drugs. We have actively used information and intelligence from the public, local businesses and partners to focus our efforts on the areas of most concern to them. Force guidelines are that that at least 1% of stop searches should result in an arrest and at least 2% result in a positive outcome (includes issuing a summons etc.). During this period, in Gosport, 11% of stop and searches conducted resulted in an arrest and 32% resulted in a positive outcome. This is an intrusive power and can be divisive if used incorrectly. It is therefore of paramount importance that officers and the constabulary are held to account in its use by the public that we serve to maintain confidence and legitimacy. 6 25 Total stop & searches 36% 16% Arrests (4) Population: 95% White & 5% 23 Positive searches (9) 1 1 Hampshire s 8% Non-s 2% % White 4% 2 Non- Police officers in Hart used their power to stop search an individual on 25 occasions during the period 1 October 218 to 31 December 218 (Q3). 18 of these instances were where officers had grounds to search for controlled drugs under the Misuse of Drugs Act were searches were for stolen property or for items intended to be used for stealing under the Police and Criminal Evidence Act Positive action was taken following 9 of these searches, which included 4 arrests. A 36% positive action following a stop and search is in line with the Force average of 38% over the same period. In Hart for Q3 you were.8 times more likely to be stopped and searched if you were black or minority ethnic than if you were white, based on population data. Although this is a very low figure when compared to other Districts in Hampshire and the Isle of Wight I will always scrutinize any disproportionality to ensure that these vital police powers are being used lawfully and with integrity. To assist me with this process I am very lucky to have an engaged Independent Advisory Group (IAG) who provide me with a sounding board and layer of independent scrutiny. We met to discuss and dip sample stop and search data for Q3 on 11 January 219 and I will continue to engage with the IAG throughout the year ahead. For the next period (Q4) 1 January 219 to 31 March 219 gathered intelligence will assist me in directing my resources to target rural based acquisitive crime; the possession of weapons; residential burglaries; and the disruption of organised drug dealing (County Lines). Stop and Search powers will be one of the many tools we employ to achieve this

8 1 115 Total stop & searches 35% Positive searches (4) 14% Arrests (16) Population: 97% White & 3% Hampshire s 95% Non-s 5% 11 9% White 1% 19 Non Over this reporting period (1 st October st December 218) the Island has recorded 121 stop and searches. 17.1% of searches on the Island have led to an arrest. This is a slight increase on the last reporting period and remains a consistent picture for the past 12 months. Supervisors continue to scrutinise officers grounds for searches to ensure it is sound. In terms of Positive Outcomes the Island Achieves 37.4% positive outcomes. Hampshire Constabulary currently has a 4.1% positive outcome overall. The national average remains at 31%. We can confirm that 12 people were stopped of background. Seven individuals identified themselves as Black. Two identified themselves as Asian and 3 identified themselves as Other. Whilst Black disproportionality is higher on the island that we would like, this is not a concern and continues to be well below the national average. You may notice that the amount of stop and searches has increased from the previous reporting period. A contributory factor in police officers and PCSOs on the street currently addressing an Anti-Social Behaviour issue on the Island. All officers will use a wide range of powers to tackle the issue which includes searching for alcohol, drugs, cigarettes and issuing dispersal notices for the more troublesome individuals. The majority of the Stop and Searches on the Island continues to be conducted under Section 23 misuse of drugs act. This is important and focuses on reducing drug related harm on the Island. The second most used stop and search power was conducted under Section 1 PACE searches, searching for stolen and prohibited articles. It is important that the police are held to account by local communities in relation to using these powers on the Isle of Wight. The island has a stop and search scrutiny panel which is independent from the police and comprises of members of your community. The panel last met on the Tuesday 15th January 218 and conducted a comprehensive review of our policing activities to ensure that we are behaving lawfully and the searches are not unfairly targeted. The next stop and search scrutiny panel will take place on the Tuesday 9th April 219. Visual ethnicity is 98% white. There were 66 stop searches carried out across the New Forest over the last three months with 289 stop searches having been carried out in the past 12 months. The New Forest is performing well compared with the Force average with % of stop searches having positive outcomes and 2% resulting in an arrest. This indicates that the power is being used with care. The main reasons for searching are drugs and stolen property followed by offensive weapons. In the last quarter a person was 3.4 times more likely to be stopped than a white person. The Constabulary average is 3.1 times more likely. Officers receive training on the use of stop and search and are subject to ongoing refresher training on the Equality Act and associated responsibilities. The District conducts quarterly dip-sample audits with our IAG (Independent Advisory Group).This audit reviews the search forms and subsequent electronic reports. Checks are made that all details have been correctly recorded, the grounds for the search are lawful and proportionate and a supervisor has endorsed the search. Audits also include viewing relevant Body Worn Video (BWV) of the stop searches being conducted to provide a further element of scrutiny and demonstrate transparency in the use of stop and search powers.

