3 Statistical Bulletin 3 Introduction This bulletin contains crime and performance statistics for the year 1 April 2014 to 31 March Where appropriate, a comparison is given for the previous year. The crime/offence figures are collated from British Transport Police s (BTP s) computerised crime reporting system, CRIME. The recording of crime is not static and the figures represent a snapshot in time, i.e. the state of the system at 31 March 2014 and BTP compiles crime statistics for England, Wales and Scotland. In England and Wales these statistics are broken down into geographical areas (Sub-Divisions) as illustrated on the map. In B and C Division (England and Wales), crimes fall into two groups: notifiable offences, which are serious offences that have to be reported to the Home Office; and non-notifiable offences, which are less serious offences not reported to the Home Office. In D Division (Scotland), all crimes and offences are reported to the Scottish Government and published in its bulletin. The groups are then broken down into 12 crime categories: violence against the person sexual offences criminal damage line of route offences theft of passenger property motor vehicle/cycle offences robbery theft of railway property public order offences fraud offences drugs other crimes Crime statistics should be treated with caution. Dramatic fluctuations, whether up or down, can be misleading and, if misused, statistics can contribute to the fear of crime. Hundreds of millions of passenger journeys are made safely each year and the statistics should be viewed in that context. The following points are given for guidance: 1 The Home Office introduced a National Crime Recording Standard (NCRS) that all police forces across England and Wales were required to adopt. BTP adopted this standard on 1 April The basic principles of NCRS are that if on the balance of probability a crime has been committed, it is recorded as a crime. The standard has made crime recording more victim focused. 2 Crime statistics are not always accurate indicators of risk. Police activity to target particular offences, changes in reporting patterns and other factors can affect reported crime figures. 3 Apparent anomalies, such as more crimes resulting in a criminal justice outcome than have been reported, are due to the fact that statistics reflect crimes and criminal justice outcomes recorded during a specific period. Criminal justice outcomes may relate to crimes reported in earlier periods. 4 Total notifiable crime was down for the 11th consecutive year by 8.2% from 50,839 to 46,688 offences. Within these figures, robberies were down by 78 offences (17.9%). Theft of passenger property offences decreased by a further 2,314 (16.1%), and theft of railway property fell by 433 offences (9.8%). Criminal damage and route crime offences fell respectively by 63 (1.9%) and 36 (3.1%). However, there were 724 more violence against the person crimes (8.6%) and sexual offences were up by 282 (25.2%). There were 14,652 crimes which resulted in a criminal justice outcome in. Total notifiable and non-notifiable offences were down by 13,099 (14%) in with a total of 78,084 recorded.