Visual ethnicity is 88% white. There were 445 stop searches carried out across Portsmouth over the last three months with 1,954 stop searches having been carried out in the past 12 months. Portsmouth district is performing well compared with the Force average with 37% of stop searches having positive outcomes and 2% resulting in an arrest. This indicates that the power is being used with care. The main reasons for searching are drugs and stolen property followed by weapons. In the last quarter a person was 1.9 times more likely to be stopped than a white person. The Constabulary average is 3.1 times more likely. Officers receive training on the use of stop and search and are subject to ongoing refresher training on the Equality Act and associated responsibilities. 11 87 Total stop & searches 36% 8% Arrests (7) Population: 85% White & 15% 63 Positive searches (31) Hampshire s 82% Non-s 18% % White 26% 71 Non Police officers in Rushmoor used their power to stop search an individual on 87 occasions during the period 1 October 218 to 31 December 218 (Q3). 62 of these instances were where officers had grounds to search for controlled drugs under the Misuse of Drugs Act were searches for stolen property or for possession of an offensive weapon/bladed article under the Police and Criminal Evidence Act Positive action was taken following 31 of these searches, which included 7 arrests. A 36% positive action following a stop and search is in line with the Force average of 38% over the same period. In Rushmoor in Q3 you were 2. times more likely to be stopped and searched if you were black or minority ethnic than if you were white, based on population data. This figure is slightly higher than the Rushmoor average over the past year but when compared to other Districts in Hampshire and the Isle of Wight it is relatively low. I will always scrutinize any disproportionality to ensure that these vital police powers are being used lawfully and with integrity. 12 Total stop & searches 42% 17% Arrests (62) Population: 86% White & 14% Positive searches (152) Hampshire s 86% Non-s 14% % White 3% 319 Non This data relates to the period of 1st October 218 to 31 st December 218 and relates to the police use of search powers under Section 1 of the Police and Criminal Evidence Act ( PACE ) These powers are often referred to as Stop and Search and this data represents the use of that power within the Southampton District. During this period we have targeted our use of these powers in the specific geographical areas of parks and open spaces as a result of ongoing Robbery and Violence offences. Under Operation Refract we have increased patrol activity and lawfully used differing tactics with the aim of reducing commission rates and bringing those response to justice. Whilst we have seen an increase this quarter from 292 to 372 stop and searches the percentages of White and people stopped has remained largely the same as the previous quarter. We continue to focus efforts on the disruption of County Lines of which we have a significant number, which are active and passing through the City. The data from this period shows that over % of the people stopped and searched are on non-resident which is consistent with our understanding and intelligence of the mapped lines which predominately run from the London area. Hampshire Constabulary guidelines, based on the Best Use of Stop and Search state that at least 1% of stop searches should result in an arrest and at least 2% should result in a positive outcome (includes issuing a summons). These guidelines are part of the assurance that stop search activity is directed by intelligence and conducted on likely offenders. For this period, in Southampton, 17% of the stop and searches conducted resulted in an arrest and 42% resulted in a positive outcome.

13 1 17 Total stop & searches 34% Positive searches (36) 11% Arrests (12) Population: 96% White & 4% Hampshire s 85% Non-s 15% 16 9% White 9% 91 Non- Our District Priority remains drug related harm in Andover, and especially the exploitation of vulnerable adults and children by drug dealers. On a daily basis the Andover Neighbourhood officers are targeting transient drug dealers. Drug runners mainly travel from outside of the area, primarily from London, into this district to deal drugs. These runners are primarily young black males. Police officers in Andover act upon intelligence and conduct stop and search activity in and near known locations / addresses where County Lines Runners operate. Regular operations using intelligence known as Anthos are conducted. Stop and search is just one of the tools that are used to tackle this issue. Stop and Search remains a valuable and proportionate tactic. This is shown that 34% (36 out of 17) of people searched were found with drugs, and 12 of those people were arrested. The lower level drugs offences were dealt with by other out of custody positive ways, including drug diversion courses

During this period my neighbourhood team had the following policing priorities Drug related harm and associated crimes (includes County Lines and serious violence), ial burglary, Theft from motor vehicles and City ASB (includes serious violence and alcohol/ drug related incidents). It is therefore not surprising that the vast majority of the searches conducted during this period were related to these offence classifications, either officer initiated or as a result of information passed to the Police by an external third party, usually local residents. The positive outcome rate of 4% is significantly high, confirming that officers are continuing to use good intelligence and professional judgement to justify their searches of any given individuals. Of the 18 x persons searched from a background, only two resided within the District with a significant proportion either living within Southampton or the London area. Although every stop/ search is reviewed and scrutinised by an officer s line manager, Winchester District also utilises a panel of voluntary residents (Independent Advisory Group) to review a random selection of stop searches, to check the Police are acting in a fair, lawful and ethical manner. This group not only have an opportunity to view incidents captured by body worn video, but are also empowered to ask direct questions and raise any concerns they may have to the District Commander. Fortunately this peer group confirmed at their last quarterly review in December, that they were satisfied and reassured by how the Police are using this effective policing tactic within their own neighbourhoods Chief Inspector Mark Lynch 1
